KIPDA needs your input on the specific issues and needs you face on a daily basis when you travel to work, school, recreational activities, or making deliveries. The desired outcome of this outreach effort is to better understand what transportation improvements are needed throughout our region.

A key component in the planning process is better understanding the wants, needs, and frustrations you experience when traveling to work, school, the store, or around town. We aim to identify your needs through a survey and interactive public comment map. The interactive map allows you to pinpoint specific locations throughout the region that disrupt your travel. This could include traffic, crash related delays, lack of adequate bicycle paths or sidewalks, long waits at stoplights, or lack of transit stops or routes.

With job losses continuing to mount amid the COVID-19 resurgence, and millions of people having lost their job-based health insurance since the start of this public health and economic crisis people have a new opportunity to enroll in health insurance for 2021 on HealthCare.gov, but only for a limited time. This new COVID-19 open enrollment period starts on February 15, 2021 and ends on May 15, 2021.

For free, local help available to anyone enrolling in health insurance, Kentuckians should visit kynect.ky.gov to find a kynector near them.

Kentuckians enrolling in a plan on HealthCare.gov are guaranteed to receive comprehensive coverage, without being denied care or charged more due to a pre-existing condition. All plans cover essential benefits, including doctor and hospital visits, prescription drugs, mental health treatment, and maternity care. In addition, Kentuckians with Qualified Health Plans also receive free preventive care services, such as immunizations and health screenings. Testing and treatment of COVID-19 are considered essential health benefits and are covered by all HealthCare.gov plans.

Kentuckians should avoid insurance plans offered outside of HealthCare.gov that seem too good to be true. “Junk insurance” products pose huge financial risks to consumers. These products can refuse to pay for care for pre-existing conditions, charge consumers more based on their gender, and impose annual coverage limits.

Consumers should log on to HealthCare.gov before May 15 to get the comprehensive health insurance they need.

The federal and state government control what vaccine Metro receives, how much, when they get it and who gets it first. Metro is working through the Vaccine Implementation Task Force to plan and ensure an efficient and equitable distribution of the vaccine. Metro's community Vaccine Communications Task Force has also been meeting to collaborate on collective ways to provide support in alleviating fears, sharing accurate, timely and easy to understand information across the community that will include instructions on where and how to get vaccinated. LIHEAP Crisis Component will run through March 31, or until available funds have been expended, whichever comes first. This year’s Crisis Program will allow residents receiving a current utility bill with a past due amount and residents receiving a disconnect notice to apply for assistance. To apply, residents must schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week. Applicants must be a resident of Jefferson County with a household income at or below 150 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $3,275.00).  Applicants must also meet one of the following eligibility requirements:

• Received a disconnect notice from LG&E, or
• Received a current bill with a past due amount, or
• Have a current payment plan with LG&E due to a past-due balance, or 
• Received an eviction notice if utilities are included in the rent, or
• Be within four days of running out of bulk fuel; or
• Be within ten days of running out of pre-paid electric service.

Metro COVID-19 Relief funds are available now for Jefferson County residents with a past due Louisville Water/MSD account. Customers can apply for the credit at the Metro Relief Portal on our website or call 502.583.6610. The one-time credit is available on a first-come, first-served basis. Apply now -- don't delay!

To qualify for a credit up to $500, customers must meet the following criteria: 

• Live in Jefferson County and have a Louisville Water/MSD residential account 
• Have an unpaid balance on their water/wastewater bill that occurred between March 16 and December 31, 2020 
• Identify a COVID-19 based financial hardship that resulted in the past-due balance

1. Immediately report any suspicious person, or vehicle to (502) 574-7111 or (502) 574-TIPS. This is not just for vehicle vandalism but drug activity, home/garage vandalism - ANY suspicious activity! Make a report!
2. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change.
3. Always lock your vehicle doors.
4. Remove garage door openers from vehicles usually parked outside.
5. Do not leave your keys in your vehicle. Do not warm up your vehicles without you in them!
6. Do not leave the windows of you vehicle open, or partially open.
7.  Try to park your vehicle in a well-lit area.
8. Never leave a firearm unprotected in your vehicle

The Jefferson County Board of Education approved the phased-in reopening of our schools to start on March 17th.    All schools will use the same hybrid model schedule, meaning there will be two days of in-person instruction and three days of virtual learning for students choosing the in-person option. In-person instruction will be available to all special education (ECE) students in kindergarten through fifth grade, four days a week on Monday, Tuesday, Thursday and Friday.      Students will be assigned in two groups for in-person instruction. Students with a last name beginning with A-K will be in group A and students with a last name beginning with L-Z will be in group B. We will work with families to ensure all students from a household will attend in-person classes on the same day.

• Grades K-2 elementary school students begin their hybrid learning plan on Wednesday, March 17th. We are still determining what the board-approved March 17th “first day of school” will look like for K-2 students and teachers and will announce those plans soon.
• Grades 3-5 begin their hybrid learning plan on March 18^th. 
• Early Childhood begins their hybrid learning plan on March 22nd.

Middle and high school students begin their hybrid learning plan on April 5th.

Families have the option to continue learning virtually five days a week.  Families are encouraged to make their selection to continue learning virtually or switch to in-person instruction on our JCPS website.

The scholarship, which launched Oct. 1, allows eligible students in the Class of 2021 to begin postsecondary studies tuition-free at any Kentucky Community and Technical College school, including Jefferson Community and Technical College, or Simmons College of Kentucky to pursue an associate degree or career credential, or take 60 hours of credit. The Evolve502 scholarship is a last dollar scholarship, meaning Evolve502 will fund the difference between federal and state financial aid and college tuition.

The application takes about five minutes to complete online at evolve502.org/scholarship. Once applications are submitted and reviewed, applicants will receive a follow-up email with next steps including completing the federal financial aid form and applying to eligible colleges.

Free federal and state income tax preparation for eligible residents is now available. The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance, or VITA and AARP programs provide trained, IRS-certified volunteers to offer free tax services via online or at select drop-off sites. The service is available to individuals and families who earned less than $66,000 in 2020. Learn more.

TreesLouisville's Community Canopy Program is back thanks to a generous donation from The LG&E and KU Foundation! We have partnered with the Arbor Day Foundation to provide Louisville residents with more than 650 FREE one-gallon trees. There are a variety of large and small species to choose from depending on the space you have available, but don’t wait to register, these trees won’t last long! Dog of the Week - Kid Sister

If you love the breed, don’t shop. Adopt! Adult Pit Bull adoptions at LMAS are always free for approved adopters. Every kid sister needs a buddy and Kid Sister can’t wait to meet hers. The approximately 1-year-old Blue Pit Bull is happy, energy, very playful and super sweet! Kid sister’s personality has made her a staff favorite and she’s been friendly with other dogs at the shelter. An approved adopter can adopt Kid Sister for free thanks to the Pay It Forward Program. She’s already spayed, microchipped & up-to-date on vaccinations. Kid Sister weighs 53lbs. Child testing is mandatory; dog and cat testing is available by request. In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean.
