Mobile COVID-19 testing starts Monday at Shawnee Park

City, state team with Kroger Health on public testing

LOUISVILLE, Ky. (April 24, 2020) – As part of a partnership between the state, Kroger Health and Louisville Metro, mobile COVID-19 testing will be provided at Shawnee Park, beginning Monday through Friday, May 8.

To accommodate a safe and secure testing site, some pedestrian access and all motor vehicle access in the park will be restricted beginning today.

Shawnee Park will remain open to walkers, runners, and bicyclists who want to use the Paul Bather Sports Complex on the northwest side of the park and Paul Hornung Field on northeast corner of the park.

The south side of the park will be closed to pedestrians 7 a.m. to 7 p.m. Monday through Friday. All motor vehicles will be restricted 24/7 from the park and parking areas will be closed through Saturday, May 9.

The entire park will remain accessible to walkers, runners, and bicyclists on weekends beginning at 7 p.m. Friday.

The state of Kentucky and Kroger Health are establishing a mobile COVID-19 testing site in the park to provide up to 330 tests per day over the next two weeks. 

Testing will be conducted from 8:30 a.m. to 5:30 p.m. weekdays through Friday, May 8. The tests are available to the general public, but you must register at www.thelittleclinic.com/drivethru-testing to be screened and scheduled. Kroger Health has filled all the scheduled appointments for April 27-May 1 but is working to make more slots available.

Mayor Greg Fischer said the site in Shawnee Park was chosen because West Louisville is a major African American population center, and African Americans have been disproportionately suffering and dying from COVID-19 in Kentucky.

“That’s completely unacceptable. It’s also an indicator of the work we have to do as a state and as a country,” the Mayor said. “In our city alone, there’s a 12-year gap in life expectancy between certain ZIP codes in our community. That’s something that my Metro Government team has been working to reverse for years.”

“I agree with Mayor Fischer – rising numbers in the minority community is unacceptable! I am thankful that Governor Beshear, Mayor Fischer and Kroger realized and identified this serious problem,” said District 5 Metro Councilwoman Donna Purvis, whose district includes Shawnee Park. “This pandemic should be the catalyst that opens the door to dialogue and much-needed change as it relates to minority health disparities, lack of affordable housing and living wage jobs. Addressing all of these issues in a comprehensive manner can flatten the curve.”

LOUISVILLE, Ky. (April 23, 2020) – Because of a massive economic downturn caused by the impact of COVID-19 virus in the city, Louisville Metro Government (LMG) is projecting a $46 million revenue decline for the current fiscal year, which ends on June 30, and another shortfall of $69 million during the next fiscal year, which starts July 1. 

Mayor Greg Fischer shared those projections during his 10th annual budget address to Metro Council today, where he also asked for a moment of silence to honor the 77 people who’ve died of COVID-19 in the city, and shared his appreciation for all the hospital workers, first responders and others helping battle the virus – as well as residents working to help slow its spread.

“Thank you to all who have accepted the need for social distancing. For staying home. For staying six feet apart. For wearing face coverings. For washing your hands.”

COVID-19 impact on the economy and city budget

In explaining the projected revenue shortfalls for FY21 and FY22, Mayor Fischer noted that the critical services that Louisvillians rely on – police, fire, 911, EMS, public health, sanitation, roads and sidewalks, parks, libraries, community centers – are funded by the taxes that businesses and their employees pay:

·         About 47 percent of the city budget comes from payroll taxes. When businesses cut jobs, as COVID-19 has forced many to do, the number of people earning a paycheck goes down, and city revenue goes down with it.

·         About 11 percent of the budget comes from taxes that businesses pay on profits. When the economy is bad and businesses see less profit, that lowers city revenue.

·         The city also gets about 10 percent of its revenue from service fees associated with EMS, the Louisville Water Company and the Louisville Zoo, among many other sources.

·         A slower economy also slows the appreciation of real estate values, thus reducing property tax revenue – about 25 percent of the city budget.

And none of that accounts for the impact on public-sector partners, like TARC, MSD, Louisville Tourism and the state, the Mayor said, adding that the city also has less cash on hand now because tax filing deadlines were extended to July 15.

