11 November - 7th Annual Veterans Day Parade

Attend the 7th Annual Veterans Day Parade on Saturday, November 11 at 11 a.m. The celebration of veterans takes place on Main Street between 3rd and 6th streets. Bands, military reenactors, restored and modern military vehicles and equipment will travel through the streets in honor of our past and active military members. The parade is free and open to the public. Bleacher seating will be available at several points along Main Street. Health Care Enrollment Now Open!

Open Enrollment for 2018 Marketplace health insurance plans at healthcare.gov is quickly approaching. This year’s open enrollment, which runs from November 1 until December 15, is what’s known as a passive enrollment period. Kentuckians who already have a health plan purchased on the exchange do not have to do anything for their coverage to continue in 2018. Policyholders will have the same plan for 2018 or their coverage will move from their current plan to an available 2018 option that most closely matches their current coverage.

Current plan holders, and those who want to view 2018 options on the exchange, can now go to healthcare.gov and use the shopping tool. For new users, the federal marketplace requires the creation of a user account and a completed online application.

About 80 percent of Kentuckians enrolled in the exchange qualify for tax credits or subsidies that reduce their monthly health insurance premiums. For most of those who quality, the credits will off-set premium increases so the cost of insurance in 2018 will be about the same. A state-based call center is available at 855-459-6328 to assist Kentuckians with questions about where to go for coverage. The call center can help prescreen for program eligibility and help with questions and information. The HealthCare.gov customer service center is also available. It can be reached by calling 800-318-2596. The healthcare.gov call center is open 24/7.

Next Week: LIHEAP Registration

The LIHEAP Program that helps low income residents of Jefferson County with their utility bills begins on Nov. 6, 2017.

LIHEAP, the Low Income Home Energy Assistance Program, is a federally funded, income-based program that provides financial help to low-income households in meeting the costs of heating their home. The LIHEAP Subsidy Component is a one-time assistance benefit, which is paid directly to the heating vendor. The LIHEAP Subsidy Component begins Monday, Nov. 6 and will operate through Dec. 15, 2017, or until funding is depleted, whichever comes first.

Residents wishing to apply must schedule an appointment utilizing the new, automated appointment system. The appointment system is currently open and is available twenty-four hours a day, seven days a week.

Appointments can be scheduled by phone by calling 502-991-8391 or online at louisvilleky.cascheduler.com.

Applicants must be Louisville Metro/Jefferson County residents with a household income at or below 130 percent of the federal poverty guidelines. For the Subsidy Component of LIHEAP, residents can apply regardless of the status of their utility bills. Applicants must also provide the following documentation.

• Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income. Note: Zero Income forms are available at the Office of Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 or by clicking here.)
• Proof of Social Security number for each member of the household.
• Most current heating bill; or statement from your landlord if heating expenses are included in your rent; or statement from your utility company if you participate in a pre-pay electric program. Please bring the account number and name on the account for main heating fuel sources and electric.

LIHEAP applications will be completed at the time of the appointment at one of the six locations listed below.

Senior Commodity Food Program

The Commodity Supplemental Food Program (CSFP) works to improve the health of low-income elderly people by supplementing their diets with nutritious USDA foods.

What are the requirements?

You must be 60+ years of age, and your gross income cannot exceed $1307 a month.

What foods are provided?

Food box includes:

• Cereal
• 1% shelf-stable milk
• Canned meat, juice, fruit, and vegetables
  
• Penaut butter
• Cheese
• Pasta
• Powdered milk

2-3 December - 41st Annual Holiday Home Tour

In the spirit of the Yuletide season, the 41st Annual Old Louisville Holiday Home Tour is set to showcase the rich and the diverse history of Victorian Old Louisville. The 2017 Old Louisville Holiday Home Tour will take place Saturday, December 2 and Sunday, December 3 from noon to 6:00p.m. It will feature decorated town homes, historic buildings and iconic Victorian mansions on South 6th Street, Floral Terrace, Garvin Gate, and St. James Court.

Each year, the Holiday Home Tour attracts thousands of visitors from surrounding states to Old Louisville to experience “One of the Great Places in America,” according to the American Planning Association. The neighborhood’s architectural masterpieces seem to exude the revolutionary and transformative spirit poured into their very foundations over 100 years ago. To preserve, protect and promote the history and culture, Old Louisville’s Holiday Home Tour serves as the primary fundraiser for the Old Louisville Neighborhood Council.

During the Holiday Home Tour, visitors are invited to take a step back in time and enjoy an authentic Victorian Tea, browse the gift boutique for holiday treasures, or relax between tour stops with a free bourbon tasting. For convenience, there will be free parking and regular shuttle pick-ups throughout the tour area. Pre-Sale tickets are available until Friday, December 1 for $25 and can be purchased by clicking here, by visiting the Historic Old Louisville Visitors Center in Central Park (1340 S. 4th Street) or by phone 502-635-5244. Day of tickets can be purchased for $30 at the Visitors Center (the ticketing headquarters) where guests will receive their tour booklet, which serves as the admission ticket.

New this year is a VIP tour and tasting on Friday, December 1. Sponsored by the Evan Williams Bourbon Experience, the night will feature beautiful mansions and traditional holiday refreshments starting at the Russell Houston House, which operates as the Louisville Bourbon Inn (1332 S Fourth Street). Guests may enjoy Evan Williams Single Barrel Bourbon, Southern Egg Nog, wine, and savory hors d’oeuvres. The tour will include the Russell Houston Mansion, the Conrad Caldwell House Mansion as well as two private residences on St. James Court, elegantly lit for the holidays. Tickets are $50 and also include a ticket for the full Holiday Home Tour on December 2-3. The VIP event offers two entry times for Friday evening: 6 p.m. and 7:30 p.m. Space is limited, so guests are encouraged to purchase their tickets early. Guests will receive their tour booklet at the Inn upon arrival.

Police Reports This Week

First Division

Major Eric Johnson Johnson began his career in 1999 with the Louisville Division of Police (LPD). Prior to merger, he served as a patrol officer and a flex detective in the former Third and Fifth Districts. After merger, Johnson served in the Fourth Division and Metro Narcotics. In August 2005, Johnson was promoted to Sergeant and served in the First Division as a patrol and Division Detective supervisor.  In April 2013, Johnson was promoted to Lieutenant and assigned to the late-watch platoon in the Second Division.  In October 2013, Johnson became the Strategic Planning Lieutenant, where he oversaw the department's strategic plan, the Mayor’s LouieStat program, the department’s response to the President's Report on 21st Century Policing and a series of performance improvement initiatives.   After being promoted to the rank of major, Johnson commanded the Administrative Services Division. Major Johnson is a graduate of Southern High School and holds a Bachelor’s Degree in Criminal Justice from the University of Louisville (U of L). He has received certifications in LEAN and Six Sigma. He also earned certification as a Balanced Scorecard Professional in advanced strategic planning.

Second Division

Major Ryan Bates Bates began his law enforcement career in August 1997 with the Louisville Division of Police. He served in the former Second, Fourth, and Sixth Districts. He was also a member of the Street Crimes Unit and the Gang Squad. After merger, Bates served as a patrol officer in the First Division. He was promoted to sergeant in August 2005. He served as a sergeant in the Second Division where he supervised the mid-watch platoon, FLEX Unit, and Detectives Unit. In 2012, Bates was promoted to lieutenant and assigned to the late-watch platoon in the Fourth Division. He also served in the Second Division, where he supervised the mid-watch platoon and Division Resource Officers (DROs).   After being promoted to the rank of major, Bates commanded the Fourth Division. Major Bates served on the Special Weapons and Tactics (SWAT) team for 14 years. He served on the SWAT Team as an officer, sergeant, and lieutenant. He was appointed as the Assistant Commander in 2012 and Commander in 2015. Bates has also served on two (2) task forces which were created to address violent crime in the community. Major Bates is a graduate of Xavier University and holds a Bachelor’s Degree in Criminal Justice with a minor in Business. He is also a graduate of the Southern Police Institute’s (SPI) Administrative Officers Course.

Fourth Division

Major Joshua Judah Major Judah has been a police officer for 16 years, joining the former Louisville Division of Police in 2001. He served as a patrol officer all across Louisville, in neighborhoods ranging from Crescent Hill, Clifton, The Highlands, Downtown, Phoenix Hill, Old Louisville, Russell, Shawnee and Portland. He served as a detective in the Crimes Against Children Unit for three years, investigating physical, sexual, and internet crimes against children across Louisville Metro. He was promoted to sergeant in 2009, where he served in the 3rd Division in southwest Louisville. He was promoted to lieutenant in 2011 and served in the Chief’s Office and the 4th Division. Major Judah was most recently the commander of LMPD’s Technical Services Unit, which encompasses all of LMPD’s technical projects. Examples of these projects include body cameras, in-car cameras, investigative software applications, in-car computers, and gunshot detection systems. Major Judah was also responsible for the Real Time Crime Center, which monitors LMPD’s nearly 200 surveillance cameras, as well as the Crime Information Center, which analyzes crime trends and provides strategic intelligence for the LMPD and its law-enforcement partners in the region. Major Judah holds a BA in History from Centre College and is currently pursuing his Master’s Degree in Criminal Justice from the University of Louisville. He was the recipient of LMPD’s Commanding Officer of the Year award in 2015. He is a graduate of the Academy of Police Supervision class 39 at Eastern Kentucky University, the 127th Session of the Southern Police Institute’s Administrative Officer’s Course at the University of Louisville, and the 263rd Session of the FBI National Academy. Major Judah lives in Louisville with his wife Katie and their daughters, Miriam and Leah.
