Camp Zachary Taylor Tree Dedication Ceremony

Councilman Mulvihill participated in today's Camp Zachary Taylor Tree Dedication Ceremony at Camp Zachary Taylor Memorial Park. The dedication marked the 100th anniversary of Camp Taylor's construction for housing and training troops for WWI. Mr. W.S. Everett, whose father trained at the camp in 1918, made the drive from Glasgow, Kentucky, for the ceremony.

Blessing and open house for the new Archdiocese of Louisville Pastoral Center at 3940 Poplar Level Road

Archbishop Joseph E. Kurtz led the blessing of the new Archdiocese of Louisville Pastoral Center October 28. The center, in the Camp Taylor neighborhood, combined the former Holy Family School building with new construction to create more than 50 offices, five conference rooms, smaller meeting rooms and more, all to provide pastoral care.  At right, Councilman Mulvihill greeted Archbishop Kurtz at a reception after touring the new center.

Realtor.com and Yelp have named District 10's own Schnitzelburg one of the ten "Hottest Hipster Markets" in the U.S. The median home price in Schnitzelburg is $173,950 and millenials make up 19.3 percent of the population.

Next phase of Louisville Water's Eastern Parkway Project underway

Louisville Water will begin the renovation of the 48-inch transmission main under Eastern Parkway on Monday, November 6.  Work will start at I-65 and Crittenden Drive. This will require the closure of two westbound lanes from Concord Drive to I-65. This work is expected to continue for about four weeks. In addition to the lane closures, the southbound ramp from Crittenden Drive to Eastern Parkway will be closed.  Louisville Water originally planned to start at Eastern Parkway and Beargrass Creek, but the state bridge work presented complications.  Throughout the project, Louisville Water will continue to update customers on the impact of our work.  Communications channels include emails, twitter, a dedicated web page at LouisvilleWater.com/Eastern PkwyProject and frequent media updates.

November 13 - 17 - MSD to repair pavement, resurface Nightingale Road and Nightingale Court as part of the Nightingale Pump Station project. 

MSD will be performing pavement repairs and resurfacing of Nightingale Road and Nightingale Court as part of the Nightingale Pump Station project. An encroachment permit has been obtained to allow this work to take place between Monday November 13 and Friday November 17. MSD or its contractor will distribute a notice to residences next week.

Louisville Grows, a non-profit in the Portland Neighborhood with a focus on urban agriculture, urban forestry and environmental education, will host a tree planting event on Saturday, November 11 in the Schnitzelburg neighborhood. This is a large tree planting event and requires around 200 volunteers. November 16 - Day Spring Community Living's College for Living to celebrate grand opening with an open house

Thursday, November 16 from 5 to 6:30 p.m., Day Spring Community Living will celebrate with a grand opening open house event launching a unique, new program tailored to young adults with disabilities.   Day Spring Community Living was founded in 1994, and the College for Living is their latest venture in empowering adults with intellectual disabilities to attain greater independence.  This program is designed to meet the unique needs of each participant as they complete high school and begin to plan for living on their own as an adult. Using person-centered skill building, College for Living offers a path to independence for individuals who need additional support, education and skill-building outside of the family home, along with the freedom to make adult decisions in a safe environment. The typical program participant is transitioning from their parent’s home with aspirations to live on their own after completing the program. This innovative program fulfills a need previously unmet by traditional services available to individual with developmental disabilities. The College for Living apartment building is located on the Illinois Avenue campus in the Audubon Park area of Louisville, houses seven individuals in private one-bedroom apartments, and is currently full with a waiting list. LNC's Holly and Ivy If you're looking for a unique idea for your group's holiday party, consider Holly and Ivy at the Louisville Nature Center.  The center is in the city, yet on the edge of a 41-acre nature preserve and the perfect setting to create your choice of a swag, wreath or table decoration from live greenery. Nature Center instructors will be on hand to assist. The cost of renting the space is $125 for four hours or less plus $20 per swag, wreath or table decoration. Hot coffee and cocoa will be served, and groups may bring their own food and beverages. Cyril Allgeier Community Center

