Every home in the U.S. is eligible to order 4 free at-home COVID-19 tests. The tests are completely free. Orders will usually ship in 7-12 days and you should receive a tracking number and confirmation email that you can use to stay abreast of your order status. Safety tips will reduce risk of becoming infected
Dr. Moyer encourages the following measures to reduce the risk of becoming infected with COVID-19 and to help lower the impact of another expected surge on the health care system.
- Get vaccinated and boosted. If you need help finding a place to get your booster dose, visit vaccines.gov or call our COVID-19 helpline at 502-912-8598.
- Stay at home if you are sick.
- Wear a well-fitting and high-quality mask, like a surgical or N95 mask.
- Businesses and healthcare facilities should plan for impacts on the workforce and reduce risk in the workplace.
- Take extra precautions for higher risk people in your life, including those who are older or who have other health conditions.
- Practice healthy habits like getting enough sleep, walking outside in the sunshine and eating balanced meals to help your body fight off infection.
If you test positive for COVID-19, Dr. Moyer strongly recommends to:
- Follow Kentucky’s quarantine guidelines.
- As much as you can, separate yourself from other people in your home. If you are unable to isolate or need supplies to do so safely, please call our helpline for safe housing and essential needs at 502-912-8598.
- Tell your close contacts that they may have been exposed to COVID-19. An infected person can spread COVID-19 starting 48 hours (or two days) before the person has any symptoms or tests positive. By letting your close contacts know they may have been exposed to COVID-19, you are helping to protect everyone.

The Office for Safe and Healthy Neighborhoods (OSHN) is excited to share the application for their inaugural Capacity Building Fellowship. The Capacity Building Fellowship’s goal is to build capacity of/and support organizations within the city to facilitate evidence-based, equity-centered violence prevention efforts. This initiative is an opportunity to invest in, and institutionalize, violence prevention standards by building capacity and supporting organizations doing great work in Louisville.
The Capacity Building Fellowship will provide trainings and technical assistance to help grassroot organizations overcome self-identified barriers to be more successful and sustainable in their efforts. In addition, selected applicants will receive up to a $20,000 grant to support their mission. Please see the application and flyer for eligibility. The self-service recycling drop-off locations are getting an upgrade! Each site will transition from one or two 30 yard dumpsters that had to be removed to be emptied to several 8 yard dumpsters that can be emptied into a truck on site. This allows the emptying process to be more efficient and to occur more frequently. The new design will help prevent illegal dumping. Larger dumpsters were notoriously filled with illegal materials, like construction debris, causing contamination to the recyclables. New signage is clear and consistent showing what is accepted and what is not.
Thanks to a partnership with the Waste Management District, a front loader truck and enough dumpsters for all 14 sites were purchased. The new recycling dumpsters have been placed at Cyril Allgeier Community Center and Mary T. Meagher Park so far. The transition will continue for the remaining locations. Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.

Louisville Metro Office of Resilience and Community Services is accepting applications for the annual Low Income Home Energy Assistance Program (LIHEAP) Crisis Component and the new Low Income Home Water Assistance Program (LIHWAP). Applications will be accepted first come, first served during designated enrollment periods or until funds have been expended.
LIHEAP and LIHWAP can assist households, up to and including 150 percent of the federal poverty guidelines, who meet the program eligibility requirements. Benefits are paid directly to the household’s vendor.
The LIHEAP Crisis component is available through March 31, 2022, to assist households who demonstrate a home energy crisis situation. Crisis benefits will cover the minimum needed to alleviate the crisis not to exceed $600. Households can reapply each time they experience a crisis situation until they reached their maximum benefit.
LIHWAP, an emergency assistance program authorized by ARPA (the American Rescue Plan Act), provides water and wastewater assistance through various components through September 30, 2023, or until funding is exhausted. Applications for the Subsidy and Crisis Components will be accepted through June 1, 2022.
- LIHWAP Subsidy: Households can receive a one-time water service benefit ranging from $50 to $400 depending on income level, housing category, and water service benefit type.
- LIHWAP Crisis: Households experiencing a water and/or wastewater crisis can receive assistance for the minimum to alleviate the crisis not to exceed $800. Households can reapply each time they experience a crisis until they have reached their maximum benefits.
Eligible households can apply for one or both components and participation in prior LIHEAP programs will not affect a household’s eligibility. Households must meet eligibility requirements, including income guidelines.
Appointments are required in advance to apply for LIHEAP and LIHWAP to make a drop-off appointment at one of seven locations utilizing an automated appointment system described below. Residents can apply for both LIHEAP and LIHWAP with one single appointment.
LIHEAP (Low Income Home Energy Assistance Program) Crisis Component
How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.
Elibility:
- Households within 150% of 2021-22 Federal Poverty Guidelines, and
- Received a disconnect notice from metered utility service provider, or
- Received a current bill with a past due amount, or
- Received an eviction notice if utilities are included in the rent, or
- Be within four days of running out of bulk fuel; or
- Be within ten days of running out of pre-paid electric service.
Documentation:
- Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or proof of $0 income). Note: Zero Income forms are available at the LIHEAP Drop Box locations or by clicking here.
- Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
- Disconnect notice or a current bill with a past due amount for metered utilities; or
- Eviction notice and copy of lease if heating expenses are included in the rent. or
- Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service.
- LIHEAP Application and Family Profile Form can be downloaded at louisvilleky.gov/LIHEAP or found at the LIHEAP office drop boxes.
LIHWAP (Low Income Home Water Assistance Program)
How to apply:
Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.
Eligibility for LIHWAP Crisis:
- Jefferson County within 150% of 2021-22 Federal Poverty Guidelines, and
- Louisville Water/MSD account in arrears, or
- Active payment plan due to arrears, or
- Received a past due or disconnect notice, or
- Water service has been disconnected.
Eligibility for LIHWAP Subsidy Component:
- Jefferson County households within 150% of 2021-22 Federal Poverty Guidelines regardless of the status of their water bill.
Documentation:
If applying for the LIHWAP water assistance at the same time as LIHEAP, include the documentations above as well as:
- Louisville Water Application and Family Profile Form found at drop box locations or online at https://louisvilleky.gov/LIHEAP.
- Most current Louisville Water Company bill and/or MSD bill
- Proof of arrearage, payment plan, or disconnect notice for water and/or wastewater bill if applying for the LIHWAP Crisis Component.
- Tenants whose water and wastewater bills are included in their rental payments are eligible to receive benefits. To be eligible the tenants must provide verification that they pay all or a portion (i.e. HUD Section 8 housing) of the water and/or wastewater bills. The organization responsible for payment to the utility provider must provide verification that a portion of the rent includes water and/or wastewater. A payment will be made on behalf of the household to the organization responsible for payment if the water and/or wastewater account information can be provided.
Copies of documentation, along with the downloadable LIHEAP, LIHWAP and Family Profile form and should be dropped off at the site you select, on the day of your appointment. Applicants will then be contacted by a staff within 72 hours (3 business days) of the appointment time.

