Louisville Metro 2021-2022 Budget Information

Louisville Metro operates on an annual budget for the period from July 1 – June 30.  Discussions about the FY22 budget, which begins July 1, are underway at the Metro Council Budget Committee. 

Hearings on the FY22 budget proposal have begun. Sign-ups for those speaking slots are also now available.   An online form for written comments is available on the Metro Council Clerk’s website. Comments will be taken through May 31.  Every comment is distributed to all Metro Council members.   The complete Budget Hearing Schedule is here. The public may watch all committee meetings live on Metro TV, Spectrum Cable Channel 184, on UVERSE at Channel 99, or on Facebook. KentuckianaWorks offering multiple training programs for those seeking a new career pathway post-pandemic

New forklift repair training at the Manufacturing Career Center prepares participants for jobs with starting pay up to $23 per hour

LOUISVILLE (May 27, 2020) - As vaccination numbers rise and the economy reopens, many workers who were negatively impacted by COVID-19 are rethinking their occupation. A Pew Research Center survey from earlier this year showed that 66% of American adults who were laid off or furloughed during the pandemic have seriously considered changing their field of work. Residents of the Louisville region who are interested in a new career path can take advantage of KentuckianaWorks’ selection of free training programs that lead to careers in manufacturing, technology, and construction.

The new Certified Forklift Technician training available at the Kentucky Manufacturing Career Center runs June 7-18 and will prepare participants for a career with starting pay of up to $23 per hour.

The training is primarily online, with two days of hands-on training with forklifts at the JCTC Tech Campus. Those who successfully complete the training will receive a certification and are guaranteed an interview with partner employers who are hiring for these positions as a paid co-op opportunity. Those who receive a co-op position will receive in-depth hands-on training provided by the employers. This is a great opportunity for anyone who has worked on cars as a job or a hobby, or who just likes fixing things.

“Manufacturing has a storied history in Louisville and a bright future, and we’re urging every resident interested in a new career to sign up for the free training program available through the Kentucky Manufacturing Career Center,” Mayor Greg Fischer said.

“Louisville is a logistics hub and forklifts are critical to most logistics operations,” said Brad Baker, President of Cardinal Carryor Inc. “Repairing forklifts is definitely a good and growing career with lots of opportunities in our region.”

Job Announcement

The Kentucky Chamber Workforce Center launched “Who’s Hiring” in March 2020 to help highlight the many open positions in all areas of the state in the midst of the pandemic. This campaign has seen more than 100,000 jobs over the last year.

With Kentucky’s work search requirement for unemployment insurance benefits being reinstated on Sunday, May 9, the Kentucky Chamber released a list of open positions across the state to help connect Kentuckians with employers.

Kentucky Manufacturing Career Center new Forklift Repair Training will get you ready for a career with starting pay of $15-23 per hour!

Three companies in Louisville - Toyota Prolift, Cardinal Carryor, and YKI Material Handling Solutions - need qualified team members to help repair their forklifts. They are paying starting wages of $15-23 per hour depending on skill level.

This FREE training runs from June 7-18 and is primarily online, with two days of hands-on training with forklifts at the JCTC Tech Campus.

Participants who successfully complete the training are guaranteed job interviews with our three partner employers and will receive a certificate as a Forklift Technician from the Manufacturing Skill Standards Council.

City pushing forward with expanded recycling, replacing smaller bins with larger carts by July 1

LOUISVILLE, KY (May 19, 2021) – As part of continuing efforts to reduce the amount of materials going to a landfill, Louisville Metro Government is reminding Urban Services District residents who currently recycle using an 18-gallon bin or their own container that they’ll soon receive a free 95-gallon recycling cart.

In March, Metro Council approved grant funding from The Recycling Partnership to help pay for the 28,000 new carts that will be delivered to households in June. The large carts also have wheels for easier maneuvering and lids to help prevent litter.

As discussed during the March 4 Council meeting, the larger capacity of the new carts will allow the city to begin recycling collection every other week, a grant requirement that creates a more efficient system, said Metro Public Works Director, Vanessa Burns.

(The Metro Council approved an ordinance in 2019 to allow the every-other week schedule, once larger carts were in place.)

That change will be effective the week of July 12. Public Works initially planned to put yard waste pickup on the same every-other-week schedule, but has postponed that change until a further review of data to determine the most efficient approach.

“Getting more people recycling more material is a big step in reaching our city’s ambitious goals for reducing the amount of material going to a landfill, helping us protect the environment,” said Mayor Greg Fischer, adding that the larger carts with lids “will help enhance cleanliness and health in our community.”

