Town Hall Meeting on Public Safety planned for Tuesday, October 26, 2021

Louisville, KY - On Tuesday, October 26, 2021, members of the Louisville Metro Council’s Minority Caucus will host the second in a series of town hall meetings on the topic of Public Safety. The Town Hall will feature Louisville Metro Police Chief Erika Shields as well as the Mayor’s Chief of Community Building Keith Talley, Pegasus Institute Executive Director Josh Crawford and Games Changers’ Executive Director Christopher 2X.

During this town hall, each panelist will give an update on the state of public safety within our city. Panelists will also provide insights on the state of our city from their own unique positions within the community.  Following introductions and remarks, persons attending will be able to submit questions regarding efforts, ideas and progress being made to reduce crime.

The goal of each Public Safety Town Hall is to promote dialogue and understanding as well as to give the people of Louisville the opportunity to ask questions about what is being done to create a safer city. Important Redistricting Update

 

This week the Louisville Metro Council’s Ad Hoc Committee on Redistricting unveiled the group’s draft Metro Council districts. The need to redistrict is required every ten years with the release of new Census Data. The Census Data released in late August showed that Jefferson County’s population grew from 741,096 in 2010 to 782,969 in 2020. This growth of approximately 41,000 persons along with the continued shift of people moving into our district and neighboring eastern districts, causes the need to adjust the borders of our 26 Metro Council Districts to ensure that all persons are given fair representation in their local government.

Prior to receiving the numbers from the 2020 Census, members of the Minority Caucus established goals for redistricting. Our goals were to 1) establish districts that kept within 5% population of each other 2) Support efforts to maximize minority representation on the Metro Council, 3) construct districts that were as compact as possible, 4) construct districts based on shared/similar communities and neighborhoods, 5) use natural landmarks and major roads as much as possible to construct succinct districts that are easy for people to understand and 6) try to keep as many people within their districts as is possible.

In the final week of September, the detailed data from the 2020 Census was released. Two weeks later, members of the Minority Caucus were given the precincts that Democrats on the Council would not be using, and then we began the process of creating our districts.

Proposed Maps

The proposed redistricting maps will be available on the Metro Council’s website:

District 20 will maintain its character as the largest and most rural of districts. With a population of 28, 928, the district will start as one of the smaller districts, in terms of population, but continued development in the district will once again see this district growing at a pace far faster than most. The district Boundaries are made up of Shelbyville Road to the north, Shelby and Spencer Counties to the East and Billtown Road to the west. District 20 includes the southern portion of Jeffersontown as well as large portions of unincorporated southeastern Jefferson County. District 20 is host to the majority of the parks within the 21st Century Parks including Beckley Creek, Pope Lick and the Strand. The district is also home to Charlie Vettiner and Fischerman’s Parks.

Now that maps for all 26 Metro Council Districts are drafted, the next steps will be to file an ordinance to codify these maps, which will be done next week. In addition, the Metro Council is giving people the opportunity to comment on these maps through a few different avenues. Charlie Vettiner Park Improvements

As mentioned in our June 25th District 20 eNewsletter improvements are underway at Charlie Vettiner Park. Councilman Benson (District 20), Councilman Kramer (District 11) & Councilman Engel (District 22) have contributed funding to covert the five old tennis courts into 12 pickleball courts, as well as paving improvements to build on the new tennis and pickleball courts that were opened last year. The new pickle ball courts are expected to be complete by early December.

I-Move Weekend Report: Ramp and lane closures planned this weekend for widening work

 

Traffic will be impacted entering I-71 northbound at I-265 interchange

The Kentucky Transportation Cabinet continues to make progress on the I-Move Kentucky project as crews work in several areas of I-71, I-64 and I-265. Work to widen a ramp will require a ramp closure and lane closure this Saturday.

On Saturday from 7 a.m. to 5 p.m., work to widen the roadway will require the closure of the ramp from I-265 northbound to I-71 northbound at Exit 35A. Traffic will also be reduced by one lane on I-71 northbound starting at the I-265 interchange at mile point 9.1 and continuing to Chamberlain Lane and mile point 9.8.

Work schedules may be adjusted due to weather or other unforeseen delays. Drivers should be cautious when traveling through active construction areas. Signage and flaggers will be in place to alert drivers of lane closures and construction zones.


Neighborhood Meeting Notice (17310 Taylorsville Road)

 
Tower View Farm and Nursery will be applying for a Conditional Use Permit for their property located at 17310 Taylorsville Lake Road. This is to permit them to operate a commercial greenhouse/plant nursery/landscape material supply facility. An online meeting
was noticed and held on October 14, 2021 and several attendees requested an in person meeting. Therefore, an in-person meeting will take place outdoors (under tent) on the property on Thursday, November 4 from 6:00 – 7:00 p.m. For those that would rather

I-64 East: Intermittent right lane and shoulder closures scheduled on Wednesday, Oct. 27, from 7 p.m. to 11 p.m., beginning at Story Avenue overpass (mile point 6.6) and continuing towards I-264 (Watterson Expressway) for tree trimming and maintenance. Motorists should heed signage while crews will be working in a mobile operation along the interstate.

