Louisville Metro Government (LMG) has entered into an agreement with Park Community Credit Union that will administer a $2.2 million fund to assist small businesses, which have been financially impacted by the COVID-19 pandemic. The funds have been made available through federal Community Development Block Grant dollars.
Approximately 50% of total funds will be distributed as grants to small businesses located in and/or predominantly serving west Louisville, Smoketown and Shelby Park. The remaining half will be distributed as loans to any small business located in Louisville. Minority-owned and women-owned enterprises will be given a preference for loans and grants. Both the grants and loan products will be available to businesses that qualify on a first-come, first-served basis. Loans will be available from $5,000 to $150,000 with a maximum term of 84 months and a fixed rate of .75% APR. Grants will be offered up to $50,000.
Small businesses, for the purposes of this fund, are defined as businesses with less than 300 employees and less than $20 million average annual revenue. Funds must be used to sustain business operations (payroll, rent, utilities, etc.).
The application window opened on Monday, March 29. To apply for a loan or grant, applicants should visit https://parkcommunity.com/smallbusiness/ to fill out an interest form. Grant and loan applicants should provide, among other things, a funding request and how the funds will be spent; supporting financial documents; and a summary of the applicant’s business and how COVID-19 has affected operations and staffing. Grant applicants should provide a letter of reference from a community member.

Public Art Request for Proposals - Temporary Artworks in Libraries

In 2021, as libraries re-open after being closed for a year due to COVID-19, Louisville Free Public Library (LFPL) and the city’s Commission on Public Art (COPA) formed a partnership to offer a new artist opportunity for temporary public artworks in libraries. Through this RFP, we will commission five projects with a budget of $5,000 each. Applicants may select from one of the following library branch locations: Fairdale, Iroquois, Newburg, Portland, or Shawnee.
This opportunity is open to any artist in Louisville/Jefferson County, and any artistic discipline. Proposals may include, but are not limited to, visual art, installation, performance, spoken word, event-based, and media art. Emerging artists are encouraged to apply. Artists may apply as an individual or as a team.

- Welcome community back to the library, with experiences to promote healing and reconnecting.
- Create art that is accessible to all and consistent with the library’s family environment.

Following Gov. Andy Beshear’s guidelines and in consultation with Louisville Metro Public Health and Wellness, community centers have reopened!
Beginning April 5, the centers will be open from noon to 9 p.m., Monday through Thursday and from 10 a.m. to 7 p.m. on Fridays. There will be a two-hour break, from 12:30 to 2:30 p.m. each day, at each center for cleaning and disinfecting.
Reopening protocols include mandatory mask wearing, temperature taking and capacity limits for each center.

Expanding Eligibility for Vaccines
Gov. Andy Beshear announced all Kentuckians 16 and older will be eligible to receive a COVID-19 vaccine April 5. Only the Pfizer vaccine is approved for 16 and 17-year-olds.
The Governor shared a new video encouraging all Kentuckians who are eligible to join the team and get vaccinated.

Cardinal Stadium Vaccine Site
UofL Health is once again expanding access to COVID-19 vaccinations. Cardinal Stadium’s Purple Lot will become Kentucky’s largest drive-thru COVID-19 vaccination site with the ability to vaccinate up to 4,000 people per day, for seven weeks.
The 24-lane drive-thru site opens to the public April 12. Appointments are available for anyone ages 16+ by going to www.UofLHealth.org or calling 502-681-1435. The phone number is intended for those with limited web access. If you have web access, please use the online scheduling to keep the phone lines available for those who need to call.

LG&E utilizes a portal allowing service providers to check an applicant’s current bill and pledge payments based on eligibility. In a continued partnership, LG&E and the city’s Office of Resilience and Community Services are working with Neighborhood Place and the Association of Community Ministries to expedite the application process for eligible customers.
The Association of Community Ministries has streamlined the intake process with a new centralized portal that allows applicants to pre-screen and apply for assistance by answering a few questions on a mobile device, computer, or tablet. effectively immediately, the time period for accrual of outstanding LG&E balances has been extended through the end of this month, and the maximum benefit has increased from $500 to $1,000. In October of 2020, District 21 conducted a survey of residents to ask how would you like to see funding of about $2,000 or less spent in your neighborhood. There have been over 100 responses to date. From that survey, residents could volunteer to serve on the Steering Committee to implement neighborhood projects that aligned with the survey data. That Steering Committee is currently meeting. All meeting have their agenda, minutes, and other documents provided posted on our website.

$100,000 available for organization(s) to provide space and resources to new and growing minority-owned businesses
LOUISVILLE, KY (March 23, 2021) – Louisville Metro Government has issued a Request for Proposals (RFP) with $100,000 available for one or more organizations to provide a business incubator for minority-owned businesses. The incubator should emphasize Black-owned businesses, which have not had the same economic benefits and financial stability as other businesses. Organizations would be expected to provide physical and virtual spaces and assist business owners with resources to start or grow their business.
Approximately 22.4% of Louisville’s population is Black, yet only 2.4% of businesses are Black-owned. Relatedly, the African American poverty rate in Louisville is 29.8%, nearly three times the white poverty rate of 10.2%, with the median household income for an African American family in Louisville earning $35,870/year as compared to $61,977/year for the median household income for a white family.
The incubator operation should assist minority-owned businesses, with services that have been shown to promote stability and growth while helping incubator “members” develop solutions that strengthen their businesses. Services offered can include but not be limited to shared office space and supplies, programming and mentoring around accounting and business finances, HR and legal services, capital strategy, marketing and social media, and networking opportunities. Funds from this program will be provided for working capital, curriculum development, instruction, business equipment or other assistance for the creation of an incubator.
An incubator differs from an accelerator in that it works to build new businesses, not scale established businesses and differs from a co-working space in that in addition to space and networking, it offers business resources.

Evolve502 Scholarships
JCPS seniors can go to college for free through a new scholarship offered by Evolve502.
The scholarship, which launched Oct. 1, allows eligible students in the Class of 2021 to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, including Jefferson Community and Technical College, or Simmons College of Kentucky to pursue an associate degree or career credential, or take 60 hours of credit. The Evolve502 scholarship is a last dollar scholarship, meaning Evolve502 will fund the difference between federal and state financial aid and college tuition.
The application takes about five minutes to complete online at evolve502.org/scholarship. Once applications are submitted and reviewed, applicants will receive a follow-up email with next steps including completing the federal financial aid form and applying to eligible colleges.
In addition to the scholarship, Evolve502 is offering opportunity grants to support students whose families earn less than $40,000 annually. The opportunity grants are $1,000 per semester ($2,000 maximum per year) and can be used to assist in costs outside of tuition including healthcare, transportation, books and more. The grants will automatically be given to Evolve502 Scholarship recipients who meet qualifications.

William Tolbert Whittenberg Scholarship
The William Tolbert Whittenberg Scholarship for Performing Arts Excellence awards young artists (ages 16-22) from the Greater Louisville region up to $10,000 to pursue advanced study in the performing arts. To be eligible for the 2021 Whittenberg Scholarship, applications must: be from the Greater Louisville Region, between the ages of 16 and 22, and plan to pursue a professional career in the performing arts.
