Small Business COVID-19 Relief Grants - Applications Open

The application will open for Small Business COVID-19 Relief Grants on Wednesday, July 1, 2020, and more details will be provided on that date. Applicants must have a business located within Louisville/Jefferson County. At least 50 percent of the funds will be spent in low-to-moderate income census tracts.

Purpose of the Fund

The Small Business COVID-19 Relief Grants program is designed to help prevent business closures caused by the COVID-19 pandemic to preserve the hundreds of fun and funky businesses that make Louisville unique.

Grant Program Funding

Louisville Metro Government’s FY21 operating budget includes up to $21 million in federal CARES funding for Small Business COVID-19 Relief Grants.

Amount of Grants

The program will provide eligible businesses with grants up to $50,000 based on demonstrated impact from COVID-19.

Eligible Business Criteria

Businesses meeting the following criteria will be eligible for a grant:

  • Businesses with 20 full-time employees or fewer as of March 16, 2020
  • Non-retail businesses with 50 full-time employees or fewer that have remained closed or whose business activity have been severely restricted under state executive order dated March 25, 2020 
  • Businesses that have been negatively impacted by the COVID-19 pandemic
  • Businesses must be located in Louisville/Jefferson County
  • Businesses must be in good standing with Louisville Metro Revenue Commission

Industries of focus include retail (including direct services), food service, arts & entertainment, recreation, and childcare.

Grant Use

The funds may only be used for the following business expenses:

  • Payroll
  • Utilities
  • Lease/mortgage assistance
  • Fixed cost support – to include debt service (interest only), business insurance, other fixed costs
  • Technology for online platform to allow online sales

COVID-19 Eviction Prevention

Eviction Prevention COVID-19 Relief Fund aims to aid low-to-moderate income households that are delinquent on rent payments as a result of the COVID-19 pandemic. The program will pay for up to three months of rent for households facing COVID-related delinquencies.

Individual households may begin applying for rental assistance through the Office of Resilience and Community Services immediately. To be eligible, households must earn at or below 60 percent of the area median income ($45,840 annually for a family of four) and have had their income impacted by the COVID-19 pandemic.

Beginning July 1, Landlords may apply for assistance on behalf of their tenants to the Office of Housing. To be eligible, the landlord must:

  • Be currently registered on the Rental Registry.
  • Have no outstanding code violations for the property for which rent is being paid.
  • Waive all late fees, fines, and penalties.
  • Forgo evictions for assisted tenants for 60 days after assistance is provided.
  • Provide pre-COVID-19 rent rolls to document delinquency rates before and after the pandemic.

Funding will be prioritized for affordable housing units (households at or below 60% of area median income) or properties with more than 50% of their units in the Housing Choice Vouchers Program.

Landlords will be required to submit the following documentation:

  • Information about the property, including its tax ID number, ownership and delinquency rates
  • W-9
  • An eviction prevention application worksheet
  • Certification of non-payment of rent signed by each tenant for whom assistance is requested
  • Copy of each tenant’s ledger for whom you are claiming to be reimbursed for delinquencies
  • Copy of Recorded LURA or Recorded Deed Restriction
  • Accounts Receivable Report for period January 1, 2020 to current
  • Copy of Final 8609 (if a Low-Income Housing Tax Credit project)
  • Executed and Notarized Landlord Tenant Rental Assistance Certification

Free Fans for Elderly and Disabled That Qualify

Thanks to the generosity of local businesses, community organizations, and residents, hundreds of electric fans have been collected to provide heat relief for older adults and people with disabilities. 

The Fan Fair giveaway qualifications and guidelines are as follows:

  • Person 60 years of age or older
  • Or documentation verified by a physician of a disability
  • Resident of Jefferson, Oldham, Henry, Shelby, Spencer, Trimble or Bullitt Counties
  • Proof of address and age
  • ​One fan per household
  • Household must not have functional central air conditioning

Beginning Monday, July 6, qualified individuals may call one of the sites below for more information and instruction on how to apply to receive a fan.  Appointments are required in advance due to most sites remaining temporarily closed for walk-in clients in accordance with the CDC and Louisville Metro Department of Public Health and Wellness guidelines. Fan Fair is an annual event sponsored by KIPDA Area Agency on Aging and Independent Living and Louisville Metro Office for Aging & Disabled Citizens (OADC).  These organizations first joined forces in 2016 to implement a Fan Fair and Community Resource event in response to the numerous calls they received requesting heat relief. The Fan Fair/fan giveaway event is now in its 5th year.

Due to the COVID-19 pandemic, alternate plans have been made for the 2020 Fan Fair to distribute fans at multiple sites in place of a larger, community gathering.

