Another group took on the area near the railroad overpass by Preston Highway, while a group of residents spruced up the City of Audubon Park. We thank all of these volunteers for their care of and pride in their neighborhoods.  There are many great reasons to gather a team of family, friends, coworkers, and join the Community-Wide Cleanup.

LIHEAP to schedule early registration for elderly or disabled individuals on a fixed income

The Low Income Home Energy Assistance Program (LIHEAP) is offering pre-registration October 2 to 31 for Jefferson County residents who are elderly (60 years or older) or disabled and receive a fixed income (Social Security, SSI, pension or Black Lung benefits). This pre-registration phase is for the LIHEAP Subsidy Program, meaning eligible residents can apply regardless of the status of their utility bills. Metro Council Night at the Louisville Jack O'Lantern Spectacular

Councilman Mulvihill has joined a number of Metro Council members in supporting Metro Council Night at the Louisville Jack O'Lantern Spectacular. Tuesday, October 29, enjoy a $2 discount on admission to the Spectacular, and proceeds benefit the Louisville Parks Foundation. 

Schnitzelburg and Meriwether tree planting set for December 7; Canvassing is underway; Citizen Forester training October 26

The Schnitzelburg and Meriwether neighborhoods will be participating in a tree planting with Louisville Grows. This will be the third planting for Schnitzelburg and the first for Meriwether. In addition to large trees, emphasis will be on right of way trees for Shelby Street and Burnett Avenue. The planting is scheduled for December 7, with Citizen Forester training on October 26. Louisville Grows and neighborhood volunteers will begin canvassing our neighbors soon to identify Treecipients.

TreesLouisville providing 1500 free trees to Jefferson County residents

From TreesLouisville:  TreesLouisville has partnered with the Arbor Day Foundation to provide 1500+ trees to Jefferson County residents since January. We are currently in our second round of the Community Canopy program which allows residents to enter their address, outline their house, and choose the right tree for their home to maximize the benefits of a healthy ecosystem such as lowering utility bills, managing stormwater runoff, and improving air quality. Your tree will either be shipped to you later this Fall or larger sizes will be available at Against the Grain Brewery on October 20 as part of our first annual Twigs and Swigs Celebration or Americana Community Center on November 9.  Louisville loses around 820 acres of tree canopy on a yearly basis and this is one of the ways we try to restore tree canopy across the county. Louisville Zoo hosts "The World's Largest Halloween Party" Thursdays and weekends - and we have tickets to give away

Sweet. Not scary. If scary is no fun for your little ones, then don’t miss the sweetest party in town. Enjoy your Zoo magically transformed into a living storybook with costumed characters and trick-or-treating for kids 11 and under. The party is on October 10–13, 17–20, and 24–27, beginning at 5 p.m. Enter until 8:30 p.m., and the route is open until 10 p.m. Special tickets required for all guests (age 3+).  Meet some of the most royal princesses in the land, journey back in time and marvel at  prehistoric dinos, and dive into the fun as you explore under the sea. From the German-American Club: Come be our guest for an indoor bierhalle Saturday, October 12, with live music provided by the Rounder Brothers. The George Rogers Clark Park Neighborhood Association Mulberry Hill Fall Festival will be October 13 at George Rogers Clark Park. The festival will be from 2 to 5 p.m. and includes a children and pets costume parade at 2:15 p.m., the annual Chili Cook-off - (bring heated chili entries at 2:15 p.m.), potluck at 3 p.m., plus raffles and door prizes.  Mulberry Hill is the site of the home of John and Ann Clark, and their family, including sons George Rogers and William Clark.

Tribute to Fallen Firefighters part of Fire Prevention Week

Tuesday, Mayor Fischer joined first responders at the Tribute to Fallen Firefighters at Jefferson Square Park. October 8 is significant as the start of the Chicago Fire in 1871, which killed 300 people, as well as the Peshtigo Forest Fire in northeastern Wisconsin, which claimed 1,200 lives.  The tribute is part of 2019 Fire Prevention Week activities. This week's theme is "Not every hero wears a cape. Plan and practice your escape!"  Create a Home Fire Escape plan Draw a map of your home and identify two ways out of every room Teach children how to escape on their own in case you can’t help them. Establish a meeting place outside and away from the home. Practice twice a year. One at night and one during the day with everyone in your home. Input needed for plan to mitigate climate change impacts - take an online survey

