What: Volunteers will be responsible for moving full, unsorted boxes of books, shelving books, and reboxing books once they have been sorted. Volunteers should be comfortable with lifting approximately 20 pounds. Carts are available for assistance in moving boxes.

Louisville Parks and Recreation annual golf passes on sale

Louisville Parks and Recreation annual golf passes are now on sale at the Joe Creason Park administration building, 1297 Trevilian Way.

A seven-day unlimited play pass, good for unlimited play including weekends and holidays after noon, is $500. A five-day pass, Monday-Friday only, is $350.

Junior, team, and golf cart discount passes are also for sale through the golf desk at Creason, located in the parks administration building across from the Louisville Zoo.

Those seeking a pass are required to fill out an application and to get a photo ID taken at the Creason golf desk. You can download the application here or fill it out in person.

The golf desk will be open on New Year's Eve from 8 a.m. - 2 p.m. and closed on New Year's Day. It is typically open 8-5, Monday-Friday.

Louisville Parks and Recreation seeking user feedback to make improvements

Louisville Parks and Recreation will be distributing a customer satisfaction survey to its community centers and facilities this winter - and conduct them at outdoor events and parks throughout the city this spring and summer – with the goal of providing better customer service and satisfaction to residents. “We hope that everyone who has the opportunity to weigh in on what we can do better and will do so,” said Dana Kasler, Director of Louisville Parks and Recreation. “Even in these lean budget times, we are still committed to improving, and public feedback is essential for us to get better.” Paper surveys will be distributed at four Louisville Parks and Recreation facilities beginning today. The survey period will last one month at the following facilities: Mary T. Meagher Aquatic Center, Beechmont Community Center, Southwick Community Center and Berrytown Community Center. After one month, the surveys will be collected at the above sites and then new surveys will be distributed at four additional sites. The process will continue at various sites, parks and events through late summer 2020. The survey consists of 10 questions and can easily be completed within a few minutes. Parks and Recreation is seeking feedback from diverse park and recreation facility users of all ages and backgrounds. Survey results will be made public in late 2020. In order to measure improvement, the survey process will be repeated in 2021.

“This will not be a one-time deal,” Kasler said. “We are stressing a process of continuous improvement with Louisville Parks and Recreation. The best way to do that is to always engage the public to ensure their concerns, questions, and dreams have been heard and addressed.”

The Louisville Parks and Recreation Survey can also be found online at bestparksever.com or here. However, Kasler said he is hoping that park users opt to fill  out the surveys in person at the facilities and parks they use most frequently for better, more accurate data.

City's HUD Grant Applications Being Accepted

CDBG, ESG and HOPWA grants included

LOUISVILLE, Ky. (January 3, 2020)  - On January 10, 2020, Louisville Metro Government (LMG) will begin accepting applications from local non-profit organizations for programs or activities seeking funding from the U.S. Department of Housing and Urban Development grants listed below for LMG fiscal year 2021 (July 1, 2020 – June 30, 2021).

These grants are administered locally by the Louisville Metro Office of Resilience and Community Services (RCS). Grant activities are guided by a 5-year Consolidated Plan as well as an annual Action Plan, both available online at https://louisvilleky.gov/government/housing/public-notices-federal-plans-and-project-compliance. Additionally for FY21, RCS seeks to implement recommendations from the 2019 University of Louisville Study: Solving Street Homelessness in Louisville, KY: Improving the Climate of Care for Individuals Experiencing Homelessness.

HUD-Funded Grants:

1. Community Development Block Grant (CDBG),
2. Emergency Solutions Grant (ESG), and
3. Housing Opportunities for Persons with AIDS (HOPWA).

RCS will accept applications for FY21 based on service categories. Below is a list of the categories RCS is seeking to fund and the corresponding sources that awards may be drawn from for each category.

** HOPWA can fund a variety of services for low- moderate- income persons with HIV/AIDS. Applications to other categories may be funded (wholly or in part) by HOPWA instead, if applicable.

Key Facts

1. Applicants are encouraged to review the Code of Federal Regulations for the HUD grant that funds the category for which they apply. If awarded funding, applicants will be expected to meet all relevant regulations. Including, but not limited to:
1. 2 CFR §200, which applies to CDBG, HOPWA, & ESG
2. 24 CFR §570 for federal CDBG regulations
3. 24 CFR §576 for federal ESG regulations
4. 24 CFR §574 for federal HOPWA regulations
2. The deadline to submit an application is Friday, February 7, 2020 by 5:00p.m.
3. An application orientation & question session will be held at 701 W. Ormsby Ave, 1st floor conference room (Edison Room) on Friday, January 10th, 2020 from 10 a.m. – 11:30 a.m.
4. A final public meeting for questions will be held at 701 W. Ormsby Ave, 1st floor conference room (Edison Room) on Monday, February 3, 2019 from 10 a.m. – 11:30 a.m.
5. Applications are submitted using SurveyMonkey. Applicants are STRONGLY advised to draft responses in a separate program (i.e. Word) then copy/paste all into the SurveyMonkey application. SurveyMonkey will NOT save partial responses & applicants CANNOT return to incomplete applications if they exit before completing the entire application.