Monetary donations are still accepted and appreciated to purchase fans.  Checks can be made payable to KIPDA, Attn:  Fan Fair, mailed to 11520 Commonwealth Drive, Louisville, KY 40299 and postmarked by July 30.

Fan supplies are limited and will be distributed on a first come, first served basis.

Share Your Priorities for the Next LMPD Chief on this Survey!

Louisville residents are encouraged to participate in a survey to share their priorities for Louisville’s next permanent chief of police. The Mayor relieved former Louisville Metro Police Department (LMPD) Chief Steve Conrad of his duties on June 1, and named Robert Schroeder as LMPD’s acting chief, pending the hiring of a permanent chief.

On June 3 the City hired the Police Executive Research Forum (PERF), a non-profit Washington, D.C.-based police research organization to lead the search, noting that PERF has identified best practices for cities across the country on fundamental issues such as reducing police use of force; developing community policing and problem-oriented policing; using technology to deliver police services to the community; and evaluating crime reduction strategies.

Residents can also call (502) 528-3543 from 8 a.m.-8 p.m. Monday through Saturday, and noon-6 p.m. on Sunday, and they will be assisted by call-takers who will input their answers to questions on a community survey.

LMPD Chief of Police Survey

Please share the following:

  • The three most important qualities or skills you would like to see in the next police chief;
  • Your suggestions for improving police services; and
  • What a new chief must accomplish immediately, and over the next 2-3 years.

At the same time, PERF will survey LMPD employees by asking similar questions. The input of both the public and the department are important.

The community survey will be up for at least three weeks and is available online here. Metro is working to set up a phone line for those without access to a computer.

In addition to the survey, PERF will hold listening sessions over the next month, with various focus groups being held across the community. After that, PERF will review and analyze all the information residents provide to help pinpoint the qualities and characteristics needed for the city’s next police chief. They will use that information to conduct a national search and create a list of qualified candidates.

Next steps include convening a small group of community and Louisville Metro representatives to review the list, narrow it, conduct interviews, and send the Mayor their final recommendations. The entire process is expected to take 4 to 6 months.


Grant-Funded Riverport Circulator Route to be Discontinued on August 9th

TARC Seeking Public Comment

TARC is notifying the public and seeking comment on the discontinuation of the Riverport Circulator (Route 20)—operated with limited funds awarded by a CMAQ (Congestion Mitigation and Air Quality) grant.

The Riverport Circulator serving the Riverport area, JCTC Southwest, Park Place Mall and the Greenbelt Market Center was funded through a CMAQ grant, awarded to TARC in 2017 for a limited three years of service. Due to grant funding expiration and its consistently low ridership, the circulator will discontinue service on August 9th, 2020.

Alternate routes available in this area include Route 10 (Dixie BRT), 18 (the Dixie Highway corridor), 19 (Muhammad Ali Blvd), and 63 (Crums Ln). Additionally, the Riverport Employment Center will continue to be served on weekdays by Route 19 for both morning and evening trips.

Public Comments Accepted: July 6th to July 14th

To allow for public review prior to the public comment period, detailed information concerning this change will be posted to the TARC website and displayed in the Union Station (1000 West Broadway) lobby by June 30, 2020. JCPS Updates - Virtual Summer Programming and Meal Sites

You and your child made it! Yesterday was the last day of school for the 2019-20 school year.  While this wasn’t the end of the school year we’ve all come to expect, it is certainly one for the history books, and we’ve been constantly amazed at how our students, staff and families created innovative ways to keep learning.

Now that school is out for summer break, JCPS is offering multiple summer learning opportunities to continue engaging and supporting students.  The programs are being held as virtual experiences, although the district will make every effort to host face-to-face learning late in the summer if circumstances change:

  • Summer League, June 22-July 31, is open to students in grades 1-12 and is designed with the appeal of video game-based learning in mind.
  • Lit & Camps, beginning mid-June, are designed for third-, fourth- and fifth-graders, offering campers the opportunity to learn about chess, yoga, karate, hip hop and fencing.
  • AMPED, beginning mid-June, is designed for students in grade 6 and up and will teach students how to download and install audio production and editing software and how to make, edit and publish beats.

In order to support these learning opportunities, students who received Chromebooks and/or hotspots from the district will keep those throughout the summer.

Meal sites will continue to be open throughout the summer on the same Monday-Wednesday-Friday schedule, with additional mobile sites starting Monday, June 1.  A couple other changes to note: Wilt Elementary’s food site will be closed after today but Laukhuf Elementary will open for meals beginning Friday, May 29, and the Community Connections mobile stop will have its last day on May 29.  For a list of sites and times, click here.