I-264 at I-71 South Exit Ramp/Interchange:  Temporary right lane and shoulder closures daily beginning on Monday, Oct. 25 through Thursday, Oct. 28 from 9 a.m. to 3 p.m. while crews troubleshoot and repair interstate lighting outages. Motorists should use caution while traveling through the work zone and give our crews space to work safely.

I-264 East & West (Watterson Expressway): Lane closures possible between mile marker 0 (I-64) and 12.7 (between I-65 & Poplar Level) for concrete repair.  Weeknight (Monday through Thursday) lane closures are possible from 8 p.m. to 5 a.m. Weekend lane closures are possible from 8 p.m. Friday through 5 a.m. Monday morning. Weekend ramp closures are possible this weekend at the Dixie Highway interchange (mile marker 8).  Motorists should expect ramp closures to remain in effect for 4 hours and take an alternate route. The project’s estimated completion is winter 2021.

I-265 East (Gene Snyder Freeway): Overnight and weekend lane closures possible from the Billtown Road interchange (mile marker 18.8) to the Taylorsville Road interchange (mile marker 23.3) for a concrete repair project. Nightly lane closures are possible from 8 p.m. to 5 a.m. 

I-265 West (Gene Snyder Freeway): Overnight and weekend lane closures possible from the Taylorsville Road interchange (mile marker 23.3) to the Billtown Road interchange (mile marker 18.8) for a concrete repair project. Nightly lane closures are possible from 8 p.m. to 5 a.m.

I-265 South (Gene Snyder Freeway): Left lane on the exit ramp to Westport Road and Chamberlain Lane (Exit 32) was closed on Jan. 29 after a vehicle struck the overpass. The left lane will remain closed until a repair can be made. Motorists should heed signage while moving through the work zone. Funding for repair has been secured; the project has been let for bid.

U.S. 31E (Bardstown Road/ Buechel Bypass): Nightly lane closures from 8 p.m. to 6 a.m. and delays possible on U.S. 31E (Bardstown Road) from Storage Way (mile point 5.8) to Hikes Lane / KY 2052 (mile point 10.98) for asphalt milling and paving. This project began Wednesday, Sept. 29, with an estimated completion of late Fall 2021.

U.S. 31E (Buechel Bypass): Right lane closure over the Norfolk Southern Railroad (mile marker 10.4) due to findings from a routine inspection earlier this year. The affected area is not visible while driving over the bridge deck. The lane will remain closed until a repair can be coordinated with the railroad. Motorists can use Bardstown Road as a detour. U.S. 60 (Shelbyville Road/Frankfort Avenue): Nightly lane closures and delays are possible from mile point 3.385 (~250 feet west of US60A) extending east to KY 1932 (mile point 3.543) for milling and paving operations. On Sunday through Thursday nights, lane closures are permitted between 9 p.m. and 5 a.m. Motorists should heed signage while moving through the work zone or seek an alternate route. This project began Wednesday, Oct. 6, with an estimated completion of late Fall 2021.

U.S. 60A (Lexington Road): Nightly lane closures and delays are possible from Stilz/Garden Drive (mile point 9.226) extending north to U.S. 60 (mile point 10.55) for milling and paving operations. On Sunday through Thursday nights, lane closures are permitted between 7 p.m. and 5 a.m. On Friday and Saturday nights, lane closures are permitted between 7 p.m. and 7 a.m. Motorists should heed signage while moving through the work zone or seek an alternate route. This project began Wednesday, Oct. 6, with an estimated completion of late Fall 2021.

U.S. 60A (Taylor Boulevard): Nightly lane closures and delays possible on U.S. 60A (Taylor Boulevard from mile marker 1.4 (KY 1865/Berry Boulevard) to mile marker 3.4 (just before Eastern Parkway) nightly from 7 p.m. to 6 a.m. to install striping/roadway markings. This resurfacing project also includes changes to the existing striping and roadway alignment. KY 146 (La Grange Road): Lane closures and delays possible between Lilly Lane (mile point 6.3) and Stanley Gault Parkway (mile point 6.6) for utility work related to the upcoming installation of a left turn lane at English Station Road. Motorists should heed signage while moving through the work zone or seek an alternate route. The project’s estimated completion is winter 2021.

KY 1450 (Blue Lick Road): Weekday lane closures possible between Gene Snyder and Preston Highway for road widening work. The project’s estimated completion is Summer 2023.

