Old Louisville Neighborhood Council 2021

The Old Louisville Neighborhood Council, a federation of the 14 neighborhood associations of Old Louisville, represents about 12,000 residents and businesses. This organization has served as the official voice of Old Louisville for many decades. These neighborhood associations understand the importance of being unified in solving common problems, dealing with Metro government agencies, protecting and promoting the historic preservation district.

The OLNC’s current leadership team for 2021 is: Derrick Pedolzky, Chair; Jena Blythe, Vice Chair; Michael Meador, Treasurer; and Chuck Anderson, Secretary. Each of these volunteer leaders live in this community and have worked tirelessly on its behalf. The OLNC is unique in that it also has an executive director, Shawn Fields Williams. The OLNC is always working with Councilman David James, community partners, businesses, and other neighborhood associations to make our city great. We embrace the goals of the Downtown Strong campaign and encourage people to visit Historic Old Louisville which is a heritage tourism destination. Mayor Fischer, community leaders announce free tax preparation service for eligible Louisville residents

LOUISVILLE, Ky. (February 4, 2021) - Mayor Greg Fischer and other community leaders today announced the opening of free federal and state income tax preparation for eligible residents.

The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance, or VITA, and AARP Tax Aide programs provide trained, IRS-certified volunteers to offer free tax services via online or at select drop-off sites. The service is available to individuals and families who earned less than $66,000 in 2020.

VITA and AARP volunteers will also help determine if residents are eligible for the Earned Income Tax Credit, a refundable federal tax credit for low- and middle-income working individuals and families. Eligibility for the EITC is based on income, the number of family members and other criteria, such as the amount of a family’s credit. Working families who earn up to $57,400 may be eligible, with average credits last year nearly $2,500.

"Now more than ever, tax refunds provide a critical boost to the household budget for many Louisville families,” the Mayor said. “For many working families, free help with taxes and guidance in qualifying for the EITC can be a game-changer. That’s money that could be used to start a savings account, buy a car, get braces for a child, pay books and college tuition, or start a college fund for their children."

Last year, the VITA campaign and Louisville AARP sites processed nearly 13,000 returns, adding more than $16 million to the local economy, including nearly $3.5 million in Earned Income Tax Credits to residents.

February 12 is the first official day for filing tax returns. While free tax filing will not happen face-to-face as in past years due COVID-19 pandemic, VITA free tax assistance services are available through select drop-off sites and online methods. Individuals can visit getyourrefund.org to have their taxes prepared online, and starting Monday, February 8, may also call 502-305-0005 for more information.

Also, visit the website for information about a free service for those interested in filing their taxes online. Volunteers may visit MyFreeTaxes.com to access free software programs offered in partnership by United Way Worldwide and TaxSlayer. Eligible clients may also visit labcservices.org to access the IRS Free File Program Delivered by Turbo Tax. LABC is proud to be a member of the Tax Time Allies, and has received funding from the Intuit Freedom Foundation to increase access to VITA and free software programs.

The other service, AARP Tax-Aide, has a mission to serve any person who comes through the door, with special attention to those 60 and older.  AARP select drop-off sites in Louisville will open Feb. 15.

To help preparers accurately determine EITC eligibility and prepare returns, individuals should bring: 

• Picture ID and Social Security cards for everyone listed on the return
• Copy of 2019 tax return with all attachments and schedules
• W-2s and 1099s from your employers
• Other 1099s for interest, dividends, state tax refund or other income
• Form 1099-G for any unemployment compensation received during the year
• 1095-A for health insurance
• 1098 for education credit, plus a detailed financial statement from the school
• Bank account number and routing number for direct deposit as well as savings account number (if applicable)
• Childcare information, including Provider ID and actual amounts paid
• Summarized list of other income/expenses for those who itemize or are self-employed
• Additional tax information that may be required 

Volunteers are key to the VITA and AARP programs’ success. Last year, more than 200 volunteers dedicated more than 5,600 hours to offer free tax preparation services.

