Ordinance that passed out of the Metro Council Budget Committee last night to help homeless

The Metro Council’s Budget Committee has approved $546,791 in an effort to deal with the current homeless problem in Metro Louisville. The funding was found as part of the year-end budget adjustment after the completion of audits of the 2017 -2018 Operating and Capital Budgets. “This appropriation will help us deal with a shelter system in crisis serving a population in crisis. The new services will serve as a bridge to a more permanent plan to address these needs,” said Councilman Bill Hollander (D-9), who chairs the Committee. “The Metro Government has enough growth to allow the Metro Council to increase our funding for emergency homeless assistance. This is being done in a bipartisan manner as we recognized this is an issue we must address as a united community,” said Councilman Kevin Kramer (R-11), who is the Committee’s vice chair.  Pending full Council approval, the funding will support several partnerships with nonprofit groups who provide shelter and services for the homeless in Metro Louisville. The initial goal is to temporarily find additional beds and storage lockers for people experiencing homelessness as the city gets ready for another cold winter. “We recognize these are complicated challenges and we are laser focused on common sense solutions. I am confident the emergency temporary sheltering plan will produce a collective impact. Our goal is to make sure anyone wanting to sleep inside has a place to go. Louisville – TOGETHER, we can do this!” said Councilwoman Barbara Sexton Smith (D-4). A longer term goal is to develop a low barrier shelter while expanding beds in existing facilities. A low barrier shelter relaxes some of the rules for those facilities which maintain programs, food and shelter for homeless men, women, and families. The measure moves on to the full Council for a vote on December 13.

Zoo funding 

Pending full Council approval, the Louisville Zoo will receive $75,000 to be used towards celebrating the Zoo turning 50 years of age in 2019. This amount has already been more than matched by private dollars, and the Zoo will continue to privately fundraise for the community celebration to commemorate the Zoo reaching its 50-year milestone.

Leaf drop-off period extended to December 22

Louisville Metro leaf drop-off service, originally scheduled to end December 1, has been extended by three weeks.  Metro residents not mulching autumn leaves into their lawns or using curbside collection have the option to dispose of them at one of three drop-off sites through December 22. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents. Leaf drop off sites: Public Works Yard, 10500 Lower River Road (enter from Bethany Lane), Tuesday through Saturday, 9 a.m. to 3 p.m. Public Works East District Operations Center, 595 Hubbards Lane, Tuesday through Saturday, 9 a.m. to 3 p.m. Public Works Waste Reduction Center, 636 Meriwether Avenue, Tuesday through Friday, 9 a.m. to 5 p.m., and Saturday from 9 a.m. to 3 p.m.

Lots to do for kids during winter break

Camps, movies, parties and sports clinics are among the dozens of activities available during the Jefferson County Public Schools winter break, December 24 to January 4, and throughout the month of December. Louisville Parks and Recreation has published a Holiday Event guide that contains more than 30 events taking place during the month of December at community centers, the city’s two historic homes and more. The season is capped with a free winter break sports camp offered by University of Louisville basketball legend Robbie Valentine at Cyril Allgeier on January 3 and 4. To register for Valentine’s camp, click here.  Also, The Louisville Free Public Library will offer more than 100 free programs for kids, teens, and families while school is out, including storytimes, crafts, film screenings, games, and more. Attention District 10 residents: Federal dollars available to house Louisville's most vulnerable citizens