The Cyril Allgeier Community Center offers youth, adult, and senior citizen programs in the Camp Taylor Neighborhood.  Senior citizen programs include men’s 50+ basketball half court pick-up games, Pickle Ball (combines tennis, badminton, and table tennis) and walking club.  For adults, the center offers aerobics, yoga, karate, and open gym for basketball. Youth activities include flag football and karate.  The community center's full size basketball court is also available for rent, as is a large meeting room that is available for community meetings or to rent. Enrollment for ACA insurance open through December 15

Now is the time to sign up for health insurance under the Affordable Care Act: To help people understand their options and enroll, in-person help is also available from unbiased, trained and certified application assistors provided by Family Health Centers, the Kentuckiana Regional Planning & Development Agency (KIPDA) the Park DuValle Community Health Center; and the Shawnee Christian Healthcare Center. Starting November 6 - New TARC route for Riverport, Jefferson Southwest Campus to improve access to jobs, educational opportunities

TARC is improving access to thousands of jobs and educational opportunities with a new route through Jefferson Riverport International that includes a stop at the nearby Jefferson Community & Technical College Southwest Campus.

The new route begins operating on Nov. 6.

“We’re more than doubling service in Riverport and providing new service to the Jefferson Southwest Campus,” said TARC Executive Director J. Barry Barker.

The new route connects with other TARC routes including on Dixie Highway so with transfer options, passengers can travel by TARC to Riverport and the Jefferson Southwest Campus from other parts of the county. “That’s the beauty of this route – passengers won’t have to worry about that last mile or two to get to work or school,” Barker said.

Riverport is home to 120 companies and 10,000 jobs. And for students, transportation can be a barrier to achievement. Under a partnership with TARC that began in August, Jefferson students, faculty and staff can ride fare-free by showing the bus driver their school-issued photo-ID with a TARC sticker attached.

City honors more than 550 retired and senior volunteers for service

The Louisville Metro Retired and Senior Volunteer Program (RSVP) annual recognition event honored the work of more than 550 retired and senior volunteers Thursday at Churchill Downs’ Triple Crown Room. 

As part of the city’s Office of Resilience and Community Services (RCS), RSVP connects persons age 55 and over with their choice of some 60 public service and non-profit locations, including American Red Cross, Senior Nutrition Centers, Dare to Care, Community Ministries and the Robley Rex VA Medical Center.

Recent surveys, including one with RSVP member participation, showed that seniors believed that volunteering helps them stay mentally focused, more socially connected and physically active. The volunteer members’ positive outcomes for their clients and themselves greatly support Louisville’s status as a “Compassionate City.”

Does your home have lead paint? Lead Safe Louisville program offers free home inspections for lead for qualified residents

Louisville Metro Develop Louisville’s Office of Housing and Community Development (OHCD) is the recipient of a $2.9 million grant, through the U.S. Department of Housing and Urban Development (HUD), for reducing lead based paint hazards in homes in our community. This grant provides assistance to qualified homeowners identifying lead hazards within their property and the financial assistance to alleviate those hazards. This ensures all homes are lead-safe for all occupants. Lead is a major health problem in areas with a high concentration of homes built before 1978 and has been found in homes in almost all areas of Metro Louisville. Even exposure to low levels of lead can permanently affect children. Lead poisoning can cause nervous system and kidney damage, learning disabilities, speech problems, behavioral problems, hearing damage, decreased muscle and bone growth, seizures and even death (with extended exposure to lead and  high  blood  lead levels). High lead levels in adults can cause high blood pressure, digestive problems, nerve disorders, muscle and joint pain, memory and concentration problems, fertility problems and harm to a fetus. Lead dust, which is invisible to the eye, can be found in window troughs and sills, on baseboards, doors and door jambs, floors, and bare spots in the yard. Scam alert: online, local newspaper classified ads for tractor, truck sales

