In response to the passage of a Metro Council resolution, Louisville Metro’s Planning & Design Services, the city’s agency responsible for reviewing development applications and ensuring they align with our planning and zoning regulations, will hold public meetings to engage with the public on an update of Chapter 10 of the Land Development Code. Chapter 10 concerns trees, landscaping and open space.
The resolution passed by Metro Council on October 11 asked the Planning Commission to review the Land Development Code and to review the tree preservation and planting requirements to preserve and increase Louisville’s tree canopy. The updates to Chapter 10 of the Land Development Code will only affect tree canopy requirements for development applications submitted to Planning & Design Services. The update follows a tree ordinance aimed at preserving and increasing the tree canopy on public rights of way, which was passed by Metro Council in 2017.
The meetings will take place at the following dates, locations and times:

November 27: Okolona Fire Department (8501 Preston Highway) from 12-2 p.m.

December 4: Portland branch of the Louisville Free Public Library (3305 Northwestern Parkway) from 6-8 p.m.

December 11: East Government Center (200 N. Juneau Drive) from 6-8 p.m.
Proposed changes to Chapter 10 of the Land Development Code are due to Metro Council by March 1, 2019. Changes related to tree requirements were last reviewed in 2014. Increases to preservation and planting requirement were deferred at that time pending the completion of an Urban Tree Canopy Assessment. The Assessment was complete in 2015 and showed a loss in tree canopy from 2004 to 2012 and predicted further losses without changes to City requirements.

Light Up Louisville is the official starting point for the holiday season in Louisville. This event has become a holiday tradition for scores of residents and their visiting friends and family. It is a day full of excitement, entertainment and community.
Light Up Louisville, always held the Friday after Thanksgiving, begins at 4:00 p.m., with children and families invited to take part in Santa’s Workshop, located this year in decorated chalets on Fifth and Jefferson streets. There, children can decorate cookies, write letters to Santa and send holiday cards to our troops, courtesy of Ford/UAW 862.
There will be a vendor village at Sixth and Jefferson streets, with holiday crafts, treats and gifts for sale. The Louisville Visitor Center on Fourth and Jefferson will be open during Light Up Louisville, offering giveaways, treats and activities.
There will not be an outdoor ice rink this year, but Light Up has added a 15-passenger train that children can ride around the block from Fifth and Jefferson to Market at no cost.
The main Light Up Louisville stage on the west lawn of Metro Hall will feature live entertainment beginning at 4:00 p.m. until the start of the Lots of Lights parade at 6:30 p.m. The Lots of Lights Parade starts at Fourth and Liberty streets and turns onto Jefferson Street and disperses at Seventh and Jefferson streets. The parade will end with the arrival of a special guest from the North Pole, Santa Claus.
Around 8:00 p.m., Mayor Fischer and Santa will gather on stage to illuminate the city Christmas tree located in Jefferson Square. The tree was donated by Christ Church United Methodist. The official Light Up moment will feature Zambelli fireworks, lasers and thousands of Christmas lights throughout downtown.
Following the Light Up moment, from 8:30 to 10:30 p.m., entertainment on the main stage will resume with a performance from Eight Inch Elvis. Children and families are invited to get a free picture with Santa Claus inside Santa’s House on Fifth and Jefferson streets.
For over 14 years, Light Up Louisville has been made possible through the support of Louisville’s largest utility company, LG&E.
The holidays are a perfect time to spread a little more compassion. Mayor Fischer asks residents to get involved in this year’s community-wide Toys for Tots drive a week after Light Up, on Friday, November 30. From 7 a.m. to 7 p.m. that day, a special drive-thru lane will be set up in front of Metro Hall for an easy drop-off. Marines will be on site to assist.
Light Up Louisville sponsors include: LG&E, Louisville Tourism, Amazon, AT&T, Ford/UAW 862, Hyatt Regency, MetroPCS, Papa Murphy’s, 106.9 Play!, Louisville Magazine, Outfront Media, and WLKY.

