2018 great year for small business growth in Louisville

City loans will leverage a total investment of nearly $12 million

LOUISVILLE, KY (December 28, 2018) – 2018 was a banner year for small business growth in Louisville Metro with 30 small businesses being approved for loans totaling nearly $2.3 million by the Louisville Metro Departments of Economic Development and Resilience and Community Services. The loans will leverage a total investment of nearly $12 million.  

Between July-December 2018 alone, 17 businesses were approved for loans totaling nearly $1 million. The loans will leverage a total investment of more than $1.5 million and will assist the businesses to open, expand services or rehabilitate properties.

METCO business loans, administered through Department of Economic Development, have been awarded to the following businesses:  

• Three loans have been approved for the expansion of Shack in the Back BBQ restaurant to be located at 10706 Manslick Road in the heart of Fairdale. Shack in the Back opened in fall 2006 and due to popularity, has outgrown its original space located at 406 Mt. Holly Road. The funds will assist owners Michael and Barbara Sivells in recreating the rustic atmosphere that exists at their current location, buildout of the kitchen and general interior renovations, and the addition of ADA compliant bathrooms.
• $200,000 gap financing loan
• $100,000 façade loan
• $20,000 accessibility loan

• Two loans have been approved for OHR Properties for the property located at 2308 W. Market Street. The loans will allow owner Tami Hartley to make façade improvements including new siding, trim, and gutters, and also will be used for electric, plumbing, HVAC and general interior renovations. Upon completion of the renovation, Hartley’s business, OHR, Inc., will occupy the building.
• $100,000 façade loan
• $50,000 midi loan

• Two loans have been approved for Michael Glen Wade, LLC dba Liberty Tax for the property located at 1300 W. Broadway. The funds will allow owners Michael Sirls and Matthew Johnson to make exterior renovations including new windows, shutters and a front door, and also will be used to make the building ADA compliant with a new wheelchair ramp and bathrooms. Upon completion of the renovations, Liberty Tax will operate in the building. This will be Sirls’ and Johnson’s second Liberty Tax franchise.
• $52,000 façade loan
• $25,500 business accelerator loan 

• $75,816 façade loan has been approved for Bruce Cohen. for the property located at 3200 Rudd Avenue in the Portland neighborhood. The funds will allow the owner to bring the building back to its historic beauty with new windows, doors, a garage door, cornice, gutters and siding. Once the project is complete, Cohen plans to lease the first floor to a commercial business. The second floor will be leased as a two-bedroom apartment. The property has been added to the national Register of Historic Places and been rezoned for commercial use.

• $50,000 midi loan has been approved for Havana Bakery, Café & Store, LLC located at 5510 Fern Valley Road in Newburg. The loan will allow owner Ernesto Barrios Gonzalez to expand his business into a larger space on an adjacent lot and open a grocery/market. Havana Bakery, Café & Store offers Cuban and Latin American cuisine, and house-made pastries and desserts.

• $30,000 business accelerator loan has been approved for Moorman Mental Health Services, LLC to assist owner Asha Moorman with opening a mental health services office at 3276 Commerce Center Place. The funds will be used for the buildout of the office and will provide working capital for the startup business.

• $27,000 façade loan has been approved for Matthew and Aleasha Huested for the property located at 832 Brookline Avenue in the Beechmont Avenue. The funds will allow the owners to renovate the street-facing façade, which contributes to the aesthetic of the neighborhood. Upon completion of the renovation, the owners hope to lease the space as either a retail shop, mechanical services shop, restaurant, laundry or a different type of specialty service shop.

• $25,000 midi loan has been approved for Brown Brothers Refrigeration for its building located at 6521 Greenwood Avenue in the Chickasaw neighborhood. The funds will allow owners to repair the roof and purchase a new software system. Brown Brothers Refrigeration was established by William P. Brown in 1981. His daughter Sherri Brown now runs the business and relocated to west Louisville in 2017.

Microbusiness Development Program loans, administered through the Office of Resilience and Community Services, have been awarded to the following businesses:

• $5,000 loan to Cheynee Lee dba Lee’s Butterfliesto assist the owner with rent, insurance and supplies. Lee’s Butterflies is a childcare home located in the Cane Run Road neighborhood.

• $5,000 loan to Lakeisha Oliver dba K.O. Cleaning Serviceto assist with insurance, rent and inventory. K.O. Cleaning Services provides residential, small office and apartment cleaning services.

• $5,000 loan to Diedre Lee dba Sweet Dreams Baked Goods, LLC to assist the owner with supplies, insurance and event marketing materials.

• $6,000 loan to Expressive Salon LLC to assist owner Vania Walker with rental, supplies, and insurance. She will be locating on Preston Highway corridor.