Wellspring is pleased to partner with Louisville Metro Housing Authority in the rollout of newly available federal funds through the HUD 811 Mainstream Housing Choice Voucher Program. The vouchers provide new subsidies for Affordable Housing to people at-risk of homelessness or institutionalization. The U.S. Department of Housing and Urban Development (HUD) awarded $98.5 million to 285 local housing authorities, and Louisville is one of the recipient locations and started with 89 vouchers. The Program provides funding to housing agencies to assist non-elderly people with disabilities who are: transitioning out of institutional or other separated settings; at serious risk of institutionalization; homeless; or at-risk of becoming homeless. Wellspring is a Louisville non-profit promoting mental health recovery and supports individuals in building healthy and hopeful lives through housing and psychiatric rehabilitative services. Wellspring will provide case management and peer support as needed to eligible participants. Wellspring also offers Crisis Stabilization Programs, extensive Supportive Housing, an Affordable Housing Program with 120 units of deeply subsidized rental housing and a Supportive Employment Program that helps clients find meaningful employment. These programs support clients along their individual paths to recovery. Wellspring facilitates community integration by reducing stigma and strengthening personal and neighborhood connections. Meals on Wheels still needs volunteers in our area

From Senior Nutrition: Volunteers are needed to deliver a hot lunchtime meal to seniors within our area, between 10 a.m. and noon. A weekly commitment of approximately two hours is desired.

We will train and supply equipment for your use, but you must provide your own transportation.

December 20 - Youth Chat with LMPD at Cyril Allgeier Community Center

The next Youth Chat with LMPD will be Thursday, December 20 from 6 to 7:30 p.m. at the Cyril Allgeier Community Center, 4101 Cadillac Court.  Youth Chat is a series of open-dialogue discussions so that youth 25 and younger can hear from - and talk with - local law enforcement officials to establish better relationships and mutual understanding. Participants will also learn about the variety of things that Louisville Metro police officers do. Sessions will be co-moderated by local youth.  The upcoming Youth Chat will feature the Sixth Division Crimes Against Children Unit.

Men's winter basketball leagues registration underway for Cyril Allgeier Community Center

Louisville Parks and Recreation is accepting team registrations for its adult men’s winter basketball leagues. Games will be played Sunday afternoons at the Cyril Allgeier Community Center, 4101 Cadillac Court, beginning January 6, with game times of 1, 2, 3, 4 and 5 p.m. The fee is $500 per team, and participants must be 18 or older. Good news - MSD's emergency repair of the vital sewer line under Main Street is nearing completion

The final phase of repairing a large, 84-inch diameter sewer line, which is more than 20 feet
below Main Street, is nearing a conclusion. MSD contractors are completing installation of the corrosion-resistant PVC panels, which mold to the unique shape of pipe to form a new pipe inside of the old pipe.

Additionally, crewsare pumping a special concrete mix into the small space between the PVC panels and the old pipe. This process bonds the new pipe and the old pipe to form a stronger structure. The pipe repair will be complete, and wastewater flow restored to the pipe, by December 10. Crews will begin removing the “pump-around” on December 12. This process will continue through December 21.The pipe carries 40 percent of the community’s wastewater to MSD’s Morris Forman Water Quality Treatment Center for proper treatment and release to the Ohio River.

Dexter and Delila are bonded siblings that couldn’t bear to be separated. The five-year-old black and smoke gray cats want a  home for the holidays instead being in the shelter. Both cats are friendly but Delila is somewhat shy. The adorable siblings are free for an approved adopter thanks to the Pay It Forward Free Adoptions Program. Hodor is an energetic, young dog that needs a home for the holidays. Hodor is an approximately one-year-old, Treeing Walker Hound-Great Dane mix. He’s friendly, sweet and very treat-motivated. December 8-9 - Picture your pets with Santa

For the 31st year in a row, Santa Claus and more than 800 volunteers will take time out of their busy schedules to help local homeless animals. The annual Picture Your Pets with Santa continues this weekend at all 23 Feeders Supply stores: Saturday, December 8 from 10 a.m. to 4 p.m. and Sunday, December 9 from 11 a.m. to 4 p.m. The event is expected to attract more than 5,000 families and raise more than $100,000 for ten local animal charities: the Kentucky Humane Society, Floyd County Animal Rescue League, Franklin County Humane Society, Humane Society of Oldham County, Lexington Humane Society, Saving Sunny, Shamrock Pet Foundation, Barktown Rescue, Boone County Animal Control and J.B. Ogle Animal Shelter. While dogs and cats are the most common participants, animals of all species are welcome, as well as their human families. Some of the more unusual guests have included chickens, bunnies, bearded dragons, guinea pigs and even horses. Photos are offered in various packages, starting at $12. Gift items featuring the pet’s photo, including ornaments, mugs and key chains are also available, starting at $14. Pet owners are asked to have dogs on leashes and cats and other pets in carriers. Horses can be photographed outside with Santa. Picture Your Pets with Santa is a volunteer-driven event, and 100% of proceeds benefit the participating animal rescue organizations. Reminders from Solid Waste Management Services: 

