Notice of Public Comment Period on a Title V Construction Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to American Synthetic Rubber Company (synthetic rubber production plant), 4500 Camp Ground Road, 40216, in accordance with Regulation 2.03. This permit is being issued to install a temporary natural gas-fired boiler during the transition from coal to natural gas boilers. The 30-day public comment period starts on April 24, 2021, and ends on May 24, 2021.

Written comments will be accepted at airpermits@louisvilleky.gov until midnight or mailed to the District office, 701 West Ormsby Avenue, Suite 303, Louisville, KY 40203, by May 24, 2021.

1. What is the purpose of this permit? Construction Permit C-0011-21-0017-V will allow a temporary natural gas fired boiler to be brought on site while the existing coal fired boilers are shut down and decommissioned.
2. General Facility Description. American Synthetic Rubber Company is a synthetic rubber production plant.
3. Will this permit increase pollution? Construction Permit C-0011-21-0017-V will not increase pollution. It will decrease carbon monoxide, nitrogen oxides, sulfur dioxide, volatile organic compounds, hazardous air pollutants, and particulate matter emissions.
4. Does this facility have a history of non-compliance? The last notice of violation was in 2018.  This violation was for Strategic Toxic Air Reduction Program (STAR) regulations exceedances. See the Compliance History table in the Statement of Basis, page 9.

The Draft Permit details the application of these rules to the equipment and includes the monitoring, recordkeeping, and reporting that the District believes is necessary to demonstrate compliance.

Buy Black Lou launches portal to increase Black-owned vendor and supplier visibility

LOUISVILLE, KY (April 20, 2021) – With technical and financial support from Louisville Metro Government, Buy Black Lou, LLC has expanded its already thriving Black Business App to include a new network designed to increase supplier diversity by making it easier for companies to connect with Black-owned contractors in the city.

The new Black Contractors Network, which Louisville Forward supported with technical assistance and a $50,000 grant, allows Black-owned businesses such as carpenters, electricians and landscapers to create a profile making themselves available for companies and organizations looking for their services. Conversely, companies and organizations looking for contractors can create a profile to list jobs/projects for bid and to review resumes that companies post. Contractors and employers can also communicate with one another over the Network.

Buy Black Lou developer and owner Tanika Bryant, a self-taught coder, is calling on businesses large and small to populate the new site with their profiles. “This labor of love is so needed and even though I didn’t know what it would become when I started it in 2019, I knew I was filling a critical need in the business community,” said Bryant.

“The city is proud to support Tanika’s vision and execution of the Black Contractors Network,” said Mayor Greg Fischer. “What we hear repeatedly is that Black business owners struggle with a lack of capital, lack of advertising and lack of resources. This resource will make great strides in connecting Black-owned businesses to jobs that they are ready to bid on and execute.”

The portal is free to use by both contractors and employers.

Bryant started Buy Black Lou in 2019 as a Facebook group providing a place for Black-owned businesses to advertise their services and provide a central location to find Black businesses to patronize.

This effort complements other initiatives taken in the past year to help invest in more equitable economic development. Greater Louisville Inc. yesterday launched the Racial Equity Pledge and toolkit for employers, Louisville Metro Government and institutional partners formed the Equity in Contracting and Procurement Task Force, which will work to increase the level of expenditures with Minority-, Female- and Disabled-owned Business Enterprises through supplier diversity initiatives, and the city currently has an open Request For Proposals for the creation or expansion of a Minority Business Incubator.

New Roots is a local nonprofit organization connecting families to affordable, fresh food through their biweekly Fresh Stop Markets. SummerWorks Registration is now open

One of the most important protective factors for youth in our community is having access to early employment and career opportunities.  For this reason, we are excited to announce that SummerWorks is now accepting applications for Jefferson County residents aged 16-21.

SummerWorks, which was founded by Mayor Fischer in 2011 after federal funding for summer jobs was eliminated, has directly placed Louisville youth in more than 6,700 summer jobs. Additionally, the program provides job readiness training, the opportunity to explore careers of interest, resume building, and more.

Promoting equity will continue to be a priority for SummerWorks in 2021. Youth applicants who face barriers and come from disadvantaged backgrounds are prioritized in the job-matching process to ensure that those who are most in need of a good summer job have a better chance of landing one. SummerWorks is also continuing to sponsor jobs and work-learn experiences at nonprofits and agencies across the community that share this commitment to equity.