Because of all those factors, he said, LMG is projecting $46 million in lost General Fund revenue for the current fiscal year, which ends just 68 days from now. And the city expects this shortfall to be followed by another General Fund shortfall of $69 million during the next budget year. 

“For context, remember the painful cuts forced by a $25 million deficit last year?” the Mayor said, “Now, we’re facing the prospect of cuts about three times that amount. There is simply no way to absorb this level of loss without considering a significant tax increase or reducing every single agency of Metro Government, including our top priority of public safety, since it makes up over 60 percent of our budget.” 

Mayor Fischer noted that budget conditions have already forced the furlough of 380 Metro public servants, and without external relief and/or stimulus, the city is looking at more furloughs and possible layoffs.

The question, he said, is if the federal government will provide the direct, flexible assistance that states and local governments desperately need to cover revenue shortfalls. LMG has been provided about $134 million in reimbursements for COVID-19 expenses through the federal CARES Act. But as the law is written, the city is not allowed to use any of that funding to cover its dramatic budget shortfalls.

“That’s why I and mayors across the country are adamantly urging Congress to give cities flexibility in how we spend those dollars, plus provide additional direct funding to address our gaps,” the Mayor said.  “American cities must receive federal relief to make sure our residents have police, fire, emergency, public health, housing, sanitation and other services needed to recover from this crisis.”  

“Think about it – we are in the middle of a pandemic unlike anything we have seen in our lifetimes. Is now the time for cities to cut public health workers? Is now the time for cities to cut police officers, paramedics or emergency management personnel? … Of course not,” he continued. “But that is what we face, right here in Louisville and in every city around the nation, if Congress and the White House do not step up.”

The Mayor said another challenge impacting budget planning stems from the critical steps necessary to move out of the current phase of social distancing and restart the economy:  An initiative to dramatically increase COVID-19 testing and tracing.

That essential initiative requires high-volume, quick-turnaround testing, and a significantly expanded public health department, the Mayor said, noting that the cost for this major project depends on the number of people infected, so the range is wide – anywhere from $25 million to over $100 million.

“Just this week, Congress issued $25 billion for testing,” he said. “We are still waiting on information from the federal Department of Health and Human Services to let us know what our local allocation will be.”

And, it appears LMG city will be able to tap into the federal funding provided to the city for COVID-19 expenses for this need, the Mayor said, although there remains uncertainty about which parts can and will be covered by the federal or state governments.” 

“In any event, we know that not nearly enough federal funding has been allocated for Louisville’s combined costs for the direct impact from the virus and its associated revenue shortfalls,” he said.

Those uncertainties make it “impossible – really, irresponsible – to make meaningful budget and revenue projections for the coming year,” the Mayor said, explaining the need for a “continuation budget” for FY21, which “continues the current fiscal year’s funding levels – and assumes the question about federal support is resolved in the coming month or two.” 

That move lets stand the austere city budget for Fiscal 2020, approved last summer to manage the impact of a $25 million budget deficit, driven largely by a second consecutive 12 percent increase in the city’s state pension costs.

The $621 million general fund budget is comprised of an estimated FY21 revenue estimate of $594.4 million, $7.6 million of non-recurring funding sources, and the use of $19 million in Rainy Day funds.

The $594.4 million revenue estimate is a decrease of 4.7% from last year’s original budget estimate of $623.4 million.

The Mayor noted that continuation fulfills the statutory requirement to introduce a budget, “But we make this recommendation knowing we will be revisiting this budget in the weeks and months ahead, maybe more than once, making revisions as our fiscal picture becomes clearer.”

Slowing the spread of COVID-19

The Mayor’s budget speech – his 10th – was itself impacted by the virus, as his remarks were taped and shared via WebEx to Metro Council members practicing social distancing by watching from elsewhere, in contrast to the traditional speech delivered in a crowded City Hall.

Mayor Fischer praised the community for its work to help slow the spread of COVID-19 virus in the city by adhering to guidance on hand washing and social distancing, starting with the recommendation to “stay home,” if at all possible.