Louisville Metro Animal Services (LMAS) announces every adopter of a large-breed dog weighing 40lbs. or more will receive a free dog crate for their new four-legged friend through Feb. 14th, thanks to funding from PetSmart Charities.
The first weeks in a new home can be stressful for a rescue dog, who must adjust to new people, a new environment, and a new routine. A crate provides a newly adopted pet a place to retreat, where a pet will feel safe while adjusting to life in their new home. Additional benefits of crates include being a great tool for house-training a puppy or new pet, a place to relax, sleep or nap; and can keep dogs out of mischief, when left unsupervised. Crates are also perfect for travel and trips to the veterinarian office.
The Pay It Forward Free Adoptions (PIF) Program allows LMAS to waive adoption fees for adult dogs, 40lbs. or more. The PIF program never expires and has found homes for thousands of larger breed dogs that have entered the shelter since 2017, when the program was launched. Spay-Neuter, microchip, and vaccinations are included with every adoption. The dog crate giveaway ends Feb. 14th or when supplies run out.
LMAS’ Animal House Adoption Center is located at 3516 Newburg Road. Walk-ins are welcome from 12-6 pm daily. Adoption fees are waived, but the review and approval process are not. Jefferson County residents must also purchase a one-year, renewable pet license - a requirement of the Louisville Animal Ordinance.

A new and flexible housing type has recently been permitted in Kentucky’s two largest cities. Most commonly referred to as the Accessory Dwelling Unit (ADU), this housing type is defined as a secondary independent unit on a single-family lot. ADUs are versatile in both form and function, meeting the needs of young professionals, those aging-in-place and everyone in between. Such an opportunity has citizens and industry professionals alike asking – How might I make the most of this new housing option?

Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical.

As tax season approaches, BBB warns of IRS copycat websites. One local consumer has already encountered one and reported it to BBB. Copycat websites often charge you for a service that is typically free, and they often “phish” for your personal and financial information. Visit the IRS’s actual website (IRS.gov) for all tax-related forms, questions, etc.

A local consumer reported to BBB that her son and daughter had fallen victim to an Instagram “brand ambassador” scam. They were offered discount codes on products; however, the items were never received. Be wary of anyone who comments on your Instagram posts with “DM to collab” (or similar messaging), offers you an ambassadorship role right away, and/or asks you to buy a product. These are red flags for scams!

A local consumer reported to BBB that he was the victim of an online romance scam, and the scammers were threatening to release compromising images to his family and friends. BBB warns against sending any intimate photos or videos to potential romantic partners you’ve just met. You could become the victim of attempted blackmail.

BBB continues to receive reports of reshipping scams involving Gentleman’s Courier Service. It has been reported to BBB by the former owner of Gentleman’s Courier Service that someone is using the now-closed company’s name and likeness to pose as a legitimate business. BBB reminds consumers that any “job opportunity” that involves receiving other people’s packages at your personal residence is likely a reshipping scam.

BBB received a report from a local consumer regarding an employment scam. Upon completing an “application” through the Telegram app and Facebook messenger, the consumer received a check to be used for equipment. BBB warns of any job offers that include sending you a check to pay for equipment. These are typically scams that leave the victim on the hook for the bad check.

BBB received a report from a local consumer regarding a horse breeder scam. The victim purchased a horse from a supposed breeder, but the animal was never delivered, and the scammer attempted to demand more money. When purchasing or adopting any pet, it’s important to see the animal in person first, check the breeder’s references, and reverse Google search any photos of the animal sent by the breeder.

A local consumer received a call allegedly from LG&E, stating their service would be shut off in 30 minutes if they did not pay a past due bill immediately. LG&E will never call you and demand payment over the phone. When in doubt, contact LG&E directly.

One local consumer reported to BBB that he’d received a Facebook message from a friend inviting him to apply for a government grant. He became suspicious when the grant website asked for money upfront before approving the grant, and later learned his friend’s Facebook account had been hacked. BBB warns against any grants, scholarships, or sweepstakes that demand payment upfront before delivering the promised monetary reward.

BBB continues to receive reports of scam Amazon phone calls. As a reminder, Amazon will not call you to question a purchase; this phishing scam is an attempt to gain access to your Amazon account and/or financial information.

BBB warns of scam coupon offers appearing on social media platforms. Don’t fall for deals that are too good to be true, check the source of the coupon, read the coupon carefully, and don’t trade your personal information for any alleged perks.
