From Councilman Blackwell: District 12 Dialogue Recap - Budget Discussion

Last night, I hosted the quarterly District 12 Dialogue meeting and the topic of discussion was the Metro Budget Deficit. Thank you to everyone that came out to learn more about this problem, ask questions, and voice their opinions. As your representative on the Metro Council, it is crucial for me to speak with constituents about this important issue that will have implications and effects on all of us - whether the insurance premium tax ordinance is passed or if severe cuts to services are implemented. 

As many of you know, Metro is facing a budget shortfall for the coming fiscal year largely due to increased pension and healthcare costs. Beginning last year, the state mandated a 12% increase to our pension bill raising the total of Metro's mandatory contribution to $86.4 Million. That number will continue to rise 12% each year until at least Fiscal Year 2023, when our contribution is estimated to be $136 Million. This means that we are facing a structural deficit to our budget of $35 Million this coming year which will rise to $65 Million by 2023. 

The alternative proposal before the Metro Council is an increase to the insurance premium tax on life, marine, fire, casualty, and miscellaneous insurances. Vehicle and health insurance policies would not be affected under this proposal. The fee for those insurance lines outlined above would increase from the current 5% to 12.% in the next fiscal year, 13.5% beginning in July 2021, and 15% beginning in July 2022. While Metro Council will closely look for ways to use your tax dollars more efficiently, this gap cannot be overcome by expense reductions alone. If no new revenue is introduced, there will need to be drastic cuts to many Metro Departments and services which we will all feel in one way or another. 

There were many great questions asked last during the discussion last night about pensions, what revenue increases Metro is allowed to implement under Kentucky State law, and suggestions for more efficiencies within Metro government. Rescheduled Mary M. Miller Riverboat Cruise - April 14th

The rescheduled Mary M. Miller riverboat cruise is coming up soon! The original date was cancelled and moved to Sunday, April 14th in order to give enough time for water levels to return to normal. 

There will be two cruise departure times, 1:00pm and 4:30pm. Boarding will begin 30 minutes prior to each of these scheduled times. Limited seating will be available the day of the cruises. You can reserve a seat by visiting Southwest Community Ministries and giving a $5 suggested minimum donation.

When: Sunday, April 14th 1:30pm &4:00pm

Where: Riverview Park, 8202 Greenwood Rd.

Gloria is one the adorable puppies you can meet this week at Animal House Adoption Center. The 10-month-old Labrador Retriever mix is a little shy, but quickly warms up with treats.  This sweet girl loves also loves attention and her toys. She still has a lot to learn about the world. Can you give her a forever home?  Gloria weighs about 30 lbs and she’s already spayed, microchipped and up-to-date on vaccinations.

Notice of Proposed Construction - Communications Facilities

Capital Telecom Holdings II LLC and Cellco Partnership applied to the Louisville Metro Planning Commission for approval to construct a new communications facility at Cady St. on real property located within Metro Louisville. The proposed facility will include a 175 foot tower, with a 5 foot lightning arrestor attached to the top for a total structure height of 180 feet, plus related ground facilities. 

You have the right to submit testimony to the Commission, either in writing or by appearance at any Commission meeting scheduled for review of the application. The New KY Drivers License: Get Ready for Changes

Kentucky is making significant improvements to increase the security of the identity credential you rely on most through the Confident Kentucky initiative. Following a statewide rollout starting in March 2019 and ending in May, all driver’s licenses, permits and personal IDs will have new security features, arrive in the mail 5-10 business days after residents apply at their local Circuit Court Clerk’s office, will be moving to an eight-year lifespan and have new pricing. Once available in your county of residence, the next time you renew your current credential or if you are a first-time cardholder, you'll choose a credential in one of two new versions: standard or Voluntary Travel ID credential. Voluntary Travel ID versions have all the benefits of a standard credential plus they are federally accepted to board U.S. domestic flights and access restricted federal facilities once REAL ID enforcement begins nationwide on October 1, 2020. Documentation is required when applying for a Voluntary Travel ID, if you are a first-time cardholder or if you want a standard credential and your personal information has changed. Kentucky Transportation Cabinet Road Alerts & Updates

Below is a list of projects overseen by the Kentucky Transportation Cabinet happening in Southwest Louisville.

US 31W (Dixie Highway) North: Lane closures and delays possible at Burnett Avenue (mile marker 18.3) due to installation of a micro-trench for conduit and fiber optic cables. Right lane will be closed daily from 8 a.m. until 5 p.m.   This process will take several weeks to complete as crews progress north to West Broadway.

US 31W (Dixie Highway): Lane closures and sidewalk closures in place between Blanton Lane and Crums Lane (mile markers 12.5 to 15.3) due to construction for access management and bus rapid transit lines. Roadway is reduced to two lanes northbound between Upper Hunters Trace and Heaton Road. Roadway is reduced to two lanes on southbound Dixie Highway between Blanton Lane and Upper Hunters Trace. Roadway is reduced to one lane southbound and two lanes northbound between Herbert Avenue and Crums Lane. In these areas where the lane closures are in place, the sidewalks are closed on the side where the roadwork is taking place. Pedestrians need to cross Dixie Highway at a signalized intersection and use the sidewalk on the other side of the road instead of walking through the construction work.

2502 Bagby Way - LG&E has been issued Permit Number 19RW1684 to close driving lanes in order to install gas service. Permit is valid from February 7th to March 6th.

7411 Beahl Blvd - LG&E has been issued Permit Number 19RW1749 to closed a driving lane in order to replace overhead equipment. Permit is valid from February 15th to March 15th.

3316 Blanton Ln -LG&E has been issued Permit Number 19RW1467 to close a driving lane in order to install gas service. Permit is valid from February 5th to April 2nd. 

1520 Dawn Dr. - LG&E has been issued Permit number 19RW1471 to close a driving lane in order to install gas service. Permit is valid from February 5th to April 2nd.

1614 Dawn Dr. - LWC has been issued Permit Number 19RW1656 to close a driving lane in order to do an emergency repair to a water main. Permit is valid from February 12th to March 16th.

1918 Donald Dr. -LG&E has been issued Permit Number 19RW1505 to close parking and driving lanes in order to install gas service. Permit is valid from January 31st to February 28th.

5112 Mount Holyoke Dr. - LG&E has been issued Permit Number 19RW1675 to close a driving lane and sidewalk in order to install gas service. Permit is valid from February 7th to March 6th. 

5207 Mount Holyoke Dr. - LG&E has been issued Permit Number 19RW1686 to close a driving lane in order to install gas service. Permit is valid from February 7th to March 6th.

5224 Mount Holyoke Dr - LG&E has been issued Permit Number 19RW1687 to cloase a driving lane in order to install gas service. Permit is valid from February 7th to March 6th.

5308 Nall Ave - LG&E has been issued Permit Number 19RW1501 to close driving and parking lanes in order to install gas service. Permit is valid from January 31st to February 28th.

6206 Panaz Dr. - LG&E has been issued Permit Number 19RW1746 to close a driving lane in order to replace overhead equipment. Permit is valid from February 15th to March 15th.

6308 Player Dr. - LG&E has been issued Permit Number 19RW1741 to close a driving lane and sidewalk in order to replace overhead equipment. Permit is valid from February 15th to March 15th.

8317 Seaforth Dr. - LG&E has been issued Permit Number 19RW1752 to a driving lane and sidewalk in order to replace overhead equipment. Permit is valid from Fevruary 15th to March 15th.

7634 St. Andrews Church Rd - LG&E has been issued Permit Number 19RW1574 to close a driving lane in order to replace a pole and hang new equipment. Permit is valid from February 1st to February 28th.
