We’re continuing to work with residents and businesses affected by the three-block closure of westbound Frankfort Avenue between Reservoir and Stilz Avenues. All businesses on Frankfort Avenue remain open and local traffic can reach all of them. Please visit those businesses!
Underground work this week involved draining, cutting up and removing a pipe installed in 1877. New 60” pipe, each section of which weighs more than 12 tons, is ready to be installed once the old pipe is gone.
Please drive carefully and slowly as you navigate neighborhood streets, many of which are not accustomed to the volume of traffic they are seeing. Signage continues to be adjusted to do all we can to keep people off neighborhood streets unless they are headed to a local residence or business.

Due to the Louisville Water Company construction, a detour is in effect for TARC Routes #19 and #31, westbound, along Frankfort Avenue, and a change has been made since the last newsletter. The westbound routes are now going south on Bauer Avenue, west on Lexington Road and north on Stilz Avenue, before rejoining Frankfort Avenue.

There will be no residential garbage, recycling, yard waste or bulky waste collection within the Louisville Metro Urban Services District (former Louisville city limits) on Monday, September 6, in observance of the Labor Day holiday. Collection through the week will be delayed by one day because of the holiday.
The week of September 6 is a recycling collection week in the USD under the new every other week schedule, which means that recycling (and yard waste) in most of the D9 portion of the USD will be collected on Saturday, September 11.
To receive automatic reminders of changes due to holidays, download the Recycle Coach app at the App Store or on Google Play.
Waste and recycling pickup in St. Matthews will also be delayed because of the holiday.
Other District 9 residents who rely on private haulers for garbage, recycling and yard waste collection should consult those haulers about holiday collection schedules.
Also, Metro’s three staffed recycling drop-off locations, the Waste Reduction Center, and the Haz Bin hazardous waste disposal site, will be closed on Saturday, September 4 in recognition of the holiday and closed on Monday as usual. A map and complete list of the drop-off sites and regular operating hours can be found on the SWMS website.

Recently, SWMS collection schedules have changed a few days before collection. This has been due to confirmed COVID cases, contact tracing and quarantines, and weather related issues. The best way to be notified of any last minute schedule changes is to sign up for the District 9 Blog, here. You can sign up for new blog post alerts by providing your email address on the homepage, or you can just check the blog for updates in between the bi-weekly District 9 eNews.
Recycling carts continue to be delivered to people missed in the first round of deliveries. Thanks for your patience. It might take a few weeks to get through all of the district, but they are on their way. This is the second round of deliveries that were requested prior to July 8.
This is not a recycling collection week in Louisville’s Urban Services District (USD), under the new every other week schedule. As noted above, because of the Labor Day holiday, recycling will be collected next Saturday, September 11. Yard waste and garbage collections remain on weekly schedules.

The Kentucky Transportation Cabinet (KYTC) and Louisville Metro Government are partnering to complete the rightsizing of Lexington Road, from Stilz Ave/Garden Dr to Frankfort Ave/Shelbyville Rd, during the scheduled paving in Fall 2021. This project will restripe the street from 4 lanes to 3 lanes with a center turn lane and dedicated left turn lanes at key intersections, matching the previously completed segments from Grinstead Dr to Stilz Ave/Garden Dr.

For many years, the office has received calls and emails expressing concern regarding the Payne Street and South Clifton Avenue intersection. The concerns were mostly with pedestrian safety and speeding along Payne Street.
The District 9 office has appropriated $37,000, to improve this intersection. Included in the work will be a new sidewalk, pavers, curb & gutter, pavement markings and two marked crosswalks across Clifton Avenue and Payne Street. Once the roadway is complete, Metro Public Works will be installing a four-way stop at this intersection. Metro Public Works plans to have the work completed by the end of October.
Metro Public Works believes these changes will improve pedestrian safety while crossing Payne and South Clifton, as well as calming traffic on the Payne Street corridor.

Louisville Metro is adding $2.5 million to its COVID-19 Utility Relief program to help residents who have fallen behind on Louisville Water and Louisville MSD bills as a result of COVID-19.
The funds will go toward the Louisville Water Company/MSD’s Drops of Kindness program to assist residents with a past-due amount on an active Louisville Water/MSD account. The outstanding balance must have occurred between March 16, 2020, and June 30, 2021, and customers will need to attest they have had a financial hardship during the pandemic.
Qualifying customers can receive a one-time credit of up to $1,000 on their Louisville Water/MSD bill.
Funding for this assistance comes from Louisville’s first round of spending of its federal American Rescue Plan (ARP) dollars, which were targeted at urgent needs.

