Pop-Up Drop-Offs are free recycling and large item disposal events for residents of Jefferson County. Through a partnership between the Department of Public Works, the Waste Management District, and Metro Council, these events are held monthly, March through November, at various locations.
The first event of 2021 is on Saturday, March 27, from 10:00 a.m. – 2:00 p.m. at the Sun Valley Ball Field Complex, 10401 Lower River Road, located in the southwestern part of Jefferson County.
Residents can have documents shredded, recycle electronics, tires, and scrap metal, dispose of prescription medication and bulky items, and compost yard debris. Items must be separated into those various categories for easy off-loading at each area. Limitations and guidelines are found at Louisvilleky.gov/PopUps.
The goal is to give all Jefferson County residents opportunities to dispose of unwanted items properly and to keep as much material out of the landfill as possible.
Future events will be announced and are posted on the Recycle Coach app calendar.
You can also recycle up to three electronic devices, up to four tires, and dispose of up to three large household items for free year-round at the Waste Reduction Center at 636 Meriwether Avenue.

JCPS seniors can go to college for free through a new scholarship offered by Evolve502.
The scholarship, which launched Oct. 1, allows eligible students in the Class of 2021 to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, including Jefferson Community and Technical College, or Simmons College of Kentucky to pursue an associate degree or career credential, take 60 hours of credit. The Evolve502 scholarship is a last dollar scholarship, meaning Evolve502 will fund the difference between federal and state financial aid and college tuition.
The application takes about five minutes to complete online at evolve502.org/scholarship. Once applications are submitted and reviewed, applicants will receive a follow-up email with next steps including completing the federal financial aid form and applying to eligible colleges.
In addition to the scholarship, Evolve502 is offering opportunity grants to support students whose families earn less than $40,000 annually. The opportunity grants are $1,000 per semester ($2,000 maximum per year) and can be used to assist in costs outside of tuition including healthcare, transportation, books and more. The grants will automatically be given to Evolve502 Scholarship recipients who meet qualifications.
The deadline to apply is June 30.

PVA Online Appeal Conferences Information
The 2021 PVA Online Conferences for property owners to appeal their valuation will begin April 23 at noon and continue until May 17 at 4 p.m.

As of Monday, March 1, people ages 60 and older are eligible for COVID-19 vaccination in Louisville.
Vaccine appointments continue to be available for people in Phase 1B - non-medical first responders, K-12 educators and childcare workers.
Below are links to websites for waitlists, information and appointments. Due to available supply, appointments are limited. It may take several weeks to get an appointment. After hearing from many people since March 1, my advice is to keep trying. I wish we had a better, more centralized system but people are getting appointments by continuing to check these websites.

On Monday, February 15, the city’s Office of Resilience and Community Services started accepting new appointments for those in need of rental assistance because of financial hardship resulting from the COVID-19 pandemic. The Office of Housing already has begun processing applications for assistance through the Court Eviction Diversion Program and will begin accepting applications from community service providers on behalf of tenants needing assistance.
Receiving prior assistance does not preclude renters from being eligible for additional assistance. As of January 31, Louisville Metro had provided a total of $20.7 million in rental assistance to more than 17,300 Louisville residents to keep them housed.
Eligible households may receive assistance for past-due rent dating back to April 2020, plus an additional three months of assistance for future rent payments if needed to ensure housing stability.
According to federal regulations, eligible households must:
- Qualify for unemployment or have experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19;
- Demonstrate a risk of experiencing homelessness or housing instability
- Have a household income at or below 80 percent of the area median income (in Louisville that’s an annual income of $62,000.
The Court Eviction Diversion Program is made possible because of a partnership with the Legal Aid Society.
Those facing possible eviction are encouraged to visit StopMyEviction.org to connect to assistance, or call (502) 308-3344 or visit louisvilleky.gov/neighborhoodplace to schedule an appointment at a Neighborhood Place location.

Assistance Program (LIHEAP) is administered by the Louisville Metro Office of Resilience and Community Services. The LIHEAP Crisis Component will run through March 31, or until available funds have been expended, whichever comes first. This year’s Crisis Program will allow residents receiving a current utility bill with a past due amount and residents receiving a disconnect notice to apply for assistance. To apply, residents must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week. Applicants must be a resident of Jefferson County with a household income at or below 150 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $3,275.00). Applicants must also meet one of the following eligibility requirements:
- Received a disconnect notice from LG&E, or
- Received a current bill with a past due amount, or
- Have a current payment plan with LG&E due to a past-due balance, or
- Received an eviction notice if utilities are included in the rent, or
- Be within four days of running out of bulk fuel; or
- Be within ten days of running out of pre-paid electric service.

 Financial Navigators will be available remotely to provide guidance over the phone to help residents access available programs and services to manage income disruptions and other financial concerns. These experts help residents one-on-one to triage personal financial issues, identify immediate action steps to manage expenses and maximize income, and make referrals to other relevant community resources such as the Eviction Prevention Program, LIHEAP, Healthy at Home, etc. Louisville Metro Government and Bank On Louisville will offer these services in partnership with Louisville Housing and Opportunities Micro-Enterprise Community Development Loan Fund, Inc. (LHOME).
Residents can access these free, remote services by completing the online form or calling (502) 657-6624 to sign up. The navigator will then send a short service agreement and call the client to begin their personal session. Organizations across Louisville can also refer clients directly to an expert.
Each session will last approximately 30 minutes. After the session, the Financial Navigator will send a follow-up email outlining next steps and referrals

Who should get tested for COVID-19?

Anyone who has symptoms: fever, cough, shortness of breath or difficulty breathing, chills, muscle pain, headache, new loss of taste or smell, vomiting or diarrhea, sore throat, congestion or runny nose. Contact your healthcare provider about scheduling a test.

Testing for people who do not have symptoms (asymptomatic) including:
- Persons without symptoms who have been in close contact with someone who has tested positive. Consider getting tested during your 14 day quarantine if you do not develop symptoms.
- Healthcare facility workers, workers in congregate living settings, and first responders without symptoms.
- Residents in long-term care facilities or other congregate living settings, including prisons and shelters, without symptoms
- People without symptoms who have been in large gatherings where social distancing was difficult and you do not know if you were in close contact with a positive case.
- For all testing please follow instructions to call ahead or pre-register for the testing site.

Southwest Community Ministries is currently overwhelmed with families who have never needed assistance before but are running out of household and hygiene products! They are asking for help from members of the community, youth groups, or anyone willing to donate.
If you would prefer to give food donations, items such as ravioli, ramen, fruit cups, canned meats, soups, and peanut butter crackers are always good options. Things like Ensure and pull top lids are good for seniors as well!
