Historical Preservation Surveying

In coordination with Louisville Metro Historic Landmarks & Preservation Districts Commission, District 21 is embarking on a community engagement effort to recognize the history of D21 and its residents, both past and present. This will include public meetings, oral histories, and much more!
A small piece of this work is a historic building survey, which will be funded in part by a grant from the Kentucky Heritage Council, which is the State Historic Preservation Office (SHPO). As part of this work, approximately 2,000 buildings will be surveyed, which is an important part of preservation planning and understanding the history of D21.
Through proactive survey of significant places, property owners and the community can plan ahead of any potential new developments. Furthermore, a historic building survey is the first step to a listing on the National Register of Historic Places—only if property owners want it. We know that some of you do and that’s great!
Did you know there are 6 individual buildings listed on the National Register in D21? There’s also the Southern Heights-Beechmont Historic District.
Did you know the National Register does not place any restrictions on your property? You can still make changes!

Submit Public Comment for Land Use Reforms

Planning & Design Services (PDS) staff introduced its initial recommended changes to the Land Development Code to the Planning Commission on Feb. 4, the next step in a multi-year process to identify and correct inequitable land use regulations and policies within the code.
The recommendations will go before the Planning Commission and Metro Council for a vote within the next two to three months (early 2021). Following review of the initial recommendations, PDS staff will move forward with additional proposed reforms. Those will take anywhere from one to more than two years to go through the public input and approval process, and others may be added to the list following more community conversations and study.

Applications Open for the Welcoming Academy
The Office for Globalization team is excited to announce that applications are now open for their premier community leadership training program – the Louisville Welcome Academy. The training's mission is to build the knowledge and networks of international leaders to increase their capacity and become key stakeholders to empower and assist the city’s international communities.
Last year, we held virtual sessions to accommodate to COVID-19 safety guidelines. Participants gained a wealth of knowledge that set them to become key stakeholders in our community partnerships, and for some, in our ongoing COVID-19 Multicultural Community Campaign. With the success of last year’s model, the 2021 sessions will continue to be virtual to maintain the safety and health of participants and their families.

Wesley House Community Services
Head Start Program
Wesley House Community Services (WHCS), a social services organization founded in 1903, is excited to announce the launch of a new partnership with the Greater Louisville Head Start Program that will bring Head Start education to young children and families WHCS supports.
In February 2021, WHCS began providing Head Start services and is now accepting applications from families to enroll in the program. To inquire about Head Start or complete the application process, visit https://www.4cforkids.org/head-start/ today.

Equity Review Ordinance passed Metro Council on February 11, 2021. It requires an equity review of Metro departments to help inform the city's budget process.

Deflection and 911 Response passed out of the Equity and Inclusion Committee on February 18, 2021. This will be discussed and voted on at the Feb. 25 Metro Council meeting.
Tree Assistance Funds
- Did you know that Louisville Metro offers tree assistance funds for trees in the public right-of-way that by ordinance the abutting property owner is responsible for maintaining AND there is a new fund for tree maintenance on private property in the Green Heart intervention area?
- To see if you are eligible, email the council office and we will send you more information about how to apply.
- How it works: Community Forestry will visit the address to assess the tree health and determine the amount you are eligible for in partnership with the Office of Resiliency and Community Services (RCS)

TreesLouisville’s Community Canopy Program is back thanks to a generous donation from The LG&E and KU Foundation!
They have partnered with the Arbor Day Foundation to provide Louisville residents with over 650 FREE 1 gallon trees. There are a variety of large and small species to choose from depending on the space you have available, but don’t wait to register, these trees won’t last long! This event runs from February 19th until all the trees have been registered for.
Register online at www.arborday.org/treeslouisville; your tree will be delivered straight to your home between March and May 2021.
If you need assistance registering or would like to request help planting your tree once it arrives, join TreesLouisville at Change Today Change Tomorrow’s “Healthy Change” Event taking place on Saturday Feb. 27th between 2pm-5pm at St. George’s Community Center (1205 S 26th St. 40210).

