Facilities Manager Manages the daily operations of the facilities department including facility customer service, building operation services, parking lot and grounds maintenance, facility maintenance, facility access and perimeter security maintenance.  Oversees contracts including HVAC, mechanical, electrical, plumbing and custodial.  Manages budgets and procurement of supplies and services.  Coordinates the needs of other MSD departments and divisions with facilities operations, maintenance, and security responsibilities.  Assists the Facilities, Safety & Security Director as required LOJIC Systems Administrator II/III (GIS) (IT Infrastructure Engineer II / III) Grade 19 / 21 This position will be filled as a Level II or III based on candidate qualifications. COVID-19 Funeral Assistance

The COVID-19 pandemic has brought overwhelming grief to many families. At FEMA, our mission is to help people before, during and after disasters. We are dedicated to helping ease some of the financial stress and burden caused by the virus.

Under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021, FEMA will provide financial assistance for COVID-19-related funeral expenses incurred after January 20, 2020.

We are working with stakeholder groups to get their input on ways we can best provide this assistance, and to enlist their help with outreach to families and communities. FEMA will begin to implement COVID-19 funeral assistance in April.

Additional guidance is being finalized and will be released to potential applicants and community partners as soon as possible. In the meantime, people who have COVID-19 funeral expenses are encouraged to keep and gather documentation.

Who is Eligible?

To be eligible for funeral assistance, you must meet these conditions:

• The death must have occurred in the United States, including the U.S. territories, and the District of Columbia.
• The death certificate must indicate the death was attributed to COVID-19.
• The applicant must be a U.S. citizen, non-citizen national, or qualified alien who incurred funeral expenses after January 20, 2020.
• There is no requirement for the deceased person to have been a U.S. citizen, non-citizen national, or qualified alien.

How to Apply? 

In April, FEMA will begin accepting applications. If you had COVID-19 funeral expenses, we encourage you to keep and gather documentation. Types of information should include:

• An official death certificate that attributes the death directly or indirectly to COVID-19 and shows that the death occurred in the United States, including the U.S. territories, and the District of Columbia.
• Funeral expenses documents(receipts, funeral home contract, etc.) that includes the applicant’s name, the deceased person’s name, the amount of funeral expenses, and the dates the funeral expenses happened.
• Proof of funds received from other sourcesspecifically for use toward funeral costs. We are not able to duplicate benefits received from burial or funeral insurance, financial assistance received from voluntary agencies, government agencies, or other sources.

How are Funds Received?

If you are eligible for funeral assistance you will receive a check by mail, or funds by direct deposit, depending on which option you choose when you apply for assistance.

LG&E Utility Assistance

There are currently 41,000 households in Jefferson County that have past due LG&E bills totaling over $21 Million. St. Matthews Area Ministries and United Crescent Hill Ministries, along with the Association of Community Ministries,  have launched a new online application dedicated to providing our neighbors in need with easy access to Louisville Metro’s  Louisville’s COVID relief emergency assistance for LG&E customers in Jefferson County. Households could be eligible for up to $1,000 in aid if they have a past due amount on their LG&E bill as the result of an economic hardship related to COVID-19 and if those past due arrearages occurred between March 16, 2020 and March 31, 2021. To determine eligibility and begin this streamlined application process, heads-of-households can visit www.louisvilleministries.org and fill out the online form available there. If neighbors in need are not able to easily access the internet, they can call Metro United Ways’ 2-1-1 service and an operator will provide the phone number for the community ministry that serves their neighborhood.

LG&E Rate Increase Hearing

The Kentucky Public Service Commission has scheduled hearings on the request for large (11.81% for electricity and 9.37% for gas) LG&E rate increases. The hearings start on Monday, April 26, at 9:00 am, when public comments will be taken.

The hearings will be streamed live and may be viewed on the PSC website, https://psc.ky.gov/.  Public comments may be made at the beginning of the hearing. Those wishing to make oral public comments may do so by following the instructions listed on the PSC website.

