Public Safety Town Hall Summary

 

On Tuesday evening, members of the Minority Caucus held our second in a series of meetings on Public Safety in our community.  The first meeting took place earlier this month at the UL Shelby Campus, yesterday’s town hall was held at the Fern Creek Chamber of Commerce. Approximately 65 persons as well as local media attended the meeting which lasted ninety minutes. While the panel of speakers were consistent with the first town hall, the topics by Louisville Metro Police Chief Erika Shields, Louisville Chief of Community Building Keith Talley, Pegasus Institute Executive Director Josh Crawford and Game Changers’ Executive Director Christopher 2X varied from earlier in the month. Following the comments of our panelists, we were able to address attendee questions for the remainder of the program.

 

Topics covered as part of our Public Safety Town Hall were:

  • The need to focus on stopping the recruitment and development of younger persons into gangs or environments that promote violent criminal activity.
  • The role a Justice Department Investigation into LMPD Practices will have and what ramifications this will have on our community in terms of changes as well as costs associated with a potential consent decree.
  • Efforts to assist homeless persons not only in the Downtown business district but also those persons in suburban areas such as Fern Creek.
  • The connection between the reduction of proactive/self-initiated policing and the increase in the murder rate in Louisville.
  • The fact that while the murder rate is increasing in many larger cities, Louisville is outpacing many cities such as Atlanta, Chicago, and Philadelphia.
  • The need to hold more than just the police accountable, but rather those in the Justice system who are allowing people convicted of crimes to serve little to no time, and thus reducing the punishments for illegal activity.
  • The usefulness and reasons for bringing SRO (student resource officers) back into our schools.
  • The efforts underway to prevent the victims of violent crime from being adversely affected in school and more importantly preventing retaliation and/or increased likelihood of victims to turn to violence themselves because of such events.

 

We will now pause and evaluate our first two town halls prior to announcing our next program(s). It is our hope to continue these conversations in 2022 and bring even more opportunities to learn and express your opinions and ideas regarding efforts to curb violent crime in our community.

Important Redistricting Update

 

This week the Louisville Metro Council’s Ad Hoc Committee on Redistricting unveiled the group’s draft Metro Council districts. The need to redistrict is required every ten years with the release of new Census Data. The Census Data released in late August showed that Jefferson County’s population grew from 741,096 in 2010 to 782,969 in 2020. This growth of approximately 41,000 persons along with the continued shift of people moving into our district and neighboring eastern districts, causes the need to adjust the borders of our 26 Metro Council Districts to ensure that all persons are given fair representation in their local government.

Prior to receiving the numbers from the 2020 Census, members of the Minority Caucus established goals for redistricting. Our goals were to 1) establish districts that kept within 5% population of each other 2) Support efforts to maximize minority representation on the Metro Council, 3) construct districts that were as compact as possible, 4) construct districts based on shared/similar communities and neighborhoods, 5) use natural landmarks and major roads as much as possible to construct succinct districts that are easy for people to understand and 6) try to keep as many people within their districts as is possible.

In the final week of September, the detailed data from the 2020 Census was released. Two weeks later, members of the Minority Caucus were given the precincts that Democrats on the Council would not be using, and then we began the process of creating our districts.

Proposed Maps

The proposed redistricting maps will be available on the Metro Council’s website:

District 20 will maintain its character as the largest and most rural of districts. With a population of 28, 928, the district will start as one of the smaller districts, in terms of population, but continued development in the district will once again see this district growing at a pace far faster than most. The district Boundaries are made up of Shelbyville Road to the north, Shelby and Spencer Counties to the East and Billtown Road to the west. District 20 includes the southern portion of Jeffersontown as well as large portions of unincorporated southeastern Jefferson County. District 20 is host to the majority of the parks within the 21st Century Parks including Beckley Creek, Pope Lick and the Strand. The district is also home to Charlie Vettiner and Fischerman’s Parks.

Now that maps for all 26 Metro Council Districts are drafted, the next steps will be to file an ordinance to codify these maps, which will be done next week. In addition, the Metro Council is giving people the opportunity to comment on these maps through a few different avenues. Because of the late release of Census Data as well as earlier than normal deadlines for candidates filing for office, the Metro Council will need to pass the final redistricting maps by the end of November. Charlie Vettiner Park Improvements

As mentioned in our June 25th District 20 eNewsletter improvements are underway at Charlie Vettiner Park. Councilman Benson (District 20), Councilman Kramer (District 11) & Councilman Engel (District 22) have contributed funding to covert the five old tennis courts into 12 pickleball courts, as well as paving improvements to build on the new tennis and pickleball courts that were opened last year. The new pickle ball courts are expected to be complete by early December.

Changes to the Child Care Regulations

Preliminary Text Amendment Recommendations
 
In an effort to provide greater and more equitable access to childcare, the Office of Planning and Design Services (PDS) is reviewing Metro's local zoning restrictions that limit where childcare providers can be located, as well as the related rules that affect their operations including the maximum occupancy of children.
 
Planning and Design Services held several events beginning with a virtual open house hosted via Cisco Webex Video Teleconferencing on October 5, 2021. Four in person events were also hosted outdoors throughout Louisville Metro from October 9th – 14th. These events were held at Petersburg, California, Iroquois, and Hounz Lane Parks. A questionnaire and place for public comment have been made available on a dedicated webpage for child care found here:

Preliminary recommendations along with a summary of state regulations have been included for your review on the pages that follow.
Staff will produce a report containing its findings and any proposed changes to the Land Development Code for review by the Planning Commission in a Public Hearing. Staff intends to present its finding to the Planning Commission on November 18, 2021. The staff report will be published prior to the public hearing. Following the Planning Commission's review and recommendation, amendments are reviewed by Metro Council and other cities with zoning authority that choose to take up the matter.

Neighborhood Meeting Notice (17310 Taylorsville Road)

 
Tower View Farm and Nursery will be applying for a Conditional Use Permit for their property located at 17310 Taylorsville Lake Road. This is to permit them to operate a commercial greenhouse/plant nursery/landscape material supply facility. An online meeting

Dog of the Week

Snow White is waiting for her happy ending. The gorgeous one-year-old Pit Bull mix with the cute cow spots on her ears is a sweet, friendly dog who prefers affection and attention over toys. Snow's adoption fee is waived for an approved adopter, thanks to the Pay It Forward Program. Her adoption also comes with a gift, a dog crate from the non-profit Friends of Metro Animal Services. Snow is friendly with everyone she meets but will need to be the only paw-rincess in her forever home. Child and cat testing are available by request. Snow is approximately one years old and weighs about 50lbs. She's already spayed, microchipped, and up-to-date on vaccinations.
