District 19 grew faster than any other area of the community. According to the 2020 Census the population of District 19 grew from 29,156 in 2010 to a population of 37,307 in 2020. This population shift means that a person living in District 19 had less of a voice in Metro Council actions than other areas with slower growth or who had a reduction in population during the same time.

The northern and much of the western boarders of District 19 were decided by the Democrat Caucus on the Metro Council. Councilman Winkler (District 17) and the Majority Party created their districts first, taking those areas they wanted and then leaving the remnants to Republicans to work with.  This meant that a part of Middletown as well as Berrytown/Griffytown were taken, against my wishes. This process also led to my district adding 2 additional precincts to the north near Factory Lane including a few subdivisions located off LaGrange Road (keeping in mind I had to lose 7,000 residents to be compliant with the population distribution).  The removal of Berrytown/Griffytown, the addition of additional homes in the northeastern corner of my area, and the splitting of Middletown were all done against my wishes and made drawing my district very hard.  The minority caucus did have the ability to draw the lines between our districts.  We did give some feedback that was taken by the majority caucus but ultimately, they only made very minor changes based our recommendations.

Finally, if you look at the map across the county, there are several districts that are drawn in a way that goes against every goal we set in redistricting.  The only explanation for drawing some of these districts is gerrymandering.  Some have no continuity from one end of the district to the next, they lack compactness, and they split voting precincts for no justifiable reason other than political gain.  Because of my frustration with the impacts to District 19 and the obvious gerrymandering that went on in other areas of the city, I will be voting against this plan tomorrow on the floor of the Council. 

Another ordinance we will vote on tomorrow is the next round of ARP funding.  Here is a breakdown of the allocations that we will be voting on:

• $89M to combat homelessness and add affordable housing
• $28.3M toward premium pay focused on first responders and others who risked their lives to support city operations during the pandemic
• $12.5M toward ongoing public health efforts for the pandemic response
• $10M toward compliance, oversight, and reporting
• $17.5M toward LMPD reforms stemming from the recent audit and the DOJ investigation
• $42.6M toward other anti-violence and public safety initiatives
• The total is approximately $182.5M

After this allocation, we will still have approximately $160M to allocate and we are still pending proposals from the workforce development and the healthy neighborhoods workgroups.  Further, some of this money (for example the public safety dollars, the affordable housing dollars, oversight, etc) are allocated to projects that span 4 years.  Overall, I support what we are allocating these dollars to with one exception.  Eight Million of these dollars are being allocated to a program called Cure Violence.  This is a second attempt at implementing a program that was called the ‘interuptor’ program which the city defunded over 2 years ago due to the programs complete failure to deliver on their promises.  Further, the city is using the same third-party to run the program who had troubles 2 years ago.  The city has instituted several safeguards to improve oversight, but we just funded a pilot earlier this year and I wanted to see the proof that this program was working before funneling an additional $8M toward it.  Ultimately my amendment failed and the majority on council believe this program should move forward. 

Finally, I want to wish everyone who has ever served in uniform a Happy Veterans Day.  This country and our way of life has been protected since it’s founding by men and women willing to protect it with their lives.  I recently celebrated this day with many Veterans during the ‘reverse parade’ this past week.  To those who have served and are serving, thank you!  Your sacrifices on behalf of our country are an example to us all.