 

BULLITT COUNTY

KY 1494 (Beech Grove Road): Full roadway closure at mile marker 5.8 (Long Lick Creek Bridge) began on Wednesday, Aug. 18, and will remain closed for the remainder of the year.  Work is necessary to repair the embankment of the roadway due to a road slide. Motorists should follow the signed detour to avoid closure.

 

FRANKLIN COUNTY

I-64 East and West: Lane Closures, traffic shifts, and delays possible between mile markers 47 and 52 for a bridges replacement project. The project includes replacing four sets of overpass bridges located at:

  • KY 151/Graefenburg Road (mile point 46.4)
  • South Benson Creek (mile point 49.1)
  • KY 1665/Evergreen Road (mile point 49.8)
  • KY 2817/Cardwell Lane (mile point 51.5)

Motorists may see barrier walls installed and shoulder closures while work is in progress. Two lanes of traffic will be maintained during daytime work (7 a.m. to 7 p.m.). Nightly lane closures are possible from 7 p.m. to 7 a.m., which will reduce the interstate to one lane and will occur intermittently for the project's duration. The project began on Sunday, Oct. 10, with an estimated completion of late Fall 2023.

I-64 East and West (Various Locations): Nightly lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 p.m. and 6 a.m. Motorists should heed signage and be observant of slowed vehicles while moving through the work zone.

US 127 (Owenton Road): Lane closures and delays are possible from just north of KY 1900/ Peaks Mill Road (mile point 11.86) extending north to the Franklin/Owen county line (mile point 21.4) for asphalt resurfacing. Motorists should heed signage while moving through the work zone or seek an alternate route. The project’s estimated completion is late Fall 2021.

KY 1659 (McCracken Pike): Full roadway closure due to 500-foot slide (resulting from heavy rain and flooding). Slide location is between Glenns Creek Road/KY 1659 (mile marker 1.0) and near Harrod Carter Concrete (mile marker 2.0) in Franklin County. Engineering personnel are researching an appropriate repair option. Motorists should follow signed detour: Duncan Road/KY 1681 to Versailles Road/U.S. 60 (in Woodford County) to the East-West Connector/KY 676 (in Franklin County).

 

HENRY COUNTY

I-71 North and South (Various Locations): Nightly lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 p.m. and 6 a.m. Motorists should heed signage and be observant of slowed vehicles while moving through the work zone.

US 421 (Castle Highway): Daily Lane closures and delays possible between Shelby/Henry County line (mile marker 6.2) extending north to KY 22 in Pleasureville (mile marker 7.8) for asphalt corrective work. Motorists should use caution when traveling through the work zone. The project’s estimated completion is late Fall 2021.

 

OLDHAM COUNTY

I-71 North and South (Various Locations): Nightly lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 p.m. and 6 a.m. Motorists should heed signage and be observant of slowed vehicles while moving through the work zone.

KY 53 (South First Street): Daily Lane closures and delays are possible from the I-71 southbound ramp to Crystal Drive to construct new turn lanes at the KY 53/Crystal Drive intersection. Motorists should expect traffic shifts and a new traffic pattern as work progresses. Signs in the area will notify Motorists of lane changes and work.  Motorists should use caution while traveling through the work zone or seek an alternate route. The project’s estimated completion is late Fall 2022.

 

SHELBY COUNTY

I-64 East and West (Various Locations): Nightly lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 p.m. and 6 a.m. Motorists should heed signage and be observant of slowed vehicles while moving through the work zone.

KY 53 (Mt. Eden Road): Work to widen a portion of the roadway will take place from St. Regis Drive (mile marker 6.4) to U.S. 60 (mile marker 8). Two lanes of traffic will remain open to motorists throughout the project duration. The project’s estimated completion is late Fall 2022. 

KY 362 (Aiken Road): Complete roadway closure with no through traffic (local access only) from Webb Road (mile point 5.4) to Hunters Lane (mile point 7.0) for culvert replacement at mile marker 6.6. Work is scheduled from 7 a.m. to 7 p.m. on Saturday, Oct. 23.  Motorists should follow this detour to avoid roadway closure: KY 1408 to KY 1315 to KY 362.

KY 636 (Back Creek Road): Full closure of the bridge over Little Beech Creek (mile marker 1.1) due to bridge replacement. Motorists can take the following detour: KY 44 (Mt. Eden Road) to KY 395 (Waddy Road). The project’s estimated completion is late Fall 2021.

 

SPENCER COUNTY

KY 1060 (Plum Creek Road): Temporary full lane closures of road portions between 9 a.m. and 2 p.m. for patching work. Work will start near KY 44 (Mt. Washington Road/mile marker 0) and continue north to KY 1319 Kings Church Road and Dale Road (mile marker 5) intersection. Motorists should heed traffic flagging operations or seek an alternate route.
