On Wednesday a four-phase plan was announced to address chronic street homelessness through immediate, intermediate, and long-term solutions. The effort, which would potentially leverage American Rescue Plan funding, includes:
- A pilot initiative to establish and manage an area that would provide a Safe Outdoor Space, including supportive wrap-around services designed to help people experiencing homelessness to find more sustainable housing.
- A transitional housing effort, potentially in a hotel/motel setting, offering a quick transition to indoor housing within a safe, supportive, and client-centered environment.
- More permanent supportive housing options, developed in partnership with service providers.
- Increased funding for affordable housing.
“A compassionate city looks out for its most vulnerable residents, and this plan can lead to the results that residents and business leaders demand, and that everyone, including those unsheltered, deserve,” Mayor Fischer said. Learn more.

LIHEAP summer cooling assistance enrollment open
Automated appointment line now open to schedule appointments in advance
LOUISVILLE, Ky (July 12, 2021) - Louisville Metro Office of Resilience and Community Services (RCS) joins with Community Action Agencies across the state today to begin accepting applications for the 2021 Low-Income Home Energy Assistance Program (LIHEAP) Summer Cooling Program. This federally-funded programs is designed to help offset the cost of higher electric bills due to rising temperatures. Applications will be accepted now through October 31, 2021, or until funds are depleted.
The LIHEAP Summer Cooling Program is separated into two components, Subsidy and Crisis, to assist with electric cost. Eligible households can apply for one or both components and participation in prior LIHEAP programs will not affect a household’s eligibility. Households must meet eligibility requirements, with a household income at or below 150% of the Kentucky median income.
The Subsidy component provides households a one-time benefit ranging from $100 to $400 depending on income levels and housing category. The Crisis component is available to eligible households who demonstrate a home energy crisis situation. Crisis benefits will cover the minimum needed to alleviate the crisis not to exceed $600. Households can reapply each time they experience a crisis situation until they reached their maximum benefit.

How to apply?
Schedule a drop off appointment in advance at one of the seven LIHEAP Drop Boxes. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.
Applicants will be assessed for both the Subsidy and Crisis programs and may receive benefits from both programs if eligible.
LIHEAP required documentation, along with the downloadable LIHEAP Family Profile form and the LIHEAP Application should be dropped off at the LIHEAP site you select, on the day of your appointment (download forms at louisvilleky.gov/LIHEAP or pick up at Drop Boxes).
Applicants will then be contacted by LIHEAP staff within 72 hours (3 business days) of the appointment time.
Required documentation to drop off includes:
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Proof of all household’s (all members) income from the preceding month. All individuals 18 or over in the household with no income -- and no way to document that status such as a Food Stamp Award letter -- must have a Proof of No Income Form completed prior to applying for benefits. These forms are available at the LIHEAP Drop Box locations or online at louisvilleky.gov/LIHEAP.
- Most current electric bill, or statement from your landlord if electric expenses are included in your rent.

National Night Out – EVENT
The 1st and 2nd divisions of the LMPD are teaming up to bring the community together for the National Night Out Against Crime, an event featuring food, giveaways, live music, and other activities for those of all ages. The event is FREE and open to the public.
Project Warm
Project Warm in Louisville is a weatherization organization. We help people feel more comfortable in their homes by providing free weatherization services to people who are disabled, elderly and low-income. I just wanted to inform you all and any clients that you've worked with in the past who are no longer experiencing homelessness of the services that we provide. Hopefully it may spark interest to people who would want to be a participant. We serve those who are located in Jefferson County.
Our services are very beneficial by lowering energy bills, increasing energy efficiency of the home, and creating a more comfortable home for the summer and the winter. I have attached a flyer with more information, a google form for clients to fill out to see if they qualify and an application that can be emailed back to me or lisa@projectwarm.org.

KY Driver's License Changes
Gov. Andy Beshear announced the opening of a third Kentucky Transportation Cabinet (KYTC) Driver Licensing Regional Office in Jefferson County, at 4919 Dixie Highway Suite A, formerly was a branch location of the Jefferson County Office of Circuit Court Clerk. KYTC is taking over the office as part of its phased adoption of driver licensing services for all of Kentucky.
Online renewal launched
On June 14, KYTC launched their new online platform for drivers to renew current standard licenses and REAL IDs via the web (as long as the driver’s name or address hasn't changed). Visit https://dlrenewal.ky.gov/
KYTC Regional Offices

MetroSWAP - A Safe Zone for Online Sellers
Did you just sell an item online and need a place to meet to complete the transaction? Marketplace, Craig's List, and all other online sellers, if you are looking for a public place to exchange your items, look no further than in the parking lot of a police station. Do you share custody of a child and are looking for somewhere to exchange custody? Again, a great place to consider is at a MetroSWAP Zone.
The Louisville Metro Police Department is providing MetroSWAP Zones around the city. These areas are located outside of some of our Divisions. There is 24 hour video surveillance.
Tips for using MetroSWAP:
- Agree to meet the person ONLY at a MetroSWAP station.
- Meet only during daylight hours.
- Tell someone you trust where you are meeting and at what time.
- Meet in the parking lot. There will be two (2) designated parking spots at each location for use.
- Make this interaction brief and to the point.

Be informed about crimes with LMPD's crime mapping website
The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical.
Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips.
Please call the LMPD non-emergency number, instead of sending an email, if you're seeing suspicious activity in your neighborhood. Sending emails to LMPD delays response, and officers need to be dispatched for the activity. These citations continue the nuisance abatement process. Report an issue now with the Metro311 Online Reporting system
For more than 30 years, Metro311 has been the city's customer service center.
If you have any issues with animals, business concerns, garbage, parks, property maintenance, etc., you can use Metro311 to report. Once a service request is entered, the appropriate agency will respond. *Please note* - Following an inspection, a service request may be transferred to a department other than the one it was originally assigned in order to ensure the request is properly handled.
For convenience, Metro311 has a downloadable app. When you download the free app to your iPhone or Android you can submit service requests immediately. Use it, if you need a city service and help with non-emergency issues. Just search for "Louisville Metro 311" in your app store.
