City announces opportunity to apply for the External Agency Fund Competitive Grants

Grants available to social services and arts and creative industry organizations

LOUISVILLE (Jan. 4, 2019) - Louisville Metro Government today announced the process to apply for the External Agency Fund for FY20 (July 1, 2019 - June 30, 2020). These grants funded through the city’s general fund are awarded to non-governmental, or "external” agencies that contribute to the city's cultural, social and economic vitality.

 A summary of the application process is as follows with more details listed below:

• Applications are now posted online for review at https://louisvilleky.gov/government/external-agency-fund.
• All applicants are required to attend a mandatory application orientation on Thurs., Jan. 10.
• Applications may be submitted following the mandatory application orientation up until Fri, Feb. 8 at 5 p.m.

All agencies wishing to submit an application are required to have at least one representative participate in a mandatory application orientation. The orientation will be held on Thurs., Jan. 10 with two session options: one from 9:30 - 11:30 a.m. and one from 1:30 - 3:30 p.m. Both sessions will take place at the South Central Regional Library located at 7300 Jefferson Blvd. It is only necessary for a representative to attend one of the sessions and no RSVP is required.

The orientation will provide information about the deadlines, how to access the application and general information about how to write a competitive application. Individuals who are not able to attend the mandatory orientation in person may view a recording of the session which will posted on the External Agency Fund (EAF) website at https://louisvilleky.gov/government/external-agency-fund by close of business on Mon., Jan. 14.

The competitive grants are available for Social Services programs, administered by the Louisville Metro Office of Resilience and Community Services (RCS), and for Arts and Creative Industries programs, administered by Louisville Forward. The External Agency Funds are awarded annually to non-profit organizations offering programs or services in Louisville/Jefferson County that align with the Mayor's and departments' strategic goals.

Applications will be reviewed by two External Agency Fund panels, which include Metro Council members and community members, and those recommendations will be included in Mayor Fischer’s Recommended FY20 Metro budget. For the Social Services funding program, qualified non-profits committed to providing services that achieve meaningful outcomes for Louisville citizens in the following key areas are encouraged to apply:

• Decreasing homelessness
• Increasing household financial stability
• Increasing youth, teen, and/or young adult engagement in quality programming; or
• Increasing access to services and resources for a targeted population.

For the Arts and Creative Industries funding program, qualified non-profits committed to providing programs that achieve meaningful outcomes for Louisville citizens in the following focus areas are encouraged to apply:

• Arts experiences for everyone
• Creative workforce
• Creative community spaces and neighborhoods

Focus areas for the Arts and Creative Industries funding program are based on the goals of Mayor Fischer’s Strategic Plan.

Louisville Metro Government employs a competitive granting strategy and strives to award funding to agencies that demonstrate measurable positive impact in the community and are good stewards of taxpayer dollars. Successful grantees will be required to report on their success in meeting goals, outcomes and how the tax payer dollars are spent.

The deadline to submit an application is Fri., Feb. 8, 2019 by 5 p.m.

Brewster is a friendly, one-year-old Beagle mix in need of a forever home. This happy, handsome boy already knows a few commands. Additional training should be easy because he’s smart and treat-motivated! Brewster is also playful, likes toys and enjoys a game of tug. Brewster’s adoption fee is waived, thanks to the Pay It Forward Program. He weighs approximately 40 lbs and is already neutered, microchipped and up-to-date on vaccinations. The LMAS Veterinary team describes Flower as a happy cat! The 2-year-old, gray and white feline is very friendly with new people. She can be tested with potential fur siblings upon request. Cafe LOUIE 2019 - Meet your Legislators

Café LOUIE is back in 2019 to connect citizens to their elected representatives. From 9:00 am to 10:00 am each Saturday morning from January 12 through March 30, participants are offered refreshments and conversation.  Elected officials will be given a brief time for prepared remarks and to answer a few pre-selected questions submitted by attendees.  The focus of these meetings is engagement through personal conversations and are open to the public.

Louisville Water Company Plan to Replace all Lead Pipes to Prevent Contamination

TIPS FOR YOUR TAP Lead service line lookup Louisville’s drinking water is one of the highest quality in the United States, and it does not contain lead when it leaves the treatment plant. Finished water has the potential to pick up lead from the pipes it travels through, including ones in your home. Louisville Water started a program in the 1990s to replace all its lead service lines, and this work is scheduled to be completed by 2020. If you want to know if your service line is lead, you can look it up here. You'll need your 10-digit Louisville Water account number to get started. Please note that our available records are only for Louisville Water lines, not customer lines or plumbing within the home.

       Representatives from the Division of Water and Louisville MSD will be available to speak one-on-one with you. The Kentucky Association of Professional Surveyors and insurance agents have been invited to answer questions related to elevation certificates and flood insurance. 

       Louisville Metro has a long history of flooding from the Ohio River and its many tributaries. Approximately 15 percent of Louisville Metro is in a floodplain and threatened by frequent flooding, which includes about 8,000 homes and businesses.

Crime Mapping

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

1st Division Crime 12/30/19 thru 01/05/19

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