This year, partners at LHOME will also be assisting our community throughout the tax filing season through their Financial Navigators program. LMPD "In Crisis"

After a months-long process, Hillard Heintze, a Chicago-based consulting firm that works with police departments across the country, has issued a report finding that the Louisville Metro Police Department (LMPD) and its communities are in crisis, with major changes needed immediately. The problems are described as going back “generations”.

The report, which includes many data points about a variety of issues, including traffic stops, noted that “acting on our key findings will require renewed commitment and holistic follow-through from LMPD and City leaders during the next few years. We hope the community can be open to remediation and reconciliation as the Department demonstrates a willingness to improve and change.” 

LMPD Chief Erika Shields has embraced the report and feels it provides a roadmap for changes needed in the department.

• Live in Jefferson County and have a Louisville Water/MSD residential account 
• Have an unpaid balance on their water/wastewater bill that occurred between March 16 and December 31, 2020 
• Identify a COVID-19 based financial hardship that resulted in the past-due balance

Public Safety Committee invites LMPD Chief Shields to next meeting to discuss her future goals

Louisville – The Metro Council’s Public Safety Committee will hold a special two hour meeting this week to discuss the future of the Louisville Metro Police Department.

The Committee has invited LMPD’s new chief, Erika Shields to talk about her goals for the department. The group will also hear about the recently completed top to bottom review of the department.

“As we begin a new year, I believe it is important for the committee to kick off its meetings this year with a focus on LMPD,” says Councilwoman Jessica Green, who chairs the committee. “This is a chance to hear from Chief Shields and see how she plans to implement what we are learning needs to be changed with LMPD in order to rebuild trust in the community and keep all of us safe.”

          The Public Safety Committee’s special meeting begins at 2:30 p.m. on Wednesday, February 3^rd. Chief Shields will speak during the first hour. She will be followed at 3:30 p.m. by Rob Davis and Lisa Jarrett of Hillard Heintze, the national group commissioned last year to complete a full top to bottom review of LMPD. The company presented its findings and recommendations last week.

 This special meeting will be held as a video teleconference pursuant to KRS 61.826 and Senate Bill 150. Members have the option of participating virtually from remote locations, or in person from the Metro Council Chambers on the third floor of Historic City Hall, 601 West Jefferson Street.

Under a declaration issued by the Louisville Metro Department of Public Health and Wellness to slow the spread of COVID-19, public access to Historic City Hall has been limited.  In collaboration with the President’s Office, the City Hall entrance on 6th Street is locked with limited building access. A sign is posted on the door to call the on-duty security guard desk for approved entry.

Meet Your Legislators

Café LOUIE is back in 2021 to connect citizens to their elected representatives. From 9:00 a.m. to 10:00 a.m. each Saturday morning from January 23 through March 20, participants can join a virtual meeting.  Elected officials will be given a brief time for prepared remarks and to answer a few pre-selected questions submitted by attendees.  The focus of these meetings is engagement through personal conversations. Every Café LOUIE is open (virtually, this year) to the public.

Councilman David James will be participating on the following dates: January 30th, February 6th and February 27th.

2021 Jefferson County PVA Property Reassessment

The 2021 Jefferson County PVA property reassessment will encompass MLS areas 2,3,5 and 7. The reassessment is required by law. The Jefferson County PVA is committed to assisting property owners who exercise their right to appeal their property value. The 2021 reassessment covers a very dense area. Due to continuing Covid-19 restrictions, it is extremely important that the community is informed about their right to appeal their property value and the short window of time state law allows the taxpayer to do so. They will be hosting online meetings in March and April for each of the areas affected by the 2021 reassessment. 

Understanding Vacant and Abandoned Properties

Neighborhoods in west Louisville have an estimated 5,000 vacant and abandoned properties and lots.  Addressing this issue is critical for our community.