Attorney General Andy Beshear issued a scam alert yesterday to warn Kentuckians about fraudulent advertisements placed in the classified section of local Kentucky newspapers and online. Beshear said Kentuckians in several counties including Bath, Barren, Franklin and Jefferson have reported replying to classified ads for a deeply discounted John Deere tractor, Toyota or Chevrolet pickup truck that turned out to be a scam. The complainants state that the classified ad appears normal at first and includes a price for the item and a contact phone number. Once an interested buyer places a call, however, they do not speak with anyone, but rather start receiving text messages or emails from a so-called Air Force Sergeant “Molly Carter” stationed at Cavalier AFB in North Dakota. "Carter" claims she is selling the item at a deep discount because it belonged to her late husband, and she is leaving soon for an overseas deployment and cannot afford to keep it. “Carter” even offers to send detailed photos of the items and guarantees delivery once she receives payment. Beshear said his office has also verified with the Cavalier Air Force Base that a “Sergeant Molly Carter” is not a member of its installation. The military base confirmed that it has received multiple complaints from across the country reporting the same scheme.  Remember, if a price seems too good to be true, it probably is. Research the seller and ask them to meet you in a safe location to view the product in person, and only use verified methods of payment. Don't wire money or use gift cards or reloadable cards as reputable sellers don't use these for payment.  Kentuckians who want assistance verifying a scam or reporting a scam can contact the Office of the Attorney General at 888-432-9257 or file a consumer complaint online. Metro Leaf drop-off sites open November 7

Louisville Metro residents not mulching autumn leaves into their lawns or putting them out in reusable or compostable containers for curbside collection will have the option to dispose of them at one of three drop-off sites beginning November 7. Metro Public Works is offering a free leaf drop-off service through December 2, with the exception of November 23 and 24 Thanksgiving holiday. Only loose leaves will be accepted. Containers used to bring leaves to the drop-off sites must be disposed of off-site by residents. November 8 - results of Louisville's 100-Day Challenge to end youth homelessness to be announced at event at YMCA Safe Place

Louisville Mayor Greg Fischer, the Coalition for the Homeless, and a team of local service providers and community leaders will announce the results of the 100-Day Challenge, a project with an ambitious goal to end homelessness for at least 100 young adults in our community by November 8, 2017. 

At this celebratory event, the challenges and successes experienced during the 100-Day challenge will be shared. Speakers will include Mayor Fischer, Natalie Harris (Executive Director of the Coalition for the Homeless), MK Eagle (Louisville Free Public Library), Matt Reed (Executive Director of YMCA Safe Place) and Mark Pence (young adult involved in the 100-Day Challenge committee).

The event will be Thursday, Nov. 9 at 11:30 a.m. at the YMCA Safe Place at 2400 Crittenden Drive. 

Louisville was selected as one of the 5 cities (others are Baltimore, MD, Columbus, OH, Hennepin County, MN, and Palm Beach County, FL) to participate in the 100-Day Challenge, which launched on August 1. The 100-Day Challenge is designed to stimulate intense collaboration, innovation, and execution, all in pursuit of an ambitious goal to end homelessness for a large number of young people in our community. Louisville’s 100-Day Challenge has resulted in a 500% increase in the rate at which homeless young adults are housed.

 The fastest rising group of the homeless population, both locally and nationwide, are young adults age 18-24. In 2015, there were 418 homeless young adults in Louisville, plus an additional 450 youth below age 18 served by YMCA Safe Place Services of Louisville, for a total of 868 unduplicated unaccompanied homeless youth.

 Over the past several years, Louisville service providers and advocates have been successful in lowering the number of chronic street homeless and homeless veterans within our community due to concerted effort and funding for housing targeted to these populations. Focusing on life-changing services versus meeting basic needs is the key to intervention and long lasting success.

November 9 - Start Fresh! workshop for those interested in a new checking account

The next Start Fresh! workshop will be Thursday, November 9, from 5:30 to 7:30 p.m. at the Louisville Urban League at 1535 West Broadway. 

Start Fresh! is a workshop for people who want to gain new information and tools to use second-chance or new checking accounts. This workshop will help you think about your relationship with money and plan how you will make mainstream financial services work for you. When you finish this workshop, you’ll get a certificate you can use to open a new account with one our partnering financial institutions.  

The December Start Fresh! workshop will be December 12 from 10 a.m. to noon at the NIA Center, 2900 West Broadway.

How to file a damage claim with MSD

From MSD: Property Owners may file damage claims by calling MSD Customer Relations at 587-0603. They will need to reference the Camp Taylor Sewer Project, provide their name, address, phone number, and a brief description of their damage claim. 

MSD will then forward the information to our contractor for them to investigate and render a decision on the claim in writing to the property owner. Additional information may be required such as receipts or photos as applicable. If the contractor denies responsibility for the claim, the property owner may appeal the decision by contacting MSD Customer Relations again and request that the claim be evaluated by MSD.