He then asked for a moment of silence for those who have lost their lives to COVID-19.

“These lost Louisvillians remind us why we must keep slowing the spread of this disease and keep it from claiming even more loved ones,” the Mayor said. “

He praised careful monitoring by Louisville Metro Public Health and Wellness (LMPHW) and crisis preparedness training by LMG as a whole, saying, “Today, we’ve seen how important those preparations were, as this brutal virus struck our city and our country with breathtaking speed.”

The Mayor noted that even as LMG continues to work tirelessly to address the immediate health crisis, “We are also preparing for how to reopen our community safely, and then to create plans and policies to move into a future of opportunity and prosperity for every person in every corner of our community.”

Build Back Better, Together

The Mayor again outlined the city’s three-phase COVID-19 recovery plan:

·         Phase I, which began before the arrival of the virus. This involved setting up the Incident Management Team, collecting actionable data, identifying challenges, developing contingency plans and executing strategies.

·         Phase II is when the city takes the first steps toward reopening, once health experts and data make clear it’s safe to gradually ease some of the social distancing restrictions.

 “We will do this in conjunction with the state,” Mayor Fischer said, “and we will not rush it.” If current trends hold, he added, Phase II may begin in in the coming weeks. “But that timetable is not guaranteed,” he said, adding that it depends on seeing a decreased percentage of new positive cases; maintaining sufficient capacity and supplies in local hospitals; and adequate testing and contact tracing capability.

·         Phase III involves restarting the city’s economy. Noting that the city, state and nation “must do more than restore a flawed system that benefited too few at the expense of too many,” Mayor Fischer announced the “Build Back Better, Together” initiative, a roadmap for Louisville’s economic recovery, created in consultation with experts and community partners.

“We must create an economy that provides greater opportunity, access and security for generations to come,” he said, inviting residents to get involved. “I ask you to help us Build Back Better, Together by sharing your ideas on how to create the city, economy and future the people of Louisville want and deserve.  Go to louisvilleky.gov/government/build-back-better-together to weigh in.”

The Mayor closed his remarks by noting lessons from the 1937 flood and the Spanish Flu of 1918 – noting that Louisville’s sense of compassion, community and resilience shown through even then.

“We can’t control the global economy any more than we could control a pandemic virus,” he said. “But our collective action has protected our city and slowed the spread of the virus. And we can influence our own economic future as well, through vision, innovation, entrepreneurship, collaboration, a shared love for our hometown, and yes, compassion.

“When we lean into that work, when we lean into challenges, our city and our people can flourish.”

Guided Walk Tours are Coming Back

The Historic Old Louisville Visitors Center and the daily guided walking tours will reopen and resume as soon as Governor Beshear and Mayor Fischer announce procedures for reopening nonessential businesses. Plans are underway to expand the tour frequency but limit the number who can attend a certain time slot. The tours will be handled in a prudent manner, employing safe social distancing.  The mission of the Old Louisville Neighborhood Council is to advocate, promote, and protect Old Louisville’s historic architecture and streetscapes within a diverse neighborhood of residents and businesses while advancing artistic and cultural events to build community. The primary purpose of this 501 (c)3 nonprofit is educational and the revenue from these tours supports the work of this entire organization.

Pre-Employment Transition Services KY

The Kentucky Community and Technical College Services offers services for individuals ages 14-21 with documented school IEPs, and / or mental or medical diagnosis, including substances abuse.   

Services includes; College and career counseling, Job exploration, Workplace readiness training(pre-employment skills), Self-Advocacy instruction (professional social skills) and Work-based learning experiences (including virtual learning/job shadowing).

