Town Hall Meeting on Public Safety With Chief Shields - Tuesday, October 26

On Tuesday, October 26 I will be joining my Metro Council Colleagues in hosting our second town hall meeting on the topic of Public Safety. The Town Hall will feature Louisville Metro Police Chief Erika Shields as well as the Mayor’s Chief of Community Building Keith Talley, Josh Crawford of the Pegasus Institute and Games Changers’ executive Director Christopher 2X.

The format of the meeting will be to have each panelist give us an update on the state of public safety within our city, each providing insights from their unique positions within the community. Following introductions and remarks, those persons attending will be able to submit questions regarding efforts, ideas and progress being made to reduce crime within our city.

The event is scheduled to last approximately 75 minutes with half of that time being dedicated to answering your questions and listening to your concerns. In addition to the above mentioned panelists, we are also inviting representatives from adjacent safety offices, as well as other elected officials representing our area to the meeting to hear from you and to answer you questions either prior to or after the conclusion of the town hall.

COVID notice: Due to our community’s high level of COVID cases, the meeting is being held in a larger auditorium at the Fern Creek Chamber of Commerce (across the street from Fern Creek High School). Masks are required for entrance and we plan to observe safety standards regarding spacing for attendees during the event.

Redistricting Update

Last week the Louisville Metro Council’s Ad Hoc Committee on Redistricting unveiled the group’s draft Metro Council districts. The need to redistrict is required every ten years with the release of new Census Data. The Census Data released in late August showed that Jefferson County’s population grew from 741,096 in 2010 to 782,969 in 2020. This growth of approximately 41,000 persons along with the continued shift of people moving into our district and neighboring eastern districts, causes the need to adjust the borders of our 26 Metro Council Districts to ensure that all persons are given fair representation in their local government.

Prior to receiving the numbers from the 2020 Census, members of the Minority Caucus established goals for redistricting. Our goals were to 1) establish districts that kept within 5% population of each other 2) Support efforts to maximize minority representation on the Metro Council, 3) construct districts that were as compact as possible, 4) construct districts based on shared/similar communities and neighborhoods, 5) use natural landmarks and major roads as much as possible to construct succinct districts that are easy for people to understand and 6) try to keep as many people within their districts as is possible.

In the final week of September, the detailed data from the 2020 Census was released. Two weeks later, members of the Minority Caucus were given the precincts that Democrats on the Council would not be using, and then we began the process of creating our districts.

Proposed Maps

The proposed redistricting maps will be available on Metro Council’s website:

The proposed District 23 will remain mostly the same as it is currently known. The district will add Heritage Creek east of Cedar Creek Rd.  The neighborhoods south of Mt. Washington Rd and east of Preston Hwy including Larkgrove and Ashbrook Gardens will return as they were prior to redistricting in 2011.  The neighborhoods of Brookshire, Maple Creek and Moorehaven Dr are proposed to move to District 24.  Areas east of Fernview Rd including Tradesmll Dr and Glendale Rd are proposed to move to District 22. Total population will be 31,576, making District 23 the highest populated district. 

Public Comments

Now that maps for all 26 Metro Council Districts are drafted, the next steps will be to file an ordinance to codify these maps, which will be done next week. In addition, the Metro Council is giving people the opportunity to comment on these maps through a few different avenues. Because of the late release of Census Data as well as earlier than normal deadlines for candidates filing for office, the Metro Council will need to pass the final redistricting maps by the end of November.