Whitehall House and Gardens, 3110 Lexington Road, will host a Candlelight Tour on Friday, November 23, from 5:30 – 8:00 p.m. Advance tickets are $10 online at www.historicwhitehall.org or by calling 897-2944. Admission will be $12 at the door and $5 for children under 10 years old. Enjoy displays by local floral and event designers, refreshments and live music.

Stores and restaurants along Frankfort Avenue, Chenoweth Lane, Shelbyville Road, Mellwood Avenue and everywhere else in D9 are all counting on a big season – and they need your help to ensure our local economy stays strong and vibrant.
Join in on a special Frankfort Avenue Holiday Hop on “Black Friday”, November 23. Trolley Hoppers are encouraged to spend the day eating, drinking and shopping along Frankfort Avenue. Trolleys will run from 6:00 – 10:30 p.m. Many businesses will host music, refreshments and special sales.
On Saturday, November 24, the whole country celebrates Small Business Saturday and there’s no better place to do it than at D9’s many local shops.

The 23rd Annual Santa Sprint & Stroll is right around the corner! This merry 5k Run/ Walk is presented by the Frankfort Avenue Business Association, to benefit the work of United Crescent Hill Ministries. It’s an event that The Courier Journal once called “more festive than the run-of-the-mill 5k,” with both serious runners and holiday merrymakers. The Santa Sprint & Stroll features:
- Flat and fast course running along historic Frankfort Avenue in Crescent Hill and Clifton
- Refreshments served after the race
- Age Group Awards for Top 3 Finishers
- Photos with SANTA
The event begins at Barret Middle School, 2561 Grinstead Drive (enter from Peterson Avenue), at 9 a.m. on Saturday, December 1. Registration starts at 7:30 a.m.

The Metro Council Planning, Zoning & Annexation Committee is holding a public hearing regarding the old Third Lutheran Church property, 1860 Frankfort Avenue, on Tuesday, November 27, at 1:30 p.m. at Metro Council Chambers, 601 W. Jefferson Street.
The hearing is regarding a proposed ordinance changing the zoning from R-7 residential multi-family to C-R commercial/residential on property located at 1860 Frankfort Avenue containing 0.56 acres and being in Louisville Metro (Case No. 18ZONE1039). This is a change from the applicant’s proposal to rezone the property C-1, which would have allowed more intensive uses.

Trees were late to turn colors and lose their leaves this year but there are plenty of leaves now. Remember that leaves set out for curbside pickup in Jefferson County cannot be in plastic bags. Instead, use compostable paper yard waste bags or reusable containers. Better yet, mulch leaves into your lawn.
Louisville Metro residents not mulching autumn leaves into their lawns or using curbside collection will have the option to dispose of them at one of three drop-off sites.
Metro Public Works is offering a free leaf drop-off service now through Saturday, December 1.
Please see below drop off locations and dates. Drop-off will not be available on November 22 and 23 in observance of the Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents.

Leaf drop off sites beginning November 20 through December 1, after Waste Reduction Center reopens:
The Louisville Metro Waste Reduction Center (WRC) is now closed for two weeks for repairs. The facility, which offers drop-off disposal of large waste items at 636 Meriwether Avenue, will reopen on Tuesday November 20.
During the closure, the WRC will not be available for leaf drop-off service that has begun at two other locations. Leaf drop-off at the WRC will begin when the facility reopens on November 20 and continue at all three sites through December 1.

On Friday, December 7, from 8:30 am – 3:30 pm, the 9th District office, in partnership with U of L Hospital and the James Graham Brown Cancer Center, will offer mammograms at United Crescent Hill Ministries (UCHM), 150 S. State Street. To make an appointment, please contact my office at 574-3908. Mammograms are for women age 40 and over. There is no cost to eligible women without insurance. Women with insurance will need to bring their card so a claim may be filed.

For the past several years, the District 9 office has hosted a mobile tax preparation offering free tax preparation to individuals and families under a certain income bracket. Each year we depend on volunteers to help prepare taxes and greet clients at our mobile site. We have a few dedicated volunteers that help us out every year, but we need more! We hope you’ll consider joining our team!