“Thanks to The Recycling Partnership, the Southeast Recycling Development Council, the Waste Management District, Metro Council and all our funders for supporting our efforts to protect the environment and help us move toward the more efficient every other week recycling and yard waste collection system,” Burns said. “This initiative is an additional tool to our already strong recycling program and reemphasizes our commitment to cleanliness in our city.”

Residents who will be receiving the new recycling carts will get “Carts are Coming” postcards in the coming week, and the carts will be delivered throughout the month of June, along with packets explaining what’s accepted in recycling and the recycling/yard waste schedule through October.

In addition, the week of June 28, Public Works will send an information card and schedule to the 18,000 residents who already have the larger cart. Follow-up mailers will be shared with all who recycle in the fall.

Residents are encouraged to also keep up with schedules by downloading  the Recycle Coach app at Louisvilleky.gov/RecycleCoach.

Residents who already recycle with a 95-gallon cart will not receive another one, but if they need additional capacity may buy another cart from the city or use any 30- to 40-gallon container with handles and a lid. After January 1, 2022, recycling will not be collected from the 18-gallon bins.

Burns stressed that people should familiarize themselves with the list of recyclable materials – including glass bottles and jars, aluminum and steel cans, food and beverage cartons, empty plastic bottles and containers, and paper products, including newspaper and flattened cardboard – and put only those items in their bins. Residents are advised to increase capacity by placing items loosely in their cart, crushing containers, and flattening cardboard boxes.

Some items that cannot be recycled include plastic bags, paper towels, electrical equipment, batteries, and clothing. These items often get mixed into recycling carts because of “wishcycling,” or the hope that they can be recycled. However well-intentioned, those kinds of items can cause serious issues at the recycling facility. Anyone with questions should use the What Goes Where search tool on the Recycle Coach app.

The Emergency Broadband Benefit Program

Starting on May 12, 2021, the FCC’s Emergency Broadband Benefit will make available to consumers substantial discounts on broadband service and computers. This pandemic-related program will continue until the $3.2 billion in federal funding runs out or six months after the Department of Health and Human Services declares an end to the pandemic. Discounts – eligible households can receive discounts off monthly broadband service: o Up to $50 per month for eligible households o Up to $75 per month for households on qualifying Tribal lands. o One-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers if they contribute more than $10 and less than $50 toward the purchase price. Please Note: This will be applied directly to the consumers’ monthly bill. There is a limit of one monthly service discount and one device discount per household. Eligibility – if one person in the household: o Demonstrates low income, at or below 135% of the Federal Poverty level; o Participates in assistance programs including SNAP, Medicaid, or Lifeline; o Relies on free and reduced-price school meals; o Received a Federal Pell Grant during the current award year; o Suffered a large loss in income during pandemic due to job loss or furlough since February 29, 2020 and the household had a total income in 2020 at or below $99,000 for single filers and $198,000 for joint filers; o Meets other eligibility criteria for a participating provider's existing low-income or COVID-19 program. Providers Near You – Over 825 broadband providers are taking part in the program. The benefit is available to eligible new, prior, and existing customers of participating providers. Sign Up – There are 3 ways to sign up: 1) contact a participating provider to sign up; 2) enroll online at www.getemergencybroadband.org; or 3) sign up via mail. To learn more or get a mail-in application, call (833) 511-0311. Temporary – This is a temporary program. When it ends, participating providers must give notice to customers and inform them of the cost for their plan after the discount ends. Importantly, consumers will need to opt-in to continue with the service.

Electric fans needed for local seniors and residents with disabilities

LOUISVILLE, KY  - KIPDA Area Agency on Aging and Independent Living and Louisville Metro Office for Aging & Disabled Citizens (OADC) are seeking monetary donations to help purchase box fans to be distributed to those in need as the weather gets warmer.  Starting in mid-June as part of the annual Fan Fair program, fans will be distributed to qualified individuals within the KIPDA region.

Qualifications to receive a free fan include:

• Person 60 years or older
• OR documentation verified by a physician of a physical disability
• Must be a resident of Jefferson, Oldham, Henry, Shelby, Spencer, Trimble or Bullitt Counties
• Proof of address and age will we required
• One fan per household
• Household must not have functioning central air units

Now in its sixth year, Fan Fair was first created in 2016 by staff members with KIPDA and OADC in response to numerous calls they received requesting heat relief. Many households lack air conditioning and individuals over the age of 60 and/or with disabilities are at an increased risk of heat-related illnesses.