Following a vote by Metro Council last week, the Cherokee Scenic Loop reopens fully to vehicles on Labor Day, September 6.
The Scenic Loop in Cherokee Park is about 2.4 miles long and has several entry and exit points for vehicles along the one-way road. It was closed to cars for much of the pandemic to accommodate more park usage by pedestrians and bicycles. A modified plan was then developed which allowed vehicles to reach the park’s amenities (playgrounds, picnic areas, etc.) while eliminating traffic on some roads.

In keeping with the views of most people who contacted me, I voted to continue with that modified plan. I’ve long been concerned about cut through traffic in the park, which I think we should discourage.
The majority of the Council voted against an ordinance to continue with the modified plan and, as a result, the loop will open to traffic, with a 25 mile per hour speed limit, starting Monday.
Please be careful using the park, as a walker, runner, biker or motorist, as people adjust to traffic on sections of the park reserved for pedestrians and bicycles for more than a year.

Louisville cyclists and walkers will be on the move again at the Mayor’s Hike, Bike & Paddle Monday, September 6, as it returns for another Labor Day at a new location at the Community Boat House at 1325 River Road. All portions of the event have been reworked to ensure participants will be socially distanced.
T-shirts will be available for the first 2,500 participants while supplies last. The Bike Injury Association will also be fitting bike helmets for cyclists who don’t have one.
For hikers, this year features three routes, including one option that goes over the Big Four Bridge to Jeffersonville and back to the Great Lawn, another route to the Big Four Bridge, and a 5k hike to the Belle of Louisville and back.
For cyclists, a new 15-mile route will leave from the Community Boat House under the Louisville Sports Commission arch at 9:00 a.m. going on a scenic out and back route along the Ohio River on River Road to the new east end bridge.
The paddling portion has been canceled due to unsafe river conditions resulting from high water levels.
Starting at 8 a.m., the event will showcase demonstrations and group participation in Yoga and Zumba, adhering to social distancing guidelines.
Participants are encouraged to bring water bottles, as there will be no refill station this year.

The 19th annual WorldFest kicks off at the Belvedere on Friday, September 3, and runs through Monday, September 6. This year’s WorldFest will showcase three stages and a Global Village, representing more than 20 countries, including Louisville’s Sister Cities.
The four-day festival will feature more than 40 food vendors and nearly 100 booths offering global cuisine and culture.
The Global Village Overlook Plaza will host one of four Stella Artois Biergartens where those 21 years and older can responsibly sample a selection of international and domestic beers.
To help guard against COVID-19, the city and event organizers have put a variety of safety precautions in place, including encouraging all attendees to wear a mask while in common areas. Youth and adult masks will be provided by the city’s Special Events Office, courtesy of Ford Motor Company and UAW.

The Mary T. Meagher Aquatic Center is currently closed for maintenance and cleaning, including replacement of the Olympic pool’s liner. The pool was scheduled to reopen on Tuesday, September 7, 2021, but we were told yesterday that this date might change. United Crescent Hill Ministries (UCHM) is currently recruiting volunteers and peer tutors to assist in providing homework help and enrichment activities to youth participants in grades K-8 during the United Learning After-school Program at United Crescent Hill Ministries. Volunteers provide homework help and tutoring to youth and assist with general program activities. Volunteers must commit to 2 hours per week for the academic semester. Pop-Up Drop-Offs are free recycling and large item disposal events for residents of Jefferson County. Through a partnership between the Department of Public Works, the Waste Management District, and Metro Council, these events are held monthly, March through November, at various locations.
The September event is scheduled for Saturday, September 25, from 10:00 a.m. – 2:00 p.m. at Sun Valley Ball Field Complex, 10401 Lower River Road.
Residents can have documents shredded, recycle electronics, tires, and scrap metal, dispose of prescription medication and bulky items, and compost yard debris. Items must be separated into those various categories for easy off-loading at each area. Limitations and guidelines are found at Louisvilleky.gov/PopUps.
The goal is to give all Jefferson County residents opportunities to dispose of unwanted items properly and to keep as much material out of the landfill as possible.
Future events will be announced and are posted on the Recycle Coach app calendar.
You can also recycle up to three electronic devices, up to four tires, and dispose of up to three large household items for free, year-round at the Waste Reduction Center at 636 Meriwether Avenue.
