Peace. Our council passed monumental funding last week for affordable housing with money from the American Rescue Plan Act. A special shoutout to Marilyn Harris, Natalie Harris, Celine Mutuyemariya, Cathy Kuhn, Catherine McGeeney, Clare Wallace, Mark Steiner, George Eklund, Lyndon Pryor, and hundreds of others across this city who helped lead a campaign to get support for this allocation. We could not have done this without you.
I apologize I forgot to send the registration link for tomorrow evening's town hall. I'll be available if people want to join but if not I'll just stream updates about the American Rescue Plan, Neighborhood Development Funds, and redistricting. To join the meeting go here. From the Homeless Services Division
The CORE Assessment team has completed a risk assessment for the encampment located at the I-65 N off ramp at Jefferson Street and determined that the camp falls under a 24 Hour Notice to vacate under the KYTC MOU with Louisville Metro. The notice will be posted on Thursday, November 18th at 8am. The encampment clearing will be on Monday, November 22nd. Since this encampment is in your area, we wanted to make you aware.
Outreach will be working with camp residents to provide connections to housing navigation, shelter, and other supportive services.
If there are additional questions or concerns, please don’t hesitate to reach back out!

From the Mayor's Office Regarding The Infrastructure Investment and Jobs Act
While details are still being worked out, Congressional staff estimate the Louisville-Jefferson County urbanized area should receive an estimated sum of more than $100 million dollars over the next five years for public transportation, while Kentucky will receive an estimated share of $4.5 billion worth of formula funding statewide for highways, roads, bridges, and goods movement.

Community Opportunities to Get COVID-19 Vaccines
The Louisville Metro Department of Public Health and Wellness has teamed up with the Kentucky Nurses Association, Park DuValle Community Health Centers and the Kentucky National Guard to provide first-and-second doses as well as booster doses of COVID-19 vaccines for those who are eligible. - Homeless Protection Ordinance — This passed 22-4. Thank you to everyone who helped make these needed changes.
- American Rescue Plan — This second round of spending passed unanimously last week. Thank you to everyone who helped advocate for our housing recommendations.
- Winter Shelter Funding — We are drafting an ordinance to transfer Neighborhood Development Funds to the Office of Resilience and Community Services to support sheltering our unhoused constituents this winter.
- Credit Discrimination Ordinance — This was tabled because of time but will likely be voted on in the next Equity & Inclusion Committee.
- Historically Black Neighborhoods Ordinance — To the read the latest draft please go here. We are drafting a land return policy to be added. The next neighborhood meeting will be with Beecher Terrace residents in Russell.
- The Phoenix Hill Neighborhood Association has been in negotiations with developer Weyland Ventures for a proposed tax increment financing (TIF) project in their neighborhood. It would include 295 units of market rate housing, 60 units of 30% AMI housing in a Family Scholar House, 130 hotel rooms & rooftop bar, 70,000 sq. ft. of commercial space, and a 280 car parking garage for approximately $115 million. The community benefits proposed include prioritizing current and past neighborhood residents for housing (including Clarksdale residents), at least two pocket parks, public programming for children and families with the Family Scholar House, targeted neighborhood hiring, at least $15 minimum wage, and food waste reduction for our unhoused population. We have sponsored this ordinance in support of the Family Scholar housing and other benefits. You can view more details in the community benefits agreement (MOU) attached to the ordinance. It is on the Labor & Economic Development Committee agenda for tomorrow, Tuesday, 15th.

Presentation Academy Receives $25,000 Gift for New Minority Scholarships
Presentation Academy has received a $25,000 memorial gift for scholarships from an anonymous donor. This new scholarship is designated for African American students and joins 40 other scholarships available to Pres students. Volunteer with Olmsted Parks
Olmsted Parks Conservancy is hosting four locations on November 26 as part of the 11th Annual Free Coat Exchange in Shelby, Central, Iroquois and Elliott Parks. Louisville Metro Hosting Workshop for Preston Corridor Plan
Louisville Metro Government is hosting a two-day public workshop to hear residents’ views on existing conditions and ideas for improvement along one of the city’s longest roadways, the Preston Corridor, which stretches from River Road downtown to the southern edge of Jefferson County. Retailers Selling Tobacco, Electronic Smoking Products, Must Apply for a City License by Jan. 1
Effective January 1, 2022, retailers who sell any type or amount of tobacco or electronic smoking products or devices will be required to have a license to operate in Louisville. This new license was approved and enacted by Metro Council on April 1, 2021 with an amendment to Louisville’s Smoke-free ordinance. For more information click here.

Air Pollution Control District Proposed Permit

Just east of downtown, the 6.3-square-mile study area includes some of the most vibrant and unique communities in Louisville. Historic homes, vibrant corridors, hospital campuses, social services, and world-class parks all come together to create one of the most livable parts of the city. Preston Corridor Plan
Extending 11 miles between downtown Louisville and the Jefferson County line, the Preston Corridor connects many neighborhoods and people to jobs, shopping, entertainment, and key service and education centers including Louisville’s hospital district and the University of Louisville. But this key corridor is made of disjointed parts and travel along it can be challenging. Through the project, they are working with the Preston community to re-envision the corridor and develop a Framework Plan to guide future growth and redevelopment.
