Tree Planting Limerick Saturday, 14 December 2019 Begin at 10:00 am meet at 7th and St. Catherine Sts

On Friday AM Abram’s Nursery will be delivering 27 trees for planting in the 7^th and St. Catherine Streets area. The Miller Pipeline Co will again unload and place the trees. Meteorologist, Ryan Hoke at WAVE-TV informs that rain will arrive later in the day on Friday and should be out of the area around 5:00 am Saturday morning. As such we will proceed with our “Project B” tree planting on Saturday morning beginning at 10:00 am. All 38 trees of “Project A” have now been planted – mulching, staking, and guying on some of the planted trees is still to be completed. It is important we get these trees in the ground as soon as possible. Your help on Saturday will be appreciated.

Notice of Action on a Title V Construction Permit

            The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Eckart America Corporation (aluminum powder and paste production), 4101 Camp Ground Road, Louisville, 40211, in accordance with Regulation 2.03. The project is to install the following equipment: two new 15,500 gallon mineral spirits above ground storage tanks (AST), an addition of a new still system to a current unit, and a new paste process with two milling systems, and tails system. The 30-day public comment period starts on December 14, 2019, and ends on January 13, 2020. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Fun, affordable activities abound throughout Louisville during upcoming winter break

Mayor Greg Fischer today joined multiple organizations to announce fun, educational opportunities for children and families throughout the community during the holiday season. Camps, movies, parties and sports clinics are among the dozens of activities available for local youth looking for productive things to do during the upcoming Jefferson County Public Schools winter break December 23-January 6.

Fischer was joined by officials with Louisville Parks and Recreation, JCPS, the Louisville Free Public Library, Louisville Zoo and the Kentucky Science Center at the South Louisville Community Center. “Parents who are looking for affordable, fun and festive ways to celebrate the holidays and keep their kids active during their winter break won’t have far to turn once again this year,” said the Mayor. “We want students to enjoy their time off but also keep their minds and bodies sharp.” Each of the city’s 14 community centers will be open throughout the break, with organized winter break activities planned at Beechmont, Sun Valley, and Cyril Allgeier community centers. Centers are equipped with WiFi, computer labs, gyms, exercise equipment and more. The centers are open Monday – Saturday, and will be closed on Christmas and New Year’s days. A highlight of the holiday season is a free winter break sports camp offered by University of Louisville basketball legend Robbie Valentine at Cyril Allgeier on December 30-31. The Louisville Free Public Library will offer more than 50 free programs for kids, teens, and families while school is out, including: storytimes, crafts, film screenings, games and more. As always, the library offers a wide selection of books and DVDs to keep kids reading and entertained during the break – all for free. Major Construction Complete on the New Dixie Highway Project

Crews working on the $35 million New Dixie Highway Project have reached a major milestone – the completion of the transformative medians that will make Dixie Highway safer and more efficient. Medians, curbing and sidewalks have been installed along a four-mile stretch of the busy corridor between Greenwood Road and Crums Lane. The completion of the medians means the end of significant lane closures. As of Dec. 11, all lanes are open and no long-term lane closures remain.

Tunnel at Tyler Park to be closed for six weeks
As part of the ongoing work at Tyler Park, access to the tunnel under Baxter Avenue will be closed beginning Monday, December 9.

The contractor will be installing temporary chain link fencing panels to close off the area around the tunnel. To go over the historic bridge, users will have to use the sets of stone steps on the north side of the park.

No exact re-opening date is available, but work around the tunnel area is anticipated to last at least six weeks.

Uppill Road in Iroquois Park to the North Overlook is closed until further notice to vehicle traffic. Access to pedestrians and cyclists is still available.

Mayor and Council agree on new funding to reverse “no collection-no delay” holiday rules set out during budget discussions

Louisville Metro Government is reversing a policy that had suspended residential garbage, recycling and yard waste collection within the Urban Services District on four holidays, due to citywide budget cuts for 2020 Fiscal Year.

Although the policy was implemented on Labor Day, Mayor Greg Fischer’s administration and Metro Council have worked out an agreement to split the estimated $70,000 for services on the other three holidays, beginning with New Year’s Day.

Public Works will cover $35,000 from its FY20 budget and Council will cover the rest from its own carryforward funds from FY19.

“Our tight budget for FY20 forced cuts in nearly every department, and Metro Government is still reviewing and adjusting to the impact of those cuts,” said Mayor Greg Fischer. “This is a good adjustment, given how important a community’s cleanliness is in inspiring pride and neighborhood commitment. I am pleased that we were able to work an agreement with Metro Council to cover the costs.”

