Turn On the Lights!

We’re on a mission to turn on the streetlights in D9!  The end of Daylight Saving Time means the evenings are getting darker earlier. This is a perfect opportunity to look at all streetlights in your area – in the streets and alleys - and report outages!

Streetlight outages are reported directly to LG&E. You can report them online at https://lge-ku.com/outages/report/streetlight, or you can contact my office to report them at 574-1109 or email Bill Hollander. If you email my office, please include the nearest address and description of the issue. Repairs are made by LG&E within seven days. If the repair hasn’t occurred within seven days, please contact me, since there might be a larger electric issue to report for the light.

My office is working to track all D9 streetlight outages and get repairs made.  If you report an outage over the next few weeks, please send an email to my office so we know the report has been made. Let’s see how many lights we can turn back on by the end of 2019!

One more thing. LMPD advises everyone to illuminate their property at night. Leave outside lights on, check lights regularly and replace burnt out bulbs.


Voter Turnout Up in D9

Vote

Voter turnout in D9 was significantly up on Tuesday, compared to the last election for Kentucky constitutional officers in 2015. Results available on Wednesday morning showed that 14,903 people voted in the district, a 42.8% increase from 2015.  D9 turnout was 49.6% of registered voters, considerably better than in 2015, and higher than either Kentucky (42.1%) or Jefferson County (45.7%).

Governor-elect Andy Beshear; Daniel Cameron, Attorney General; Mike Harmon, State Auditor; Michael Adams, Secretary of State; Allison Ball, State Treasurer; and Ryan Quarles, Agriculture Commissioner will take office on December 10, 2019 for terms lasting through December 2023.

It’s good to see more people participating in the democratic process. Voter registration for 2020 elections is now open. You can register or update your registration at GoVoteKy.Com.


Honor Our Veterans!

Mayor Greg Fischer's Week of Valor is a week-long celebration of the service and sacrifice of the Veterans who live and work in our community. Today, I’ll be at the Robley Rex VA Medical Center in D9, as it unveils a WWII Army Veterans’ Inaugural Art Exhibit.  The exhibit showcases the artistic works of 94-year-old WWII Veteran Robert Enders and his collection of more than 100 pencil sketches. Mr. Enders’ sketches consist of a wide variety of subjects, including historical figures and Hollywood stars. Mr. Enders is a patient in the Robley Rex VAMC Home-Based Primary Care (HBPC) program and enjoys sharing his work and drawing talents with his VA providers, often sketching them while they are conducting home visits.

There are a variety of Week of Valor events through November 13, including the 9th Annual Veterans Day Parade on Monday, November 11, 2019, from 11:00 a.m. to 1:00 p.m..  The parade is on Jefferson Street between 4th and 7th Street. A full schedule is here

Leaf Collection Underway

Leaves are piling up and you have options for getting rid of them. Mowing over leaves to mulch them back into your lawn is a great option for reducing waste and it adds nutrients back into your soil. Residents with yard waste collection in the Urban Service District can also set them out in paper bags or reusable containers. St. Matthews collects leaves during a scheduled collection week you can see here.

All Louisville Metro residents have the option to dispose of leaves for free at one of three drop-off sites. Metro Public Works is offering a free leaf drop-off service through November 30. Drop off will not be available on Thursday, November 28 and Friday, November 29 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents.

Neighborhood Summit – November 9

The Neighborhood Summit is a day-long conference that showcases community-building success stories and celebrates neighborhood development across the Louisville community. The Summit is Saturday, November 9, from 9:00 a.m. – 3:00 p.m. at Jefferson Community & Technical College, 109 E. Broadway.

Through interactive workshops, engaging keynote speakers, and networking breakouts, Neighborhood Summit attendees learn about community achievements, make valuable connections, and come away inspired.

