Stonestreet Road Paving

Stonestreet Road from Dixie Highway to Valley College Drive is scheduled to be paved by Louisville Metro Public Works the week of August 24, 2020.

Originally this year's budget scheduled this section of road to be paved in fiscal year 2022 (July 1, 2021 - June 30, 2022). Councilman Yates fought for additional funding to ensure the worst rated portion of Stonestreet was paved this fiscal year.

Stonestreet Road from Valley College Drive to 3rd Street Road will be paved next fiscal year. 

Next week's paving is subject to change due to weather and/or operational factors.

Free COVID-19 Testing at Mary & Elizabeth Hospital

U of L Health will offer free coronavirus testing in South Louisville beginning this week.

Anyone can make appointments at one of the three sites:

  • Downtown at the corner of Brook and Liberty streets
  • U of L Health Mary and Elizabeth Hospital
  • U of L Health in Bullitt County

Smith also said getting results back quickly will be key, and he expects a 2-3 day turnaround time at these sites. He said the hope is to have up to 1,000 tests per day available at these locations.

Recently, there was an event in the news where someone was killed who might have been meeting to complete a transaction from an online marketplace such as Craigslist, Ebay, Facebook, Nextdoor, ect.

Be safe and use LMPD MetroSwap Zone Sites.

These areas are specifically set up for people to make buying and selling transactions. They are marked parking spaces located outside some of our LMPD Divisions, including the 7th Division at the Central Government Center located at 7201 Outer Loop. These areas are under 24 hour video surveillance with LMPD close by so they can quickly respond if needed.

Tips for using MetroSwap Zones:
• Agree to meet the person ONLY at a MetroSwap station.
• Meet only during daylight hours.
• Tell Someone you trust where you are meeting and at what time.
• Meet in the parking lot. There will be two (2) designated parking spots at each location for use.

LFPL Main and Regional Libraries Open by Appointment

The Louisville Free Public Library is pleased to announce that the Main Library will be open for in-person computer access by appointment starting Monday, August 17 and the Southwest, South Central, and Northeast regionals starting Tuesday, August 18. The browsing of books and other materials will not be permitted at this time.

Computer access is by appointment only and restricted to 90 minutes per day. Limited free printing and faxing services will also be available by appointment. To make an appointment, patrons should call a participating library location at the numbers listed below. All regionals will have 90 minute appointments:

Small Business COVID-19 Relief Grants - Applications Open

The application will open for Small Business COVID-19 Relief Grants on Wednesday, July 1, 2020, and more details will be provided on that date. Applicants must have a business located within Louisville/Jefferson County. At least 50 percent of the funds will be spent in low-to-moderate income census tracts.

Purpose of the Fund

The Small Business COVID-19 Relief Grants program is designed to help prevent business closures caused by the COVID-19 pandemic to preserve the hundreds of fun and funky businesses that make Louisville unique.

Grant Program Funding

Louisville Metro Government’s FY21 operating budget includes up to $21 million in federal CARES funding for Small Business COVID-19 Relief Grants.

Amount of Grants

The program will provide eligible businesses with grants up to $50,000 based on demonstrated impact from COVID-19.

Eligible Business Criteria

Businesses meeting the following criteria will be eligible for a grant:

  • Businesses with 20 full-time employees or fewer as of March 16, 2020
  • Non-retail businesses with 50 full-time employees or fewer that have remained closed or whose business activity have been severely restricted under state executive order dated March 25, 2020 
  • Businesses that have been negatively impacted by the COVID-19 pandemic
  • Businesses must be located in Louisville/Jefferson County
  • Businesses must be in good standing with Louisville Metro Revenue Commission

Industries of focus include retail (including direct services), food service, arts & entertainment, recreation, and childcare.

Grant Use

The funds may only be used for the following business expenses:

  • Payroll
  • Utilities
  • Lease/mortgage assistance
  • Fixed cost support – to include debt service (interest only), business insurance, other fixed costs
  • Technology for online platform to allow online sales

COVID-19 Eviction Prevention

Eviction Prevention Assistance for households

How to apply:

Jefferson County residents who meet the below eligibility requirements can call an automated scheduler at 502-977-6636 or visit online at EvictionPRevention.itfrontdesk.com.

Eligibility:

  • Jefferson County residency
  • Must have a pending court eviction, or a past due notice from landlord
  • Household income up to 80% AMI (Area Median Income) within the previous 30 days (see more details here.
  • The assistance is necessary to avoid eviction
  • Reasonable prospect that the household will be able to resume payments within a reasonable period of time
  • Households facing COVID-related delinquencies 

The Mayor also noted that landlords of federal, state or locally subsidized multi-family or single family units (i.e., LIHTC, CDBG, HOME Louisville Affordable Housing Trust Fund, Louisville CARES or to tenants that receive Section 8) may also apply on behalf of multiple tenants, which streamlines the application process by eliminating the need for income verification. This portion of the program is administered by Louisville Metro Office of Housing, part of Develop Louisville.

