Each year, Prior to Derby Week, the Mayor presents his proposed budget for the next fiscal year. This practice is required by state law and kicks off two months of hearings and reviews by the Metro Council. This year will be different than all previous years as just about every person from any background is still trying to understand what the past two months of the Covid-19 pandemic has done to our City as well as the revenues that we use to operate Metro Government.
Last year, when the Mayor presented a budget that slashed government services after a failed tripling of the insurance premium tax, we told you that there were savings to be found and efficiencies that could be employed. The result was the restoration of many cut services and a projected budget surplus in early March. Today that is all changed. The exact amount of revenues lost in the past two months is not known and likely will not be known until well after taxes are filed in July of this year. Additionally, the length of the shutdowns or possibility of future needs for social distancing, as well as the availability of Federal assistance for local governments places most projections in peril.
Last year’s budget process offered opportunities. This year’s budget is much more of a challenge and one that unfortunately could lead to much more difficult cuts and decisions. We will start the budget process on April 30, 2020 at 4pm with a presentation from Dr. Paul Coomes, a well-respected retired University of Louisville Economist who has advised the Metro Council as well as State Government on economic projections for many years. Dr. Coomes will provide Metro Government his outlook and projections entering the FY21 Budget process and will lead us into the start of hours of testimony from department directors and other city leaders. The hearings allow these directors to provide details regarding how their departments will operate in the coming year as well as how each department is adjusting to the needs of the community.
Despite the fact that Metro Council activities have been moved to “virtual meetings”, we are continuing to do everything we can to maintain the transparency and public participation in the process that we have had in the past. ALL Metro Council Budget meetings and hearings will be aired live on Metro TV and streamed online as well. These are challenging times. The need for social distancing as well as other changes are forcing just about everyone to review how we do things, and Metro Government is no different. We are now in receipt of about 600 pages of budget materials, and over the next week I will be reading those documents and will in turn update you on what is being proposed.
