Welcome: The Best Laid Schemes o’ Mice an’ Men

I know not everyone looks forward to these quarterly strategic plan updates with the same giddy anticipation I do.  In truth, the overwhelming majority of you just want your garbage picked-up, your potholes filled and either a soccer stadium built at any cost or not a penny of taxpayer money going toward building a soccer stadium (more below).

Nevertheless, I persist.  Since the last strategic plan update July 18, we completed a handful of initiatives: We created a District 8 Advisory Board (Objective 2), authored a District 8 TARC Bus Stop Audit report (Objective 6), established a Highlands management district exploratory committee (Objective 21) and introduced an ordinance clarifying stricter penalties for animal cruelty (Objective 24).    

We made substantial progress on others, including: planning for a new Beargrass Creek South Fork Trail (Objective 7); preparing to extend the Bardstown Road/Baxter Avenue Overlay District southward (Objective 13); increasing the number of LMPD 5th Division Weekly Crime Updates subscribers and Neighborhood Watch Clubs (Objective 20); and beginning a joint operations review of the Fifth Patrol Division and Strathmoor Village Police Department (Objective 22). 

Additionally, by the end of 2017 we expect: to hold our first “town and gown hall meeting” with JCPS (Objective 3); to receive PARC’s and TARC’s first report on the possible benefits of consolidating (Objective 5); to complete the districtwide speed hump demand survey (Objective 8); to approve our first District 8 Accessibility Loan (Objective 9); to introduce an ordinance to further protect historic buildings (Objective 10); and to plant more trees (Objective 19).

All in all, I think it’s shaping up to be a good first year so far as the strategic plan goes.  In terms of overall Year 1 performance, however, I’ve asked the Office of Internal Audit to help us take a look at that and report back in early 2018 (which will be the next “quarterly” update like this).  You may have a personal opinion based on whether we satisfied your service request, funded your grant application, how I voted or otherwise dealt with an issue you care about or just the way you feel, but the audit is intended to provide an objective review of our processes and outcomes to maximize the value of our service.