7. All sub-recipients will go through a competitive funding process.

8. Any groups representing persons of low and moderate incomes may request technical assistance from Louisville Metro to help resolve issues in their preparation of an application for funding. Crisis Component of Low Income Home Energy Assistance Program (LIHEAP) begins Jan. 6

Automated appointment line now open to schedule appointments in advance

LOUISVILLE, Ky. (December 30, 2019) - The program that helps prevent low income residents of Jefferson County from being disconnected from utility services will begin on Monday, Jan. 6, 2020.

The Low Income Home Energy Assistance Program (LIHEAP) is administered by the Louisville Metro Office of Resilience and Community Services. The LIHEAP Crisis Component will run from Jan. 6 - March 31, or until available funds have been expended, whichever comes first.

This year’s Crisis Program will allow residents receiving a current utility bill with a past due amount and residents receiving a disconnect notice to apply for assistance.

To apply, residents must schedule an appointment utilizing the automated appointment system. Beginning Dec. 30, 2019, appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

Applicants must be a resident of Jefferson County with a household income at or below 130 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $2,790.00). 

Applicants must also meet one of the following eligibility requirements:

• Received a disconnect notice from metered utility service provider, or
• Received a current bill with a past due amount, or
• Received an eviction notice if utilities are included in the rent, or
• Be within four days of running out of bulk fuel; or
• Be within ten days of running out of pre-paid electric service.

Applicants must provide the following documents.

• Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or proof of $0 income). Note: Zero Income forms are available at the LIHEAP offices or at 701 W. Ormsby Ave., Suite 201 or by clicking here.
• Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
• Disconnect notice or a current bill with a past due amount for metered utilities; or
• Eviction notice and copy of lease if heating expenses are included in the rent. or 
• Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service. 

Individuals who are unable to apply for this program in person may send an authorized representative on their behalf with a signed, written, note including the applicant’s name, address, phone number, Social Security Number, and the name of the designated representative.  The authorized representative must provide a picture ID to verify they are the person designated in the note. Residents who are homebound and who are unable to send a representative may call 502/780-7937.

LIHEAP applications will be completed at the time of the appointment at one of the six locations listed below.

Crime Mapping

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Tim Burkett Major Tim Burkett began his career with the former Louisville Division of Police (LPD) in 1999 . He was a patrol officer and division detective in the former Fourth District. Additionally, he was a Sex Crimes detective and served on the Dignitary Protection Team (DPT). In 2007, Burkett was promoted to sergeant where he was a patrol sergeant and a division detective sergeant in the Eighth Division. In 2010, Burkett was promoted to lieutenant and commanded the Property Room. He also served as a Special Events lieutenant in the Special Operations Division. While in the Special Events Unit, he was responsible for planning and operating medium to large scale special events. He has been part of the command group for the PGA Championship, the Ironman Triathlon, Thunder over Louisville, the National Rifle Association (NRA) National Convention and many other events. He has been the lead on numerous events including marathons, parades, Muhammad Ali's Memorial Service and the world renowned Kentucky Oaks and Kentucky Derby. After being promoted to major, Burkett commanded the Special Operations Division Major Burkett holds a Master of Science degree in Criminal Justice with a cognate in Public Administration. He was a Dean's Scholar graduate of the University of Louisville's Southern Police Institute Administrative Officers Course. He is a certified instructor with the Commonwealth of Kentucky Department of Criminal Justice Training

Development & Infrastructure Planning Administrator

Administers the review and approval services for the planning of sanitary, storm water and green infrastructure systems of privately funded development projects to meet the regulatory, operational and maintenance requirements of MSD's wastewater and storm water collection system.  Oversees and supports staff responsible for providing expert testimony related to sanitary sewer, storm water, floodplain and green infrastructure regulations in a public forum before the Louisville Metro Planning Commission.  Administers the System Capacity Assurance Program (SCAP), as required by the Amended Consent Decree, to ensure that the planning, design and construction of privately funded infrastructure does not contribute to existing sewer overflows or create new overflow locations.  Serves as process owner and agency expert for the lateral extension certified plan approval process as negotiated with the Kentucky Division of Water (subject to yearly audits by KDOW staff).  Oversees staff responsible for the review of all minor plats and street closures submitted in conjunction with private development.  Administers performance metrics for the Plan Review Program, including tracking excess cost expenditures, recapture and capacity fee collections, and plan review times.  Ensures compliance and certification with local, state and federal regulations.  Coordinates projects with both internal and external customers, including local elected officials.  Enforces design and construction standards, implements project management processes, and monitors quantity and quality of work performed by staff.  Provides leadership, technical and administrative support, guidance and direction to staff during design and construction phases of capital projects.  Provides programmatic support for various initiatives of the Engineering Division.

Pets of the Week

Cat of the Week: Senior shelter cat, Mrs. Miller, is waiting for the purrfect home. The 10-year-old black cat is super friendly, and she gets along with other cats and dogs! An approved adopter can adopt Mrs. Miller for free thanks to the Pay It Forward Program.  She’s already spayed, microchipped and vaccinated. Dog of the Week: Naomi is a sweet dog that would make an excellent companion. The approximately 7-year-old Flat Coat Retriever mix is friend, well-trained and has great manners.  Naomi’s adoption fee is waived for an approved adopter, thanks to the Pay It Forward Program. Naomi weighs about 55lbs. Spay, microchip and vaccinations are included with her adoption. Naomi can be tested with children, cats or other dogs by request.
