Friday Thoughts

I hope you all are doing well on this somewhat chilly Friday. From looking at the forecast, it appears the cold weather may be here to stay!

As I mentioned in my last eNewsletter, the Civilian Review & Accountability Board legislation approved last month allows the Metro Council to choose three of the 11 board members. That nomination process is now underway. Those interested in being considered should send their Metro Council representative a resume and a one page document stating why they should be selected. The nominee cannot be active law enforcement, an elected official, an employee of metro government, or a relative of a current law enforcement officer. Submissions must be received by email or registered mail by close of business on Thursday, December 10.

On another note, this week has brought mixed news on COVID-19. On the positive front, we are starting to get information about initial vaccine distribution which we expect to receive in some hospitals and long-term care facilities in the next two weeks. These initial doses will be extremely limited. I will share the plan for broader distribution in a future newsletter as soon as that plan is finalized by local, state, and federal authorities. Additionally, the governor announced this week that he expects restaurants to regain increased capacity the week of December 14 and that some in-person learning will be able to resume in early January. I hope both of these come to fruition.

Unfortunately, the number of cases continues to be extremely high leading to a greater strain on hospital capacity. Please continue to maintain best practices such as masking and social distancing. The finish line seems to be within reach, but we need everyone's help to get there.

I-65 Corridor Study

I-65

Information from the "Traffic" tab on the I-65 Story Map

A study of I-65 from just north of the Kentucky Exposition Center to around Jefferson Street is underway. The goal is to identify short- and long-term improvements that increase safety, improve mobility, and address bicycle/pedestrian needs while being sensitive to the surrounding environment and community needs.

The study is currently in the first of two public engagement phases. Those interested in participating should visit the I-65 Story Map for detailed information on collisions, traffic, and local environmental conditions, as well as an opportunity to participate in the project survey. The goal is to have a final report completed by September.

Snow Season

snow

District 17 roadways treated by Louisville Metro during snow events

As our chances for snow start to increase, I wanted to share information regarding the 2,700 two-lane miles for which Louisville Metro is responsible. (The Kentucky Transportation Cabinet and private contractors also clear routes in the city.) We'll begin the season with nearly 50,000 tons of salt on hand, about one-third of which will be stored at four above-ground locations. The city will continue to pretreat roads with brine which limits how much snow and ice adheres to our roadways. Residents can check for updates @LouPubWorks on Twitter or follow our snow removal progress via this interactive map.

Land Use Requests - 9901 La Grange Road and 1704 The Meadow Road

Metro Planning & Design Services has received a request for a waiver regarding dumpster screens at 9901 La Grange Road. Please contact the case manager at dante.st.germain@louisvilleky.gov and reference case number 20-WAIVER-0122 for more information.

My office was also notified of a virtual meeting for a modified Conditional Use Permit (CUP) to allow 29 residential cottages on 2.6 acres at 1704 The Meadow Road. (While this property is technically located in District 7, it is directly across Whipps Mill Road from our district.) The meeting will be held Wednesday, December 9 beginning at 6:30 p.m. Please contact Nicholas Pregliasco at (502) 777-8831 or NRP@bardlaw.net for meeting information or with any questions.

New Sidewalk along La Grange Road

The Kentucky Transportation Cabinet (KYTC) recently approved the construction of a new sidewalk along La Grange Road. This project will connect an existing sidewalk at the intersection of Reamers Road with one north of Forest Bend Circle. Work is expected to begin in the spring and be completed by July 1.

Financial Navigators Program

Financial

Louisville Metro recently announced the launch of the Financial Navigators Program, a partnership with the national non-profit Cities for Financial Empowerment Fund. Financial Navigators will be available remotely to triage personal financial issues, identify immediate action steps to manage expenses and maximize income, and make referrals to relevant community resources such as LIHEAP or the Eviction Prevention Program. Each session lasts approximately 30 minutes. Afterwards, the Financial Navigator will follow up with an email outlining next steps and referrals.

Residents can access this free service by completing an online form or by calling the number above.
