Herb Fink Way Honorary Street Naming   Herb Fink has been a major preservation organizer and planner in the Old Louisville Neighborhood since the 1970s. He is a long-time valued member of the Old Louisville Neighborhood Council (“OLNC”). Mr. Fink has worked with Metro Parks for decades to improve Central Park. The city is thankful for Mr. Fink’s attention and dedication to Central Park and the Old Louisville Neighborhood. Public Works Cuts Under Consideration

Public Works cuts under consideration would: Delay pothole repairs to three days instead of two days Reduce paving and sidewalk repair Reduce recycling/yard waste collection to every other week Eliminate street sweeping in Suburban Services District Slow snow removal         Residents urged to participate in two hearings The Metro Council Budget Committee is hosting two public hearings in which Louisville residents are urged to offer input to the process of deciding how to respond to the city's state pension related budget crisis--additional funding through an increased insurance tax, or cutbacks in basic services. To speak at one of the public hearings, sign up in person beginning at 5 p.m. and no later than 6:30 p.m. Speakers are called in order of signup and have up to three minutes to make comments. Written testimony may also be submitted during the hearings. Both hearings will be held in City Hall on the Third Floor at 601 W Jefferson Street. Speakers may use the Sixth Street entrance to City Hall. Individuals needing assistance may enter City Hall from the Jefferson Street entrance. Tyler Park Bridge information Session Set

Engineering study results to be shared Monday, March 11

Metro Public Works invites you to a public information session on the Tyler Park/Baxter Bridge Preservation Engineering Study.  The purpose of this study is to investigate current conditions, conduct engineering testing and analyses, and make rehabilitation recommendations to extend the lifespan of the existing Tyler Park Bridge that carries Baxter Avenue (KY 1703) over Tyler Park.

The structure is a 40’ single-span, earth-filled, masonry arch with large stone retaining walls that extend more than 500 feet, bisecting the park and providing a defining feature of Tyler Park.

The Archdiocese of Louisville’s Office of Multicultural Ministry and its Catholic Enrichment Center will host several programs/events over the next few months which are listed below. Ngoma Movement Series

 “Ngoma is Swahili for dance”. “The dance is a poem of which each movement is a word.” - Mata Hari The series of beginning dance classes includes Ballet, Jazz, Liturgical, Hip-Hop, and Modern. They take place from 5:00 p.m. - 6:00 p.m. on Wednesdays, ages six through nine and Thursdays, ages three through five. An older age group might be added based upon the number of requests. Space is limited, and you must sign-up. The cost is $25.00 a series. Appropriate dance attire is required. Assistance and resources are available. Enhanced After School Tutoring Program & Cultural Institute

Our students are coming home these days with more questions, fewer books and the achievement gap continues to increase. The Office of Multicultural Ministry’s Catholic Enrichment Center is offering homework assistance and basic academic review for students in grades K-12 to assist in bridging that gap. Students will be exposed to alternative learning exercises provided by experienced educators. Tutoring takes place on Monday, Tuesday and Thursday from 5:00 p.m. – 6:00 p.m. The Cultural Institute is being offered again this year. Sewing takes place on Mondays, Dance on Tuesdays and Arts and Crafts on Thursdays. The daily tutoring sessions are by appointment only and must be scheduled in advance. Men’s Bible Study

The Office of Multicultural Ministry’s Catholic Enrichment Center is hosting Men’s Bible Study sessions on Tuesdays from 12:00 p.m. – 1:00 p.m. This is a weekly opportunity for men to study scripture and explore the power of God’s word while providing an opportunity for men to connect and bond with other men through this male ministry initiative. Thea Bowman Institute Certificate Program

The Office of Multicultural Ministry’s next Thea Bowman Institute class will take place on Saturday, March 9, 2019, 9:00 a.m. - 3:00 p.m. at the Catholic Enrichment Center, 3146 West Broadway, Louisville, KY 40211. The session topic is Effective Parish Ministry Leaders vs. Pastoring in the African American Catholic Community, presented by Deacon James Turner. The cost of the session is $25.00 per person which includes materials and lunch. The Thea Bowman Program offers a certificate in African American Ministry Studies. Viongozi Parish Ministry Leadership Program

The Office of Multicultural Ministry’s Viongozi Leadership Program will offer a session on Wednesday, March 20, 2018 from 6:00 p.m. -7:30 p.m. at the Catholic Enrichment Center (CEC), 3146 West Broadway, Louisville, KY.  The session topic is: “Called to Lead”. The presenter is Fr. John Judie. The fee is $10.00 per person. The purpose of the Viongozi Program is to enhance leadership skills for parish ministry. The process is intended for individuals new in ministry, individuals considering a leadership position in the church, or individuals newly discerned or elected by parish lay leadership. Participants must be at least 16 years of age. All Parish Leadership Team members are invited to attend. ACT/SAT Test Prep

The Office of Multicultural Ministry’s Catholic Enrichment Center is offering ACT/SAT Test Prep Sessions on Saturdays from 9:00 a.m. – 11:00 a.m. The center is located at 3146 West Broadway, Louisville, KY 40211. Spring Break Camp

Are you searching for something positive for your child to participate in during spring break? The Catholic Enrichment Center of the Archdiocese of Louisville’s Office of Multicultural Ministry will offer a Spring Break Camp again this year. The theme is STEM (Science, Technology, Engineering, Math). It will take place Monday, April 1 through Friday, April 5, 2019, from 8:30 a.m. – 4:30 p.m. This week-long program is for youth currently enrolled in grades K through eight and will provide your child with a safe, productive and exciting spring break experience. The cost is $50.00 per child and includes breakfast, lunch, snack, internal learning experiences including science labs, computer coding and more. This exciting event is an opportunity for our seniors to celebrate the Kentucky Derby and strengthen relationships. Some of the activities will include: Celebrity Stick Horse Races with betting; a Derby Hat Style Show & Contest (for men and women); lunch; door prizes and more. Louisville Parks Foundation completes construction on turf soccer field in William Harrison Park

