Weekly Covid-19 Update

FRANKFORT, Ky. (Dec. 9, 2020) – Today, Gov. Andy Beshear announced that while COVID-19 numbers in the commonwealth are still alarmingly high, Team Kentucky is making progress in its fight against the virus.

Today was the state’s sixth straight day with a declining positivity rate, showing that Kentuckians’ ongoing sacrifices and the Governor’s recent actions to slow the spread have made an impact.

“We continue to see some promising trends in our COVID-19 numbers. They are still far too high, but given that we were experiencing exponential growth before we took those difficult steps, this is evidence that we may not just be slowing down that growth, we may even be plateauing our cases,” said Gov. Beshear. “You have to slow down the train before you stop it, and you have to stop it before you turn it around.”

Case Information
As of 4 p.m. Wednesday, Dec. 9, Gov. Beshear reported the following COVID-19 numbers:

New cases today: 3,481
New deaths today: 16
Positivity rate: 9.23%
Total deaths: 2,118
Currently hospitalized: 1,792
Currently in ICU: 412
Currently on ventilator: 211

Top counties with the most positive cases today are: Jefferson, Fayette, Kenton, Warren, Boone and Madison. Each of these counties reported 100 or more new cases; Jefferson County alone reported 731.

The red zone counties for this week can be found here. Community leaders, businesses, schools and families in these counties should all follow red zone reduction recommendations, as well as other orders and guidance.

Those reported lost to the virus today include two women, ages 81 and 94, and an 80-year-old man from Caldwell County; a 32-year-old man from Clark County; a 94-year-old man from Daviess County; a 65-year-old man from Floyd County; a 98-year-old woman from Harlan County; a 78-year-old woman and a 74-year-old man from Jefferson County; a 90-year-old man from Jessamine County; a 69-year-old woman from Livingston County; an 82-year-old man from Marshall County; an 82-year-old man from McLean County; a 69-year-old woman from Ohio County; an 89-year-old man from Owsley County; and a 68-year-old man from Webster County.

Mayor Fischer announces efforts by KentuckianaWorks to help job seekers get trained and connected to good local jobs

LOUISVILLE (December 8, 2020) – As the economic impact of COVID-19 has left thousands of people across the Louisville region without stable employment, Mayor Greg Fischer announced efforts by KentuckianaWorks to help connect people with good jobs in the area.

KentuckianaWorks, the Louisville region’s Workforce Development Board and an agency of Louisville Metro Government, is offering a variety of free job search resources, career trainings, and hiring events during this challenging time. For example:

A Work-from-Home virtual hiring event for remote job opportunities starting Tuesday, December 8 and running through Sunday, December 13. To register, visit org/jobs.
There are a limited number of spots available in its Kentuckiana Builds construction training class and the Kentucky Manufacturing Career Center’s advanced manufacturing training class. To learn more about these options, which begin in January 2021, and explore all of KentuckianaWorks’ resources for job seekers, visit org/workers.
Young adults ages 16-24 can access career resources through the Kentucky Youth Career Center at org.

The region’s Kentucky Career Centers and other locations where KentuckianaWorks operates continue to be closed to in-person foot traffic due to COVID-19. But the workforce agency, which serves residents of Bullitt, Henry, Jefferson, Oldham, Shelby, Spencer, and Trimble counties, is offering its core career services to workers and job seekers over the phone and online.

Neighborhood Institute Class

Mayor Fischer working with Metro Council on funding to immediately address pressing community needs

Focuses on public safety, homeless assistance, cleanliness, and youth outreach

LOUISVILLE, KY (December 7, 2020) – Mayor Fischer today proposed a $5.2 million mid-year spending adjustment to immediately address pressing needs in the community, including equity, public safety, homeless assistance, and youth outreach efforts.

The proposal, developed in conjunction with Metro Council members, will be considered at a Special Budget Committee at 4:30 p.m. tomorrow (Tuesday, Dec. 8), with an anticipated full Council vote on Thursday, Dec. 10, in an effort to make the funding available immediately.

The funding is encompassed in two ordinances sponsored by President David James and Council Members Keisha Dorsey, Bill Hollander, Barbara Sexton Smith and Markus Winkler: a $3.5 million operating amendment and a capital amendment for $1.7 million.

The $3.5 million is part of the $26 million carried forward from FY20 into FY21 for pandemic response and community needs.

Louisville Metro waives annual ABC license renewal fees for restaurants, bars, other businesses with on-site consumption

LOUISVILLE, KY (December 3, 2020) – Louisville Metro’s Department of Codes and Regulations today issued an updated order waiving 100 percent of the annual Alcohol and Beverage Control licenses (ABC) license renewal fees for restaurants, bars, breweries and other businesses with on-site, by-the-drink consumption. The order will not apply to packaged alcohol licenses.

In October, Louisville Metro announced that it would grant a one-time reduction of the annual ABC renewal fee by 25 percent for on-site, by-the-drink consumption businesses. However, the city will now waive 100 percent of that fee for those businesses, in addition to the previously announced waiver of its annual renewal fees for extended hour licenses.

“Louisville Metro is acting to support our food and beverage sector and reduce their burden in whatever ways we can, but we need action soon from the federal government to truly help these businesses surviving the winter when the harshest impacts of the COVID-19 restrictions will be felt,” said Mayor Greg Fischer.

