“One Park” Proposal

One Park

Several people have contacted me recently about the proposed “One Park” development at Lexington and Grinstead.

The Planning Commission held a public hearing for the potential rezoning and for an alley closure for an unnamed alley off Etley Avenue on Monday, September 30.  My office publicized that date in numerous ways, including in multiple editions of our eNews, and encouraged people who could not attend it to make their comments known to the case manager for inclusion in the record.

Per Planning Commission policy 7.11, all evidence is to be presented at the public hearing. No new or additional evidence may be received into the record after the conclusion of the public hearing. The public record, which includes phone calls, emails and testimony, was closed at the conclusion of that hearing.

The Planning Commission is now in deliberation and cannot accept any new comment. The Planning Commission will consider the proposal at its October 17 meeting, but will not take additional public testimony.

The Planning Commission’s recommendation will come to Metro Council for final action. As in all zoning cases, I am required to make any decision based on the record before the Planning Commission and I am unable to comment further until the case comes before the Metro Council.

Free Tree Giveaway at Bowman Field – October 12

This Saturday, October 12, there will be 500 trees available for free at Bowman Field’s historic terminal building, 2815 Taylorsville Road. This event is presented by Bowman Field in partnership with Louisville Grows, with funding for the trees provided by the Louisville Renaissance Zone Corporation. The event will begin at 9:00 a.m. and will conclude at 1:00 p.m. (or while supplies last). Plant a tree this fall!

Junk Pick-up in District 9 – October 18-21

You may begin setting out your junk Friday, October 18 in the afternoon. D9 Fall Community Cleanup – October 19

If you’ve been complaining about litter, please plan to join your neighbors on Saturday, October 19, to do something about it at the D9 Fall Community Cleanup.

In partnership with Brightside, volunteers will be cleaning up the Brownsboro Road corridor and adjoining areas of Clifton Heights and Clifton. Volunteers should plan to meet at 8:30 a.m. at Brownsboro Road and Lindsay Avenue for breakfast sandwiches, provided by the Clifton McDonald’s, and hot coffee, provided by Heine Brothers’ Coffee. The cleanup will officially begin at 9:00 a.m. The District 9 office will provide bags, gloves, tools and t-shirts on a first-come, first-served basis. St. MAM Pulling Together Banquet – October 17

It’s almost time for St. Matthews Area Ministries’ annual Pulling Together Auction and Banquet. The event is Thursday, October 17 beginning at 5:30 p.m. at The Olmsted, 3701 Frankfort Avenue.

This is St. MAM’s major annual fundraising event and its success is vital to continuing St MAM's programs/missions. Against the Grain Brewery and Smokehouse will host the first annual Twigs and Swigs on Sunday, October 20, 2019 in partnership with TreesLouisville and Louisville Grows!

Sustainability Story: Know Waste – Styrofoam

Did you know Styrofoam is NOT accepted in Louisville's curbside or drop-off recycling? Unfortunately, Styrofoam to-go cups and containers should go in the trash. Try to avoid those single-use products! Large Styrofoam packaging inserts can be recycled locally, but only at Foam Fabricators in New Albany, Indiana during their business hours - they must be clean and free of tape and stickers. But if you're trying to dispose of Styrofoam at the curb, place in your trash container. Of course, reuse it first if you can! Learn more at Louisvilleky.gov/recycling.

Schedule Your Pre-Registration LIHEAP Appointment

Louisville Metro Office of Resilience and Community Services (RCS) is offering pre-registration for the Low Income Home Energy Assistance Program (LIHEAP), Subsidy Component. The pre-registrations are open now and will end on Thursday, October 31.

Pre-registration is for Jefferson County residents who are elderly (60 years or older) or disabled and receive a fixed income (Social Security, SSI, pension or Black Lung benefits).

This pre-registration phase is for the LIHEAP Subsidy Program, meaning eligible residents can apply regardless of the status of their utility bills. Much more information is here.

Income-eligible residents who do not meet the requirements for pre-registration (who are not elderly or disabled and on a fixed income) may still apply for LIHEAP benefits beginning Nov. 4.  Appointments will be taken in advance starting Nov. 1 utilizing the phone and on-line appointment system. Individuals who are unable to apply for this program in person may send a representative on their behalf. Simply provide the representative with the documentation listed above as well as a hand-written note, dated and signed from the applicant, giving them permission to handle their application for services. Residents who are homebound and who are unable to send a representative may call 502/780-7937.