Louisville Parks Foundation completes construction on turf soccer field in William Harrison Park  Marking the second park of three scheduled for improvements Mayor Fischer joined the Louisville Parks Foundation (LPF), members of the Louisville City FC soccer club, Louisville Parks and Recreation staff, other city officials and donors today to celebrate the completion of a new turf soccer field in William Harrison Park. The construction of the field will complete Phase II of three in the LPF turf soccer field campaign for South Louisville, which includes five new fields in three public parks. Funding for the $183,500 project was the result of a partnership between the Louisville Parks Foundation, a non-profit that supports Louisville Parks and Recreation, Louisville City FC, former Louisville Metro Councilwomen Mary Woolridge and Marianne Butler, the Gheens Foundation, and individual donors. The 125’ x 225’ field is designed for 7-a-side play, larger than the 5-a-side field the Foundation installed last summer at Beechmont. “Working with various partners in the community to create new amenities and support for our public parks, is what we, as a foundation, are all about,” said Louisville Parks Foundation CEO, Brooke Pardue. “This is the second field in our South Louisville Soccer Field Project, which means we’ll be coming for Wyandotte Park next!” “More now than ever, as a community we’re depending on the work of non-profits like the Louisville Parks Foundation and the generosity of those who support them to help move this community forward with investments like the South Louisville Soccer Project,” Mayor Greg Fischer said. “I’m looking forward to seeing this field and others full of competitors of all ages enjoying the game of soccer.” “We strongly believe soccer is a sport for everyone,” said Mario Sanchez, Louisville City FC’s Director of Youth Development and Community Relations. “Helping launch new opportunities for our city to experience the joy of playing soccer fits perfectly into our mission at Louisville City. March Yearlings Club Forum - Women's History Month Program

Residents of Council Districts 6 and 8 to Vote on Publicly Funded Projects for Their Areas

Voting to Be Held Feb 15 through March 15

 LOUISVILLE, Ky. – (February 11, 2019) Residents of Metro Council Districts 6 and 8 will vote on how to spend $200,000.00 in public funds,$100,000.00 in each district, under the Our Money, Our Voice participatory budgeting initiative.  Open to all districts 6 and 8 residents fourteen years of age and older, voting will be held at District Voter Expos in each council district and  on-line.

Our Money, Our Voice is being piloted using $200,000 in capital infrastructure funds set aside by Council President David James (District 6) and Councilman Brandon Coan (District 8), $50,000 in funds from Louisville Metro Public Health and Wellness, and $50,000 from the Humana Foundation.

Community residents will decide how to spend the money for physical improvement projects in each of the districts.  The aim is to implement participatory budgeting throughout the city if the pilot project proves successful.

“Our Money, Our Voice empowers neighborhood residents to make real decisions about how real money is spent in their neighborhoods,” said District Councilman and Council Chair, David James.  “The project strengthens democracy by getting people involved in the work of government and in the decisions that effect their lives,” said District 8 Councilman Brandon Coan.

On-line voting will begin February 15 and will continue through March 15.  District 6 and 8 residents who wish to make digital absentee votes should sign up with Mobileserve  to request a voter access code for an on-line ballot.

The Our Money Our Voice initiative began in Louisville in August.  Volunteers and Center for Health Equity staff knocked on doors, visited organizations, and attended neighborhood events to gather ideas from residents for ways to best spend public funds.  More than 400 ideas were collected. 

In the ensuing months community volunteers researched the cost, feasibility, and equity of each idea. The ideas that were over budget, those that were already planned or were otherwise not eligible were moved off the list.  The remaining ideas were then placed on the ballot that residents will now vote on.  Projects include such things as alleyway improvements, basketball court renovations, public drinking fountains and playground renovations. 

Originating in Porto Alegre, Brazil in 1989, participatory budgeting is a way for members of a community to work together to better meet their needs while having a direct say in government decisions.  In the process, people often find new ways of interacting with government and with each other to create solutions for all.  Participatory budgeting has been practiced in the United States since 2009 in such cities as Hartford, CT; Greensboro, NC; New York and Chicago.

Crime Mapping

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.

Assists in the process operation and routine, corrective & preventive maintenance at the Morris Forman Wastewater Treatment Plant. Time in this position acts as a training period to become qualified as a Process Technician I.

Sanitary Supervisor (2nd shift)

Job Summary

Supervises all phases of construction, repair and maintenance of sanitary, drainage, and flood protection system/assets. Responsible for all support activities including locating facilities for repair and replacement by construction crews. Responsible for all sanitary, combined sewers and other structures including replacement, re-grading, erosion repair, cave-in repair and cutting/cleaning of drainage facilities. Responsible for direct supervision of unit employees and Field Specialists. Responsible for flood street closure installation and removal. Responsible for primary consultation with MSD customers for backup, sewer investigation and drainage complaints during and outside normal working hours. Responsible for Consent Decree related construction and maintenance including CSO modifications, inspections and maintenance, telespection of MSD assets and utilizing Pipeline Assessment and Certification Program (PACP). Responsible for Nine Minimum Control (NMC) and Capacity, Management Operation and Maintenance (CMOM) activities. Acts as a primary MSD responder for Sewer Overflow Response Protocol (SORP) activities. Monitors capital projects program. Serves as back-up to Flood Protection Department for installation and maintenance activities related to street closures, gates and other related facilities. Serves as back-up to Drainage and Flood Protection Supervisors and administers service contracts with engineering companies and vendors.
