What's up with all the abandoned cars in District 6 ???

I often drive the district to see what issues need to be addressed, and one of the most common and growing issues I've seen is the multitude of abandoned vehicles. It pains me to see our district flooded with this issue, especially when the issue can be resolved. The Louisville Metro Council has designated funds in the budget, two years in a row, for the city to purchase a new tow lot. As of now, all of the existing tow lots are at full capacity; And there are reportedly over 5,000 abandoned vehicles in Louisville. Myself and the LMPD 1st, 2nd and 4th divisions have done the best we can to clear the vehicles in D6, when reported. However, with the limited space, it's becoming extremely difficult and almost impossible to keep up. 

If you have an abandoned vehicle in your neighborhood that should be towed away, contact the office of Deputy Mayor, Ellen Hessen, at 502-574-2010 or Ellen.Hesen@louisvilleky.gov. Encourage our Mayor's office to use the funds designated in the budget to find a new tow lot and help get these cars off our streets.  

Changes to the Boarding and Group Housing Regulations

In case you missed it … Planning & Design held a meeting discussing issues surrounding boarding homes, transitional houses and rehabilitation houses in residential areas. The meetings (there were 3 total) were an opportunity to receive feedback from residents on the type of regulation they would like to see concerning these types of homes. TARC Offers Fare-Free “Ride to Vote” Service on Election Day LOUISVILLE, KY. (October 16, 2020) —TARC and TARC3 will offer Fare-Free service along regular routes on Election Day, November 3, 2020, to help the community get to polling locations and vote. Passengers must adhere to COVID-19 guidelines by wearing masks and social distancing. “Transportation cost should not be a barrier to voting,” said Carrie Butler, TARC’s Executive Director. “We work every day to bridge gaps between our communities. JCPS- A New Way Forward

The JCPS Board of Education heard a report from Dr. Pollio last evening regarding returning to in-person learning. While the positivity rates remain in the red zone, we are unable to return to in-person classes, which means a continuation of NTI. However, the above plan has been proposed for returning to in-person learning as soon as it is safe to do so.  Please note: students or families who prefer to continue learning through NTI will be allowed to do so under this plan.

Rides to the Polls (to vote OR to drop off your absentee ballot):

          Because of COVID-19, neither A Philip Randolph nor the political party headquarters are offering rides.  However other non-profit groups and some political campaigns are providing rides to the polls, via buses, vans, Lyft.  Please contact Louisville Urban League or your political party for more information on what groups are providing rides.

Still can get an Absentee Ballot; How to deal with Poll issues

          If you did not request an absentee ballot, and now need one because of being quarantined or another medical reason, you can apply for a "medical absentee ballot" by calling your county clerk through November 3.

          In Louisville, call 502.574.6100 to give them your information over the phone.

          The ballot can be picked up by any designated person; in Louisville at the County Clerks' office at 7^th and Ormsby.

          After properly filled out and signed by the voter, the ballot is returned to the county clerk's office, mailed or put in one of the inside drop boxes at the various voting locations.

          To check on the status of your absentee ballot: GoVoteKY.com

          All mail-in ballots have been mailed out; if a person has not received their ballot by October 22, please call the County Clerk's office.

          There is some confusion on whether a person who has requested an absentee ballot can decide to vote in person and negate that absentee ballot.  While the Board of Elections are asking people wait until October 28 to see if their ballots arrive, there is no Kentucky Law that mandates that.  If you need help, contact the head supervisor at the County Clerk's office

          If you are denied a ballot at the polls, request to have an immediate hearing before your county board of elections.  Any decision of the county board of elections can be immediately appealed to a circuit court judge.  Do not leave the poll without a hearing.  If you are offered a "Provisional Ballot", please note that ballot will be only for federal officers, i.e. President, U.S. Senator and U.S. House.

Vote by one of three ways:

1) By absentee ballot.  The Ballot is returned by mail (postage is prepaid) or at various official ballot drop boxes that are INSIDE ONLY the designated voting locations.  If mailing, please take your ballot inside a U.S. Post Office, and not in an outside mailbox.

     Vote early so that if there is a problem with your ballot, the County Clerk can notify you in order to correct the ballot.

2)  In-person early before Election Day.  Now until Monday, Nov. 2, and Saturdays, October 24 and 31.  In Louisville, four locations; anyone can vote at any one of these sites.  8:30 AM- 4:30 PM  Parking is free.

Louisville Metro streamlines process for eviction prevention assistance programs

LOUISVILLE, KY (October 21, 2020) – Mayor Greg Fischer today announced that Louisville Metro Government has removed the income requirement for all of its eviction prevention assistance programs in an effort to streamline the application process for all applicants. The income requirement has been replaced with a maximum cap on monthly rental assistance.

Eligible residents can now receive a maximum of $1,750 per month in rental assistance for up to six months. The amount of assistance will continue to be determined based on applicants’ individual rental rates and amount of back rent owed, and all other requirements will remain in place, including proof of COVID-19 impact and notice of overdue payment or pending eviction case.