Mayor Greg Fischer has declared climate change an emergency, and in addition to current environmental efforts, the city is preparing for the drastic effects that climate change will bring if significant action is not taken on a more global scale. Louisville Metro Government’s Office of Advanced Planning and Sustainability is developing a Climate Adaptation Plan to address and prepare for the existing and anticipated effects of climate change on the city and is seeking public input about residents’ experiences, concerns, and ideas. Louisville is experiencing more rain than in the past and major floods, and the number of hot summer days is rising. Winter temperatures swing between record warm and cold days and winter storms are intensifying. Extreme weather puts people at risk, disrupts daily life, impacts city services, damages roads and buildings, and is costing us more than ever. Olmstead Parks Conservancy seeks input on trail usage

Metro accepting proposals for golf course management plans

As Louisville Metro Government works to address budget constraints caused by the increasing state pension obligation and lack of new revenue, Louisville Parks and Recreation today issued a request for proposals (RFP) for management, operation, and maintenance of its ten golf courses. The city is accepting proposals until October 15, when the process will be closed, and the proposals will be evaluated. Interested parties can learn more about the solicitation including deadline dates and requirements at the city’s procurement web page. The accepted proposals may include lease, hybrid or concession options. Louisville Parks and Recreation golf courses are Metro-owned and currently managed independently by PGA professionals whose contracts expire at the end of 2019 – except for Quail Chase where the contract expires December 31, 2024. The state alcoholic beverage licenses for the PGA professionals expire at the end of October. Deed restrictions on the golf course properties ensure that nine of the ten Metro-owned golf courses must remain public spaces and used for recreational purposes, meaning that they will not be turned over for commercial or real-estate development. Bobby Nichols Golf Course in southwest Louisville is the only course with no such restriction. The city issued a request for information (RFI) this spring to gauge interest and gather ideas for use of Metro’s golf course properties.  The responses to the RFI helped in the development of the RFP being released.

November 5 - Election Day

Election Day is Tuesday, November 5. Need a ride to polls on Election Day? A. Philip Randolph Institute (774-4834) provides free rides. Lyft and Uber may be giving reduced rides to the polls, or call your local party headquarters. If you become sick or are in the hospital, you can still vote with an Emergency Medical Ballot. Request a paper absentee ballot between Tuesday, October 22 and Tuesday, November 5. Call your local Board of Election office to get an Emergency Medical Ballot. You will have to find someone to notarize your application for a ballot and then take that application to the Board of Elections to get your ballot. Cultural Pass for youth now year-round

The Cultural Pass is now year-round! Greater Louisville youth will now have free access to many of Greater Louisville’s arts and cultural institutions during the 2019-2020 school year. The Pass is valid for one-time general admission at each of the participating institutions between September 14, 2019, and May 31, 2020. The 2019-2020 school year pass is presented by Republic Bank, in partnership with Metro Louisville, Fund for the Arts, Arts and Culture Alliance, Louisville Free Public Library and with support from Yum! and Kosair Charities. At the October 7 Board of Zoning Adjustment meeting: 

A reconsideration request for a Conditional Use Permit to allow a short term rental of a single family dwelling that is not the primary residence of the host was approved for 1137 Mulberry Street. An STR at 1125 Mulberry Street, within 600 feet, appears to not be registered as a lawful STR at this time. The case number is 18CUP1198. 

A reconsideration request for a Conditional Use Permit to allow a short term rental of a single family dwelling that is not the primary residence of the host was denied for 1535 Texas Avenue. The case number is 18CUP1202. 

A Conditional Use Permit to allow a short term rental of a single family dwelling that is not the primary residence of the host was approved for 1017 Eigelbach Avenue. The Board discussed that while there is another STR on Lydia, it is on the edge of the 600-foot measurement and both street segments are dead ends and that the Eigelbach STR's small size will not result in much additional traffic. The case number is 19-CUP-0063. 

October 17 - Public hearing regarding a proposed text amendment in the Land Development Code 

The proposed update is as follows: 

6.1.3 Residential Developments

When a residential subdivision is proposed that abuts an arterial or collector roadway, it shall be designed to provide lots abutting the roadway with access only from an alley, frontage road or interior local road. (See also Section 5.4.2.B.1.a)

Direct driveway access to individual one and two family dwellings from arterial and collector roadways are prohibited unless the Planning Commission determines, in consultation with the Director of Works, that there is no acceptable access alternative.