Fans placed in or near windows can help draw in cool air from outside or pull warm air out of a room depending on how they are placed.

In keeping with CDC guidelines and in an effort to avoid large gatherings, this year’s fan giveaway will be spread out at multiple locations across several days. 

Starting June 16, fans will be distributed at six Neighborhood Place sites, KIPDA's main office, and Tri-County and Multi-Purpose Community Action Agencies. Appointments are required in advance and fans will be distributed on a first come, first serve.

More information about how to make an appointment and instructions for fan pick-up will be posted on www.louisvilleky.gov/FanFair or www.KIPDA.org after June 1.

Last year, over 500 fans were distributed to residents in need thanks to donations given by community organizations, churches, businesses, and private citizens.  

“Every year the community astonishes me with the donations and the attention that Fan Fair receives.  The need for cooling assistance during the hot and humid Kentuckiana summers has and will always be a major health concern, but miracles can happen with something as simple as an extra fan,” shared Jennifer Craig with KIPDA.

“The past year has been a challenging time for many Louisville citizens due to the COVID-10 Pandemic.  Fan Fair 2021 is a simple reminder that even during a difficult time, a small action can make a large impact in someone’s life. I am excited to be a part of Fan Fair so that some of our most at-risk citizens can receive some much-needed relief,” said Alli Woosley with Louisville Metro OADC.

The JCPS Board of Education recently approved the expansion of our current virtual school at Jefferson County High School to allow students  grades 6-12, who have found virtual learning to be beneficial, the option of attending that school. Note that students who choose to attend the virtual academy will be students of JCHS – they will not be enrolled at their prior school. The Works Week

No Memorial Day waste collection, drop-off locations closed Saturday

There will be no residential garbage, recycling, yard waste or bulky waste collection within the Louisville Metro Urban Services District (former Louisville city limits) on Memorial Day, Monday, May 31. Collection through the week will be delayed by one day because of the holiday. To receive automatic reminders of changes due to holidays, download our Recycle Coach app at the App Store on on Google Play.  Residents who rely on private waste haulers should consult those haulers about holiday collection schedules. Also, our three staffed recycling drop-off locations, the Waste Reduction Center, and the Haz Bin hazardous waste disposal site, will be closed on Saturday, May 29 in recognition of the holiday and closed on Monday as usual. A map and complete list of the drop-off sites and regular operating hours can be found at our website.

These items often get mixed into recycling carts because of “wishcycling,” or the hope that they can be recycled. However well-intentioned, those kinds of items can cause serious issues at the recycling facility. Anyone with questions should use the What Goes Where search tool on the Recycle Coach app.

Pets of the Week

Cat of the Week: Meet Nancy who is a champion in more ways than one. The stunning 3-year-old, black-and-white cat has been at the shelter since November 2020, when she arrived sick and injured. Nancy’s tail had to be amputated; she’s missing teeth and suffers from seasonal allergies like a lot of people. She’s not perfect, but who is? Nancy would still be a great, loving companion. Nancy’s adoption fee is waived for an approved adopter thanks to the Pay It Forward Program. Nancy weighs seven pounds. She’s already spayed, microchipped, and up-to-date on vaccinations. Dog of the Week: Do you have room in your heart and home for senior shelter pet? Give Ray B. a second chance forever family by adopting the very friendly, 7-years-young Labrador Retriever mix. He still has a pep in his step and enjoys playing with toys. Unlike a younger dog or puppy, Ray B. is laidback and doesn’t mind entertaining himself when your busy with work or chores around the house. He’ll occasionally come up to you for affection and to let you know how much he appreciates you. Ray B.’s adoption fee is waived for an approved adopter, thanks to the Pay It Forward Program. Ray B. weighs 70 lbs. and he’s already neutered, microchipped and up-to-date on vaccinations. Ray B. can be tested with potential fur siblings by request, although he isn’t crazy about cats and prefers to avoid them. As for their feline wet food, that’s fair game! The best way to prevent shelter overcrowding is to spay or neuter your pet. Jefferson Country residents are eligible for a $100 spay-neuter voucher, which can be redeemed at the Kentucky Humane Society’s S.N.I.P. clinic or at a local veterinary office, at the time of the procedure. To get a voucher, visit the LMAS Shelter located at 3528 Newburg Road from 12-6pm, Monday-Saturday. Please bring with you photo identification and proof of residency. Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps. Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.
