Cat of the Week:

Muriel loves hanging out at the Lucky Cat Café and Lounge in the Highlands. The 9-month-old has plenty of furry friends to play with,  and the humans that stop by have spoiled the sometimes shy cat. But what Muriel wants most is a forever home. Muriel’s adoption fee is waived thanks to the Pay It Forward Program. She’s already spayed, microchipped and up-to-date on vaccinations. Dog of the Week:

Atlas has been in the shelter for 195 days!!! This long-stay champion can be shy at first, but is a sweet, laidback dog. The friendly 3-year-old enjoys exploring when he takes walks and does great on car rides. Atlas also likes the occasional hamburger or ice cream for being a good boy.  His adoption fee is waived thanks to the Pay It Forward Program.  Adopt Atlas and receive our VIP package: Free wellness checks for 3 years, free vaccinations for 3 years, free canine license (3yrs), free harness and crate! Residents of Metro Council Districts 6 and 8 encouraged to submit ideas to improve health and wellness

Neighborhood residents in Metro Council Districts 6 and 8 are invited to submit ideas to improve health and wellness in those districts. 

Our Money, Our Voice, launched in August, is an initiative of the Metro Department of Public Health and Wellness’s Center for Health Equity and Metro Council President David James (District 6) and Councilman Brandon Coan (District 8).  People living in those council districts will decide how $150,000 ($75,000 in each district) will be spent.

“A committee of local residents from each district has worked hard to learn about the participatory budgeting process,” said President James. “They’ve been engaging their neighbors to tell them about this great opportunity and even gathering some ideas. Now our residents have an online way to submit their ideas.”

After the idea collection phase of the project is over, the proposals are further developed and vetted for the voting process, explained Councilman Coan.  “We’re putting the power of the purse in people’s hands,” he said, “but along with that comes the responsibility to make and advocate for good policy.”

Our Money, Our Voice is the name of Louisville’s participatory budgeting initiative - a way for members of a community to work together to better meet their needs while having a direct say in government decisions.  In the process, people often find new ways of interacting with government and with each other to create solutions for all.  Participatory budgeting has been practiced in the United States since 2009 in such cities as Hartford, CT; Greensboro, NC; New York and Chicago.

Funding for the initiative is coming from $100,000 in capital infrastructure funds ($50,000 from each district) and $50,000 from the Mayor’s Healthy Hometown Movement. District 6 neighborhoods participating in Our Money, Our Voice include Algonquin, California, Limerick, Old Louisville, Park Hill, Russell (the section north of Broadway Ave., south of Plymouth St., west of 22nd St. and east of 26th St.), Taylor-Berry, University and Victory Park Participating District 8 neighborhoods include Belknap, Bonnycastle, Cherokee Seneca – Alta Vista, Cherokee Triangle, Deer Park, Gardiner Lane – Upper Highlands, Hawthorne, Hayfield Dundee – Upper Highlands, Highlands Douglass, Original Highlands and Tyler Park. “We – local government – can’t fix health problems on our own.  We need everyone’s input and partnership” said Dr. Sarah Moyer, director for the Department of Public Health and Wellness. “People usually know what’s needed to improve things in their neighborhoods. If you live in District 6 or 8, let us hear from you.  Send us your ideas for improving health. Community Meeting: Project Updates from EPA’s Next Generation Emission Measurement (NGEM) Research Team

U.S. Environmental Protection Agency (EPA) has been conducting a research project to test new and advanced air toxics monitoring technology in Louisville's Rubbertown neighborhood. Funded via the EPA's Regional Applied Research Effort (RARE), the project aims to learn more about the technology in the hope that it can be used on widespread basis around the country. The APCD is assisting the EPA in siting and operating the various technologies being tested.

Overdose Awareness Day Event

Emily Walden, coordinator of Fed Up! International Awareness Day, alongside The Mark Wahlberg Youth Foundation will hold an event on October 30th, here in Jefferson County. There will be 8,000 JCPS students attending this event to educate and bring awareness to the opioid epidemic. To make this educational event as impactful as possible, the foundation is asking any parent(s) who have lost a child to an overdose to participate in the event.  Participation:  A film will be played, the lights will go down, and when the lights come back on parents will be on stage holding a picture of their child.  This will have a huge impact on the kids attending. It is very important to show students that this epidemic is everywhere, no matter where you live -- this has affected all areas of Jefferson County and our state. Event organizers want to make sure parents from all over Jefferson County have an opportunity to participate if they want to, insuring “We are all in this together.”

Detour in place during Louisville Water work on Eastern Parkway and Third Street

Louisville Water’s work to rehabilitate the 48-inch transmission main in Eastern Parkway and Third Street continues.  Current work is focused on S. Third Street.  Starting Monday October 22 construction activity will require us to close both southbound lanes of S. Third between Eastern Parkway and Winkler.  Motorist traveling on Winkler will also be limited to a right turn only.  The detour is expected to remain in place until Monday December 10^th. 

Louisville Water is working with the KY Transportation Cabinet and Churchill Downs on a traffic pattern that will possibly open up two-way traffic for the Breeders Cup. Your continued support as we work to complete this important project is appreciated.

Quick guide to solid waste services

Beyond weekly collection Our Solid Waste Services Division offers an array of services beyond weekly collection of trash, recycling and yard waste. this is a list of those that address the things people ask about the most.   Recycle Coach Our Recycle Coach smartphone app and website offers users personalized calendars and reminders of waste collection services. It also answers questions about how to dispose of various items such as hazardous waste, batteries and more.   Waste Reduction Center The Waste Reduction Center, at 636 Meriwether Ave., is the place for free-of-charge drop off of up to three large household items, such as appliances and furniture. It's open Tues-Fri 8 a.m. to 5 p.m. and Saturday 8 a.m. to 3 p.m.   Haz Bin Our household hazardous materials drop off location, Haz Bin, is at 7501 Grade Lane. From asbestos to varnishes and wood preservatives, we'll take it Tues-Sat. 9:30 a.m. to 4 p.m.   Drop off Recycling We have thirteen self-service drop off locations around the city for nonhazardous recyclable materials. Just put flattened cardboard along with, glass, metal and plastic containers in the dumpster and close the door.   Latex Paint Recycling Drop off latex paint at the Haz Bin, one of three full service recycling centers or at a Habitat ReStore. The paint is recycled and sold by Habitat ReStore.

Crime Mapping

First Division

Major Eric Johnson Johnson began his career in 1999 with the Louisville Division of Police (LPD). Prior to merger, he served as a patrol officer and a flex detective in the former Third and Fifth Districts. After merger, Johnson served in the Fourth Division and Metro Narcotics. In August 2005, Johnson was promoted to Sergeant and served in the First Division as a patrol and Division Detective supervisor.  In April 2013, Johnson was promoted to Lieutenant and assigned to the late-watch platoon in the Second Division.  In October 2013, Johnson became the Strategic Planning Lieutenant, where he oversaw the department's strategic plan, the Mayor’s LouieStat program, the department’s response to the President's Report on 21st Century Policing and a series of performance improvement initiatives.   After being promoted to the rank of major, Johnson commanded the Administrative Services Division. Major Johnson is a graduate of Southern High School and holds a Bachelor’s Degree in Criminal Justice from the University of Louisville (U of L). He has received certifications in LEAN and Six Sigma. He also earned certification as a Balanced Scorecard Professional in advanced strategic planning.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