It easier than ever for youth to get prepared for and connected to good summer jobs.  Once they register online, and complete a new virtual job readiness training course, youth will be able to apply for job opportunities geared toward them.

Louisville receives Tree City USA designation during Arbor Day tree planting

LOUISVILLE, KY (April 16, 2021) – Mayor Greg Fischer today announced the National Arbor Day Foundation has once again designated Louisville as a Tree City USA for the 20^th consecutive year. He was joined by Metro Councilman Bill Hollander (D-7), Division of Community Forestry Manager Barry Edgar, Metro Parks Arborist Steve Ashley, Kentucky Division of Forestry representatives and community volunteers to celebrate this achievement and to plant 100 trees in Champions Park in honor of Arbor Day and as part of the Mayor’s Give A Day.

“Becoming a healthier city is one of our core city values, and that applies to both our individual physical health and the health of our environment. We know those two things are deeply interconnected and trees are critical to our health by improving our air quality and reducing our urban heat island effect,” said the Mayor. “I’d like to thank the National Arbor Day Foundation and the Kentucky Division of Forestry for recognizing our efforts to plant more trees and improve the tree canopy and health throughout the city. These efforts will continue to grow through the hard work of our Louisville Parks and Recreation team and our forestry program.”

Members of Louisville Parks and Recreation were joined by volunteers from Louisville Grows and Trees Louisville, two important partners in the city’s efforts to boost tree plantings throughout Louisville. The city will have planted more than 1,500 new trees in parks, easements and public lands across Louisville by the end of the fiscal year (June 30, 2021).

“Now is not the time to slow down. This is a critical need in our city,” said Dr. Mesude Duyar Ozyurekoglu, Assistant Director for Louisville Parks and Recreation and Manager of the city’s forestry program. “I’d like to thank Trees Louisville and Louisville Grows and all of our volunteers for helping in this effort. It’s only going to get bigger and better.”

80% of fatal e-scooter crashes involve cars – new study reveals where and why most collisions occur

About 30 people in the United States have been killed riding electric scooters since 2018. Most – 80% – were hit by drivers of cars. Publicly available e-scooters arrived to U.S. cities in 2017 as an energy-efficient and fun new way to get around town. By 2019, e-scooter rides had soared from zero to 88 million trips annually. But putting e-scooter riders on the same roads as cars without good infrastructure or clear rules has been dangerous. Making streets safer will require urban policymakers, not to mention drivers, to understand where and why cars collide with these new vehicles. The few empirical studies on e-scooter safety come from emergency departments in cities where e-scooters launched early, like Los Angeles and Austin. They meticulously describe which injuries occurred and which bones were broken in crashes – primarily wrists and minor head injuries – and document the location on the body of other injuries, like scrapes and sprains. Evolve502 Apply Week – Members of JCPS Class of 2021 Opportunity for 2 Years of College Tuition-Free

Starting April 26th Evolve502 and its partners will conduct a week-long campaign to encourage JCPS seniors to complete their Evolve502 scholarship applications and begin the next steps in the application process – completing the federal financial aid form and applying to eligible institutions. To date, more than 830 JCPS seniors have applied for the scholarship. The scholarship allows eligible students in the Class of 2021 to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, including Jefferson Community and Technical College, or Simmons College of Kentucky to pursue an associate degree, career credential, technical certification or take 60 hours of credit. The Evolve502 scholarship is a last dollar scholarship, meaning Evolve502 will fund the difference between federal and state financial aid and college tuition. Evolve502 will host two events to support students and families during Apply Week: College Kickstart is 11:30-3:30 April 24 at the JCTC Downtown Library, 622 S. First Street. Students will be able to receive one-on-one, in-person assistance completing the Evolve502 Scholarship application process. In addition, representatives from the JCTC admissions will be on-site to assist in completing the JCTC application. The first 100 students to attend will receive a $25 Amazon gift card. Limited assistance is available for those who needs help completing their FAFSA form. Register in advance for FAFSA support time sessions at ly/E502FAFSAHELP. Students may bring one adult with them to complete the FAFSA form. Social distancing and masks are required. Settlement reached in LG&E rate case

