Notice of Action on a Title V Construction Permit

          The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Hexion Inc. (formaldehyde and phenolic resin manufacturing plant), 6200 Camp Ground Road, in accordance with Regulation 2.03. This permit is being issued to revise compliance demonstration methods for Hexion’s Wastewater Treatment Plant. The Recuperative Thermal Oxidizer (RTO) is no longer needed as a permitted control to have compliant toxics emissions based on stack testing performed on August 28, 2019. The 30-day public comment period starts on February 13, 2020 and ends on March 16, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Iroquois Amphitheater unveils new website

On the eve of its 82nd season, the historic Iroquois Amphitheater unveiled a revamped website today with a modern ticket purchasing solution, a playlist featuring artists who have played at the amphitheater, a photo gallery from past concerts and a more modern, vibrant look befitting one of the local area’s most beloved venues. “We are proud of the new website and believe the public will be too,” said Margaret Brosko, Assistant Director of Louisville Parks and Recreation, who oversees operations at the Amphitheater. “It’s going to transform the ticket buying experience for the customer. Those visiting it can feel the vibe of the venue by looking at pictures and listening to songs from past shows. This is the inaugural Louisville Leadership Luncheon benefiting UNCF.  This year's luncheon will be Friday, September 18, 2020 at The Galt House (Louisville, KY).  The luncheon features greetings and remarks by local dignitaries dedicated to educating minority and under-represented students as well as a musical performance by the Simmons College Choir.  More than 500 civic and business leaders, education professionals, and guests from across Kentucky will be in attendance at the networking event of the year.

BBB Valentine Advice: Be Careful With Online Dating Sites

Feb. 11, 2020 – Success stories in ads for online dating services can make it sound like true love is just a click away. Better Business Bureau (BBB) advises consumers to be aware of the limitations, costs and terms of the services as well as the potential for fraud if your match turns out to be a thief.

“While some consumers have found happiness using a dating service, others have been disappointed in the quality of matches or the number of suitable people they were able to meet using the service,” said Reanna Smith Hamblin, President/CEO of BBB serving Louisville, Southern Indiana, and Western Kentucky. “Meeting people online may sound easy and safe, but consumers need to keep their guard up to avoid being swindled, hurt or worse.”

BBB received more than 1,100 complaints about dating services last year. Many concern billing and collection issues. Poor customer service, refund issues, advertising or sales practices also prompt complaints. Often, customers complain that it is difficult to cancel the service because it is automatically renewed.

Even if you don’t sign up for a dating service, romance scams through social media and email are quite common. Law enforcement and other agencies get thousands of complaints every year from people who have lost money through online dating or social media or email connections. Criminals posing as potential romantic “matches” may lead victims on for a while, then suddenly claim they’ve got big medical bills or some other emergency need for money. Some criminals are overseas, making it difficult for authorities to pursue them or for victims to get their money back.

BBB published an in-depth investigative study on romance scams in 2018, as well as a follow-up study in 2019 about the potential for romance scam victims used as money mules.

Consumers need to make sure they understand what they are signing up for when they use an online dating service. Read any contracts, terms or conditions carefully to understand how you will be charged and what you need to do to cancel. Some consumers complained that they signed up for a free trial, but their credit cards were charged before they could cancel.

Common complaints about dating services include:

Failure to match clients with compatible singles. Complaints included non-smokers matched with people who smoke; well-educated people matched with less-educated ones; religious people matched with atheists; or matches that lived too far away or were married.

Use of intimidating or duplicitous sales tactics: Complainants reported being yelled at, being told to not be so picky or being completely ignored by the companies involved.

Failure to deliver: Complainants were told the service had a database of thousands of singles, but they didn’t receive the promised number of dates or introductions. Others said a singles club sponsored events to bring singles together, but the events didn’t live up to their billing.

Minimum enrollment period and inability to cancel: Online dating services normally require a minimum membership period and charge a monthly fee. Contracts often are renewed automatically. Either the customer didn’t realize the steps needed to cancel the account, or the consumer took the necessary steps but billing continued anyway.

BBB offers the following advice on matchmaking and online dating services:

Don’t fall in love with the advertising. Be skeptical of claims such as “an exclusive network of people,” “for sincere daters only” or “beautiful singles like you.”

Don’t give in to high-pressure sales tactics. Sales associates may tell you that a low price is only good for that day and ask you to sign a contract immediately. You should read the contract carefully and make sure you understand it.

Know how to break up. Consumers should not assume that they will stop being billed once the contract runs out. Many online dating sites automatically renew memberships. Usually you must call the company or send written instructions to avoid being billed again. Read cancellation policies before you sign up.

Beware of demands by a match to send money. Some scams that match men with foreign women typically include a request to send money to pay for a trip to the United States, using a wire transfer service like MoneyGram or Western Union. The woman never makes the trip, and the money can’t be recovered.

Do your homework. Ask to speak to other members or customers of the service about their experiences. Check a BBB Business Profile of the service by going online to bbb.org.

