District 8 Streets Report: The Longest Time

In this space, we provide updates on major projects and report on upcoming (scheduled and funded) streets and other infrastructure improvements.

The test is over, now, and both Cherokee Road traffic signals at Longest Avenue and Patterson Avenue will formally be taken out of service during the next several weeks, replaced by new permanent stop signs installed on all four approaches to each intersection.  The trial period started in late May and was over on August 15th.  The engineering data collected during the removal study period confirmed that there were no operation or safety complications or other issues or problems, thus the signals are no longer needed.  This is all in an effort to slow down speeding through District 8 streets whenever, wherever and however we can.  The traffic signal at Highland Avenue may be studied for conversion to multiway stop control next.

Olmsted Parks Conservancy is in the middle of a trail study to learn how to better control soil erosion and improve the natural trails in Cherokee, Seneca and Iroquois Parks.  If you run, hike, bike, or walk your dog on the trails in our parks – or if you might one day! – you can help by filling out this 10-minute survey.  Then, get outside!

More than half of the Old Cardinal Stadium Seating Bus Stops planned for District 8 already have sponsors!  Only eight locations are still available.  As a reminder, the benches feature a vinyl plaque that can be customized with the message of your choice.  Three-seat segments cost $850 and two-seat segments cost $637.50.  The donations are tax-deductible.  Please contact me to reserve one or more today.

Our team is working to resolve the concerns and lessons learned from the prototype; we have ordered the rest of the units; and the goal is to complete phase one (District 8) by the end of the year.

District 8 Development Report: Beauty Is a Facade

In this space, we report on District 8 planning and zoning activity from the past two weeks and, also, preview activity scheduled for the next two weeks.  All information is as of today’s date. Please Subscribe & Stay Informed to receive Notification of Development Proposals via email or text and never miss the opportunity to participate in the development process. 

Over the last two years, I have led efforts to strengthen and make smarter local historic preservation law.  This included the explicit grant of authority to Metro Council to initiate the process for designation of local landmarks.  So, last week, when the Omni Hotel declared its intent to demolish the historic Odd Fellows Building dating back to around 1880, I drafted a resolution express mailing the case to the Landmarks Commission.  No petition required.  Councilwoman Barbara Sexton Smith and Councilman Bill Hollander join me as co-sponsors.  Landmarks criteria aside, I can think of 139 million reasons why the public interest in historic preservation outweighs the private benefit to clearing the land for unspecified purposes in this case.  Notwithstanding, all good things in all good time.

Over the Last Two Weeks

On September 30th, the Planning Commission continued until October 17th (for deliberation only) a public meeting to discuss a proposed change in zoning from C-2 (Commercial) to PDD (Planned Development District) and an alley closure for right of way interior to the site at 2294, 2300, 2338 (TB 74A LOTS 12 & 15) & 2340 Lexington Road and 2501, 2503, 2509, 2511 & 2515 Grinstead Drive.  16ZONE1044 and 18STREETS1021

Over the Next Two Weeks

On October 10th at 6:30pm, a neighborhood meeting will be held to discuss an application for a conditional use permit for an accessory apartment in a carriage house and short term rental at 2205 Douglass Boulevard.  The meeting will be held at the subject property.  19-CUPPA-0129 and 19-CUPPA-0132

District 8 Crime Report: Fourth Quarter Drives

The following Crime Report is adapted from the last two 5th Division Weekly Crime Updates (9/22/19 - 10/5/19) provided by Sgt. Stuart Hamilton.  Please note the linked maps cover the entire Fifth Division, not just District 8 (Beats 2, 3 and 4).

Robbery – There was one robbery this reporting period.  On Monday, September 30th at 4:00pm, two subjects entered 947 Baxter Avenue and took two iPhones from the display.  The subjects got into a scuffle with employees while attempting to exit the store.  The two suspects are juveniles.

Burglary – There were three burglaries this reporting period, a decrease from the last reporting period (5).  All three were in Beat 2.  Two thefts were unlocked and one was by unknown means.  Two properties were businesses and one was residential.  See maps here and here for more detail.

Auto Theft – There were 10 auto thefts this reporting period, an increase from the last reporting period (8).  There were six in Beat 2, one in Beat 3 and three in Beat 4.  Five were unlocked and five were by unknown means.  See maps here and here for more detail.

Theft from Automobile – There were nine thefts from automobile this reporting period, a sharp decrease from the last reporting period (24).  There were six in Beat 2, two in Beat 3 and one in Beat 4.  Four of the vehicles were unlocked, two were by unknown means and three were by force.  Please remember to lock your vehicles and take your valuables out of your car.  See maps here and here for more detail.

8 Shout-Outs: The Grateful 8th

This is a flexible space for giving thanks, saying hi to friends and having a little fun.

1. Shout-out to my friends Kasey Maier (President), Jon Salomon (Chair) and the countless individuals and families responsible for giving Louisville the Waterfront Botanical Gardens!  The grand opening was glorious; you could stare out and see the future of this city.  It is a must visit!
2. Shout-out to Caroline and Stuart Lau and their neighbors on Edenside Avenue and Edgeland Avenue for orchestrating a highly successful cleanup of their alley!  If we all rallied together just twice a year to beautify every alley in District 8 then the whole world would be a better place!  Anyone for next Saturday the 19th!?   
3. Shout-out to the Highland Commerce Guild for its continuing forum series on the problems and solutions facing the neighborhood and city – up next: vandalism.  The free event is Saturday October 12th, 10:00 - 11:30am at Gilda’s Club, 2440 Grinstead Drive.  HCG is District 8’s best weapon against vandalism and graffiti, so become a member ($100.00) today!
4. Shout-out to The Morton Center for hosting a free Family Festival on Saturday October 12th, 11:00am - 4:00pm at 1028 Barret Avenue!  The Morton Center has been helping individuals and families recover from substance abuse for 35 years and is an invaluable part of our community!
5. Shout-out to Friends of the Louisville Free Public Library for promoting the welfare and growth of our Library!  October is membership renewal month and there will be tote bags! 
6. Shout-out to the Free Coat Exchange, including District 8 partners Gilda’s Club and Highland Coffee, for helping those in need and keeping Louisville (and Rhode Island and Utah) warm!  Follow the link to learn more and give a coat you don’t need to someone who does!   
7. Shout-out to the Belknap Neighborhood Association and everyone involved in the 25th Annual Belknap Fall Festival for putting together another stellar event this Friday, October 11th (6:00 - 11:00pm) and Saturday the 12th (11:00am - 11:00pm) at the Douglass Loop – and bonus shout-out (nudge) to Metro Public Works and contractors for ***making sure*** that all paving and sidewalks are completed and equipment removed from the area in time for the fun!
8. Finally, shout-out to the Ballard High School Class of 1999 for 20 years of fond and kind of hazy memories!  Our reunion is this Saturday night, October 12th, 6:00 - 9:00pm, at Four Pegs, 1053 Goss Avenue.  Purchase your tickets in advance here.  The afterparty is at some girl’s house in Anchorage whose parents are out of town!