Members of the public can also make comments to the PSC for inclusion into the official record. Include the case number (2020-00350) within the subject line of your email to the Public Information Officer at psc.info@ky.gov, and provide your full name and place of residence in the body of the e-mail.  I am writing to say that rate increases of this size should not be granted, especially as we attempt to recover from a pandemic, and that the attempt to shift more payments to fixed charges harms lower income people and discourages energy conservation.

City issuing Request for Proposal for minority business incubator

$100,000 available for organization(s) to provide space and resources to new and growing minority-owned businesses

LOUISVILLE, KY (March 23, 2021) – Louisville Metro Government has issued a Request for Proposals (RFP) with $100,000 available for one or more organizations to provide a business incubator for minority-owned businesses. The incubator should emphasize Black-owned businesses, which have not had the same economic benefits and financial stability as other businesses. Organizations would be expected to provide physical and virtual spaces and assist business owners with resources to start or grow their business.

“Louisville’s minority population is woefully underrepresented in our business community,” said Mayor Greg Fischer. “Historically, that gap has been caused by institutionally racist policies that put up barriers to the capital, mentorship or services that others have had for decades. We must do better in breaking down these policies and providing resources, human and financial, that will help our Black and Latinx communities build generational wealth.”

Approximately 22.4% of Louisville’s population is Black, yet only 2.4% of businesses are Black-owned. Relatedly, the African American poverty rate in Louisville is 29.8%, nearly three times the white poverty rate of 10.2%, with the median household income for an African American family in Louisville earning $35,870/year as compared to $61,977/year for the median household income for a white family.

The incubator operation should assist minority-owned businesses, with services that have been shown to promote stability and growth while helping incubator “members” develop solutions that strengthen their businesses. Services offered can include but not be limited to shared office space and supplies, programming and mentoring around accounting and business finances, HR and legal services, capital strategy, marketing and social media, and networking opportunities. Funds from this program will be provided for working capital, curriculum development, instruction, business equipment or other assistance for the creation of an incubator.

An incubator differs from an accelerator in that it works to build new businesses, not scale established businesses and differs from a co-working space in that in addition to space and networking, it offers business resources.

Get Your REAL ID Before October 1

COVID-19 delayed Kentucky's REAL ID rollout. REAL IDs or a passport will be required for air travel within the U.S. beginning October 1. At this time, 15 locations, are accepting appointments and walk-ins, including Louisville's Bowman Field. To get a REAL ID, you will need proof of identity, proof of social security number and two documents showing proof of residency.

JCPS School Meals

In-person school is back in session at JCPS.  Students who attend school in-person will receive free breakfast and lunch. After Spring Break, curbside meal service will move to Saturdays from 10:00 a.m. – 1:00 p.m. at various sites, including Breckinridge-Franklin Elementary, beginning Saturday, April 10 and continuing through May 22, with the exception of Derby Day, on May 1. In lieu of that, sites will be open Oaks Day, Friday, April 30. A full list of sites is here.

While this is NOT a JCPS program, the American Rescue Plan Act has extended P-EBT payments for free/reduced price meal eligible families to purchase meals they would have otherwise received at school. That federal program will be administered by the Kentucky Cabinet for Health and Family Services.

COVID-19 Community Vaccinations at Churchill Downs

We have exciting news! Churchill Downs is pleased has partnered with Norton Healthcare to help vaccinate the community against COVID-19. We are particularly pleased that individuals that meet the eligibility requirements in our surrounding neighborhoods will be given priority for the on-site vaccinations at Churchill Downs Racetrack, as supply is available. The public may now register for appointments to receive their first dose of vaccine. Appointment times are available March 29, March 30 and April 12 from 10 a.m. to 4 p.m. The second round of booster shots will be automatically scheduled for April 19, April 20 and May 3 respectively. I-64 West Ramp Closure in Jefferson County March 26-April 2