S 3rd St Trees - Louisville Grows and LG&E
- Louisville Grows is partnering with LG&E and Louisville Metro Community Forestry to replace trees in the 4800-5000 blocks of S 3rd St that are in decline or dying in the public right-of-way.
- Additionally, Louisville Grows has a limited number of trees available for private property.
- Removals will be occurring in the next few days and plantings will occur on or near March 15th.
Pollinator Lifecycle Garden - 4701 Cliff Ave

District 21 and MSD met last year to discuss returning MSD-owned lots to community use and MSD agreed to a pilot in D21 to do Lease Agreements with an organization with insurance who can assume responsibility. For 4701 Cliff Ave, the Jefferson County Soil and Water Conservation District and the Beechmont Neighborhood Association (BNA) were willing to partner to sign the lease agreement with MSD for this space.
Jefferson County Soil and Water Conservation District has plans to implement a Pollinator Life Cycle Garden in partnership with the Jefferson County Master Gardeners Association and BNA.
“A pollinator garden is a garden that is planted predominately with flowers that provide nectar or pollen for a range of pollinating insects.” https://www.foxleas.com/what-is-a-pollinator-garden.asp Benefits include native plants that will improve soil and allow the area to hold water, mitigating ponding, flooding and mosquito issues!

Lights On D21 Interstate Lighting Assessment Results
- On January 30th, 2021, the District 21 Office conducted a lighting assessment of the interstate I-65 and I-264 streetlights in the district. Below are the results:
- 226 streetlights out or cycling
- 11 missing streetlights (replacement needed)
- 4 fallen streetlight poles (pole removal and replacement needed)
- Per KYTC District 5, the pending LED retrofit project will address all current lighting outages as well as upgrading all conventional High Pressured Sodium (HPS) bulbs to new LED fixtures. This project starts next week with a tentative completion date during this summer.
Southern Pkwy Walk + Talk
- On Saturday, February 20, Members of Louisville Metro Office of Advanced Planning and Sustainability, Public Works, Parks and Recreation, and District 21 as well as Olmsted Parks Conservancy walked and talked with Beechmont residents to listen to their experiences with mobility related to Southern Pkwy
- Our Metro partners complimented Southern Parkway as "the most complete street in Louisville Metro"
New Cut Rd/Taylor Blvd Corridor Study
Local Legislation
Legislative things to know coming from the Committee on Public Works:
- Changes to the Energy Project Assessment District Program (EPAD) passed out committee on Feb. 16 and is headed to the Metro Council meeting on Feb. 25 for a vote.
- Solid Waste Management Services (SWMS) under the Department of Public Works will be accepting grant funding for recycle carts and community outreach initiatives. This is headed to the Metro Council meeting on Feb. 25 for a vote.
PVA Residential Reassessments
- Did you know that most District 21 residential properties will be reassessed by the Jefferson County PVA in the spring of this year?
- Areas 2, 3, 5, and 7 will be reassessed and District 21 includes area 5 and area 2 for residential properties. Click here for the interactive map!
- Residential property owners will be mailed their reassessment notices on April 23rd so be on the look out for that piece of mail!
- Your Right to Appeal: Beginning April 23 the appeal period opens and runs through May 17th at 4pm. That's about 3 weeks for you to submit an appeal with the PVA. Here are some tips for submitting an appeal: click here

Homestead - Kentucky’s Constitution allows property owners who are 65 or older to receive the Homestead Exemption on their primary residence. If you are eligible to receive the Homestead Exemption, the exemption amount is subtracted from your property’s assessed value, reducing your property tax liability.

Disability - Kentucky’s Constitution allows property owners who are 100% disabled to receive the Disability Exemption. If you are approved to receive the Disability Exemption, the exemption amount is subtracted from your property’s assessed value, reducing your property tax liability.