Southside Drive new sidewalk connector completed

Improving quality of life in our neighborhoods - another sidewalk project complete! Southside drive's new sidewalk connector was installed along the west side of Southside Drive (across from the Americana Community Center) from W. Kenwood Way to the St. John Vianney School entrance was completed last week. The project included installation of 420 ft. of 5 ft. sidewalk, green verge, and curb & gutter. Some drainage adjustments were necessary to alleviate the roadway ponding issues. A TARC bus stop was improved by adding a passenger boarding pad between the sidewalk & the curb, alongside the project limits.
This project was a partnership between Metro Public Works' Transportation & Engineering Division, District 21's Councilwoman, Nicole George and TARC. The project cost was $90,000. CW George allocated 50% of the funds and TARC will pay for the other half of the cost through TARC’s Sidewalk & Bus Stop Improvements program.
PWA engineer, Steve Kurowsky prepared the plans for this project and coordinated with CW George's office for funding allocation. Public Work engineers, Mojgan Taghizadeh and Steve Kurowsky oversaw the construction of the project.

Pop-Up Drop-Off Events

Pop-Up Drop-Offs are free recycling and large item disposal events for residents of Jefferson County. Through a partnership between the Department of Public Works, the Waste Management District, and Metro Council, these events are held monthly, March through November, at various locations. The first event was September 26, 2020 and another was held in October and November. Nine events are planned for 2021.

These first three Pop-Up Drop-Offs were well-received by our residents and proved to be successful. With over 1000 participants, 98,000 pounds of “junk” items were dropped off. We recycled 584 tires, 13,000 pounds of metal, truckloads of electronics, and composted 19,000 pounds of yard waste. Nearly 500 pounds of prescription medication were disposed, and document shredding was a popular component of the Pop-Up events.

The goal is to give all Jefferson County residents opportunities to dispose of unwanted items properly and to keep as much material out of the landfill as possible. Bob Schindler, the chair of the Waste Management District 109 Board, participated in the November event and said this about it, “I think that the partnership between the Waste District and the Solid Waste Division is an improvement in service to the public. Having multiple events across Metro is more convenient for residents, cuts down on travel and provides more opportunities if any single event doesn’t meet someone’s schedule. Hopefully it will also result in more recycling of materials like electronics and metals. I was personally pleased with the ease of getting through the process at the UofL Shelby site.”

Future events are posted to the Recycle Coach app calendar and shared through social media sites. Recycle up to three electronic devices, up to four tires, and dispose of up to three large household items for free year-round at the Waste Reduction Center at 636 Meriwether Avenue

Know Waste: Packaging from online shopping

Online shopping means we have a lot of extra waste at home. From bubble wrap to cardboard to padded envelopes and air pillows, the list goes on. The best thing to do is reuse the items - refill the boxes, pack fragile items with bubble wrap or air pillows, mail something else in the envelopes, or use items for craft projects. (Or you can always donate to someone else to reuse.) But if you find yourself needing to dispose of them, here's some useful information:

Cardboard Boxes

Please recycle your cardboard! Flatten the boxes to conserve space in your own recycling bin or in our recycling dumpsters around town. Don't put them out for Large Item Collection ("junk") because they won't get recycled.

Bubble Wrap, Air Pillows

These can be recycled with plastic bags at participating retail stores. Keep them out of your home recycling containers and drop-off recycling dumpsters.

Padded Envelopes

To know what to do with these, you have to know what they're made of. Some envelopes have paper surrounding bubble wrap. These cannot be recycled since they are made of a mix of materials. Some are all plastic and can go with the bubble wrap (see above). If the padding is made of all paper, the envelope can go in your home recycling containers or drop-off recycling dumpsters.

Styrofoam

Large blocks of Styrofoam can be recycled at Foam Fabricators, 950 Progress Blvd, New Albany, IN. They must be clean and free of tape and stickers. They do not accept any other form of Styrofoam. And Styrofoam is NOT accepted in curbside recycling or drop-off recycling dumpsters.

And if you do any in-person shopping, be sure to BYOB - bring your own bag!

Leaf Drop-Off

Mowing over leaves to mulch them back into your lawn is a great option for reducing waste. Mulching not only returns vital nutrients to the soil, but experts say that it can help your grass grow even better the following year! Never blow leaves into the street! Sign up for street sweeping reminders to make sure your car doesn't keep your street from being swept. Go to www.louisvilleky.gov and click Services Near Me.

Of course, residents with yard waste collection can also set leaves out in containers or paper bags. And all Louisville Metro residents will have the option to dispose of them for free at one of three drop-off sites beginning Tuesday, November 10.

The Metro Public Works free leaf drop-off sites will be open Tuesday-Saturdays, November 10 through December 12. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents.

Crime Mapping

First Division

Major Jim Cirillo

James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer. He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1^st Division.

He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course. He is a seven-year veteran of the United States Marine Corps.

Second Division

Major Ryan Bates

Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit.

In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).

After being promoted to the rank of major, Bates commanded the Fourth Division.

Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community.

Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Shannon Lauder

Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4^th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro.

She was then promoted to sergeant in 2015, where she served in the 6^th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4^th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4^th Division.

Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.