JCPS Update

fter receiving guidance from Governor Andy Beshear and Kentucky’s Interim Education Commissioner, JCPS will not have in-person classes for the remainder of the school year.  This means students will complete the rest of their coursework for this school year through Non-Traditional Instruction (NTI).  Thank you for continued support during NTI and helping us to make this a success.   Here are a couple of other items of interest regarding your child: ·       Grading:  o   At the elementary and middle school level, student progress will be recorded as Met or Not Yet Met curriculum standards.  If a student has “not yet met” a standard, the teacher and family will work together to establish a plan to help the student meet their goals.  o   In high school (and middle school courses offered for high school credit), students will receive letter grades. Participation in NTI can help improve a grade while non-participation will lead to an Incomplete. There will be plans for high school students to make-up work if they receive an “incomplete” in a course. ·       Meals:  o   JCPS has now distributed more than a half million breakfasts and lunches to children in Jefferson County since March 16th. Today alone, more than 46,000 meals were handed out at more than 60 meal sites, including a few new mobile sites. Agencies urged to apply for Louisville Metro Council COVID-19 Relief Fund

Current FY20 External Agency Fund (EAF) recipients and existing Louisville Metro programs may seek relief funding

LOUISVILLE, KY (April 24, 2020) – Louisville Metro Government will begin accepting applications today for the Louisville Metro Council COVID-19 Relief Fund (CRF) – established to supplement relief organizations experiencing an incremental surge in demand for services from persons impacted by the COVID-19 health pandemic.

FY20 External Agency Fund (non-profit) recipients or Metro administered programs with existing food and/or housing assistance programs are eligible to apply.

Metro Council voted to approve this $2.7 million relief package on March 19, 2020.

 "We recognize the challenges faced by many hardworking residents who have been negatively impacted due to the COVID-19 closures and hope this funding can help provide some comfort in these difficult times,” said Councilman Markus Winkler (D-17).

“These funds are made possible by the collective economic contribution of our residents.  This is a proactive approach to stabilizing housing and ensuring nutrition made possible by our organizations on the frontline.  Together we can invest in each other to ensure a healthy and more resilient community post COVID,” said Councilwoman Nicole George (D-21).

Mayor Greg Fischer thanked the Council for their partnership. “The agencies that are eligible for this funding have always been on the frontlines of the battle to support our most vulnerable,” he said. “It’s important that we support them now, as COVID-19 makes that battle all the more fierce.” 

Starting today, April 24, applications will be accepted from eligible organizations and reviewed on a weekly basis by a panel composed of representatives from the public and private sector. The funding may only be used by organizations that provide the following public services to Jefferson County residents: rent and/or mortgage assistance and/or food access.

Any approval will require that applicants demonstrate an increased demand for services as a result of the COVID-19 pandemic and depletion of other COVID-19 related funding. The goal is to provide funding within a week of panel approval.

The 5-person review panel will consist of one representative each from the Mayor’s office and Metro United Way, and three representatives from Metro Council.  The city’s Office of Resilience and Community Services will serve as the fiscal agent for administering the CRF.

In Case You Missed it: The Works Week

4th Illegal Dumping Impound of 2020!

On April 15th, the Department of Public Works’ Solid Waste Enforcement team received a call from a Codes & Regulations officer who witnessed firsthand two individuals illegally dumping waste materials on a vacant property in the Portland Neighborhood. The individuals said they were maintenance workers for a property owner and they always thought they could set “junk” out on whatever property they wanted, and the city would collect it during Large Item Collection. They were wrong. These maintenance workers were issued a citation with a $500 fine plus $250 cleanup fee. The vehicle was also impounded and will cost approximately $250 in towing and storage fees to retrieve it or it will be held for six months ($1,000 total). In this case, the property owner who paid the workers may also be cited for not ensuring waste generated on his property was properly disposed at a licensed disposal facility. Citizens in the Urban Services District receive the Large Item Collection service based on taxes paid on that individual property. When someone takes items from one property and dumps them on another property, even if owned by the same person, they are basically stealing services and it costs us all.

Earlier this week Dr. M. Wasim Sajid, President of the Association of Physicians of Pakistani Descent of Kentucky and Indiana (APPKI) reached out to Chief of Public Services, Amy Hess to express his appreciation for the great work being done by Public Works personnel as our city deals with the COVID-19 pandemic, and to offer a token of his organization’s appreciation.  