How to apply:

Landlords in Jefferson County meeting eligibility may apply for assistance on behalf of their tenants by visiting https://louisvilleky.gov/government/develop-louisville/eviction-prevention 

To be eligible, the landlord must:

  • Be currently registered on the Rental Registry.
  • Have no outstanding code violations for the property for which rent is being paid.
  • Waive all late fees, fines, and penalties.
  • Forgo evictions for assisted tenants for 60 days after assistance is provided.
  • Provide pre-COVID-19 rent rolls to document delinquency rates before and after the pandemic. 

Also today, the Mayor extended thanks to members of the Louisville’s Eviction Prevention Task Force, a collaboration of stakeholders representing the public, private and nonprofit sectors working to reduce Louisville’s eviction rate. The Task force recently launched a website called StopMyEviction.org that has a multitude of eviction prevention resources and services in one location.

  • Rental assistance and resources for tenants who are behind on their rent
  • Help coordinating assistance when facing an eviction
  • Support from a Task Force coordinator who will review requests on an online form and respond within 48 hours

The Legal Aid Society, part of the Eviction Prevention Task Force, provides legal assistance to tenants facing eviction in order to prevent homelessness. Public Input Sought on Conceptual Plan to Improve Natural Trails in Iroquois Parks by August 31, 2020

Olmsted Parks Conservancy and Louisville Parks and Recreation seek public input on conceptual plan to improve natural trails in the Olmsted Parks Park users are encouraged to leave comments on interactive trail maps for Cherokee, Seneca, and Iroquois parks by August 31, 2020.

Olmsted Parks Conservancy, in partnership with Louisville Parks and Recreation, conducted a trail study last fall with help from Alta Planning and Design to learn how to better control soil erosion and improve the existing natural trail system in Cherokee Park, Iroquois Park, and Seneca Park.

Combining feedback from the 770 responses received from the Trail Usage Survey with the insight received at the public meetings last fall, a new conceptual natural surface trail plan has been developed. This natural surface trail plan provides a conceptual 25-year guide for three of Louisville’s Olmsted-designed parks.

While Cherokee, Seneca, and Iroquois Parks are well-loved community assets, their trail systems have a history of challenging issues including overwhelming use, rogue trails, conflict between trail users, and environmental degradation. Many of these issues were noted in the 1994 Master Plan for Louisville’s Olmsted Parks and Parkways and still persist today. The conceptual natural surface trail plan provides recommendations for enhancing the existing trail systems including identifying renovation projects, establishing new trails, implementing trail closures, and recommendations for ongoing management.

To create the conceptual plan, Olmsted Parks Conservancy and Louisville Parks and Recreation:

• Listened to numerous park visitors on their needs for the trail system and incorporated their ideas to develop a connected network of trails that provides equitable access to users while balancing user needs and demand.

• Studied the environmental impacts of the current trail system and looked for ways to develop a sustainable trail system that limits erosion, the spread of invasive species, and other impacts to the landscapes of the parks.

• Considered the long-term maintenance and financial needs of the trail system.

• Maintained the historic integrity of the original design by following Frederick Law Olmsted’s design philosophy in the development of the trail system.

Two interactive maps have been developed by Alta Trail Design—one for Cherokee and Seneca Park, and one for Iroquois Park. The interactive maps will be used to collect feedback from park visitors on the conceptual plan and can be accessed by visiting http://olmstedparks.org/trailplan.

No additional public meetings will be held to review the plan due to the pandemic. Feedback received by August 31, 2020 will be taken into consideration and incorporated into the natural trail study / conceptual plan. Implementation of the final natural trail surface plan is dependent upon raising the necessary funds for the project.

  • Residents in long-term care facilities or other congregate living settings, including prisons and shelters, with symptoms

PRIORITY

  • Persons with symptoms of potential COVID-19 infection, including: fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat.
  • Persons without symptoms who have been in close contact with someone who has tested positive
  • People without symptoms who have been in large gatherings where social distancing was difficult

Walmart is partnering to offer drive-thru testing located at Bashford Manor. Testing will be offered Mondays-Fridays from 9:00 a.m. - 4:00 p.m. to those who qualify.

First responders, healthcare workers without symptoms, and anyone older than 18 with symptoms qualify at this location.

Kroger Health is offering a mobile testing site at Southern High School. Services will be open from 8:30 a.m. - 5:30 p.m. and open to everyone.

New Dixie Fiber Update

Work continues to connect the final technology pieces of the New Dixie Highway project. Fiber-optic cable installation started in June and is progressing on schedule.

Once fiber connectivity is in place, new hardware for traffic signals will go live to realize the full vision of the safer, more efficient roadway. New controllers work with an Intelligent Transportation System for quick movement of TARC buses on the corridor. Digital screens at bus shelters along Dixie Highway will be turned on to give real-time information to riders. The high-tech pylons will be operational later this year.

This will be the last regular email newsletter for the New Dixie Highway project. The project team will continue to post updates as needed to the New Dixie Highway Facebook page when necessary. Thanks for following along as we bring this transformational project to the finish line.