LOUISVILLE, Ky. (March 24, 2021) –The Kentucky Transportation Cabinet (KYTC) advises motorists of a ramp closure taking place in Jefferson County beginning this week. The ramp from I-64 West to Exit 4 (9th Street/Roy Wilkins/Market) is scheduled to be closed for one week, beginning at 9 a.m. on Friday, March 26. KYTC contractors will mill off the existing pavement, perform patching work, and then repave and restripe the ramp. Motorists can take the following detour: Take the exit to U.S. 150 East/22nd Street, follow 22nd Street to Market Street to connect to 9th Street. This closure is part of an ongoing improvement project that began last year and has impacted multiple ramps in Jefferson County. The contract for this project was awarded to E & B Paving LLC in July 2020 in the amount of $4,595,950.67. LouVax site continues to vaccinate thousands

 LOUISVILLE, Ky. (March 19, 2021) – On Friday, Mayor Greg Fischer joined by Dr. SarahBeth Hartlage, Associate Medical Director of the Louisville Metro Department of Public Health and Wellness provided an update on vaccination progress in the city and the state of vaccination efforts moving forward.

This week marked the one-year anniversary when Louisville reported its first death from COVID-19. Speaking to that date, Mayor Fischer reflected how the past year has brought unfortunate losses for families in the community, but he hopes there is comfort found in the work being done citywide in vaccination efforts to safely protect those in the community from experiencing that same pain.

“Thinking back to the nursing home in the Seattle area, we kind of had this dread that sooner or later we’d be hit by this pandemic, and … we were,” Mayor Fischer said. “It’s hard to believe one year later what we’ve been through since then and how we’ve adjusted. We couldn’t really imagine the experiences that lay ahead of us. We’ll never forget those experiences of the people we’ve lost. It’s mind-blowing when you think about that loss and how it’s impacted so many friends and families in our community. This virus has left a tragic toll on our community and our country as well.”

Mayor Fischer expressed a hopeful outlook following the governor’s announcement that two new regional mass vaccination sites will open in Louisville, saying that it follows prioritization of increasing supply and getting the vaccine to residents in high-risk areas.

“Not only are we increasing supply and presence, but we want equity to take place and that will be a continued focus for us,” the Mayor said.

Here are the key stats for vaccinations in Metro Louisville: 

• Citywide, 324,971 total doses have been administered between the LouVax site and its healthcare system community partners, Norton Healthcare, UofL Health and Baptist Health. Of that total number 113,772 have completed both doses. This means that 25.5 percent of our Jefferson County residents have received at least one dose of the vaccine and 12.8 percent have completed the vaccine series.
• Through its LouVax site, the Louisville Metro Department of Public Health and Wellness has given 65,833 doses to date.
• At LouVax 6,789 volunteers have registered to help with vaccination efforts. A total of 55, 286 volunteer hours have been documented. 

Dr. Hartlage said that LouVax will open vaccine eligibility up to individuals ages 50+, essential employers and anyone older than 16 with underlying medical conditions to align with the state following Governor Andy Beshear’s announcement to expand access to the vaccine. If individuals in this group don’t have access to technology and need help scheduling an appointment, Hartlage encouraged them to call the LOU HEALTH COVID-19 Helpline at 502-912-8598.

“We expect to continue to see our supply of vaccine expanding and more ways to get vaccinated,” Dr. Hartlage said. “We also will be launching mobile missions soon so we can vaccinate hard-to-reach populations such as homebound seniors. The end goal for all of us is to vaccinate anyone and everyone who wants to be vaccinated, as quickly as possible. This is how we will get back to doing the things we love safely like traveling, visiting family, going to concerts, sporting events and having kids in school thriving.”

For essential employees, businesses across Louisville can register their employees for COVID-19 vaccinations at LouVax. Employers, business owners, human resource reps, lead supervisors and managers can make registration easier for employees by submitting a roster of team members through the health department’s Essential Workers Company Signup Form. Once the form is received, a member of LMPHW’s LouVax team will reach out to businesses to gather any additional information and get employees scheduled for appointments. Employees who live in neighboring counties in Kentucky and Indiana but work in Louisville are eligible to get their vaccination through their employer at LouVax.