Developments with an aggregate of 200 or more dwellings (single family or multi-family) shall have at least two separate access roadways connecting directly to existing collector level or higher classification roadway(s) unless waived by the Director of Public Works or designee. Alternatively, the development may create a new collector level roadway through the development.  Developments created prior to the effective date of this paragraph and not in compliance with it may be modified, including construction of ancillary facilities and improvements to existing structures, provided that the modifications do not increase the number of dwelling units.

JustServe.org is a free volunteer website dedicated to bringing communities together through volunteerism. Reminders from Solid Waste Management Services: 

If you're renovating or remodeling, have a plan for disposing of the resulting debris. Construction and demolition debris in Louisville garbage and junk pickup collection is prohibited by ordinance, so hiring a hauling company or renting a dumpster may be in order.  Options for disposal of construction and demolition debris include taking it to the Waste Reduction Center on Meriwether Avenue. Fees are variable depending on volume. More information and a fee schedule are available here.

Yard waste collection times will be later due to high volume

From the Solid Waste Management division of Louisville Metro Public Works: To handle the high volume and get collection on schedule, we shifted the daily start time of yard waste collection. Crews are now starting out on their yard waste collection routes at noon instead of the previous 6 a.m. start time. That creates a better match between the availability of yard waste collection workers and equipment. The new schedule means the regular yard waste collection schedule will extend into the evening. However, residents should continue to set yard waste out by the morning of collection day. If yard waste has not been collected by 8 p.m. on the assigned day, residents should contact Metro311 the following morning at 311 or 574-5000.

RecycleCoach app will help Louisville Metro customers with collection reminders, recycling information and more

The new RecycleCoach app features notifications about garbage, recycling, bulk waste, and yard waste collection services.  RecycleCoach will help Solid Waste Management Services communicate better by sending special messages such as bulk waste rule reminders or suspension of services for yard waste, etc. The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling.  Download from the App Store or Google Play.

Center for Neighborhoods' NeighborMap provides useful data

The Center for Neighborhoods' NeighborMap comes loaded with data on neighborhood resources, grocery access, flood-plain locations, tree cover and more. NeighborMap can help individuals and community organizations visualize and understand the assets available in their neighborhoods, and identify improvements they would like to see. Students from UofL's Kent School of Social Work contributed to the project by gathering data in urban neighborhoods, and will continue the partnership with CFN to help develop strong neighborhoods. NeighborMap was created in part with funding from Louisville Metro Government.

Call 811 before you dig

Kentucky Public Service Commission (PSC) will investigate and impose fines on anyone who comes into contact with an underground natural gas line while digging without having contacted 811 to have the lines located before digging. Contact 811 (call 8-1-1 or submit an online locate request at 811.com) before you dig and make sure that anyone doing excavation on your behalf contacts 811 two working days before they start.  New LouieConnect site connects people to help

Louisville non-profits have launched a new website to help connect people in need of food, shelter and more. Metro United Way and the Family Scholar House partnered to create LouieConnect, modeling it on a similar site created in Pittsburgh, Pennsylvania. When someone uses LouieConnect, the web-based app asks for basic information and then lists applicable resources nearby — from food pantries to shelters to career centers to financial literacy programs.

Discounted Recycle Carts available for $28 for District 10 residents - in 95-gallon or 64 gallon size

Councilman Mulvihill is committed to providing carts to District 10 residents at a reduced cost. These recycle carts will be available on a first come first served basis until the funds are depleted.  The photos at left show the sizes: 64 gallon on the left, 95 gallon on the right.

The carts normally cost $53, but Councilman Mulvihill has made them available for residents of District 10 for a reduced cost of $28. Please call 574-1110 or email us for the form. This offer is available to urban service district residents.

Those temporary, illegal signs in the right of way? Recycle them.

We receive complaints about signs that are illegally posted on poles and at intersections in the right-of-way, including "We Buy Houses," "Express Cash" and others.  If you walk by these signs or live somewhere where these signs are posted and may be removed safely, help clean up our community by taking them down and throwing them away. Or better yet, consider recycling the signs - search for "recycled yard sign projects" online for ideas.

Sign up for LENSAlert (Smart911)

Click here to sign up for the LENSAlert (Louisville Emergency Notification System).  In addition to receiving notifications, individuals can create a Safety Profile for themselves and their household that can include any information they want 9-1-1 and first responders to have in the event of an emergency. When individuals make an emergency call, their Safety Profile is automatically displayed to the 9-1-1 call taker, allowing them to send the right responders to the right location with the right information. Information about medical history, allergies to medication, number of residents in a home and even a picture of the family dog can all be added to a Safety Profile.
