The official groundbreaking ceremony for the Parkland Plaza was held Saturday, September 25. Mayor Greg Fischer, several Louisville Metro agencies, partners (Trees Louisville, Center for Neighborhoods, Parkland Business and Development Association, 1200 LLC ), along with Parkland residents were on hand to celebrate the start of this community led project. Parkland Plaza is a community space that will be developed adjacent to the Parkland Community Garden located at 28th and Dumesnil streets. Louisville Metro is seeking licensed, qualified residential contractors to perform rehabilitation services on vacant houses as part of the Louisville/Jefferson County Landbank Authority’s My Louisville Home project. The project is designed to improve homeownership rates in Louisville’s western neighborhoods by performing rehabilitation services on Landbank-owned properties, facilitating a sale directly from the Landbank to an owner-occupant. Project houses have likely been vacant and abandoned for many years and are expected to need exterior, interior, and sometimes structural rehabilitation. Click here to submit qualifications.
There will be a pre-bid informational meeting Monday, October 11, 2021 at 11:30am. The meeting will be held at the Shawnee Library located at 3912 West Broadway. Representatives from the Office of Community Development/Landbank, Human Relations Commission, and Purchasing will be present to answer any questions related to the My Louisville Home bid.

The Adjacent Side Yard program is where property owners who live next door to a Landbank Authority-owned vacant lot may purchase it for $1.
The Cut it, Keep it program is for property owners on the same block as the Landbank -owned lot.
The New Construction program is for buyers that want to purchase a Landbank-owned lot that have detailed plans for development.
The board approved 15 sales under these programs this month, including one for the property picture above at 1798 W. Burnett Ave.

The Save the Structure program buyers must have proof of funds for renovation.
The Demo for Deed program buyers must have proof of funds for demolition. Properties under both programs may be purchased for $1.

Solicitations of Interest (SOI) are issued at times when the Landbank acquires property that has the potential for larger-scale redevelopment. Proposals are submitted and reviewed to find the most feasible project to benefit the community.

The Landbank Authority board approved the sale of 2718 S. 4th St. to Lifestone Dynamic, LLC. This property is located in South Louisville and was acquired by the Landbank in 2021 via private donation. The owner plans to rehab the property and lease it once the work is complete.

The board also approved the sale of 2326 Griffiths Ave. to Wallace Property, LLC. This property is located in the Portland Neighborhood and was acquired by the Landbank in 2020 via foreclosure. The owner plans to lease the property once complete.

UMI Ventures, LLC recently acquired 3960 and 3962 Wheeler Ave. in the Hazelwood Neighborhood under the Flex Rate Policy for New Construction sales program. UMI Ventures plans to construct two single-family residences. Each residence will consist of 3 bedrooms and 2 baths. |

McGinnis Heating and Cooling, LLC acquired 3113-3119 Woodland Ave. in the Parkland Neighborhood. They were also purchased under the Flex Rate Policy for New Construction sales program. McGinnis Heating and Cooling plans to construct a commercial office/warehouse for their HVAC business. |

The Office of Community Development will soon be launching eProperty Plus, a new software program, to manage the Landbank Authority's inventory and application processes. eProperty Plus will streamline the ability to search for available properties and submit applications through its website and user-friendly mobile application. Each user must setup an account in order to use all available features. There will be further communication regarding this transition in the upcoming days.

Amber Lelak comes to the Office of Community Development after 12 years with the State of Indiana, where she was a social worker. She has taken on the role of Real Estate Development Coordinator and is working with the BPAT and Foreclosure programs. A graduate of University of Southern Indiana, she moved to Louisville in 2013 from Evansville, IN. She also holds her KY Real Estate License and has been working for Eline Realty Company for the last three years. Personally, she loves going to the movies, shows, and checking out the newest hot spots in town.

There will be a special meeting of the Landbank Authority Board to discuss the racial equity review of the Landbank programs. It will be held Monday, October 18 at 3:00 p.m. via WebEx and the Develop Louisville Facebook page.