Louisville Metro Revenue Commission to extend 2020 occupational license tax filing and payment deadline

LOUSVILLE (March 25, 2021) – Louisville Mayor Greg Fischer today announced that the Louisville Metro Revenue Commission (LMRC) will extend the 2020 annual occupational license tax filing and payment deadline from April 15, 2021 to May 17, 2021.

The extension is for all taxpayers that file Forms OL-3, OL-3EZ, OL-3A, OL-3S, OL-3EXT and I-2. All other LMRC deadlines will remain in place.

The commission has approximately 102,000 active occupational license tax accounts, and roughly 60,000 of those accounts represent local individuals that file once a year. The extension follows the federal government’s decision to allow individual taxpayers to defer filing and payments of federal income tax from April 15, 2021, until May 17, 2021.

Starting April 5, 2021, the LMRC will provide in-person customer service by appointment Monday – Friday, 8 a.m.-5 p.m.

Louisville Grows' annual Seeds & Starts Sale has begun! This is a chance to buy locally grown, low-cost plants. The community can feel good about shopping at this fundraiser, knowing that purchases will go to support a sustainable food system through the Louisville Grows Community Garden Grant program. This year, the sale will function a little differently for the safety of patrons. Louisville Grows will offer one in-person sale day. A litter abatement message from the Kentucky Transportation Cabinet to Metro residents: "KYTC contractors completed a full litter clean-up cycle on I-65 in February, shortly after the last snow event. Interstate sweeping work began earlier this month and is continuing. Additional litter cycles on all interstates within Jefferson County are expected to begin in the next several weeks."

5 Things You Need to Know About Yard Waste

The city's yard waste is taken to a private industrial composting facility where it is processed, packaged, and sold back to our community. Watch this short video! We asked the facility's managers to share 5 things they want residents to know:  1. Never use plastic bags for yard waste. Using plastic bags to collect your yard waste means contamination at the facility. And it is against local ordinance! Use reusable containers, paper bags, or compostable bags instead.  2. Never mix trash items with your yard waste. Collected yard waste is used to make compost and mulch products. Some trash could damage the chippers and put equipment operators in harm’s way. Plastic trash items would be chipped along with the yard waste and end up in the product. If pieces of glass get mixed in with the product, it poses a danger to the person that purchased it. 3. “Compostable plastic” products may not actually be compostable. The length of time can vary greatly among those products and some of them don’t break down in the time it takes to make compost. 4. It can take 6 months to 1 year to make good compost from yard waste. Having the correct mixture of carbon, nitrogen, water, and oxygen are important. 5. Compost is very good for your soil! Pets of the Week

Cat of the Week: Nickel has been in the shelter for 33 days, patiently waiting to be the next lucky cat to find a forever home. The approximately 4-year-old, orange Tabby is friendly, laidback and enjoys attention. Nickel really needs a home while he continues treatment for heartworms because the shelter can be a stressful place. He will require regular checkups with a veterinarian. Nickel’s adoption fee is waived for an approved adopter, thanks to the Pay It Forward Program. He’s already neutered, microchipped, and up-to-date on vaccinations. Nickel weighs 7 lbs. Dog of the Week: Long Stay Champion Sous Chef has spent 102 days in the shelter including Christmas and every holiday since then. It’s not Sous Chef’s fault she’s a Pit Bull, the most overbred dog in our city and makes up the majority of shelter dogs. Sous Chef would be an excellent companion for the right family. The two-year-old Pit Bull is an excellent taste tester and a fun buddy who loves to play fetch. Food is tasty but toys are better, she loves getting new toys. Sous Chef’s adoption fee is waived for an approved adopter thanks to the Pay It Forward Program. Her adoption includes a VIP package which includes: FREE wellness checks and vaccinations for three years, three-year Canine license, leash, harness, collar and a crate. Sous Chef weighs 55lbs. She can be tested with children or other dogs by request, but needs a cat-free home. Potential adopters can foster-to-adopt Sous Chef. For more info, email animalservicesadoption@louisvilleky.gov. Crime Mapping

First Division

Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.