Friends of the Library Book Sale – November 15-17

The Friends of the St. Matthews Library are hosting a book sale on Friday, November 15 – Sunday, November 17 at the St. Matthews branch, 3940 Grandview Avenue, in the small conference room. Hours are Friday and Saturday 10:00 a.m. – 5:00 p.m. and Sunday 1:00 – 5:00 p.m. Purchase newer hardback adult fiction and nonfiction books. Hardbacks will be selling for $2 each and exact change is appreciated.

Sustainability Story: Fall Community Tree Giveaway

Plant a tree this fall! On Saturday, November 16, from 9:00 – 11:00 a.m., the Louisville Zoo is hosting Louisville Metro’s Division of Community Forestry’s Tree Giveaway. The tree giveaway will take place in the Zoo’s bus parking lot. Jefferson County residents can receive up to five free trees.

  • All Kentucky native trees
  • Trees awarded on “first come” basis (while supplies last)
  • Limit of 5 trees per Louisville resident
  • Must be a Jefferson County Resident with proof of residency (driver’s license or utility bill)

LWC Dinner and Democracy Forum – November 18

The League of Women Voters (LWV) will host a Dinner and Democracy forum on Monday, November 18 at the Lang House, 115 S. Ewing Avenue. The topic is Health Care: Who and What Determines the Cost of Medical Care? Special guests are John Jennings, Executive Director of Kentucky Association of Health Plans; Eva Stone, Kentucky Nursing Association; and Sheila Schuster, Advocacy Action Network. D9 Community Conversation – November 19

Property Reassessment

Please join me on Tuesday, November 19, at 6:30 p.m. at Louisville Water Tower Park, 3005 River Road. Our special guest is PVA Colleen Younger, who will provide information on the 2020 property reassessment, which will affect much of D9.

As with all D9 Community Conversations, discussion of any other subject is also welcome. I will be available to talk with constituents about any questions, comments or concerns.


Apply for the PVA Homestead Exemption

PVA Homestead Exemption

The Louisville PVA offers a homestead exemption for property owners 65 years of age or older who own and occupy the property as their primary residence on January 1 of the year in which they apply for the exemption. The homestead exemption for 2019-2020 is $39,300. If you are eligible to receive the exemption, the year’s exemption amount is subtracted from your property’s assessed value, reducing your property tax liability.

Only one exemption (Homestead or Disability) is allowed per household. Once approved for the Homestead Exemption, you are not required to reapply annually.  You are eligible for the Homestead Exemption on residential or commercial property as long as you own and occupy the property as your primary residence and meet all other qualifying criteria. If you move, it is your responsibility to notify the PVA Office and reapply for the exemption on your new residence.

Louisville Water Closures and Detour Updates

LWC

Louisville Water Company’s work to restore the 1920s water main along Stilz Avenue and Lexington Road is progressing.  The work on Stilz Avenue is complete and the road is now open!  Later in the project, LWC will have to close Lexington Road at Stilz.  This work will be one of the last steps of the project and is not expected until April of 2020.  LWC will provide updated information on this closure, including the detour, closer to this portion of the project. 

LWC is also continuing work on Lexington Road between Grinstead and Top Hill Road.  Top Hill Road at Lexington Road is currently closed. This location will be closed for approximately four weeks (it closed on October 29). Lexington Road is reduced to two lanes from Grinstead Drive to Top Hill Road. LWC expects to remain in this area for the remainder of the year.

Apply for Low Income Home Energy Assistance

LIHEAP

The Low Income Home Energy Assistance Program (LIHEAP) that helps low income residents of Jefferson County with their utility bills is now accepting applications.

LIHEAP is a federally funded, income-based program that provides financial help to low-income households in meeting the costs of heating their home. The LIHEAP Subsidy Component is a one-time assistance benefit, which is paid directly to the heating vendor. The LIHEAP Subsidy Component runs through December 13, 2019.

Residents wishing to apply must schedule an appointment utilizing the automated appointment system. The appointment system is currently open and is available twenty-four hours a day, seven days a week. Appointments can be scheduled by phone by calling (502) 991-8391 or online at louisvilleky.cascheduler.com.

