Governor Andy Beshear issued a new set of recommendations for Kentucky counties that have surged into the "red." Most of the guidance aligns with the tighter "Healthy at Home" orders the state issued last spring when the pandemic began. It includes encouraging take-out over dining-in at bars and restaurants. But none of nine steps involves shutting down in-person classes for public school children or ordering hospitals to eliminate elective surgeries. "We are moving in the wrong direction. … It's our job as a commonwealth and a country to turn this around," the governor said.

ALSO: Governor Andy Beshear signed an executive order to extend the ban on cutting off utility services to November 6, as well as to ensure additional protections for those behind on their bills. The Kentucky Public Service Commission issued the ban in March as the coronavirus pandemic and resulting economic downturn swept the state, and Governor Beshear signed an initial executive order in May that would not allow utility companies to cut off residents' water, gas and other services.
Following Governor Beshear's executive order earlier this month for stopping utility shutoffs, Louisville's largest utility companies met before a Metro Council committee on Wednesday to outline how they plan on providing relief for customers behind on their bills. The water company will not be enforcing shutoffs or charging late payments until Jan. 1, 2021, Executive Vice President Dave Vogel said. Vogel encouraged customers behind on their payments to reach out to the company to set up a payment plan. MSD's bills often appear alongside the water company's, so it will be working with Louisville Water on many of its policies.
The majority of testing sites in Louisville are returning results in 48 hours or less. That includes sites administered by Blue Water labs, University of Louisville sites, Norton sites and several others. Reminder we have the full list of testing sites online.

Sensory Night is held on Sunday, November 1. It is designed for those with Autism Spectrum Disorders (ASD) and sensory processing differences, and their families, from 5:00 – 6:00 pm. For guest’s enjoyment, pumpkins will light up the woods, but there will be no music or special effects. Sensory Night at the Louisville Jack O’ Lantern Spectacular, made possible through the generous support of PNC Bank.
Churchill Downs welcomed fans back into the stands for the first time this year for their "2020 Fall Meet". It runs from October 25th through November 29th, Wednesday's through Sunday's. Officials with the track announced a limited number of spectators would be allowed in for the fall meet with COVID-19 safety protocols in place. Before fans could enter they were met with temperature checks and medical questionnaires, once inside masks were mandatory.  LG&E is warning consumers of an sophisticated scam working its way through the community. Customers said they first received a warning call or voicemail about their services being shut off and then minutes later, an LG&E employee showed up to service their home. LG&E said it’s a way for scammers to get money from consumers by asking for payments over the phone. They’re not just tricking customers, they’re tricking LG&E too.
Here are is what to look for:
- Tell customers their account is past due and require immediate payment by a prepaid debit/gift card or payment app like Cash App or Venmo through a smart phone. If you receive a call, it’s likely a scam.
- Show up to your home or business unannounced without proper identification and claim to be a representative of LG&E, KU or ODP.
- Provide a fake account number in hopes you don’t remember or can’t locate your real account number.
If this happens to you, LG&E recommends calling them directly and never make any kind of payment over the phone.

UPS officials said hiring has already begun with pay starting at $14.50 per hour, with bonuses of up to $150/week.
They are hiring package handlers, driver helpers, tractor-trailer drivers and personal vehicle delivery drivers. There are both full- and part-time jobs.

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood.

The Kentucky Transportation Cabinet (KYTC) is seeking public input for a planning study of the I-65/I-264 interchange in Jefferson County. The project team has proposed seven short-term and three long-term improvement strategies to be reviewed and prioritized.
The public is encouraged to fill out a questionnaire sharing their comments and priorities at bit.ly/AirportInterchange. Responses will be accepted through November 22nd.

Jefferson County Public Schools’ (JCPS) meal sites will undergo several scheduling changes in November in observance of holidays:
All meal sites will be closed on Tuesday, Nov. 3 in observance of Election Day. Sites will be open Monday, Nov. 2 for families to pick up three meals for each child. The new evening pick-up time will be 3 - 5 p.m. instead of 4 - 6 p.m. at the eight sites currently offering evening meal distribution:
- Butler Traditional High School
- Carrithers Middle School
- Eastern High School
- Greathouse Shryock Traditional Elementary School
- Male High School
- Seneca High School
- Valley High School
- Westport Middle School
- Roosevelt-Perry Elementary School will resume evening pick up on Tuesday, Nov. 10.
- Farnsley Elementary School will no longer offer evening meals.
On Thursday, Nov. 19, JCPS Nutritional Services will distribute a special Thanksgiving meal and on Tuesday, Nov. 24, families will receive five of each meal for every child to cover them for the holiday break.
*Since Sept. 1, the 130 meal sites at schools across the district have served an average of 16,800 children each Tuesday and Thursday. The number of children served has steadily increased each week.*

JCPS wants to assure families that a plan is in place to safely reopen our schools when the data supports that decision. When they see a significant reduction in the number of cases, they will consult local and state health officials and make a determination about when they can safely return to in-person instruction. Students in middle and high schools will alternate between classroom and virtual learning once in-person instruction resumes at Jefferson County Public Schools, and those who refuse to follow COVID-19 guidelines could face disciplinary action. Metro Public Works is offering a free leaf drop-off service November 10 through December 12. Drop-off will not be available on November 26 and 27 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents.
