Mayor Fischer declares Juneteenth a holiday for city workers, starting in 2021

LOUISVILLE (June 19, 2020) – In celebration of Juneteenth, Mayor Greg Fischer earlier today signed an executive order declaring that starting in 2021, the day will be honored as a holiday for Louisville Metro Government (LMG) workers.

“It’s important for us to recognize that not every American attained freedom on July 4, 1776. For enslaved African Americans, freedom came almost a century later,” said the Mayor, adding that Juneteenth – the annual Freedom Day celebration to commemorate the belated announcement in 1865 to enslaved African-Americans in Galveston, Texas, that the Civil War was over – is “an important moment in our nation’s history, and every American should commemorate this day.”

Mayor Fischer noted, however, that not everyone gained freedom on Juneteenth. “In Kentucky, slavery didn’t officially end until ratification of the 13th Amendment on December 18, 1865,” he said, adding that, “The heartbreaking truth was that while they were legally free, most former slaves had no wealth, few resources and faced vicious and violent resistance to exercising their Constitutional right to life, liberty and the pursuit of happiness.”

“And that’s still a heartbreaking challenge today,” he said. “While we’ve made progress, certainly, it’s not nearly enough.”

Yesterday, Governor Andy Beshear signed a proclamation declaring today as National Juneteenth Freedom Day in Kentucky. The Governor said he also would be requesting the state General Assembly to “make Juneteenth an official state holiday” next session.  

In the meantime, Mayor Fischer said he hopes the executive order for city employees “will spur more local businesses to consider making Juneteenth an official holiday for their employees.”

The Mayor made his announcement this morning during a Facebook panel discussion celebrating Juneteenth with guests state Senator Gerald Neal, LMG Chief of Equity Kendall Boyd, longtime civil rights activist and Dr. Martin Luther King Jr. Freedom Award recipient Mattie Jones, Aukram Burton, Executive Director of the Kentucky Center for African American Heritage, and Sydney Tucker, a member of the Mayor’s One Love Louisville Youth Implementation Team.

The Mayor closed by saying he finds “tremendous hope in the peaceful protests we’re seeing and in the energy throughout our country to create transformation and achieve equity and justice for people in our country who have been denied that.”

Mayor announces telephone line to help residents with survey on LMPD Chief hiring

Starting Thursday, residents can call (502) 528-3543 to complete survey

LOUISVILLE, KY (June 24, 2020) — Mayor Greg Fischer today announced the launch of a telephone option to help residents fill out a survey about their priorities for Louisville’s next permanent chief of police.

Starting Thursday, June 25, 2020, residents can call (502) 528-3543 from 8 a.m.-8 p.m. Monday through Saturday, and noon-6 p.m. on Sunday, and they will be assisted by call-takers who will input their answers to questions on a community survey, which has been available online since early this month.

The survey asks:

• What are the three most important qualities or skills you would like to see in the next police chief;
• What are suggestions for improving police services; and
• What a new chief must accomplish immediately, and over the next 2-3 years.

Both the phone line and the online survey will be operational through Friday, July 3. Already, more than 8,000 people have completed the online version of the survey, which can be accessed athttps://arcg.is/18fTnS...to read more.

Fiber-Optic Cable Installation Under Way

Crews working on the New Dixie Highway have begun installation of fiber-optic cable along 2.5 miles of the corridor. Some lane closures are required from Nobel Place to Algonquin Parkway northbound to complete this essential piece of the project.

Short-term closures will be limited to one lane and shift as the work shifts. Through some parts of the project area, only shoulder closures will be required.

Fiber-optic cable will improve traffic signaling throughout the project area and provide real-time information on bus arrivals at Rapid stations along Dixie Highway and into downtown.

Named after the Association's founder, the Frank C. Balfour Professional of the Year Award honors professionals who have demonstrated exemplary support to the Association. Submissions are sent to the International Nominations and Elections Committee (INEC) for consideration, and a maximum of six finalists are selected. Nominees for the Frank C. Balfour Professional of the Year Award must be active members of the IRWA. Waste Collection schedule not affected by 4th of July Holiday

There will be no interruption to residential garbage, recycling, yard waste or bulky waste collection within the Louisville Metro Urban Services District (former Louisville city limits) on Friday, July 4. To receive automatic reminders of changes due to holidays, download our Recycle Coach app at the App Store or on Google Play. Residents who rely on private waste haulers should consult those haulers about holiday collection schedules. The Waste Reduction Center, our staffed recycling drop-off locations, and the Haz Bin hazardous waste disposal site, will be closed on Saturday, July 4. A map and complete list of the drop-off sites and regular operating hours can be found at our website.

