The Parking Authority of the River City (PARC) announced, in accordance with Louisville Metro Code Ordinances 72.128, the booting of vehicles with three or more outstanding citations will once again be enforced starting July 1. Due to many hardships that came from the COVID-19 pandemic, booting was paused in March 2020.
If after July 1, a vehicle is issued its third or more citation, the vehicle will be booted. In addition, if a vehicle was issued three citations prior to the pandemic but was not booted due to the pause in booting, that vehicle remains qualified to be booted after July 1.
Citations are issued to encourage drivers to pay parking meters and adhere to parking guidelines, which leads to an increase in safety and economic development. If citation fines are not paid, booting is the next step. To pay/appeal a citation, drivers can file an appeal at louisvilleky.gov/PARC, or download the appeal form from louisvilleky.gov/PARC and submit that form via fax at 569-6611 or mail/bring it to PARC’s office.
Those who attend school in-person will receive free breakfast and lunch. Families of in-person and virtual students can receive curbside meal service on Saturdays from 10 a.m. -1 p.m. at the following sites, through May 22. Finally, while this is NOT a JCPS program, the American Rescue Plan Act has extended P-EBT payments for free/reduced price meal eligible families to purchase meals they would have otherwise receive at school. That federal program will be administered by the Kentucky Cabinet for Health and Family Services.
For students attending classes in school buildings, meals will also look different. Click here for more details, and click here to watch our Nutrition Services video!

With an increase of illegal activity from vandalism, vehicle thefts and items stolen from vehicles to gun shots reported. LMPD has several tips that may seem simple but very effective!
- Immediately report any suspicious person, activity (gunshots), or vehicles to (502) 574-7111 or (502) 574-TIPS. This is not just for vehicle vandalism but drug activity, home/garage vandalism, gun shots - ANY suspicious activity! Make a police report! Ask for an Officer to return your call for service! IT DOES HELP IN GETTING ADDITIONAL POLICE OFFICERS IN OUR DISTRICT!
2. Start a Block Watch! 3. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change. 4. Always lock your vehicle doors. 5. Remove garage door openers from vehicles usually parked outside. 6. Do not leave your keys in your vehicle. Do not warm up your vehicles without you in them! 7. Do not leave the windows of you vehicle open, or partially open. 8. Try to park your vehicle in a well-lit area. 9. Consider additional lighting around your property. 10. Never leave a firearm unprotected in your vehicle

Mopeds and motorbikes both require a drivers license. If the engine is bigger than 50cc it is not considered a moped and must be registered and insured. However, mopeds do not require registration or insurance.
Below is the definition of a moped:
“What is a moped?
- Either a motorized bicycle whose frame design may include one or more crossbars supporting a fuel tank, so long as it also has pedals, or a motorized bicycle with a step through frame which may or may not have pedals.
- A cylinder capacity not exceeding fifty (50) cc.and rated not more than two (2) brake horsepower.
- An automatic transmission not requiring clutching or shiftingby the operator after the drive system is engaged
- Capable of a maximum speed of not more than thirty (30) mph as defined by the manufacturer's specifications.
Any two or three wheel vehicle not meeting all of the above criteria would fall within the definition of a motorcycle under KRS 189.285 unless excluded by some other statute (such as farm tractors under KRS 186.010 etc.).”

The Low Income Home Energy Assistance Program (LIHEAP) is accepting applications through June 30, 2021, or until designated funds are depleted on a first-come, first-serve basis.
Residents wishing to apply must schedule an appointment utilizing the automated appointment scheduler at 502/991-8391 or visit www.louisvilleky.cascheduler.com.
Applicants must be residents of Jefferson County with a household income at or below 150 percent of the federal poverty guidelines. The benefit amount awarded is based on a household’s income and primary fuel type. Benefits are paid directly to the utility vendor (i.e. LG&E).
For the Subsidy Component, residents can apply regardless of the status of their utility bills; it is not necessary to have a past-due amount.
Currently all LIHEAP offices remain closed to walk-in clients in accordance with CDC guidelines, therefore applicants will be requested to drop off all required documentations in a secured drop box at the LIHEAP office selected using the appointment system.
Note: Residents who were served during the recent LIHEAP Crisis Phase may still apply during LIHEAP Subsidy if they meet program eligibility requirements.

The Jefferson County PVA have mailed out reassessment notices. In addition to the mailed post cards, individual property valuations and other information are also available at the PVA website, www.JeffersonPVA.ky.gov.
If you choose to appeal your property’s assessed valuation, you have until May 17 to begin the process. That is a strict deadline. Appeal conferences will take place virtually or over the phone, due to COVID-19 restrictions.
If you appeal, you will be asked to provide documentation, including photos of your property or sales of similar properties supporting your appeal. Interior photos are particularly important if you are contending that your property valuation should be lower because of the condition of your property. The PVA has no way of viewing a property’s interior or knowing the condition of it, and successful appeals are often supported by evidence of interior conditions.
You should also consider applying for exemptions if you are disabled or own a residential property and are over 65 years old. More information on those exemptions and how to qualify are on the PVA’s website.
If you need additional information, go to www.JeffersonPVA.ky.gov or call the office at 502-574-6380.

The scholarship, which launched Oct. 1, allows eligible students in the Class of 2021 to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, including Jefferson Community and Technical College, or Simmons College of Kentucky to pursue an associate degree or career credential, or take 60 hours of credit. The Evolve502 scholarship is a last dollar scholarship, meaning Evolve502 will fund the difference between federal and state financial aid and college tuition.
The application takes about five minutes to complete online at evolve502.org/scholarship. Once applications are submitted and reviewed, applicants will receive a follow-up email with next steps including completing the federal financial aid form and applying to eligible colleges.
In addition to the scholarship, Evolve502 is offering opportunity grants to support students whose families earn less than $40,000 annually. The opportunity grants are $1,000 per semester ($2,000 maximum per year) and can be used to assist in costs outside of tuition including healthcare, transportation, books and more. The grants will automatically be given to Evolve502 Scholarship recipients who meet qualifications. The deadline to apply is June 30.