“The Council is very happy to have worked with the administration to restore garbage collection to our citizens. Moving forward we know we will face new challenges in the next budget cycle without new revenue because of the state pension crisis,” said Metro Council President David James. “I’d like to especially thank Councilman Brent Ackerson for helping to drive this discussion.”

Besides Labor Day and New Year’s, the “no collection-no delay” holiday policy was to affect Martin Luther King Day and Memorial Day.

Instead, those holidays, like others, will incur a one day delay, and per usual, all collections for the remainder of the week will also be delayed one day.

Residents who rely on private haulers for garbage, recycling and yard waste collection should consult those haulers about holiday collection schedules.

Automatic reminders to help residents keep track of collection schedules are available through the free Recycle Coach app available in the App Store and in Google Play. Printable schedule information is also available on the Public Works disposal calendar and alerts webpage.

Like many, WaterStep’s holiday gatherings have warmed the heart and rekindled memories and appreciation for family, friends and colleagues. You feel special being a part of such a group.

Our group has ambassadors and champions implementing sustainable water and sanitation programs in various communities. Alongside them, there are students hosting shoe drives, board members, volunteers, donors, people who pray, design and manufacture, too. Imagine all the unique fingerprints touching every aspect of WaterStep’s work.

Scottish physician and medical missionary, Dr. Henry Faulds, discovered the distinctiveness of the fingerprint. In the 1870’s, while establishing a hospital in Tokyo, he got involved in an archaeological dig. Noticing the various fingerprints in pottery shards, he involved local university students to examine and copy them. Students even noticed their own fingerprints grew back in the exact same patterns when removed.

We work together for one purpose; to impact lives. A meld of unique passions, knowledge and gifts that tie together various disciplines in medicine, health, design, engineering, business and hard work. Creative and hopeful, we intentionally put aside differences, political sways, religious bends and economic divisions as needed.

Believe it or not, God touches us all with a fingerprint. Unique? Of course, but it connects us too. Don’t underestimate touch when you’re a part of something bigger than yourself. I believe our gifts can flow freely in the lives of those around us like water itself. As for me, I plan on pushing through the crowd this season and putting a fingerprint on the manger. Perhaps I’ll see you there.

Leaving Their Fingerprint 

WaterStep is blessed to have a manufacturing team (pictured below) that is led by and made up of all volunteers. This dedicated group of people spend every Tuesday at our headquarters building the life-saving equipment we send around the world. They ensure that WaterStep's fingerprint is left on each piece. Dave Mekus talks about witnessing the impact we had on a village first hand, "Once the community started using our product, the lines for water got longer and the lines for the hospital got shorter." 

Dr. Joe Jacobi, Frank Diebold and Dave Mekus (pictured below) are the minds behind the WaterStep BleachMaker. The BleachMaker is a piece of equipment that generates a gallon of bleach in 75 minutes that exceeds the World Health Organization standards and is strong enough to kill the Ebola virus. This month we learned that our arduous process of obtaining a patent was completed and these three men are now the proud patent holders for the Bleach Maker.  Diebold has been involved at WaterStep for seven years. He said, "The reports from the field fuel my energy and keep me coming back. I enjoy the challenge of making things better for the communities we serve." In Case You Missed It: The Works Week

14th Illegal Dumping Impound of 2019 The Metro Solid Waste Enforcement team located and impounded its 14th vehicle this year for illegal dumping. A resident of District 4 reported that couches were dumped in their alley and submitted video footage captured by their security camera. The video was of high quality, but the license plate was not visible. A still image was posted on the Public Works Facebook and Nextdoor page asking for assistance identifying the individual. The power of social media worked again! On Friday, December 6 the Enforcement team located the vehicle in the 2300 block of Payne Street. In total, the illegal dumper received a citation with fines and fees totaling $750. Also, they will have to pay approximately $250 for impound and storage fees.  Anyone can help catch illegal dumpers! Submit photos or videos through our online reporting form. Check out our website to see vehicles we are currently looking for.  And remember, up to 3 large household items can be dropped off for free at the Waste Reduction Center.

Antonio Baldon, new president of SWANA's Kentucky Bluegrass Chapter The Solid Waste Association of North America (SWANA) is the premier professional association in the solid waste and recycling field. SWANA serves more than 10,000 solid waste professionals throughout North America with industry leading conferences, certification programs, publications, and technical training courses. Congratulations to Antonio Baldon, Solid Waste Administrator, who was recently appointed president of the Kentucky Bluegrass Chapter of SWANA. Fifteen Public Works employees are members of SWANA and four hold positions on the Board of Directors.

