Items must already be separated into categories for easy off-loading.

Mowing over leaves to mulch them back into your lawn is a great option for reducing waste. Mulching not only returns vital nutrients to the soil, but experts say that it can help your grass grow even better the following year.
Metro Public Works is offering a free leaf drop-off service November 10 through December 12. Drop-off will not be available on November 26 and 27 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents..

LiHEAP and Healthy at Home Utility Assistance Fund Appointments Now Available |
Louisville Metro Office of Resilience and Community Services announced that appointments are being accepted for the annual Subsidy Component of the Low-Income Home Energy Assistance Program (LIHEAP) now through December 11, 2020, or until funds are depleted.

The Subsidy Component is designed to help low-income residents offset home heating costs based on a household’s income and primary fuel type, providing a one-time payment to the utility vendor. In response to the COVID-19 pandemic, income eligibility has been increased to 150 percent of the Federal Poverty Guidelines.
Appointments are also being accepted for the new Healthy at Home Utility Assistance Fund designed to assist people in danger of losing their natural gas, water, wastewater, or electricity. Households who have an income up to 200% of the Federal Poverty Line and have been economically impacted due to COVID-19 can apply. Households can receive assistance for the minimum needed to alleviate the water and wastewater crisis up to $500. Households can reapply until they reached the maximum benefit.
LIHEAP is funded by a pass-through block grant from the U.S. Department of Health and Human Services. The Healthy at Home Utility Relief Fund is made possible by a $15 million allocation by Governor Andy Beshear in federal COVID-19 relief funds for at-risk Kentuckians.
Both programs are administered locally by Louisville Metro Office of Resilience and Community Services (RCS). Appointments are required in advance to apply for both programs utilizing an automated appointment system described below. Residents can apply for both LIHEAP and Healthy at Home with one single appointment.
LIHEAP (Low Income Home Energy Assistance Program)

Eligibility
Households within 150% of 2020-21 Federal Poverty Guidelines.
Documentation:
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Proof of all household’s (all members) income from the preceding month. All individuals 18 or over in the household with no income -- and no way to document that status such as a Food Stamp Award letter -- must have a Proof of No Income Form completed prior to applying for benefits. These forms are available at the LIHEAP Drop Box locations, online at louisvilleky.gov/LIHEAP or by clicking here.
- Most current heating bill, statement from your landlord if heating expenses are included in your rent, or a statement from utility company if you participate in a Pre-Pay Electric Program.

- In addition to documentation listed for LIHEAP, include most current Louisville Water Company bill and/or MSD bill
- Proof of arrearage, payment plan due to arrearage, past due, or disconnect notice
- Completed and signed Remote Processing form mentioned above
Copies of LIHEAP and Healthy at Home required documentation, along with the downloadable Family Profile form and the Remote Processing form, should be dropped off at the RCS site you select, on the day of your appointment.
Applicants will be contacted by RCS staff within 72 hours (3 business days) of the appointment time.
Payments for both LIHEAP and Healthy at Home will be made directly to the vendors (i.e. LG&E, Louisville Water Company, MSD.).
Also new this LIHEAP season, RCS is proud to administer the Home Energy Assistance program – or HEA -- offered by LG&E which provides a monthly benefit (formerly ASAP program). Eligible residents who are active LG&E customers will be automatically enrolled to be a potential participant for the HEA when they apply for LIHEAP Fall Subsidy.

All RCS and LIHEAP offices remain closed for walk-in clients in an effort to help stem the spread of COVID-19. Staff are serving clients remotely via phone and secure drop boxes.

 New Federal Emergency Management Agency (FEMA) flood maps become effective February 26, 2021. At that time, any related flood insurance requirements will also take effect. The new preliminary FEMA maps remove approximately 1,400 properties from floodplain maps and add 1,100 new properties to the maps. Flood insurance is still recommended even if your property is removed from the mapped floodplain, as the flood risk is only reduced, not removed. Check with your insurance agent to determine the right amount of flood coverage needed. Note that your lender still retains the right to require flood insurance if they feel it is necessary.
If you live in an area newly affected by a flood risk map change, review your options with your insurance agent as policies purchased 30 days before the effective map date may be eligible for a lower-cost flood insurance policy. Buildings newly mapped into the floodplain may be eligible for a lower premium during the first 12 months after a map change. Buying an insurance policy before the new flood map goes into effect will save more money. Your insurance agent can give you more information on how to save.