“We’re making this change to streamline the intake process to get help to our residents facing eviction more quickly. So many tenants have accumulated rent debt due to previous COVID-19-related unemployment, and while some may have regained employment, they’re still in a catch-22 where they might never be able to get caught up on their rent payments and stabilize their household without assistance,” said Mayor Fischer.

“Thank you to our teams at Louisville Metro’s Office of Housing and Office of Resilience and Community Services, as well as our many partners, who are working every day to connect residents to resources,” he added.

“The COVID-19 pandemic has affected people from all neighborhoods and walks of life. While we work to control the spread of COVID-19, we must also tackle the economic fallout the pandemic has created in our community,” said Metro Council President David James. “Providing assistance to Louisvillians facing eviction is a critical part of stabilizing our economy and preventing a wave of homelessness.”

National Park Service and National Park Trust Select Wilderness Louisville as a 2020 Challenge Cost Share Award Recipient

More than $360,000 awarded to 19 projects that promote access to outdoor recreation, stewardship, and connecting people to the outdoors.

Louisville, KY, (October 19, 2020) – Today the National Park Service and National Park Trust announced recipients of the 2020 Challenge Cost Share Program, which supports projects that promote improved access and opportunities for outdoor recreation, environmental stewardship, and education in our National Parks, National Trails and / or Wild and Scenic Rivers. The partners selected 19 projects from 74 applications and will award $380,000 that will be matched by an estimated $750,825 in direct and in-kind contributions from recipients. More than 12,400 youth are expected to be engaged through the program.

Wilderness Louisville received a $5,000 award to support our Louisville ECHO program to engage approximately 300 fourth graders in partnership with Mammoth Cave National Park. Louisville ECHO’s mission is to improve equitable access to nature in Louisville by providing a continuum of outdoor opportunities for youth ages 3 to 21. Louisville ECHO works with local title one schools as well as Louisville Parks and Recreation community centers to provide outdoor education/recreation opportunities throughout the school year. These activities introduce youth to the outdoors beginning with their school yards and local parks gradually building to the forest and Mammoth Cave National Park. This allows students to gain a more immersive experience with each trip. Specific activities included in the cost share funding are: tree planting service-learning projects; field trips to Jefferson Memorial Forest to develop a deeper connection to nature and promote free play; virtual programs with Mammoth Cave National Park to give students an introduction and overview of their trip; and day trips to Mammoth Cave National Park to introduce students to awe-inspiring environments.

Louisville ECHO is the programming component of the West Louisville Outdoor Recreation Initiative that is creating infrastructure improvements to provide “nearby nature” opportunities for west Louisville youth and families. These improvements include the Shawnee Boat Ramp currently under construction, restoration of Chickasaw Pond, and the Shawnee Outdoor Learning Center, both currently in the design phase.

“The Louisville ECHO program has been sustained over the years through robust partnerships among organizations that share the overriding goal of connecting people to the outdoors, particularly youth who may otherwise lack easy access”, says Wilderness Louisville Board Chair, Andy Reynolds. “This funding from the National Park Trust helps establish an additional partnership with Mammoth Cave National Park that will ensure youth from Louisville’s urban core have an opportunity to experience one of the world’s natural wonders.”

The initiative requires a 1:1 financial or in-kind match by the local non-profit recipient — resulting in greater financial leverage and impact. The goals of the program will:

• Improve recreation opportunities, access and infrastructure;
• Provide on-water youth education, recreation and/or stewardship opportunities;
• Protect and restore trails or rivers/riverside lands;
• Steward through public engagement; or
• Increase public use and awareness.

“National Park Trust is thrilled to partner with the National Park Service and many local partners across the country to connect all people to national parks and engage a new generation of outdoor enthusiasts and stewards,” said Grace Lee, executive director of National Park Trust. “The Challenge Cost Share program is one of the most effective initiatives that leverages public and private funds and invests in local partnerships that deliver results.”

Three Offensive Players / Return Specialists Earn Paul Hornung Award Honor Roll

Louisville, Ky. – Oct. 19, 2020 – Three offensive players / return specialists who touched the ball a combined 54 times for four touchdowns and helped their teams to big conference wins earned the Paul Hornung Award Honor Roll this past weekend: running back Khalil Herbert from Virginia Tech, running back CJ Marable from Coastal Carolina, and wide receiver Jaylen Waddle from Alabama.

The Paul Hornung Award presented by Texas Roadhouse, now in its 11th season, is given annually to the most versatile player in major college football by the Louisville Sports Commission and football legend and Louisville native Paul Hornung. The winner and his family will be honored at the annual Paul Hornung Award dinner at the Galt House Hotel in downtown Louisville in March 2021.

Virginia Tech graduate student running back / return specialist Khalil Herbert touched the ball rushing, receiving and returning kickoffs in the Hokies 40-14 home win over Boston College. Hebert carried the ball 18 times for 143 yards, caught a 29-yard touchdown pass and return two kickoffs for 52 yards as Virginia Tech ran its record to 3-1 and a tie for second in ACC standings. Khalil accounted for eight first downs and his touchdown reception late in the first quarter proved to be the winning score.