Christmas tree drop-off to include loose leaves Seasonal Christmas tree drop-off will also include leaves this year. Starting December 26, drop-off sites will be available for all Louisville/Jefferson County residents at four locations. The Hubbards Lane site will also instantly recycle Christmas trees in to mulch that will be offered back to citizens for home use. Those wishing to receive mulch must bring an appropriate container in which to carry it. All lights and ornaments should be removed from trees before they are set out or dropped off. Residents may also drop off loose leaves. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents. DROP OFF LOCATIONS Tuesday-Saturday, 9 a.m. to 5 p.m., Waste Reduction Center will close at 3 p.m. on Saturdays December 26 - January 31, all locations will be closed on Wednesday, January 1.  East District Recycling Center 595 N. Hubbards Lane   Public Works Yard 10500 Lower River Road (enter from Bethany Lane)   Shawnee Park 4501 W. Broadway (by Little League baseball field in rear of park)   Waste Reduction Center 636 Meriwether Avenue  Metro Public Works will also provide curbside pickup of Christmas trees within the Urban Services District (the old City of Louisville boundaries) after the holiday. Beginning Wednesday, December 26, residents with City curbside yard waste pickup may set their Christmas trees and greenery out on their regular collection day. Trees must not be in plastic bags, and all decorations must be removed. Residents normally serviced by private waste haulers should check with those companies to see whether and when tree pickup is available.

City seeking feedback on Broadway All the Way corridor plan

— Louisville Metro Government will host its first public forum on Tuesday, Dec. 17, to listen to residents’ experiences and exchange ideas about how to improve safety and mobility along Broadway.

Broadway All the Way is a process to reimagine the street and create a vibrant, multimodal corridor that meets the needs of all residents and serves as a catalyst for economic development. The reimaging of Broadway, a major transit corridor spanning from Baxter Avenue to Shawnee Park, was identified as a priority project in MOVE Louisville, the city’s 20-year multimodal strategic plan. MOVE Louisville envisions turning Broadway into a multimodal street with premium transit service to stimulate economic development along the historically significant commercial corridor and improve safety and efficiency for all users.

Broadway, which experiences heavy pedestrian and vehicular traffic, is currently one of Louisville’s most dangerous corridors with the intersection at Second Street and Broadway deemed the most dangerous intersection in Kentucky based on data from the National Highway Traffic Safety Administration. Since January 1, there have been 53 accidents reported at the intersection, including 28 injuries.

Gresham Smith, a local engineering, landscape architecture, and design practice, along with a team of local and national experts are leading the effort in partnership with Louisville Metro’s Office of Advanced Planning and Sustainability. Gresham Smith was chosen as the project’s consultant in June following a competitive RFP process.

At the forum, Gresham Smith will present existing conditions data about the corridor, solicit community input and begin to generate ideas and strategies for potential solutions. In the months ahead, the firm will continue to gather feedback, develop a plan and test new ideas before presenting a final report and plan at the end of 2020.

Once the plan is complete, it will be used to apply for federal and state road construction funds.

The inaugural Broadway All the Way public forum will be held from 5 to 7 p.m. on Dec. 17 at the Louisville Free Public Library’s main branch auditorium, 301 York St. Additional public engagement sessions will be scheduled in 2020 and the Broadway All the Way website will allow for public comment and feedback throughout the process.

Louisville again earns 100 on Human Rights scorecard

For the fifth year in a row, Louisville has earned a perfect 100 on the Human Rights Campaign (HRC) scorecard.

The ranking — called the Municipal Equality Index (MEI) — reflects the city’s support of the LGBTQ community, and the commitment of all Louisville Metro Government agencies to ensure the city is welcoming and inclusive.

“Communities that embrace diversity are strong communities,” said Mayor Greg Fischer. “Receiving a perfect score of 100 for the fifth year in a row reflects our city’s longstanding commitment to equality, fairness and compassion. I applaud the efforts of Louisville Tourism, Fairness Campaign, Civitas and my team at Metro Government for their work to ensure all residents have the opportunity to reach their full human potential.”

The Human Rights Campaign began in 1980 and is now the largest civil rights organization working to achieve equality for lesbian, gay, bisexual, transgender and queer Americans. It represents more than 3 million members and supporters.

On its website, HRC announced “a record-setting 88 cities across the U.S. earned the highest possible score. Cities and municipalities are meeting and exceeding HRC’s inclusion standards with innovative measures to protect LGBTQ people.”

Mayor Fischer said Louisville’s HRC ranking is a boost to the city’s tourism and economic development efforts, given that inclusive cities are increasingly winning in the competition for residents, businesses and employees.

“We are thrilled Louisville continues to be a leader in embracing inclusion, diversity and our LGBTQ community,” said Karen Williams, President & CEO of Louisville Tourism. “We are proud of this ranking and how it further supports our message that we are a welcoming city.”

