City's HUD Grant Applications Being Accepted
CDBG, ESG and HOPWA grants included

LOUISVILLE, Ky. (January 3, 2020)  - On January 10, 2020, Louisville Metro Government (LMG) will begin accepting applications from local non-profit organizations for programs or activities seeking funding from the U.S. Department of Housing and Urban Development grants listed below for LMG fiscal year 2021 (July 1, 2020 – June 30, 2021).

These grants are administered locally by the Louisville Metro Office of Resilience and Community Services (RCS). Grant activities are guided by a 5-year Consolidated Plan as well as an annual Action Plan, both available online at https://louisvilleky.gov/government/housing/public-notices-federal-plans-and-project-compliance. Additionally for FY21, RCS seeks to implement recommendations from the 2019 University of Louisville Study: Solving Street Homelessness in Louisville, KY: Improving the Climate of Care for Individuals Experiencing Homelessness.

HUD-Funded Grants:

  1. Community Development Block Grant (CDBG),
  2. Emergency Solutions Grant (ESG), and
  3. Housing Opportunities for Persons with AIDS (HOPWA).

RCS will accept applications for FY21 based on service categories. Below is a list of the categories RCS is seeking to fund and the corresponding sources that awards may be drawn from for each category.

Category 1:  Currently Homeless Services & Outreach
Subcategory 1a:  Legal, $30,000.00 (funded by CDBG, ESG)
Subcategory 1b:  Medical, $110,000.00 (funded by CDBG)
Subcategory 1c:  Outreach & Other, $176,000.00 (funded by CDBG, ESG)
Category 2:  Day Shelter
Subcategory 2a:  All Persons, $31,000.00 (funded by CDBG, ESG)
Subcategory 2b:  Men, $234,000.00 (funded by CDBG, ESG)
Subcategory 2c:  Women, $57,000.00 (funded by CDBG, ESG)
Category 3:  Domestic Violence Services, $80,000.00 (funded by CDBG)
Category 4:  Homelessness Prevention
Subcategory 4a:  Legal Prevention Services, $38,000.00 (funded by CDBG)
Subcategory 4b:  Other Prevention Services, $158,000.00 (funded by CDBG
Category 5:  HOPWA Services**, $856,000.00 (funded by HOPWA)
Category 6:  Overnight Shelter
Subcategory 6a:  Family, $203,000 (funded by CDBG, ESG)
Subcategory 6b:  Women, $90,000.00 (funded by CDBG, ESG)
Subcategory 6c:  Other, $257,000.00 (funded by CDBG, ESG)
Category 7:  Permanent Supportive Housing, $244,000.00 (funded by CDBG)
Category 8:  Rapid Rehousing and Relocation (Including Pre-Housing Expenses)
Subcategory 8a:  Family, $110,000.00 (funded by ESG)
Subcategory 8b:  Other, $164,000.00 (funded by ESG)

*RCS has not been informed of FY21 federal funding levels for CDBG, ESG, and HOPWA at the time of this public announcement. The above projections are based on FY20 funding levels and carryforward funding.

** HOPWA can fund a variety of services for low- moderate- income persons with HIV/AIDS. Applications to other categories may be funded (wholly or in part) by HOPWA instead, if applicable.

Key Facts

  1. Applicants are encouraged to review the Code of Federal Regulations for the HUD grant that funds the category for which they apply. If awarded funding, applicants will be expected to meet all relevant regulations. Including, but not limited to:
    1. 2 CFR §200, which applies to CDBG, HOPWA, & ESG
    2. 24 CFR §570 for federal CDBG regulations
    3. 24 CFR §576 for federal ESG regulations
    4. 24 CFR §574 for federal HOPWA regulations

  2. The deadline to submit an application is Friday, February 7, 2020 by 5:00p.m.

  3. An application orientation & question session will be held at 701 W. Ormsby Ave, 1st floor conference room (Edison Room) on Friday, January 10th, 2020 from 10 a.m. – 11:30 a.m.

  4. A final public meeting for questions will be held at 701 W. Ormsby Ave, 1st floor conference room (Edison Room) on Monday, February 3, 2019 from 10 a.m. – 11:30 a.m.

  5. Applications are submitted using SurveyMonkey. Applicants are STRONGLY advised to draft responses in a separate program (i.e. Word) then copy/paste all into the SurveyMonkey application. SurveyMonkey will NOT save partial responses & applicants CANNOT return to incomplete applications if they exit before completing the entire application.

  7. All sub-recipients will go through a competitive funding process.
    1. Applications will initially be reviewed by an external panel. Recommendations will then be presented to the Louisville Metro Council for approval.
    2. Recommendations will be made for inclusion in the FY21 Louisville Metro budget.

  8. Any groups representing persons of low and moderate incomes may request technical assistance from Louisville Metro to help resolve issues in their preparation of an application for funding.