Metro Public Works, Emergency Management prepare for possible flooding

Louisville Metro Public Works crews and Emergency Management officials are preparing for forecasted heavy rain and possible flooding in the community. Crews have been working throughout Tuesday, loading and staging barricades and high-water signs for quick access and prompt deployment to flood-prone intersections. Personnel and the necessary debris removal equipment are also on standby and ready to work around the clock to help mitigate flood conditions and restrict traffic from potentially dangerous flooded roadways. All viaducts in high-risk of flooding intersections have been marked with flood safety signage: “ROAD MAY FLOOD.” Additionally, viaducts prone to flooding have been marked with street addresses and numbers, allowing motorists to provide accurate location information when contacting first responders. The reflective signs are black letters against a white background with the street address posted on top, and the viaduct number on a separate sign immediately below. Louisville Emergency Management (EMA) is monitoring the potential of severe weather in the next two days. The Emergency Operations Center will remain at a Level 1 (monitoring only) and activated to a higher level if needed. EMA, Public Works and MSD have been in contact to ensure the drains in flood-prone areas have been cleared out. EMA, along with LG&E, will monitor the possibility of widespread power outages due to the potential for high wind. The Red Cross has been in contact with EMA in case shelters are needed. Safety Tips: Obey flood warning signs. Do not drive around barricades. If you see any standing or moving water deeper than four inches, turn around, don’t drown! Residential/Businesses: Clear the street gutter, catch basin, storm drain of any debris to allow optimal water flow. Louisville Parks and Recreation introducing Volunteer Ambassador program

Do you love parks and want to take a bigger role in your community? Do you believe in taking care of them as you would your own backyard? Louisville Parks and Recreation is seeking 10 Volunteer Ambassadors willing to keep an eye out on their neighborhood parks, help guide volunteer projects and make suggestions for park improvements. “We are going to rely on our Volunteer Ambassadors to be our eyes and ears in the field,” said Dana Kasler, Director of Parks and Recreation. “They are going to play a pivotal role in engaging the public and strengthening our park system.” Volunteer Ambassadors must be at least 18 years of age, agree to submit an online application and complete a training led by Louisville Parks and Recreation. The department is hoping Ambassadors will commit to serving one year at a selected park, averaging approximately 1 ½ hours of service work per week. They will also be asked to attend at least one community outreach event during the year on behalf of the parks department and organize at least one volunteer project in their park. Medicinal marijuana bills clears House hurdle

FRANKFORT—A Kentucky House committee voted today to add Kentucky to the list of at least 33 other states with a government-regulated medicinal marijuana program.

The program would be established under House Bill 136, sponsored by Rep. Jason Nemes, R-Louisville, and Rep. John Sims Jr., D-Flemingsburg, approved today by the House Judiciary Committee. The bill sets out policies for cultivation, processing, sale, distribution and use of medicinal marijuana, should HB 136 become law. 

The bill would prohibit smoking of medicinal marijuana and possession or use of medical marijuana in specific public buildings. Users of the substance would have to be registered and possess a medical cannabis card. Cannabis businesses would have to be licensed. 

Local governments and their citizens would have the authority to decide whether or not medical marijuana businesses can operate locally.

Although HB 136 would create revenue for law enforcement and other approved uses through excise taxes and other sources, Nemes said its primary purpose is to help the sick.

He asked members of the committee hypothetically if they would try to access medicinal marijuana if it could help someone they love.

“I would break the law in a second, and I would submit that every single person up there would do the same,” said Nemes. “I think you’re voting for whether or not people who are in that hypothetical situation would continue to be criminals or not.”

A native of Jeffersonville, Indiana, Amy joins Metro Government after a 29-year career with the FBI, where she held multiple prominent leadership positions. Show your garbage cart some love! City garbage carts and recycling carts are built to last, but our relationship with them is a two-way street! Here are some tips for showing your carts some love:   Don't overload. A full cart should weigh less than 200 lbs. Heavy carts are more likely to break when emptied. Set out weekly so it doesn't get too full.  Lids should be able to completely close. If your garbage cart consistently overflows, try recycling or purchase an additional cart.  Bring it in. Carts are often damaged or stolen if left out after collection. Bring it in by 4PM the day after collection. It should be stored away from the street or alley, inside a fence, or against a structure. Leaving your cart out in an alley means more litter, more damage, and more chance of it getting stolen. Keep it clean. Simply rinse your cart with soap and water from time to time. There are businesses that will come pressure wash your cart (for a fee).   4. Have it repaired. If your cart gets damaged, contact Metro311 to request a free repair. If it's beyond fixing, we'll replace it instead. Then repeat tips 1, 2, and 3!

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Tim Burkett Major Tim Burkett began his career with the former Louisville Division of Police (LPD) in 1999 . He was a patrol officer and division detective in the former Fourth District. Additionally, he was a Sex Crimes detective and served on the Dignitary Protection Team (DPT). In 2007, Burkett was promoted to sergeant where he was a patrol sergeant and a division detective sergeant in the Eighth Division. In 2010, Burkett was promoted to lieutenant and commanded the Property Room. He also served as a Special Events lieutenant in the Special Operations Division. While in the Special Events Unit, he was responsible for planning and operating medium to large scale special events. He has been part of the command group for the PGA Championship, the Ironman Triathlon, Thunder over Louisville, the National Rifle Association (NRA) National Convention and many other events. He has been the lead on numerous events including marathons, parades, Muhammad Ali's Memorial Service and the world renowned Kentucky Oaks and Kentucky Derby. After being promoted to major, Burkett commanded the Special Operations Division Major Burkett holds a Master of Science degree in Criminal Justice with a cognate in Public Administration. He was a Dean's Scholar graduate of the University of Louisville's Southern Police Institute Administrative Officers Course. He is a certified instructor with the Commonwealth of Kentucky Department of Criminal Justice Training

Innovation Program Manager

Assists in the development, management, and promotion of MSD's innovation program elements and initiatives.  Supports company-wide innovation through exploration of industry practices, communication both internally and externally, and collaboration with strategic partners and departments.  Actively supports business units with overall idea management (submittal, development, and tracking) and implementation of new products, service offerings, and operational improvement initiatives.  Actively assists Chief Innovation Officer (CINO) and Innovation Team with identifying, evaluating, and pursuing opportunities related to new business lines, innovative technology, regionalization, and economic development.  Performs other duties as assigned.
