FRANKFORT, Ky. (March 30, 2020) – Gov. Andy Beshear on Monday issued an order to limit Kentuckians’ out-of-state travel and offered a 10-step plan to fight the spread of the novel coronavirus disease 2019 (COVID-19).
The decree allows for a range of exemptions, including travel to other states for work and groceries, to care for loved ones, to obtain health care and when required by a court order.
Kentuckians arriving back in the commonwealth from out of state are required to self-quarantine for 14 days.

Senior March for Meals
Frozen meals are available for Jefferson County residents, age 60 and older. Proof of age is required. You can pick up for a family member or neighbor if you have their proof of age.
Pick up sites are on a rotating basis across Louisville Metro from 10am-12pm on weekdays.

"Starting Monday, March 30, Jefferson County Public Schools will distribute meals three days a week instead of every weekday. The district will give children up to four meals on Monday and Wednesday (two breakfast and two lunch) for the days they do not offer meal distributions. On Fridays, students will get one breakfast and one lunch. The change will cut the number of interactions between employees and families in hopes of minimizing possible exposure to COVID-19." Meals on Wheels Referrals
There is currently a wait list for homebound seniors age 60+ for the Meals on Wheels Program. If you know a senior who needs to be referred for the program, please contact the Council Office staff for assistance. Name, phone number, address, and date of birth are needed for the referral. The Council Office staff will route the referral to the Metro Office of Resilience & Community Services or to the appropriate Area Community Ministry and help ensure homebound seniors have what they need during COVID-19.
Louisville Water Company (LWC) Video
Louisville Water Company has created a jingle and video that will help remind kids and adults of the proper way to wash hands. “Hand Washin Germ Stoppin’” features Tapper, Louisville Water’s mascot and a 20-second song that promotes the importance of soap, water, and a good scrub. Louisville Water’s product, Louisville pure tap® is essential for overall health and hand washing, but it’s especially critical in minimizing the spread of the Coronavirus.

Here are some tips from Dr. Moyer on Food Safety
Dr. Sarah Moyer, Director of Public Health & Wellness and Chief Health Strategist, has provided some helpful tips to ensure food safety. “While currently there is no evidence that COVID19 is spread through food or food packaging, there are several steps we can take to promote health and safety," she said.
For takeout or delivery:
- Transfer the food to clean plates or storage containers, dispose of the original packaging.
- While we don’t have any information about THIS novel coronavirus, studies have shown that other coronavirus species can be killed through microwaving. Consider warming the food in the microwave.
Groceries:
- When shopping, leave reusable bags at home because germs can live longer on them.
- In grocery stores: only touch the items you are going to buy, keep your distance from other shoppers and use a touchless pay system if possible.
- Use hand sanitizer before getting into your car or entering your home.
- If possible, leave your nonperishables outside your home, for example in your garage or a storage area, until you need them. This will give time for the virus to die on its own.
- Some items have multiple layers of packaging. You can remove the outer packaging and dispose of it. For example, you can throw out a cereal box because the cereal is also inside a plastic bag.
- You can also put items that come in plastic bags into clean containers.
- Always wash fruits and vegetables before putting them away or eating them.
ALWAYS wash your hands before preparing or eating food.

Update on SBA Disaster Loans: Economic Injury Disaster Loan (EIDL):
(3/27/2020) The site has changed in the last 36 hours and it is now much easier - instead of filling out forms online, you now download forms first, fill them out, then scan them and upload. Find all the forms and apply here. Internet Explorer is recommended. If you don't have a scanner, most smartphones can download a scanner app so you can take pix of the docs and save as pdfs. There are many other programs coming out with this 3rd relief bill, but APPLYING for a disaster loan does not preclude you from receiving relief from other programs that are also looking good and we'll know more about soon.

One Louisville COVID-19 Response Fund for Household Assistance
Beginning March 19, 2020, financial assistance is available to help with rental assistance, childcare, transportation, food, and utilities. Income eligible households, with a verifiable loss of income – directly related to the COVID-19 pandemic – and a demonstrated need, may receive payment assistance up to $1,000 per household. Funds will be distributed on a first come, first served basis until available funding is expended. Eligible households may call one of our seven Neighborhood Place sites to apply.
*Note: Neighborhood Place facilities are temporarily closed to walk-in clients so be sure to call to begin the telephone screening process.

Unemployment Insurance
3/16/2020: Kentucky Governor Waived the waiting period for unemployment for people that are losing their jobs due to coronavirus, and will waive any work search requirements while the state of emergency is in effect.

LIHEAP Funding Deadline Extended to April 30
Income-eligible residents of Louisville now have more time to apply for funding to help with energy bills, thanks to an extension of the deadline for the Low Income Home Energy Assistance Program (LIHEAP).
Applicants must be Jefferson County residents with a household income at or below 130% of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $2,790.00).
LIHEAP Crisis operates on a first-come, first-served basis until funds are exhausted or through April 30, 2020, whichever comes first.
LIHEAP required documentation, along with the downloadable LIHEAP Family Profile form and the Remote Processing form, should be mailed as soon as possible and postmarked no later than April 30, 2020 to the central LIHEAP office at the following address: Louisville Metro Office of Resilience and Community Services offices at the following address: The Edison Center, Attn: LIHEAP, 701 W. Ormsby, Suite 201, Louisville, KY 40203.
LIHEAP paperwork can also be dropped off at secure Drop Box sites in the front lobby of each of the six processing sites. A copy of the required documentation is advisable but if original information is mailed, the LIHEAP staff will return to the applicant by mail. LIHEAP applications will be processed by LIHEAP staff and mailed back to the recipient.

However, until further notice, for residents with city waste services, yard waste will be collected on your normal day BY REQUEST ONLY. It will be collected on YOUR REGULAR DAY the week AFTER you request. Contact Metro311 and share the following information:
