13 January - 21st Annual Martin Luther King Jr. Brunch

Councilwoman Barbara Shanklin (D-2) invites you for a special event with the Men of Peace for the 21st Annual Martin Luther King, Jr. Brunch. This year, we'll “Keep the Dream Alive” as Metro Louisville kicks off a week of special events to honor the late civil rights leader.

“Dr. King’s message of civil rights and social justice continues to be an important message for all of us in Louisville, Kentucky and in our country,” says Shanklin. “This brunch is one of the ways we help our young people understand the need for equality for all while we strive for justice and peace in the world.”

The MLK Jr. Brunch will get underway at 11:00am at Newburg Middle School, 4901 Exeter Avenue on Saturday, January 13th.

This year’s featured speaker is the Reverend Lesa Dae of St. Stephens Church Women’s Ministry.

The event is an important fundraising effort for various youth programs sponsored by the Men of Peace Presbyterian Church throughout the year.

15 January - MLK: We Must Keep Moving

Join us as we gather on Monday, January 15, 1 pm to both celebrate Martin Luther King Jr.'s legacy and as a call to keep moving and place our energy and support behind the emergent Poor People's Campaign.

Our featured presenters are Rev. Angela Johnson, Ja'mel Armstrong, John Gage, Phillip Cherry, Carol Kraemer, Cynthia Fletcher and emcee Shameka Parrish-Wright. 

50 years ago, Rev. Dr. Martin Luther King and others called for a "revolution of values" in America, inviting people who had been divided to stand together against the "triplets of evil"--militarism, racism, and economic injustice and to insist that people need not die from poverty in the richest nation to ever exist. More recently the Poor People's Campaign: A National Call for a Moral Revival emerged to end systemic racism, poverty, militarism and environmental destruction.

St. William Church is located at 1226 W. Oak Street, 40210. For parking: If heading west on Oak turn left on 13th, if heading East on Oak turn right on 13th.  Park in lot on right side of 13th.  Church will be on the left.

MSD Opens Logan St. Basin

The ribbon's been cut, and Logan Street Basin is up and running! This basin  will capture 11 combined sewer overflow points that in the past have discharged 15,400,000 gallons of a mixture of sewage and rainwater per year into the South Fork of Beargrass Creek. The basin will allow capture of 98% of these overflows for a typical year of rainfall, protecting Louisville communities from flooding.

The project's final design came following input from the Smoketown community, replacing the proposed one-story building with a grassy top that created a green-space addition to the neighborhood.

The Loan Street CSO Basin is a concrete underground structure with a storage capacity of 16.7 million gallons. It has an above-ground operations building and an access ramp to allow service vehicles to enter for periodic maintenance. There are 10,000 feet of 24- to 96-inch sewer pipes that collect flow from 11 overflow points and convey it to the basin. The sewer water is stored in the basin until capacity is available in the sewer system. At that time, the water is conveyed to Morris Forman Water Quality Treatment Centre, treated and released into the Ohio River.

What the Meltdown and Spectre Vulnerabilities Mean for You

You may have heard in the news this week about major flaws in computer hardware that could eventually lead to cyber-attacks, called "Meltdown" and "Spectre". Using these flaws, attackers can potentially steal your valuable data, such as passwords and Social Security numbers. These flaws exist in almost all hardware produced in the last 20 years, including computers, phones, network devices, and smart devices.  Because of that, Louisville Metro's Cybersecurity division has some tips to help you protect yourself at home!

1. Set your operating system (Windows, Linux, Mac OSX, iPhone, or Android) to automatically update.  We know; updates can be a pain - but Microsoft and other OS developers frequently use these updates to defend against flaws like Meltdown and Spectre. For devices that can’t automatically update, check for and install updates on a weekly basis (some of the updates, like Windows, will require antivirus updates first).
2. Keep a modern antivirus program installed on your PCs and set them to automatically update!  WebRoot, BitDefender, and Avira are all highly regarded.
3. Software counts too – set all software installed to be automatically updated.  The big ones here are Adobe products, Oracle Java, and any software that you use that isn’t part of the operating system.  Android and iPhone apps included!
4. For computers and home network devices – check your manufacturer’s website for updated firmware.  Firmware is the computer code that makes your device hardware work in the background.  Because these flaws are hardware-based, most manufacturers will be releasing patches to the firmware to supplement items 1-3 above.  Make this a regular process in the future too – check at least a couple times a year for firmware on all your devices.
5. Finally, don’t forget your “Smart” devices like Amazon Alexa & Echo, Google Home, your Smart TV, and everything else connected to the internet.  These all run on software/firmware so make sure they are set to automatically update! 

Sounds like a lot of work, right?  Unfortunately, this is the reality of living in a time where everything is connected to the internet. The other reality is that the bad guys know that most people don’t fix the vulnerabilities on their devices and they can use them to steal data or money from you.  Scary fact: when a Tivo, Dish, or DirecTV DVR is connected to an unprotected internet connection, it is attacked within an average of 34 seconds after being plugged in!

Stay Aware of Lottery Scams

Kentuckians hoping to cash in on soaring Powerball and Mega Millions jackpots should also be on alert for increases in scam calls, emails and letters claiming they have won millions.

Attorney General Andy Beshear issued a Scam Alert today to help Kentuckians identify and avoid common lottery and sweepstakes scams.

Beshear’s office receives regular lottery and sweepstakes scam complaints and works with victims to help recover losses. A total of last year’s reports suggests Kentuckians lost more than $320,000 to such scams, including a Mercer County resident who lost more than $36,000.

“Every day, criminals use fake lotteries and sweepstakes to steal from Kentucky families,” said Beshear. “As lottery jackpots grow, so do the number of lottery scams. Kentuckians can avoid falling victim by knowing these calls or mailings are scams.”

Lottery and sweepstakes scams can usually be identified when someone makes contact over the phone, email or social media and says you have won cash, a trip or another valuable prize. However, in order to claim the winnings you must first send money to “cover fees, taxes or insurance.” Once the money is sent, the prize is never received.

Beshear offers the following tips to help Kentuckians avoid these scams:

• Never pay up front to receive a prize or lottery winnings.
• Never provide your personal or financial information to someone who contacts you unexpectedly over the phone or through email or social media.
• Never use methods of payment that are hard to trace and recover like wire transfers, money orders or gift cards.
• Never call an out-of-country phone number to claim your winnings.

If you have possible information regarding lottery scam activity, report it to the Attorney General’s Consumer Protection hotline at 888-432-9257 and file a complaint online.

Beshear recommends Kentuckians stay ahead of scammers by signing up for Scam Alerts. To enroll text the words KYOAG Scam to GOV311 (468311) or online at ag.ky.gov/scams and select text message or email alert.

Ross-Hite LLC plans to submit a development proposal to request a zoning change for 1222 Garvin Place, Louisville, KY 40203. The company is an interior design company and uses the space as a residence for one of the business partners and a home office for the business. Clients are on site by appointment only.

The house located at 1222 Garvin Place would like to obtain a conditional use permit to allow one room in the home to be rented short term for Airbnb and to also rent the carriage house via Airbnb. The entire property may also be rented for special occasions in Louisville such as The Kentucky Derby.

Adequate parking is readily available on the street; side streets and the property garage may also be used to permit parking.

In accordance with Metro Planning and Design procedures, Ross-Hite LLC have been directed to invite you to discuss this proposal before an application can be filed. This informal meeting will give you the opportunity to review Ross-Hite's proposals and discuss the proposal with the developers. The meeting to discuss this development proposal will be held:

New Package Liquor License at 209 W. Ormsby

Urban Express Mini Mart, LLC on Saturday 6 January declared its intention to apply for a Retail Malt Beverage Package License for Urban Express Mini Mart at 209 W. Ormsby Ave. Any person, association, corporation, or body politic may protest the granting of this license by writing the Department of Alcoholic Beverages, 1003 Twilight Trail, Frankfort KY 40601 by 4 February.

Reasons the Department of Alcoholic Beverage Control can refuse a license include:

• The premise does not comply fully with all alcoholic beverage control statutes and regulations.
• The applicant or the premises does not comply with all regulations of a city administrator.
• The applicant has done an act which incurs a revocation of their license.
• The applicant has made any false material statement in their application.

Other factors include public sentiment in the area, number of licensed outlets in the area, potential for future growth, type of area involved, type of transportation available and financial potential of the area. For more information, feel free to read KRS 243.450, Kentucky's statute on the subject.

Layla George Named Olmstead Parks Conservancy CEO

Layla George, a Louisville native, joins Olmsted Parks Conservancy as its next President and CEO. George has a broad background in non-profit leadership, fundraising, and land conservation along with experience in farming and the local foods movement.

“Frederick Law Olmsted had a vision for these urban parks to be open and accessible natural areas that should be forever protected and preserved. Olmsted Parks Conservancy has done a magnificent job carrying out this vision and it is an honor to be joining such an important and dynamic organization,” stated George.

Most recently, George served as the Director of Development for Louisville Public Media for five years. During her tenure, she successfully completed a $7 million capital campaign and increased revenue from individuals by 185%.

The first day in the office for George will be February 5.

Crime Mapping

First Division

Major Eric Johnson Johnson began his career in 1999 with the Louisville Division of Police (LPD). Prior to merger, he served as a patrol officer and a flex detective in the former Third and Fifth Districts. After merger, Johnson served in the Fourth Division and Metro Narcotics. In August 2005, Johnson was promoted to Sergeant and served in the First Division as a patrol and Division Detective supervisor.  In April 2013, Johnson was promoted to Lieutenant and assigned to the late-watch platoon in the Second Division.  In October 2013, Johnson became the Strategic Planning Lieutenant, where he oversaw the department's strategic plan, the Mayor’s LouieStat program, the department’s response to the President's Report on 21st Century Policing and a series of performance improvement initiatives.   After being promoted to the rank of major, Johnson commanded the Administrative Services Division. Major Johnson is a graduate of Southern High School and holds a Bachelor’s Degree in Criminal Justice from the University of Louisville (U of L). He has received certifications in LEAN and Six Sigma. He also earned certification as a Balanced Scorecard Professional in advanced strategic planning.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