Coastal Carolina senior running back / return specialist CJ Marable touched the ball 24 times and scored two different ways in the Chanticleers 30-27 road win over no. 21-ranked Louisiana. Marable had 17 carries for 70 yards and a one-yard score in the first quarter and caught three passes for 40 yards, including a 13-yard touchdown reception in the second quarter. Marable accounted for six first downs rushing and receiving, and fair caught four kickoffs. Coastal is 2-0 in the Sun Belt and 4-0 overall.

Alabama junior wide receiver /return specialist Jaylen Waddle touched the ball four different ways and scored the winning touchdown as the no. 2-ranked Crimson Tide beat no. 3 Georgia at home, 41-24. He caught six passes for 161 yards, carried the ball once and returned one punt and one kickoff. Waddle hauled in a long pass in stride and raced 50 yards to the end zone for a 90-yard scoring reception late in the third quarter to give Alabama a 27-24 lead it would not relinquish. Bama is 4-0 on the season.

The Louisville Sports Commission successfully launched the Paul Hornung Award in 2010 to honor its namesake and native son, and to promote outstanding performances by versatile college football players who often go unnoticed. Each week during the regular season, a panel of college football experts selects players for the Paul Hornung Award Honor Roll based on performance. A national selection committee comprised of 17 sports journalists and former NFL stars votes for the Hornung Award finalists and the winner, with fan voting powered by Texas Roadhouse comprising the 18th vote. LOUISVILLE, KY (October 20, 2020) — Mayor Greg Fischer today announced a phone option for those unable to access online surveys being conducted by Hillard Heintze, the Chicago-based company conducting the top-to-bottom review of the Louisville Metro Police Department (LMPD).

The phone option complements online surveys that were announced late last week –one for LMPD employees and one for all residents. Residents who have internet access can participate in the community survey by visiting:  https://www.surveymonkey.com/r/LMPDcommunitysurvey. The online LMPD employee survey is being shared within the Department. 

Louisvillians, including LMPD employees, who would like to complete their respective survey by phone can call (312) 869-8500 to be assigned a representative who will schedule a time for the interview. 

Both the online surveys and phone line are accessible today through October 27 at 11:45 p.m.

The surveys seek to understand the community’s perspective on the role of police personnel, police management and community relations in the city of Louisville – including the relationship between the LMPD and the people they serve. Additionally, the LMPD employee survey will measure employees’ attitudes, opinions and experiences.

The surveys also continue the community feedback portion of the Hillard Heintze review, which has included open sessions to inform community members about the review process and ongoing conversations with representatives of various community groups, LMPD, and elected officials.

Consultants at Hillard Heintze will manage the intake and analysis of all survey data. The city will not collect, view or retain any of the survey data.

Dog the week: Old Davey still has spring in his step despite his age, and plenty of love to give. The approximately 8-years-young, Pit Bull is super friendly with people and other dogs. He’s always eager for play dates with other shelter dogs. During a recent field trip to the park, Old Davey enjoyed hiking, dipping his toes in a creek, and people-watching. When he’s all tuckered out after an adventure, he will lay at your feet for back scratches and a nap, preferably in the grass. Old Davey’s adoption fee is waived, thanks to the Pay It Forward Free Adoptions Program. Neuter, microchip and vaccinations are included. Old Davey weighs 45lbs. Crime Mapping

First Division

Major Jim Cirillo James Cirillo started in law enforcement with the Louisville Metro Police Department in January 2001 as a patrol officer.  He then moved up to patrol sergeant, detective sergeant, Technology Services Lieutenant and Special Response Team Commander. He is currently assigned as Commander of the 1st Division.  He has a bachelor of arts degree in Criminal Justice from American Military University, an associate degree in Fire Technology and Administration from Capitol Community College as well as a graduate of the Southern Police Institute’s Administrative Officers Course.   He is a seven-year veteran of the United States Marine Corps.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Shannon Lauder Major Shannon Lauder joined the Louisville Metro Police Department in 2008. She served as a patrol officer in the 4th Division, primarily in the Old Louisville neighborhood. She also spent 6 years as a hostage negotiator and team leader for LMPD’s Hostage Negotiation Team. She was a detective in the Crimes Against Children Unit (CACU) investigating physical, sexual and internet crimes against children across Louisville Metro. She was then promoted to sergeant in 2015, where she served in the 6th Division before becoming a Professional Standards Unit investigator. She was promoted to lieutenant in 2018 and served as a patrol lieutenant in the 4th Division. Most recently she was assigned as the Commander of the Special Victims Unit. The SVU consists of the Sex Crimes Unit, the Domestic Violence Unit and the Crimes Against Seniors Unit. In 2020 Major Lauder was promoted to the rank of Major and serves as the Commander of the 4th Division. Major Lauder holds a Bachelor of Science (BS) in Political Science from the University of Kentucky and is currently pursuing her Master’s Degree in Criminal Justice from the University of Louisville. She is a graduate of the 143rd Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville.

Visit at https://lge-ku.com/outages/report/streetlight to report a street light outage in your neighborhood. When reporting a street light outage, be sure to have the pole number, which can be found on a metal plate on the pole.