With so much infrastructure work and utility construction going on throughout District 10, garbage and recycle pick-up may interrupted or delayed. Solid Waste Management Services is making every effort to get to every street during this period.

If you're renovating or remodeling, have a plan for disposing of the resulting debris. Construction and demolition debris in Louisville garbage and junk pickup collection is prohibited by ordinance. Collection crews have recently been reminded to enforce the ordinance consistently.  Options for disposal of construction and demolition debris include taking it to the Waste Reduction Center on Meriwether Avenue. Fees are variable depending on volume. More information and a fee schedule are available here. Or consider hiring a hauling company or rent a dumpster.

RecycleCoach app will help Louisville Metro customers with collection reminders, recycling information and more

The new RecycleCoach app features notifications about garbage, recycling, bulk waste, and yard waste collection services.  RecycleCoach will help Solid Waste Management Services communicate better by sending special messages such as bulk waste rule reminders or suspension of services for yard waste, etc. The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling.  Download from the App Store or Google Play.

Beginning July 14, 2018, the Kentucky Public Service Commission (PSC) will investigate and impose fines on anyone who comes into contact with an underground natural gas line while digging without having contacted 811 to have the lines located before digging. Contact 811 (call 8-1-1 or submit an online locate request at 811.com) before you dig and make sure that anyone doing excavation on your behalf contacts 811 two working days before they start.  New LouieConnect site connects people to help

Louisville non-profits have launched a new website to help connect people in need of food, shelter and more. Metro United Way and the Family Scholar House partnered to create LouieConnect, modeling it on a similar site created in Pittsburgh, Pennsylvania. When someone uses LouieConnect, the web-based app asks for basic information and then lists applicable resources nearby — from food pantries to shelters to career centers to financial literacy programs.

Discounted Recycle Carts still available for $28 for District 10 residents - in 95-gallon or 64 gallon size

Kentucky's Republican-dominated legislature voted to impose sales taxes on services on April 2. Now, services such as landscaping, janitorial services, grooming for small pets, fitness centers, car repair and items sold by governments are subject to a six percent tax. 

This affects our discounted recycle cart program. The normal purchase price for the carts is $50, plus six percent sales tax, for a total cost of $53. 

Metro Council District 10 will continue to provide $25 towards the purchase of this cart. Constituents will be asked to pay the difference of $28 going forward. 

The discounted recycle cart program has been re-instituted by Councilman Mulvihill and now offers two sizes: the 95-gallon carts and smaller 64 gallon carts.  The photos at left show the sizes (64 gallon on the left).

The carts normally cost $50, but Councilman Mulvihill has made them available for residents of District 10 for a reduced cost of $28. Please call 574-1110 or email us for the form. The reduced cost recycle carts will be available on a first come first served basis until the funds are depleted. This offer is available to urban service district residents.

Sign up for LENSAlert (Smart911)

Click here to sign up for the LENSAlert (Louisville Emergency Notification System).  In addition to receiving notifications, individuals can create a Safety Profile for themselves and their household that can include any information they want 9-1-1 and first responders to have in the event of an emergency. When individuals make an emergency call, their Safety Profile is automatically displayed to the 9-1-1 call taker, allowing them to send the right responders to the right location with the right information. Information about medical history, allergies to medication, number of residents in a home and even a picture of the family dog can all be added to a Safety Profile.