MSD and our field representatives will monitor and track the claim progression to make sure the contractor is responsive.

Vacant & Public Property Administration announces new programs to more rapidly move vacant properties back into productive use

The Louisville Metro Vacant & Public Property Administration (VPPA) now offers three new programs designed to more rapidly move vacant properties back into productive use:

Last Look

• This new program is for buyers to purchase a structure that is a candidate for demolition. Buyers will have 60 days to show interest in purchasing the property and save it from demolition.
• Save the structure: In the first 30 days of this 60 day window, the buyer can purchase the property if they can prove they have funds to pay for exterior renovation and structural repairs (see property list for minimum proof of funds required). The property will be deed restricted with renovation deadlines of 6 months for exterior and 18 months for interior. This will be available during all 60 days that is structure is a part of the Last Look program.
• Demo for deed: In the second 30 days of the 60 day window, if the buyer shows proof they can pay for demolition, they can purchase the property then demolish the property and do not have to show VPPA a plan for the site. Future plans will stilled need approval by the Offices of Planning & Design and Construction Review.

Louisville Metro Government wants to know more about electric vehicles and the people who drive them.

Today, the city’s Drive Clean Louisville Team is using the 2017 Sustainability Summit to launch an online survey of electric vehicle ownership and/or use in metropolitan Louisville. Drive Clean Louisville – a collaboration of the Mayor’s Office, the Metro Office of Sustainability, the Air Pollution Control District, and the Metro Office of Performance Improvement & Innovation — will use the data to help make Louisville an easier place to own and use an electric vehicle (EV) as the technology becomes more and more widespread.  As part of the survey, respondents will be asked to suggest spots where they’d like to see more electric-vehicle charging stations placed in the community. Discounted Recycle Carts still available for $25 for District 10 residents - now in two sizes

The discounted recycle cart program has been re-instituted by Councilman Mulvihill and now offers two sizes: the 95-gallon carts and smaller 64 gallon carts.  The photos at left show the sizes (64 gallon on the left).

The carts normally cost $50, but Councilman Mulvihill has made them available for residents of District 10 for a reduced cost of $25. Please call 574-1110 or email us for the form. The reduced cost recycle carts will be available on a first come first served basis until the funds are depleted. This offer is available to urban service district residents.

It's not a secret - Homeowner Repair Program here to help eligible homeowners

Develop Louisville - Office of Housing and Community Development's Homeowner Repair Program may not be well known, but it's here to help. 

While some programs are available only to homeowners in the Russell, Shawnee or Portland neighborhoods. several are are accessible to eligible homeowners throughout Louisville Metro, including the Emergency Repair Program. Household must be at or below 80 percent AMI (Area Median Income) to be eligible to receive up to $5,000 toward emergency repair costs. Eligible costs include replacement or repair of major interior mechanical systems such as furnaces and water heaters and exterior health and safety issues such as gas and water line leaks and electrical wiring. Homeowners must continue to reside in the home as the owner occupant for a minimum of one year after work has been completed.

Use the latex paint recycling program

Louisville Metro Solid Waste and Habitat for Humanity's ReStore accept partial cans of residential latex paint for recycling. The collected paint is reblended for sale in Habitat ReStore locations in Louisville, and money raised is reinvested in our community to create affordable home ownership opportunities.  Note: paint must be latex only, and in usable condition. If the paint can is rusted shut, or if it doesn’t have a label, it will be declined. Drop off latex paint during business hours at the following locations:  Louisville Metro Staffed Recycling Centers, open Tuesday through Saturday 10 a.m. to 5 p.m. at: 595 Hubbards Lane, 7219 Dixie Highway and 7201 Outer Loop.  Habitat for Humanity ReStore locations at 2777 S. Floyd Street, 4044 Taylorsville Road, and 1631 Rowan Street. Homeowner’s insurance does not cover flood damage

Even if you don't live in a floodplain, you can still be at risk. More than 20 percent of all National Flood Insurance Program flood insurance claims are from areas outside the mapped high-risk areas. Just a few inches of water from a flood can cause tens of thousands of dollars in damage. Protect yourself and your home by calling your insurance agent to learn more about flood insurance or by going to www.floodsmart.gov.