• $6,500 loan to Family Matters Exchange & Visitation Center to assist owner Carletta Kilgore with rent, supplies and insurance.

• $7,500 loan to MooMoo’s House LLC dba MooMoo’s Children Enrichment Center to assist owner Nakristia Pitts with rent, insurance and supplies.

• $15,000 loan to Safari International Grocery Store to assist owner Jawahir Omar Jama with production, food purchase, a walk-in-freezer, rent and insurance. The store is located at 1900 Crums Lane.

• $15,000 loan to Oluseyi Victoria Akinfenwa dba Unique Events & Concepts to assist owner with purchasing inventory, party equipment, furniture and a box truck. 

• $15,000 loan to I.D. Remodeling, LLC to assist owner Desmond Conley with purchase of supplies and equipment. 

The Metropolitan Business Development Corporation (METCO) governs metro government's small business loans, which include facade, accessibility, and gap financing loans. Because metro government is not the primary lender, the loan program allows many public-private partnerships between government and private business ventures that further the vitality and quality of life in the Louisville community.

The METCO board meets the fourth Thursday of each month. Meetings begin at 9:00 a.m., at the offices of Louisville Forward, located at 444 S. 5th Street, 6th floor. The meeting schedule for 2019 is January 24, February 28, March 28, April 25, May 23, June 27, July 25, August 22, September 26, October 24 and December 12.

Mayor announces plan for expenditure of mid-year funds to address homelessness

Proposal includes appropriations for low barrier shelters and storage

LOUISVILLE (January 2, 2019) – Mayor Greg Fischer gathered today with Metro Council members, other city leaders and community outreach representatives to release Louisville Metro Government’s plan for using mid-year surplus funds to further address the needs of homeless individuals in our community.

The plan was formally presented to Council by the city’s Office of Resilience and Community Services in collaboration with the Coalition for the Homeless.

It includes funding for a storage facility where homeless people can store their belongings when going into shelter, and four options for low-barrier shelter via Volunteers of America, Wayside Christian Mission, The Healing Place and St. Stephen Baptist Church.

The plan also includes funding for additional beds, cots and mats, housing for homeless families, as well as meals and outreach workers to connect individuals to resources throughout the community. It also provides options to house and care for homeless persons’ pets.

Funding for the work stems from Metro Council’s transfer in December of $546,791 from the city’s year-end budget adjustment; the funding covers initiatives through June 30, 2019.

The plan builds on the work of the Homeless Encampment Task Force that Mayor Fischer created in December 2017 to better understand and review the needs of our homeless population. The Mayor stressed today that the funding is only one piece of the work being done to address homelessness for the long-term.

“One of the things we’ve learned from our work so far is that to really meet our homeless citizens’ needs, we have to understand each of them as individuals, where they’ve come from, what they’ve been through and what they’re facing. It’s not all the same for every person. This plan will help elevate our work, but there are still many challenges ahead,” the Mayor said, adding, “We’re going to keep working this until every Louisvillian has a place to call home.”

Councilman Bill Hollander, who initially proposed using the surplus funding to help the homeless, said: “I appreciate the hard and rapid work of the Office of Resilience and Community Services, the Coalition for the Homeless and all of the community partners in developing this plan. Homelessness has many causes and no one solution. The work we are starting now recognizes those facts, will help get some Louisvillians experiencing homelessness off of our streets, and will serve as a bridge to a more permanent plan to address their needs.”

Councilwoman Barbara Sexton Smith agreed: “Funding for low-barrier shelters and services for those experiencing homelessness will be a budget priority for 2020 as we on Metro Council work through this coming budget cycle."

Crisis Phase of Low Income Home Energy Assistance Program (LIHEAP) Begins Jan. 7

Expanded eligibility allows residents with a past due amount on current utility bill to apply

Louisville, KY (January 3, 2019) - The annual program that helps prevent low income residents of Louisville from being disconnected from utility services begins Monday, Jan. 7, 2019.

LIHEAP, the Low Income Home Energy Assistance Program, is administered by Louisville Metro Office of Resilience and Community Services. The Crisis Component of LIHEAP will run from Jan. 7 - March 29, or until available funds have been expended, whichever comes first.

This year’s Crisis Program once again features expanded eligibility which allows residents receiving a current utility bill with a past due amount to apply, in addition to continuing to serve residents receiving a disconnect notice.

Residents wishing to apply must make an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available twenty-four hours a day, seven days a week.

Applicants must be Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $2,720.00).

Applicants must also meet one of the following eligibility requirements:

• Disconnect notice from utility service provider, or
• Current bill with a past due amount, or
• Eviction notice if utilities are included in the rent, or
• Bulk fuel is within four days of running out; or
• Pre-paid electric services is within ten days of running out.

Applicants must provide the following documents.

• Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or other proof of $0 income). Note: Zero Income forms are available at the LIHEAP offices or at 701 W. Ormsby Ave., Suite 201 or by clicking here.
• Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
•  Disconnect notice or a current bill with a past due amount; or
•  Eviction notice if heating expenses are included in the rent. If heat is included in rent, clients must also provide a copy of the lease in addition to the eviction notice; or
• Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service.

Individuals who are unable to apply for this program in person may send an authorized representative on their behalf with a signed, written, note including the applicant’s name, address, phone number, Social Security Number, and the name of the designated representative. The authorized representative must provide a picture ID to verify they are the person designated in the note. Residents who are homebound and who are unable to send a representative may call 502/780-7937.

LIHEAP applications will be completed at the time of the appointment at one of the six locations listed below.

City's HUD Grant Applications Being Accepted

CDBG, ESG and HOPWA grants included

Louisville, KY (January 4, 2019) - Louisville Metro Government (LMG) is now accepting applications from local non-profits for programs or activities funded by the following U.S. Department of Housing and Urban Development (HUD) grants for LMG fiscal year 2020. (July 1, 2019 – June 30, 2020).

HUD-Funded Grants:

1. Community Development Block Grant (CDBG),
2. Emergency Solutions Grant (ESG), and
3. Housing Opportunities for Persons with AIDS (HOPWA).

These grants are administered locally by Louisville Metro Office of Resilience and Community Services (RCS). Grant activities are guided by a 5-year Consolidated Plan as well as an annual Action Plan, both available online.

Resilience and Community Services’ FY20 Goals are:

1. End homelessness for vulnerable populations;
2. End homelessness for families; and
3. Serve homeless and low-income persons with HIV/AIDS

CDBG Public Service

Grant Period: July 1, 2019 – June 30, 2020  Past Award Average: ~ $40,000. Activities that will be given preference during application review:

1. Increasing case management capacity focusing on transitioning homeless individuals into housing;
2. Connecting homeless families to housing and supportive services through outreach;
3. Increasing case management capacity focusing on self-sufficiency; and/or
4. Recruitment of residential property owners and managers to increase access to housing for families and individuals exiting homelessness.

ESG

Grant Period: July 1, 2019 – June 30, 2020 Past Award Average: ~ $46,000 *Important Note*: ESG grants require a 100% match to awarded funds. Activities that will be given preference during application review:

1. Increasing the number of emergency shelter beds available;
2. Increasing case management capacity focusing on transitioning homeless individuals into housing;
3. Rapidly rehousing homeless individuals and families; and/or
4. Providing outreach to families to exit homelessness.

HOPWA

Grant Period: July 1, 2019 – June 30, 2020  Past Award Average: ~ $180,000 *Important Note*: HOPWA funds may only be used for activities for persons with HIV/AIDS. Activities that will be given preference during application review:

1. Supportive services;
2. Rental assistance; and/or
3. Short-term payments to prevent homelessness.

The deadline to submit an application is Friday, February 8, 2019 by 5 pm.  

A public meeting for questions will be held at 701 W. Ormsby Ave, 1^st floor conference room (Edison Room) on Monday, January 14, 2019 from 2 - 4 p.m.

Any groups representing persons of low and moderate incomes may request technical assistance from Louisville Metro to help in their preparation of an application for funding and/or refer to the Louisville Metro Office Resilience and Community Services HUD Subrecipient Grant Application Process Handbook. Eastern Parkway Project Third Street Closure

Louisville Water has finalized its schedule for closing S. Third Street.  Starting on Monday January 7 all southbound and northbound lanes of S. Third Street will be closed between Eastern Parkway and Winkler.  We plan on opening the road no later than the morning of Monday January 14.  Thanks for your continued understanding as we work to complete this important project.

First Division

Major Andy McClinton Andrew McClinton began his career in law enforcement on January 22, 2001 with the former Louisville Division of Police (LPD). As a patrol officer, he served in the former Sixth District (LPD) and First Division. As a detective, he served in the First Division Flex Platoon and in the Criminal Intelligence Unit. He was also a member of the Dignitary Protection Team for three (3) years. After being promoted to Sergeant in 2008, he served in the First Division, Robbery Unit, Professional Standards Unit and the Public Integrity Unit. In 2016, he was promoted to Lieutenant and worked in the Third Division and Administrative Services.  In 2017, McClinton was promoted to Major and commanded the Administrative Services Division. Major McClinton holds a Bachelor of Arts (BA) in Political Science from Hanover College. He is a graduate of the Academy of Police Supervision at Eastern Kentucky University and the 136th Session of the Southern Police Institute’s (SPI) Administrative Officer’s Course at the University of Louisville. Major McClinton is married with two (2) children.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
