Peace. We recently filed three new pieces of legislation — an ordinance making it easier for households to have natural landscapes without getting fined, an ordinance funding a winter shelter program for our unhoused constituents, and a resolution requiring Metro Council to perform an equity review of its budget prior to adoption. We have many other legislative priorities that will be introduced this year. We'll discuss in more detail at our upcoming round table. Hopefully you can join us.

Legislation
- American Rescue Plan — The next round of spending is expected in the first quarter of 2022. A placeholder ordinance is being held in the Budget Committee. We have co-sponsored in support of our work on different allocations. We have several items including libraries, housing, childcare, downtown, youth programming, and more that we're advocating for.
- Neighborhood Development Fund (NDF) Winter Shelter Program — A Neighborhood Development Fund ordinance has been filed to transfer up to $60,000 to the Office of Resilience and Community Services (RCS) to support sheltering our unhoused constituents this winter. Note that this program has already started. A majority of our allocation is for reimbursements to RCS.
- Child Care Land Use Regulation — Councilwoman Cassie Chambers Armstrong introduced changes to zoning for childcare facilities to make them more accessible across the city. We have co-sponsored to support.
- Louisville Metro Housing Authority — LMHA is reviewing their housing needs to estimate the cost of renovations. Once this is complete we will work with them on a budget ask to Louisville Metro Government. An estimate will be available in about 6 months according to their director. We want to negotiate a community benefits agreement with LMHA that supports the wants and needs of tenants. If you live in a LMHA property and wish to help us draft this agreement please let us know.
- Gun Buyback Ordinance — We've been working with county attorneys to draft an ordinance to start a pilot program to get guns off the streets. This is one of many efforts that are being worked on, including a state campaign for more local gun control. We're working with the Office for Safe and Healthy Neighborhoods Director Dr. Monique Williams and Councilwoman Jessica Green on this effort.
- Food Waste Ordinance — We've inquired with county attorneys about legislation to reduce food waste and get more food to food banks or similar nonprofits. This will likely be introduced in the first quarter of 2022.
- Corrections Ordinance — The FBI is investigating at least one of the corrections deaths. We've inquired with county attorneys about legislation to de-prioritize certain traffic violations as this has been the #1 reason for bookings at corrections in the past couple years. We hope to decrease the inmate population with this effort.
- Natural Landscapes (Weeds) Ordinance — This amended ordinance will allow families more flexibility to grow native plants without being fined.
- Historically Black Neighborhoods Ordinance — We've met Develop Louisville, and the Office of Housing, Vacant, and Abandoned Properties. They are in support of our land return policy. We will work with them on implementation as we finalize the next draft. We'll announce a Historically Black Neighborhoods feedback session tour in the coming weeks.
- Capital Infrastructure Fund (CIF) Alley Paving Ordinance — We will be allocating approximately $17,000 to repave the alley between South 5th and 6th Streets, often used by seniors in the Chapel and Friendship Houses.
- Code of Ordinances Equity Review — We are drafting a formal process for reviewing Louisville Metro's Code of Ordinances to address inequities as they relate to social determinants of health perpetuated by local law.
- Budget Equity Review Resolution — We filed this to require Metro Council to follow the same review process we asked of the Mayor's Office when approving their budget.

Mayor Greg Fischer was joined by Dr. Sarah Moyer, director of the Louisville Metro Department of Public Health and Wellness (LMPHW), Dr. SarahBeth Hartlage, associate medical director of LMPHW, and Dr. Edward Miller, maternal fetal medicine physician and high-risk pregnancy obstetrician for UofL Health, to provide a COVID-19 update, discuss new childcare guidance and the impacts COVID-19 has had on expecting mothers. Three Metro Council Members Preparing to File Common-Sense Gun Legislation
Metro Council members Pat Mulvihill (D-10), Bill Hollander (D-9), and Nicole George (D-21) hosted a press conference at City Hall Thursday morning to announce they intend to file legislation that would prohibit the discharge of firearms, with certain exceptions, in Louisville Metro. Confluent Health to Create 350 Well-Paying Jobs at Louisville HQ
Gov. Andy Beshear recognized the continued growth of Kentucky’s health care sector as he announced plans for Confluent Health LLC to relocate and expand its headquarters in Louisville, a project that will create 350 full-time Kentucky-resident jobs with an investment of about $10 million. Piston Automotive to Add 117 Full-Time Jobs With Louisville Expansion
Gov. Andy Beshear announced Piston Automotive LLC, a provider of automotive assemblies, including advanced electric and hybrid vehicle battery systems, will increase the scope of a previously announced Jefferson County expansion, which now will create 117 full-time jobs with a $26.3 million-plus investment. New Kroger Fulfillment Facility to Create 161 Full-Time Jobs in Jefferson County
Gov. Andy Beshear welcomed the expanded presence of a major Kentucky employer, as Kroger Fulfillment Network LLC, a wholly owned subsidiary of the Kroger Co., plans to locate a new e-commerce spoke facility in Louisville that will create 161 quality job opportunities. Quadrant to Add 200 Full-Time Jobs Louisville With New $95 Million-Plus Magnet Manufacturing Facility
Gov. Andy Beshear announced Quadrant will build a new $95 million-plus rare-earth magnet manufacturing operation in Louisville, its first mass production facility in the U.S., which will create 200 full-time jobs for Kentuckians. For more information click here.
Eurofins Genomics to Construct New Facility in Louisville
Kentucky companies continue to help in the fight against COVID-19, Gov. Andy Beshear congratulated Eurofins Genomics LLC, an international provider of DNA sequencing services, on the company’s plans to expand its presence in Louisville with a new manufacturing facility to supply reagents used for virus detection. The company will invest over $35.7 million for the new operation. For more information click here.
Resolution Calls for ‘No Confidence’ Vote Regarding Metro Corrections Director, Executive Staff
