COVID-19 status: Orange; LouVax moving more to mobile missions

On Tuesday, Mayor Fischer and Dr. Sarah Moyer, Louisville’s Chief Health Strategist were joined by health officials to provide an update on COVID-19 in Louisville and announce a new phase in the city’s fight against COVID-19 utilizing mobile vaccination missions to reach vulnerable populations.

While encouraged by the 11 consecutive weeks of declining COVID cases in the city, Mayor Fischer said residents and community members cannot afford to get complacent with COVID variants evolving around the world and across the country.

Dr. Moyer reported that Louisville remains in the orange alert level for COVID cases with the recent decline. She added there are still several hospitalizations and patients lost to the virus that is preventable with vaccination. As the weather progresses into warmer forecasts, Dr. Moyer encourage individuals ages 16 and older or ages 40 and older with health conditions that put them at increased risk of severe illness from COVID-19 to Dr. Moyer encouraged everyone to continue following the safety protocols and get tested as often as possible.  During Tuesday’s briefing Dr. SarahBeth Hartlage, Associate Medical Director of the Louisville Metro Department of Public Health and Wellness announced that the health department will begin to phase out operations at Broadbent Arena and shift to LouVax-Mobile deploying resources towards mobile vaccination missions. Speaking to the decision to shift gears at LouVax, Dr. Hartlage said she was extremely proud of the role the site played in caring for tens of thousands of Louisville residents. Additionally, she said the expanded capacity of vaccination sites in the city such as Cardinal Stadium allows the health department to focus on high-risk populations. Dr. Hartlage said that LouVax will give its last primary doses Friday, April 9 and remain open through the end of April to give booster doses to everyone that received their first dose from the site. Each mission is different, and many can accommodate patients without appointments. For others, patients will be able to schedule either online or via calling the LOU HEALTH HELPLINE. Appointments now open for Kentucky’s largest drive-thru COVID-19 vaccination site

UofL Health is again expanding access to COVID-19 vaccinations. Cardinal Stadium’s Purple Lot will become Kentucky’s largest drive-thru COVID-19 vaccination site with the ability to vaccinate up to 4,000 people per day, for seven weeks.

“Increasing health care access is part of UofL Health ongoing commitment to the Commonwealth, and Cardinal Stadium provided an ideal location,” said Jason Smith, chief medical officer, UofL Health. “We have interstate access off both I-65 and I-264, and we are in close proximity to west and south Louisville, both federally designated Medically Underserved areas.”

The 24-lane drive-thru site opens to the public April 12. Appointments are available for anyone ages 16+ by going to www.UofLHealth.org  or calling 502-681-1435. The phone number is intended for those with limited web access. If you have web access, please use the online scheduling to keep the phone lines available for those who need to call.

Impacted by COVID-19? LG&E account past due? ACM might be able to help!

The Association of Community Ministries (ACM) and its 13 neighborhood-based member organizations, in collaboration with Metro Government’s Office of Resilience and Community Services, are working to get millions of dollars in Metro COVID-19 Utility Relief Funds to our neighbors struggling with outstanding LG&E account balances.

ACM has streamlined the intake process with a new centralized portal that allows Jefferson County applicants to pre-screen and apply for assistance by answering a few questions on a mobile device, computer, or tablet. A Community Ministries' representative will contact the applicant within a week to complete the process.

The Association of Community Ministries has worked with partners at Metro Government to extend the time period of applicable past due balances covered to March 16, 2020 - March 3, 2021, and to increase the maximum benefit from $500 to $1,000.

As a result, LG&E customers who have already received assistance through this program may be eligible to receive additional help up to the $1,000 threshold and are encouraged to reapply.

Ten community centers have reopened, including Cyril Allgeier! 

With COVID-19 positivity rates declining and more people getting vaccinated, Mayor Greg Fischer announced Monday that Louisville Parks and Recreation has re-opened 10 of its community centers. 

Following Gov. Andy Beshear’s guidelines and in consultation with Louisville Metro Public Health and Wellness, the centers will be open next week from noon to 9 p.m., Monday through Thursday and from 10 a.m. to 7 p.m. on Fridays. There will be a two-hour break, from 12:30 to 2:30 p.m. each day, at each center for cleaning and disinfecting. Reopening protocols include mandatory mask wearing, temperature taking and capacity limits for each center.

Four centers, Shawnee, Douglass, the Metro Arts Center and the Wilderness Road Senior Center, will not reopen next week, but are expected to open their doors during a second reopening phase later this spring.

The centers have been closed since mid-March 2020 due to COVID-19. During the closure, recreation staff have been hard at work fulfilling other duties, including work at the city’s 120 municipally owned parks, which have seen a drastic increase in usage and visitation. Community Center visitors will also see some dramatic improvements at the facilities, including major indoor and outdoor painting and restoration projects thanks to the great work of the recreation staff.

“Some of the centers look almost brand new,” said Ben Johnson, Assistant Director of Parks and Recreation. “Our team is excited to show our guests the improvements that have been made.”