Jefferson County Attorney represents Louisville Metro in settlement that still requires review and approval by Kentucky Public Service Commission LOUISVILLE, Ky. – Louisville Metro Government has agreed in principle to a settlement that would significantly reduce a proposed utility rate increase by Louisville Gas & Electric (LG&E).  LG&E initially requested a revenue increase of $161.1 million for gas and electric. The stipulation entered into by all the parties to the case lowered that revenue requirement by nearly $60 million to $101.5 million, a decrease of 37%.  Most importantly, LG&E agreed to no increase in the fixed customer charge, the amount customers pay regardless of how much energy they use.  LG&E also agreed to a four-year “stay out” provision, which means that another rate increase cannot be implemented before July 1, 2025.  The stipulation keeps the residential rate increase for both electric and gas customers nearly identical to the system average.  For LG&E electric customers, this is an average increase of 7% and for gas customers, an increase of 6.4%.  LG&E is proposing an Economic Relief Surcredit Adjustment Clause, which will lower the rate impact during the first year of the increase. Because of this credit, the increase will only be 4.1% for electric and 5.9% for gas for the first year. LG&E proposed a more than $6.00 per month increase to the basic service charge but has agreed to remove that as part of this agreement. “Preventing an increase in the fixed customer charge was a clear message we heard from our citizens and city officials,” O’Connell said. “This agreement delivers a win for everyone in Jefferson County as no residential customers will see an increase in their minimum monthly charge. The four year “stay out” provision also allows our businesses to budget their energy expenses, still among the lowest in the nation, over multiple fiscal years. I hope that the PSC views this stipulation as fair, just, and reasonable and ultimately approves it.” The settlement agreement’s effect on Metro’s streetlight program is profound.  After years of trying to convert all the city’s old High Intensity Discharge (HID) fixtures to cheaper, more efficient, and environmentally sound Light Emitting Diode (LED) lights, this settlement allows Metro to meet its goal.  In the past, the cost for LG&E to convert these fixtures was $7.37 per fixture per month for 60 months.  During this proceeding, LG&E introduced a one-time conversion fee of $277.29.  At Louisville Metro’s request during the settlement negotiations, LG&E has agreed to lower this one-time fee to $260. This lower conversion fee, combined with the stipulation’s lowering of the lighting rate increase from 12% to 3.65%, will allow Louisville Metro to convert every streetlight that Metro currently pays for to LED lights within five years, contingent upon the ability to work with LG&E to hire the contractors and staff necessary for such a massive project.  This major undertaking of converting nearly 22,000 streetlights from HID to LED can now be done for less per year than Metro currently pays for streetlights.  At the end of this conversion process, Metro will be saving nearly $1.6 million per year on streetlights while the community benefits from environmentally friendly and efficient lighting. LG&E has agreed to work with Louisville Metro’s Department of Public Works on a plan to implement this in a timely fashion. “This settlement agreement is a major win, both economically and environmentally for Louisville,” said Mayor Greg Fischer. “My administration has been trying for years to develop a plan to get all of our lighting up to modern standards with LED lights.  Working with LG&E, this settlement allows us to reach this goal. With the other benefits of this settlement, Louisville Metro’s efforts in this case benefit all cities within Jefferson County and the rest of the LG&E service area.” Other notable pieces of the settlement include:   Low-income customer support: LG&E’s shareholders contributions for low-income assistance (i.e., contributions to Association of Community Ministries, Inc. (“ACM”), Home Energy Assistance (“HEA”), and Wintercare) will be increased by the same percentages as the overall increases in revenue requirements resulting from these proceedings.  This will mean an approximately 7% increase in shareholder commitments to these programs.   Advanced Meter Infrastructure (Smart Meters): LG&E will be allowed to begin conversion of their old meter infrastructure to smart meters.  LG&E agrees to amortize the cost and benefits over a 15-year period and use the amortization of the regulatory assets and liabilities associated with the AMI project to address the up-front cost of and long-term benefit from the AMI project such that customers will not sustain an increase in the combined revenue requirements associated with implementing the AMI project.  The cost and benefits credited to the customers will be determined in a future rate case when the five-year project is completed.  There is no rate impact to the AMI project in this rate proceeding.   Additional lighting benefits:  LG&E agrees to add a new LED offering to Rate LS to replace their current 100W HPS Cobra offering; commits to conduct a competitive bidding process for street lighting fixtures every five years and prior to the next rate case; and commits to have their information technology personnel work with their Louisville Metro counterparts to explore opportunities to allow street light outage notifications from Louisville Metro to flow more directly through to the Utilities.   Parties to the settlement include LG&E, Louisville Metro and Lexington, the office of Attorney General Daniel Cameron, Kentucky Industrial Utility Customers, Walmart, Kroger, Sierra Club, Metropolitan Housing Coalition, Kentuckians for the Commonwealth, Kentucky Solar Energy Society, United States Department of Defense and all other Federal Executive Agencies, and Kentucky Solar Industries Association, Inc. One remaining issue is the LG&E’s proposed new Net Metering tariffs.  The new tariffs were proposed in response to a change in state law that became effective January 1, 2020. This issue will be fully litigated before the PSC.  The stipulation will be heard by the PSC in the already schedule rate hearing beginning Monday, April 26 at 9:00 AM. As in 2019, Louisville Metro joined forces with Lexington to share the costs of the intervention in this case and are splitting the services of former PSC Chair Jim Gardner and former PSC Staff Attorney Todd Osterloh of Sturgill, Turner, Barker & Moloney, PLLC. Clean Collaborative Crew - Weekly Report-April 12th-April 16th