Charmoli Neighborhood Place to Close

The Charmoli Neighborhood Place in Middletown, the Neighborhood Place for D9 residents, will officially close in late October, as part of the FY 2019-2020 Louisville Metro Government budget cuts, driven in large part by a 12% increase in the state pension obligation.

Located in the East Government Center at 200 Juneau Drive, Charmoli is one of eight Neighborhood Place locations in Jefferson County.  Administered by Louisville Metro Office of Resilience and Community Services (RCS), Neighborhood Places offer blended services from multiple agencies including Kentucky Cabinet for Health and Family Services (CHFS), Jefferson County Public Schools (JCPS), and Centerstone.

Partner agencies at Charmoli began relocating services in August:

  • As of Aug. 16, CHFS’ Department for Community Based Services (DCBS) Family Support Services no longer has staff at Charmoli. Those seeking information about SNAP (Supplemental Nutrition Assistance Program), Child Care, Medicaid and KTAP (Kentucky Transitional Assistance Program) should call 1-855-306-8959, or visit ky.gov for another DCBS location.
  • By early this month, JCPS will close its truancy and school support services, and child abuse intervention and prevention programs from Charmoli. These services will continue to be offered at other Neighborhood Place locations (see full listing at https://louisvilleky.gov/government/neighborhood-place)
  • Dare to Care USDA commodity deliveries will continue until the end of October. Residents in need of food can also contact Dare to Care at 966-3821 or visit http://daretocare.org/need-food/ to find food assistance near them.
  • Centerstone and UK Target Assessment, Substance Abuse Assessment, is offered at First Neighborhood Place, 1503 Rangeland Road.

The city’s Resilience and Community Services office will continue to provide financial and housing assistance with case management services until Oct. 29, the final closing date.

Residents are encouraged to seek services from any of the other seven Neighborhood Places.

Jack O’Lantern Spectacular Council Night – October 29

Louisville Jack O'Lantern Spectacular Metro Council Night at Iroquois Park is Tuesday, October 29. Enjoy $2 off the admission price. The event features 5,000 carved pumpkins lining a 1/3 mile walking trail, illuminated at night as an art show. The show runs daily through November 3 from dusk (approximately 7:15 p.m.) to 11:00 p.m. during the week (Sunday-Thursday) and closes at midnight on Friday and Saturday. More information is here.

Expansion of Cultural Pass Program

Mayor Greg Fischer and the Fund for the Arts announced that the popular Cultural Pass, an annual summer program that provides free arts access to youth and children in Greater Louisville, will now expand to year-round availability.

Thanks to a generous donation by Republic Bank, the Cultural Pass will continue beyond summer with a performing arts component, allowing young people to attend performances and engage in the performing arts throughout the year. Expanding the Cultural Pass to a year-round program gives children and families admission to free, curriculum-based performance arts and cultural experiences that enhance academic development.

Currently, residents of Jefferson and Bullitt counties in Kentucky and Floyd, Clark and Harrison Counties in Southern Indiana have access to the Cultural Pass. Performing arts venues confirmed so far for the Cultural Pass expansion include Actors Theatre, Louisville Ballet, StageOne Family Theatre, Commonwealth Theatre Company, Kentucky Opera, Louisville Orchestra, and Louisville Free Public Library. 

The Cultural Pass was created in 2014 by Louisville Metro Government as part of Vision Louisville. It is one of several strategies designed to help prevent summer learning loss and to keep students engaged in educational activities. Since its debut, more than 200,000 passes have been distributed to Greater Louisville’s youth, allowing them to visit more than 59 arts venues and cultural institutions.

Expansion of the program will allow Cultural Pass holders, ages 0 to 21, to gain access to one performance at each of the participating performing arts venues during the school year. One adult is provided a pass to accompany children under the age of 17. To learn more, visit www.fundforthearts.org/culturalpass.

Wednesday, October 23: "Meet with Bill" at the Holy Trinity Clifton Campus, 2117 Payne Street, from 10:00 a.m. - Noon. Not everyone has the time to come downtown to meet, so we wanted to make this easy and informal with no appointment necessary to let me know if you have any concerns or questions about anything going on in the district or Metro Louisville.

Wednesday, October 23: Trick or Treatment with the Louisville Water Company from 4:30 - 7:30 p.m. at the Crescent Hill Reservoir and Gatehouse on Reservoir Avenue. Bring the entire family - costumes are encouraged.