The Metropolitan Housing Coalition will be offering a bi-monthly forum focusing on vacant and abandoned properties in Louisville. This is a free, bi-monthly forum focused on finding solutions in Louisville presented by the Louisville Vacant Properties Campaign.

Keeping Roadways Safe-Metro Snow Team @ Work!

The National Weather Service has declared a winter weather advisory for the Metro area. We can anticipate snow starting to fall around 2:00 pm. The current snowfall prediction is 1-3 inches. Temperatures will start to fall and be down to freezing by 8:00 pm and dipping into the 20s tonight; with tomorrow’s temperatures staying in the teens. The Metro Snow Team was activated at 12:00 pm today and began treating ALL 110 Metro snow routes. Their first run of treatment will be applied with salt only and adding calcium chloride to later applications to increase efficacy during colder surface temperatures. The team will work the rest of the day and through the night to repeat this process and keep roadways as safe as possible. Updates will be sent as the event unfolds. Yard Waste Collection by Request Only

Every winter, yard waste collection in the Urban Services District is done BY REQUEST ONLY. The service is still available, but since the amount of yard waste generated is far less in the winter, it is more efficient to only collect when needed.  How to Make a Request  Call Metro311 at 311 or 574-5000 or email metro.311@louisvilleky.gov.  Be prepared with the following information or include in your email: ​First and last name, address, phone number, set out location (front, rear, side, alley, etc.), and approximate number of containers, bags, or bundles. Your appointment will be scheduled on your regular collection day THE FOLLOWING WEEK. (Example: If your regular yard waste collection day is Thursday, and your request is made on Monday, February 8, your yard waste will not be collected until Thursday, February 18.)  Set out yard waste no earlier than 4 p.m. the day before your appointment and no later than 6 a.m. the day of your appointment. Be sure to follow the collection guidelines. Regular weekly yard waste collection without requests will resume the week of April 5.

Pets of the Week

Cat of the Week: Lord Dorothy is a sweet senior cat who loves everyone, especially kids! The approximately 8-year-old Tabby perks up when they come around and  he was a great long-distance learning coach to the young students in his temporary foster home. Lord Dorothy  also likes to walk  through Zoom meetings to purr hello and lighten the mood.  The talkative, laidback cat loves attention so the more family members the better -  but a small family that dotes on him would be nice, too.  Lord Dorothy’s adoption fee is waived for an approved adopter thanks to the Pay It Forward Program.  He is already neutered, microchipped and up-to-date on vaccinations.  For more info about Lord Dorothy, call 502-473-PETS. Dog of the Week: Yum Yum gets prettier by the day! This approximately two-year-old Pit Bull recently return from foster, where she recoveredd from a bad skin infection and proved to be an excellent houseguest. Yum Yum’s temporary family described her as a love bug who enjoys sitting on your lap and giving kisses. She is energetic like most young dogs, and calms downs after romping around and playing in the back yard. At bedtime, she prefers to sleep next to you. Yum Yum’s adoption fee is waived thanks to the Pay It Forward Program. She’s already spayed, microchipped and up-to-date on vaccinations. Yum Yum weighs 54 lbs. Child testing is mandatory for families with children. Yum Yum can be tested with other dogs by request but prefers companions her own size. Crime Mapping

First Division

Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.

Visit http://www.louisvilleky.gov/MetroPolice/Patrol+Divisions/ to sign up to receive the LMPD’s new crime alert update for your neighborhood. Simply select your LMPD division number, and click "Subscribe to Crime Alerts by Beat" to begin receiving the update.

Visit http://mapit.louisvilleky.gov/  and type in your address to find out when your junk pick-up date is as well as street cleanings and additional information.

Visit at https://lge-ku.com/outages/report/streetlight to report a street light outage in your neighborhood. When reporting a street light outage, be sure to have the pole number, which can be found on a metal plate on the pole.