The Crew of 13 staff members and their equipment, fall under our Bulk Waste Department within the Solid Waste Management Services Division. They are primarily tasked with collecting litter and debris along Metro roadways.

Below is the weekly update on the Clean Collaborative Crew’s actions from April 12, 2021 to April 16, 2021. The crew cleaned approximately 147.2 curb miles and collected 431 bags, 47 Tires, and 119 Other Items with a total of 50,640 pounds! Other items includes everything from vehicle wreckage to illegally dumped bulky items. The Louisville Downtown Partnership also collected 982 pounds of litter and debris from the Downtown area.

Environmentally responsible

Roads & Operations Division crews from the East District are currently working on a multi-faceted site rehabilitation project to ensure environmental compliance at the East District facility. Now and through the summer they will be replacing drainage pipes, adding catch basins and other drainage structures, and paving the lot around the salt dome. The work will prevent salt and other materials from getting into the site’s drainage. Images below show crews pouring concrete to build a swale for drainage diversion and control. This type of work reflects Public Works' commitment to doing our part to protect our environment. It also showcases our crews’ versatility as they build new infrastructure to ensure that protection.

What is Street Right sizing?

Street Right sizing, formerly referred to as a “road diet,” is restriping a road from four lanes to three lanes - that is, two travel lanes with a two-way center turn lane (see diagram below). The benefits of right sizing include: improved safety, reduced speeding, and improved predictability, reallocating space for bicyclists and pedestrians, and an overall enhanced experience while traveling the corridor. In order to maximize efficiency and reduce cost, right sizing projects are often implemented at the time of repaving. From old household items to construction debris, the Waste Reduction Center on Meriwether sees tons of discarded materials being dropped off by residents and businesses, alike. While some materials can be recycled, like electronics, tires, and scrap metal, some items are destined for the landfill. But the staff at the Waste Reduction Center give old mattresses one last job before their ultimate fate. As shown in the photo below, these mattresses became a giant "Swiffer" at the facility. Pets of the Week

Does your pet have a ticket home? April 18-24 is National Pet ID week. The best chances of being reunited with a lost pet are a microchip and a pet license. LMAS offers microchipping services for just $25 and your pet doesn’t need an appointment. Most veterinary offices also offer microchipping services.  If your pet is already microchipped, make sure your contact information on the chip is up-to-date. Jefferson County residents are required by law to license dogs, cats and ferrets. A one-year pet license is just $10 and can be purchased online, by mail, in-person or at a participating veterinary office. If your pet is picked up by animal control, an officer can bring them home instead of to the shelter because your contact information will be up-to-date. To have your pet microchipped or to purchase/renew pet licensing, visit the LMAS Shelter located at 3528 Newburg Road, from 12-6pm daily, Monday-Saturday.