Applicants must be Louisville Metro/Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines. For the Subsidy Component of LIHEAP, residents can apply regardless of the status of their utility bills. Applicants must also provide the following documentation.

  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income.) Note: Zero Income forms are available at the Office of Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 or by clicking here.
  • Proof of Social Security number for each member of the household.
  • Most current heating bill; or statement from your landlord if heating expenses are included in your rent; or statement from your utility company if you participate in a pre-pay electric program. Please bring the account number and name on the account for main heating fuel sources and electric.

Individuals who are unable to apply for this program in person may send a representative on their behalf with a note including the applicant’s signature and phone number. Residents who are homebound and who are unable to send a representative may call (502) 780-7937.

Volunteers Needed for the 2019 Tax Season

For the past several years, the District 9 office has hosted a tax preparation site offering free tax preparation to individuals and families under a certain income bracket. Each year the site depends on volunteers to help prepare taxes and greet clients. We have a few dedicated volunteers that help us out every year, but we need more! We hope you’ll consider joining the team!

If you are interested in volunteering for the 2019 tax season (January-April 2020) please email volunteer@labcservices.org. Make sure you indicate you would like to volunteer at the UCHM site. Volunteer trainings will be available soon. Volunteers are needed to help prepare taxes AND greet clients. If interested in volunteering, please sign up by completing this Volunteer Application.


Know Waste: Pumpkins Past their Prime

Is your jack-o-lantern looking a bit...withered? No need to put it in the trash! Instead, put pumpkins, gourds, and other natural fall decorations, like straw and corn, out with yard waste on your regular yard waste collection day once you're done using them as seasonal decoration. Pumpkins must be free of candles and decoration other than coloring.

The natural material will be turned into compost and put back into our community. It will help make Louisville look good and prevent the material from taking up landfill space. This program applies to residents of the Urban Service District (old City of Louisville boundaries). In D9, yard waste in the USD is collected on Friday. To find the waste collection dates for a particular address and learn about collection guidelines, use the Recycle Coach app or website

Customers of other Jefferson County municipalities and of private haulers should check with them regarding pumpkin disposal.


Whitehall’s Peonies & Holiday Events

Whitehall is offering a limited selection of peonies for pre-order for the spring. Select your peonies now and you can pick them up in the spring prior to the public Peony Sale. Whitehall, 3110 Lexington Road, will host two holiday events in November. On Friday, November 22, there will be a wreath making workshop with Hazelfield Farm from 2:00 – 4:00 p.m. Learn to build your own holiday wreath from the experienced staff at Hazelfield Farm, a family-run organic farm in Wheatley, Kentucky. The cost is $75 per person, which includes all materials and two hours of instruction. Space is limited. Please email whitehall@historichomes.org to make reservations.

On Friday, November 29, there will be a candlelight tour from 6:00 – 8:00 p.m. This is the third annual Candlelight Tour. Whitehall will be beautifully decorated for the holiday season by local florists and vendors. The open house-style event will feature light refreshments, sweet treats and live music. Tickets are $10 per person and may be ordered online or by phone. Tickets will be $12 at the door. Children under 10 years are $5. For more information or to purchase tickets, please call 897-2944. Mammogram Screenings – December 10

On Tuesday, December 10, from 8:30 am – 3:30 pm, the 9th District office, in partnership with U of L Hospital and the James Graham Brown Cancer Center, will offer mammograms at the Peterson-Dumesnil House, 301 S. Peterson Avenue.  To make an appointment, please contact my office at 574-3908.  Mammograms are for women age 40 and over. There is no cost to eligible women without insurance.  Women with insurance will need to bring their card so a claim may be filed.


LMPD Traffic Guard Positions Available

LMPD is currently hiring Traffic Guards. The starting pay is $13.20 hourly/part-time. Essential functions are escorting children across streets and highways before and after school hours; directing traffic at street intersections near school drive entrances to assist buses arriving and departing; and directing the flow of vehicular and pedestrian traffic.