On Thursday, Dr. Sajid delivered, and took part in handing out 220 Subway lunches to Solid Waste Management Services personnel (SWMS). And personally, thanked our crews, saying, “The Association of Physicians of Pakistani Descent of Kentucky and Indiana is very proud to support city employees who are doing a great job of keeping the city running during these difficult times. Our lunch today was just a small token of our appreciation.”

Chief Hess expressed her appreciation to Dr. APPKI for the gesture, adding, “Our folks in Public Works & Assets are doing essential work in Road Operations, Engineering & Transportation, Solid Waste Management Services, & HR/Administration, making it possible for our community to function effectively & maintain a high quality of life during this difficult time.  I am grateful for this recognition of their efforts.”

PWA Director Vanessa Burns was also present to thank the crews for their hard work and dedication to making sure the job is getting done, reassuring, “The work you do is not only essential but very important in helping our city get through these difficult times.”

Contamination at Self-Service Drop-Off Recycling Sites

Free recycling drop-off locations are a benefit to residents of Louisville, but the contamination can be a major problem. Recently we've seen an increase in yard waste, construction debris, large items, and tires dumped at our self-service recycling sites.    The dumpsters at the self-service locations are for recycling the following items ONLY:  Flattened cardboard Paper containers and cups Milk and juice cartons Newspapers/inserts, magazines, junk mail, office paper Plastic bottles, cups, and containers Glass bottles and jars Metal cans and bottles Self-Service Recycling Do's and Don'ts Items should be loose in the dumpster, not in bags. Flatten cardboard to save space in the dumpster. Never place items on the ground outside the dumpster. If the dumpster is full, contact Metro311. The crews empty them on a schedule based on how long it typically takes to fill, but sometimes they get full sooner than expected.  ONLY recycle the items listed above.  Use this map to find all Metro Solid Waste drop-off locations and see what's accepted at each.

The 2020 Census is Here! Complete Yours Today!

The U.S. Census will help determine Louisville's future for the next 10 year — representation in government, the allocation of federal resources affecting communities and families, education funding, and much more.  Mayor Greg Fischer and the Louisville Municipal Complete Count Committee are working to help ensure a complete and proper count of all Louisville residents, and are seeking the community's help in getting out the word. The official Census 2020 date is April 1. Invitations to complete are arriving now and residents are encoureged to respond to the 2020 Census and be counted! Learn more. https://louisvilleky.gov/census The Census is here – Timeline March 12-20 – An invitation to respond online to the 2020 Census. March 16-24 – A reminder letter. March 26-April 3 – A reminder postcard. (if you haven’t responded yet) April 8-16 – A reminder letter and a paper questionnaire. April 20-27 – A final reminder postcard before the Census follows up in person. Where are people counted? Count people at their usual residence, which is the place where they live and sleep most of the time. People in certain types of group facilities on Census Day are counted at the group facility. People who do not have a usual residence, or who cannot determine a usual residence, are counted where they are on Census Day. Crime Mapping

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Tim Burkett Major Tim Burkett began his career with the former Louisville Division of Police (LPD) in 1999 . He was a patrol officer and division detective in the former Fourth District. Additionally, he was a Sex Crimes detective and served on the Dignitary Protection Team (DPT). In 2007, Burkett was promoted to sergeant where he was a patrol sergeant and a division detective sergeant in the Eighth Division. In 2010, Burkett was promoted to lieutenant and commanded the Property Room. He also served as a Special Events lieutenant in the Special Operations Division. While in the Special Events Unit, he was responsible for planning and operating medium to large scale special events. He has been part of the command group for the PGA Championship, the Ironman Triathlon, Thunder over Louisville, the National Rifle Association (NRA) National Convention and many other events. He has been the lead on numerous events including marathons, parades, Muhammad Ali's Memorial Service and the world renowned Kentucky Oaks and Kentucky Derby. After being promoted to major, Burkett commanded the Special Operations Division Major Burkett holds a Master of Science degree in Criminal Justice with a cognate in Public Administration. He was a Dean's Scholar graduate of the University of Louisville's Southern Police Institute Administrative Officers Course. He is a certified instructor with the Commonwealth of Kentucky Department of Criminal Justice Training