Remodeling? Plan ahead for disposal

Renovating or remodeling? Don't start the demolition process until you make a plan for disposing of the resulting debris. Construction and demolition debris are prohibited by ordinance in Louisville garbage and large item collection. Collection crews will mark the material and leave a notice at the residence. Use the "What Goes Where" search tool on the Recycle Coach app to find out how to dispose of specific items.  So, what can you do with the construction and demolition debris? One option is to haul it to our Waste Reduction Center on Meriwether Avenue. Fees are variable depending on volume. More information and a fee schedule are available here. A second option for large volumes of debris is to hire a hauling company. Often, a pickup truck can get the job done in a single trip. For even larger volumes, some companies will drop off a large dumpster at your home and then retrieve it after you're done filling it.

Mayor announces $1.3 million in new donations & new programs for SummerWorks

LOUISVILLE (June 16, 2020) – Louisville Mayor Greg Fischer announced today that the One Louisville: COVID-19 Response Fund and the James Graham Brown Foundation are contributing a combined $1.3 million to provide more summer opportunities for young people ages 16-21 through SummerWorks this season.

The One Louisville: COVID-19 Response Fund, which was started in March 2020 through a coalition of local philanthropic organizations, is contributing $800,000 to the SummerWorks 2020 initiatives, while the James Graham Brown Foundation is adding another $500,000. This more than doubles the $1.1 million SummerWorks had budgeted for this summer. 

“The leaders at the One Louisville fund and James Graham Brown Foundation have really stepped up for the youth in our community during this difficult time,” Mayor Fischer said. “Because of their extremely generous and timely gifts, hundreds more young people who are most in need will be able to earn money, get valuable experience, and learn skills that will help prepare them for the future of work.”...To read more.

Mayor Fischer invites all Louisvillians to get involved in Build Back Better, Together effort

Initiative seeks to dismantle systemic racism, kickstart economic recovery

LOUISVILLE, KY (June 17, 2020) – Mayor Greg Fischer today kicked off Build Back Better, Together, an initiative aimed at dismantling systemic racism and creating dynamic economic growth from the COVID-19 pandemic impact.

In opening the inaugural meeting of the Build Back Better, Together (BBBT) steering committee and focus area leaders, Mayor Fischer emphasized the importance of all Louisvillians joining the effort.

“Right now, our city is dealing with three major challenges – the COVID-19 pandemic, economic recession and systemic racism. All these challenges expose the fundamental inequities in our society, while also providing an opportunity for us to create a better, more dynamic and equitable city,” he said.

“Build Back Better, Together is about creating a city that truly serves as a platform for human potential to flourish and aligns with our core values of health, lifelong learning and compassion. Public Service Announcement: The LMAS Shelter is open for citizens needing to purchase or renew pet licensing  or pay a violation. Crime Mapping

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Tim Burkett Major Tim Burkett began his career with the former Louisville Division of Police (LPD) in 1999 . He was a patrol officer and division detective in the former Fourth District. Additionally, he was a Sex Crimes detective and served on the Dignitary Protection Team (DPT). In 2007, Burkett was promoted to sergeant where he was a patrol sergeant and a division detective sergeant in the Eighth Division. In 2010, Burkett was promoted to lieutenant and commanded the Property Room. He also served as a Special Events lieutenant in the Special Operations Division. While in the Special Events Unit, he was responsible for planning and operating medium to large scale special events. He has been part of the command group for the PGA Championship, the Ironman Triathlon, Thunder over Louisville, the National Rifle Association (NRA) National Convention and many other events. He has been the lead on numerous events including marathons, parades, Muhammad Ali's Memorial Service and the world renowned Kentucky Oaks and Kentucky Derby. After being promoted to major, Burkett commanded the Special Operations Division Major Burkett holds a Master of Science degree in Criminal Justice with a cognate in Public Administration. He was a Dean's Scholar graduate of the University of Louisville's Southern Police Institute Administrative Officers Course. He is a certified instructor with the Commonwealth of Kentucky Department of Criminal Justice Training