It's a good thing the approximately seven-year-old Pit Bull enjoys going for a stroll because she weighed 90 pounds when she arrived at the shelter after her owner died. Allie lost five pounds in two weeks, thanks to her foster mom who walks her daily. The friendly, sweet senior gets along great with the resident dog, and they enjoy napping together so she wouldn’t mind having a sibling in her forever home. Allie’s adoption fee is waived for an approved adopter, thanks to the Pay It Forward Program. Allie’s already spayed, microchipped and vaccinated. Dog of the Week: Lightning Bug Lightning Bug will light up your life, if you adopt him. The approximately two-year-old Pit Bull makes a great companion because he’s a happy, affectionate dog. Lightning Bug is also very playful so he’s always ready for a game of fetch. He’ll gently nudge your hand for head pats when you call him to you. Make a fuss over him and he’ll get really excited for the extra attention. Lightning Bug’s adoption fee is waived for an approved adopter thanks to the Pay It Forward Program. He’s already neutered, microchipped and vaccinated. Lightning Bug weighs 60 pounds. He’s been friendly and tolerant of other dogs during group play sessions at the shelter. The Jefferson County PVA is responsible for applying a fair and equitable assessment to
residential and commercial properties as of January 1 each year. The PVA has a statutory responsibility to assess your property and you, as the property owner have a right to appeal.

New site launches to honor the memory of Kentucky’s COVID-19 victims

A new website, WhoWeLostKY.org, has launched to offer the family and friends of Kentuckians lost to Covid-19 an opportunity to memorialize their loved ones by writing and sharing stories. The site provides free, practical writing guidance and templates, as well as an active online submission option.

WhoWeLostKY.org hopes to support resiliency and connection by ensuring that those who died are not forgotten. The social isolation caused by the pandemic has changed mourning ceremonies and customs, leaving people few options beyond social media to communicate and share expressions of grief. The therapeutic benefits of writing are well known. Participating in this project can help a mourner's healing process as they access important memories.

“Many people feel insecure about writing, perhaps due to past negative experiences in school or due to fears about their abilities,” said Martha Greenwald, a writer, educator and the Founder/CCO of WhoWeLostKY.org. “We want everyone to feel comfortable participating on the site. We encourage them to write stories to share or just keep for themselves. No writing expertise is needed. We also want to be sure friends and colleagues of those who died come to the site and post stories too. Grief affects everyone, not just family members,” Greenwald noted.

The site is designed and developed by Greenwald and a team of distinguished professionals in the fields of digital technology, education, psychology, culture, and religion. The materials featured on the site are sensitive to the difficult topics being addressed and are designed to be easy to use. The site will regularly post new materials to inspire reflection specific to different times of the year. Further plans for the future include online writing workshops and a print anthology compiled from user-submitted stories.

Whittenberg Scholarship applications open for young artists pursuing a professional career in the performing arts

The William Tolbert Whittenberg Scholarship for Performing Arts Excellence awards young artists (ages 16-22) from the Greater Louisville region up to $10,000 to pursue advanced study in the performing arts. To be eligible for the 2021 Whittenberg Scholarship, applications must: be from the Greater Louisville Region, between the ages of 16 and 22, and plan to pursue a professional career in the performing arts.

Special open enrollment period underway for health insurance through May 15

HealthCare.gov is open now through May 15. During this special enrollment period, all Americans have an opportunity to sign up for healthcare.  For free, local help available to anyone enrolling in health insurance, Kentuckians should visit kynect.ky.gov to find a kynector near them. Kentuckians enrolling in a plan on HealthCare.gov are guaranteed to receive comprehensive coverage, without being denied care or charged more due to a pre-existing condition. All plans cover essential benefits, including doctor and hospital visits, prescription drugs, mental health treatment, and maternity care. In addition, Kentuckians with Qualified Health Plans also receive free preventive care services, such as immunizations and health screenings. Testing and treatment of COVID-19 are considered essential health benefits and are covered by all HealthCare.gov plans. Kentuckians should avoid insurance plans offered outside of HealthCare.gov that seem too good to be true. “Junk insurance” products pose huge financial risks to consumers. These products can refuse to pay for care for pre-existing conditions, charge consumers more based on their gender, and impose annual coverage limits. Free tax help

Free federal and state income tax preparation is now available for eligible residents. The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance, or VITA, and AARP Tax Aide programs provide trained, IRS-certified volunteers to offer free tax services via online or at select drop-off sites. The service is available to individuals and families who earned less than $66,000 in 2020. Learn more.

Evolve502 Scholarships available - apply by June 30

JCPS seniors can go to college for free through a new scholarship offered by Evolve502. The scholarship, which launched Oct. 1, allows eligible students in the Class of 2021 to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, including Jefferson Community and Technical College, or Simmons College of Kentucky to pursue an associate degree or career credential, or take 60 hours of credit. The Evolve502 scholarship is a last dollar scholarship, meaning Evolve502 will fund the difference between federal and state financial aid and college tuition. The application takes about five minutes to complete online at evolve502.org/scholarship. Once applications are submitted and reviewed, applicants will receive a follow-up email with next steps including completing the federal financial aid form and applying to eligible colleges. In addition to the scholarship, Evolve502 is offering opportunity grants to support students whose families earn less than $40,000 annually. The opportunity grants are $1,000 per semester ($2,000 maximum per year) and can be used to assist in costs outside of tuition including healthcare, transportation, books and more. The grants will automatically be given to Evolve502 Scholarship recipients who meet qualifications. The deadline to apply is June 30.

Low-income households may qualify for a ten-percent sewer bill discount under a new Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD. For more information, click here, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

The Louisville Water Foundation works with community agencies to help customers keep their water turned on. Drops of Kindness offers residential and business customers help with resolving unpaid bills and reducing future financial obligations. If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. The Kentucky Public Service Commission will conduct three public meetings to provide information on and receive public comments regarding Louisville Gas & Electric and Kentucky Utilities rate cases (2020-00350 & 2020-00349). The meetings are being conducted virtually due to the continuing COVID-19 state of emergency. Each session will begin with a brief overview from PSC staff on the key elements in the case followed by public comments.

Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. A new interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