Who should get tested for COVID-19? 

HIGH PRIORITY 

  • Hospitalized patients with symptoms
  • Healthcare facility workers, workers in congregate living settings, and first responders with symptoms
  • Residents in long-term care facilities or other congregate living settings, including prisons and shelters, with symptoms

PRIORITY

  • Persons with symptoms of potential COVID-19 infection, including: fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat.
  • Persons without symptoms who have been in close contact with someone who has tested positive
  • People without symptoms who have been in large gatherings where social distancing was difficult

Walmart is partnering to offer drive-thru testing located at Bashford Manor. Testing will be offered Mondays-Fridays from 9:00 a.m. - 4:00 p.m. to those who qualify.

First responders, healthcare workers without symptoms, and anyone older than 18 with symptoms qualify at this location.

Kroger Health is offering a mobile testing site at Southern High School. Services will be open from 8:30 a.m. - 5:30 p.m. and open to everyone.

St. Anthony Church Road Landslide Reconstruction Starting 7/13/20!

The St. Anthony Church Road Landslide Reconstruction is expected to start next week, the week of 7/13/20, with minor construction preparations possible this week. Public Works' off-street message boards will be placed today near St. Andrews Church Road and Wisertown Road to alert motorists about the upcoming work. Please be considerate of our St. Anthony's Church Road neighbors and give yourself extra travel time for possible delays during construction. Construction is estimated to take no more than two weeks, weather-dependent.

Public Works intends to contract Guardian Retention Systems, who currently has a contract with KYTC, to build and install a barrier wall to mitigate the reoccurring landslides on St. Anthony's Church Road. The barrier will be constructed of trapezoidal concrete bags that are 2-4' in height. This will serve as the most cost-effective and timely solution. Construction of the barrier is expect to cost $152,000 and last one-week (weather permitting). Councilman Yates secured funding from this project this week in the Budget Committee and final approval will occur next Thursday at the Louisville Metro Council Meeting. Construction can be scheduled once the funds have officially appropriated. 

The concrete bags are intended to absorb the lateral earth pressures caused by landslides and shift the pressures downward due to the unique trapezoidal shape of the concrete bags. 

Once the concrete cures the bags can be removed to provide an aesthetically more appealing exposed surface. Councilman Yates is working directly with Public Works to find the most appealing solution.

  1. Tax Day is July 15th, and scammers are using the extra time to commit fraud against the treasury and taxpayers. Remember, the IRS will never initiate contact by phone, text, or email. Only via USPS. Never give out any personal information in an interaction that you did not initiate.
  2. Scammers are targeting your unemployment benefits due to shutdown-related joblessness, whether or not you’re out of work. Criminals work in a number of ways. Under the guise of a government agency, health authority, or financial services organization, they call, email, or text. They may even make you the unwitting accessory to a crime, tricking you into providing your own information to file a fraudulent claim.
  3. If you receive a message via text, email, or social media that says you have come into contact with someone who tested positive for COVID-19, it could be a scam. The message, which purports to be from the health department, instructs you to self-isolate and provides a link for more information. Don’t click the link. It could contain malware.
  4. Malware-infected Excel spreadsheets are being sent out as email attachments purporting to come from respected organizations. The spreadsheets supposedly carry data and updates on the pandemic. Don't click on them!
  5. Don't believe the latest "free groceries" scam that claims retailer Target is giving away products. A text or email message says the recipient is entitled to $175 worth of groceries. But if you click the link in the message, you end up with malware.
  6. Use cryptocurrency? Beware of scams! If you receive an email from a big cryptocurrency exchange, alerting you to a COVID-19 issue affecting your account, don’t click on the link. It could be a fake page in which you give away your account information. Then, your entire cryptocurrency account is untraceably drained.
  7. Scammers are sending messages claiming they have COVID-19 and they are threatening to spread it to your family if you don’t pay up. The scammer even claims to know where you live (often found on social media). Don’t fall for it! 
  8. Scammers are adapting business email compromise tricks into COVID scams. They pose as existing clients of an organization or small firm. They already have details of senior executives from phishing activities, so they message the boss, posing as a known supplier, saying invoices have to be paid to a different account because of the pandemic. The new account belongs to the crooks.
  9. If you receive communication from a charity asking for money, make sure it is legit. Charity-related phishing scams are on the rise. Go directly to the organization’s website or call them. Never click a link or open a random attachment. Check out give.org for more information on charities.
  10. If you use a smartphone or tablet, beware of Fleeceware, which describes apps that rip off users. It’s not illegal, but the app will either overcharge you upon download or you will see excessive charges on your account month-to-month. Do your homework before you download any app.