Erica Fields, Board Chair of Civitas, the region’s chamber of commerce for LGBTQ and ally businesses said, “Civitas is proud to be a part of Louisville and proud to be working closely with the Mayor’s Office and City Council to create opportunities for NGLCC certified businesses. We are excited to be involved in the process and look forward to receiving even more national recognition as we strengthen our region’s diverse-owned businesses.” 

HRC President Alphonso David said this year’s MEI “shows that across the country, city leaders are working tirelessly to ensure that their constituents can secure housing, make a living and participate in community life without being discriminated against because of who they are. And the people overwhelmingly agree with these leaders: support for non-discrimination protections to protect LGBTQ people topped 70 percent, which includes a majority of Democrats, Republicans and Independents. These policies are not only the right thing to do, but they are also critical in driving economic success by attracting residents, visitors and businesses that place a high value on inclusivity.”

Fairness Campaign Director Chris Hartman congratulated the city and championed its commitment to equality. “I'm incredibly proud of the continued work of Mayor Fischer and Metro Louisville Government to achieve a perfect HRC rating on LGBTQ inclusion,” he said. “Twenty years after Louisville led the state in passing LGBTQ discrimination protections, our city continues to set the example for diversity and inclusion in Kentucky.”

Mayor Fischer also applauded the work of the Metro Louisville Human Relations Commission, whose mission is to promote unity, understanding and equal opportunity among all people of Louisville Metro, and to eliminate all forms of bigotry, bias, and hatred from the community.

Louisville is the only city in Kentucky to receive a perfect 100. Covington received a score of 94 and Lexington received a score of 93.

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Tim Burkett Major Tim Burkett began his career with the former Louisville Division of Police (LPD) in 1999 . He was a patrol officer and division detective in the former Fourth District. Additionally, he was a Sex Crimes detective and served on the Dignitary Protection Team (DPT). In 2007, Burkett was promoted to sergeant where he was a patrol sergeant and a division detective sergeant in the Eighth Division. In 2010, Burkett was promoted to lieutenant and commanded the Property Room. He also served as a Special Events lieutenant in the Special Operations Division. While in the Special Events Unit, he was responsible for planning and operating medium to large scale special events. He has been part of the command group for the PGA Championship, the Ironman Triathlon, Thunder over Louisville, the National Rifle Association (NRA) National Convention and many other events. He has been the lead on numerous events including marathons, parades, Muhammad Ali's Memorial Service and the world renowned Kentucky Oaks and Kentucky Derby. After being promoted to major, Burkett commanded the Special Operations Division Major Burkett holds a Master of Science degree in Criminal Justice with a cognate in Public Administration. Empty the Shelters Event

Empty the Shelters: All pet adoptions will be free at LMAS and Animal House Adoption Center during the Empty the Shelters- Holiday Hope Event on December 13-14. The nationwide event aims to find permanent homes for the holidays for shelter pet. Every LMAS adoption includes spay/neuter, microchip & vaccination! Visit Animal House Adoption Center (3516 Newburg Rd.) and the LMAS Shelter (3528 Newburg Road) from 12-6pm Friday or Saturday to meet adoptable pets. Dog of the Week: Reba's back from foster and ready to meet her forever family! While enjoying a temporary home for Thanksgiving, we discovered that the 2-year-old Pit Bull is a very polite social butterfly that loves to be around people. Reba will patiently follow your every step, hoping that you’ll reach down and pet her - but she’s never pushy! Outside, Reba's a natural girl on run that would make the perfect jogging companion. Adopt her for free with an approved application, thanks to the Pay It Forward Program. Reba weighs 71lbs. She's already spayed, microchipped & vaccinated. Meet & greets are mandatory for families with children; dog and cat testing is available by request.  Meet Reba at Animal House (3516 Newburg Rd.) - open daily from 12-6pm. Cat of the Week: There’s no place like a home for the holidays! Alice has been in the shelter for 100 days, patiently waiting to be adopted. The 1-year-old Tabby is friendly and will head bump your hand when she wants attention or affection.  An approved adopter can take Alice home for free thanks to the Pay It Forward Program. She weighs about 8lbs. and she’s already spayed, microchipped & vaccinated. To meet or adopt Alice, visit at the PetSmart located at 4601 Outer Loop. Maintenance Planner

Develops job plans, strategies and advanced work schedules for predictive and preventive maintenance systems. Assists in planning corrective maintenance and facility modifications to equipment.  Partners with Operations, Maintenance, and Engineering to build reliable maintenance systems to reduce equipment downtime, and promote a planned proactive state through validated procedures.  Records and maintains facility equipment assets and inventory data within the computerized maintenance management system (CMMS).
